Cash starved Govt Treasuries

Sir,This has reference to the news item �Payments worth hundred of crores pending in Govt Treasuries� (DE Nov 2, 2015). The Saddar Treasury Jammu alone has to clear a liability of Rs 370 crores since July ending this year in shape of G P Fund Bills and contractors bills.Saddar Treasury Srinagar has to clear a payment of about 70 crores.Is it not a discrimination with the people of Jammu ?Yours etc...Hem Raj263- AmbphallaJammu
