*Finalizes Media Plan

JAMMU, Nov 22: Principal Secretary Planning, Development and Monitoring & Information Departments, Rohit Kansal today emphasized upon all the Administrative Secretaries and heads of departments to work in synergy to make second phase of ‘Back to Village’ programme a success.
Kansal made these remarks while undertaking training conducted for familiarizing the officers with the activities to be performed during the phase 2 of B2V program.
He stressed that every line department has a specific role to play during this Government initiative and the frontline workers of each department should proactively participate in this unique effort. He asked all the departments to highlight their activities and achievements and send the relevant details to all the Deputy Commissioners for proper demonstration of the same.
The Principal Secretary said that the finished and unfinished works of B2V phase I of this programme should be assessed on the spot and impediments found, if any, should be resolved. He exhorted upon the officers to consult the line departments and give a specific timeframe to the people about the completion of rest of the works in their villages.
Kansal said that all the four objectives of B2V-2 including follow-up of B2V-1, functionality of Panchayats, 100% enrollment under individual beneficiary oriented schemes and doubling of farmer income should be given special attention.
Earlier, Secretary Rural Development, Sheetal Nanda gave a power point presentation regarding the activity schedule to be followed during this phase of the B2V programme. She gave a timeline of the activities to be undertaken and informed the officers about the kind of information to be disseminated among the villagers. The officers were made aware that a report card and critical gap analysis has to be prepared by each of the visiting official.
The officers were briefed that a report in a pre-circulated format has to be submitted at the end of the 2 day visit to a village.
Meanwhile, Kansal chaired a meeting to finalize the Media Plan regarding the forthcoming ‘Back to Village-2’ (B2V2) programme.
The meeting was attended by Director Information and Public Relations Dr. Syed Sehrish Asgar, Joint Director Information, Jammu, Naresh Kumar, all Deputy Directors, Information Officers and other concerned officials of the department.
The Principal Secretary, while reviewing the media plan, said that the flagship programme is an important project of the government as it represents the institutionalization of ‘Back to Village’ (B2V) programme.
While reviewing the performance of department, Rohit Kansal complimented the department for the achievements made during the first phase of B2V. He termed the department as a vital entity of the government which acts as an interface between government and the people.
The Principal Secretary said that B2V2 is more intense than the earlier phase as it is mainly aimed at empowering Panchayats, follow up of B2V1, 100 percent coverage of beneficiary oriented schemes and doubling income of rural people by giving more impetus to rural economy.
Regarding the media plan, Kansal directed the concerned authorities to set up a control room for analyzing the information received from the ground besides deploying a dedicated team of officers for timely dissemination of information regarding B2V2.
He impressed upon the concerned officials to focus on generating success stories of B2V1, human interest stories, stories regarding infrastructural development and successful implementation of centrally sponsored beneficiary schemes while covering the events of the second phase of B2V.
Principal Secretary further directed for optimal use of social media in order to multiply the reach of B2V2 across the length and breadth of the country. In this regard, he asked for engaging a dedicated Social Media team.
Director Information apprised the meeting of the media plan for the flagship B2V2 programme through a presentation. She informed that the department is publicizing the B2V2 on regular basis by telecasting the messages of Lieutenant Governor on all popular TV and radio channels, apart from carrying advertisements and press releases in all the media outlets of J&K.
