We have to get used to the new antics of political actors in our State who are vociferous in extolling new protects and plans they announce with all fanfare but fail to keep a track of their implementation part. Many of these plans and projects are either abandoned half way or are not taken up at all. How should we deal with this hoodwinking spree that has gripped our political class. Is democracy just to announce schemes and projects to win popularity but not to spell out wherefrom will funding come for these projects.
We are talking about Jammu Master Plan, which is gathering dust in the office of Jammu Development Authority. The process of formulation of revised Master Plan for Jammu was set into motion in early 2015 in order to ensure planned development of winter capital. This had become imperative because of several drawbacks in the Master Plan-2021, which is presently in vogue. Observers are disposed to bring onus of long delay in finalization of Master Plan to the doorsteps of Jammu Development Authority and also the Housing and Urban Development Department. Exhortation by the Chief Minister seems to have no impact on the authorities in JDA and Housing and Urban Development Department. JDA put the draft Master Plan to public domain and received many suggestions last year. However, despite lapse of several months JDA has failed to submit the draft Master Plan to the Housing and Urban Development Department for approval by the Cabinet.
Nobody among the functionaries who count in JDA or Housing and Urban Development Department is in a position to spell out in unambiguous words the precise position of Master Plan, the quantum of work done or remaining to be done and the duration within which the Plan will be finalized. The city of Jammu has expanded haphazardly and nowhere does one find any trace of making it attractive, clean and beautiful. Jammu city is the hub of great economic and commercial activity, tourism and pilgrim tourism destination. Therefore having new Master Plan becomes imperative. We hope the authorities will take due notice of the consequences of delaying the process of finalization of new Master Plan.
