No transparency in JaKeGA

A grave irregularity in Jammu and Kashmir e-Governance Agency (JaKeGA) has come to notice and it needs to be brought to the public domain. Question marks have been put on its functionality and there are suspicions of financial irregularities. JaKeGA works in promoting and disseminating Information Technology culture in the State so that common man could avail the benefits of Information Technology and e-Governance. The Agency has also been entrusted the task of facilitating establishment of e-service centers across the State through suitable public-private partnerships to ensure that public gets the desired information and e-services literally at their doorsteps.
On the eve of annual Durbar Move (from Srinagar to Jammu) in 2016, it was reported by the staff that critical records pertaining to finance (56 files) were missing and not received by the advance party of JaKeGA.
Accordingly, the matter was discussed with the Secretary Information Technology Department, who has the administrative control over JaKeGA, and thereafter the grave issue was brought to the notice of SSP Security Civil Secretariat. Enquiries made by concerned authorities did not yield any result and finally an FIR was lodged about misplacement of 56 files.
There are suspicions that since the grants received from the Government were transferred to the Agency, a nexus came into being that has embezzled the money and not put it to proper use and then files were disappeared. Despite the FIR remaining lodged by the SSP Secretariat security no clue about the missing files is traced. The Minister in charge of IT said on the floor of the Legislative Assembly that the matter was under investigation. One year has gone by and still the SSP Secretariat Security is not able to make any headway in this case. This is a clear case of willful destruction of record and removing all valuable evidence that would prove that there has been a case of embezzlement. If files begin to be lost during Durbar move then it is a grave matter. The case should be handed over to some powerful agency that can trace the missing files and the riddle will be solved.
