Lt Governor issues fresh directions to promote efficiency, work culture

Deptts asked to fix timelines for resolution of HR matters
Several priority areas identified for immediate focus

JAMMU, Jan 12: In order to promote efficiency and work culture in the administration, the Lieutenant Governor of Union Territory of Jammu and Kashmir Girish Chandra Murmu has issued directions to all the departments for timely resolution of human resource matters and several priority areas have been underlined for immediate focus.
Official sources told EXCELSIOR that Lieutenant Governor through Chief Secretary BVR Subrahmanyam has directed all the Administrative Secretaries to devote attention to the resolution of human resource matters as the workforce in the departments will work up to the satisfaction of the Government only when their issues are resolved in a time bound manner.
They have further been asked to spare sufficient time from their routine affairs to handle the human resource matters and fix time-lines within their respective departments for this exercise so that in the shortest possible time-frame all the pending issues are resolved and efficiency and work culture is ensured.
“Administrative Secretaries shall leave no stone unturned that too in a time bound manner to ensure timely submission of Immovable Property Returns (IPRs), writing up of Annual Performance Reports (APRs) as per the schedule, convening of Departmental Promotion Committee (DPC) meetings, finalization of the Recruitment Rules, promotion/seniority matters, review of suspension cases and conclusion of Regular Departmental Actions”, read a communication addressed to all the Administrative Secretaries, the copy of which is available with EXCELSIOR.
Even biometric attendance, filling up of vacancies, conduct of administrative inspections, disposal of Right to Information Act (RTI) applications, up-dation of departmental websites, monitoring of court cases, field visits by the Administrative Secretaries and Heads of the Departments, simplification of procedures and rules regarding service delivery and removing unnecessary hassles have been flagged as priority areas, sources informed.
Moreover, directions have been given to all the departments to give due publicity to the programmes and schemes of the respective departments for the benefit of the public, they further said, adding it has come to the notice of the Government that huge population of the Union Territory of Jammu and Kashmir has yet not received the benefits of the schemes and programmes of the Government of India till date mainly due to the failure of the concerned authorities to generate awareness among the masses particularly in the rural areas.
The Administrative Secretaries have also been asked to write to their respective Heads of the Departments (HoDs) and subordinate staff for early resolution of the human resource and other administrative matters as the same will help to promote efficiency and work culture, sources revealed.
They further disclosed, “Government wants to put in place a mechanism right from the Civil Secretariat to all the subordinate offices for timely resolution of human resource and administrative matters”, adding “this will help in accountability, probity, seriousness and improved work culture for qualitative outcomes”.
The issuance of fresh directives to all the Administrative Secretaries and to the Heads of the Departments has become imperative as from time to time circular instructions were issued to handle the human resource and administrative matters by the Government of erstwhile State of Jammu and Kashmir but compliance could not be ascertained for want of periodic reviews, sources said.
Now, it has been decided by the Chief Secretary that he will obtain feed-back from the Administrative Secretaries on the progress made in the resolution of human resource and administrative matters after regular intervals so that everybody right from the Civil Secretariat to the ground level is made accountable in this regard.
Sources further disclosed that Information Technology Department has been asked to explore the possibility of developing a dashboard to facilitate easy monitoring of the daily attendance of all the employees working in the Civil Secretariat.
