Srinagar, Sept 29: Chief Minister Omar Abdullah today said over 1.3 million clerical errors have been identified and rectified in Jammu and Kashmir's land records, while verification of digitised Jamabandis is still underway across all districts of the Union Territory.

Replying to a question by MLA Devyani Rana during Question Hour, Omar, who also holds the Revenue portfolio, said the Government had put in place a verification and error-correction mechanism to improve the accuracy of digitised Jamabandi records.

He said each entry was being subjected to a three-stage Maker-Checker-Approver verification process, while a digital record was being maintained of changes made to Jamabandi entries to fix accountability.

The Chief Minister said the land-record system had been shifted from a static Oracle SQL-based database to a dynamic PostgreSQL platform and that error correction had been undertaken across the entire land-record database.

The district-wise data showed 14,48,748 grievances received across the UT, comprising 10,177 quasi-judicial and 14,38,571 non-quasi-judicial grievances. Of the non-quasi-judicial grievances, 8,55,377 were shown as resolved. It also records 5,47,246 backlog mutations across the districts.

Udhampur recorded 1,82,313 grievances, the highest figure in the annexure, followed by Jammu with 1,48,747 and Rajouri with 1,43,885. Baramulla recorded 1,10,384, while Anantnag had 92,634 grievances.

In terms of backlog mutations, Jammu had 1,00,028, followed by Srinagar with 60,330, Anantnag with 56,945, Pulwama with 49,925 and Baramulla with 46,154.

The Government said more than 6,800 village-level grievance redressal camps had been held across J&K to facilitate public reading of land records and address grievances.

It said the JK Zameen Sudhaar Portal had been developed to enable people to view their land records online and register grievances. Grievances involving clerical or other non-quasi-judicial errors are examined and corrected by the competent Revenue authorities under the prescribed procedure.

The Government also said a Backlog Mutation Module had been developed in collaboration with BISAG-N for systematic updation of Records of Rights data up to 2026.

Senior Revenue officers have been designated as District Mentors and Prabhari officers for overall supervision and field-level verification. UT-level, district-level and inter-tehsil verification teams are also engaged in checking digitised records.

The Government said the verification process also covers discrepancies between original/manual revenue records and digitised Jamabandis, including cases affecting ownership, inheritance, partition and transfer of land.
