Lecturers’ Forum demands Earned Leave benefit for Covid-19 assignments

JAMMU, July 5: Monthly meeting of All J&K Plus Two Lecturers’ Forum was held through teleconferencing under the chairmanship of its president Deepak Sharma wherein he demanded issuance of formal order for grant of Earned Leave in favour of all teaching community of Education Department who have been engaged in Covid-19 Pandemic related assignments during the summer vacations.
Deepak Sharma said that like other Government employees engaged in Covid-19 pandemic containment measures, the teaching community including Plus Two Lecturers are also actively engaged in various duties incuding Nodal officers/ assistants in quarantine centers and performing Magisterial duties apart from door to door Health Survey, distribution of Mid Day Meal Ration and Home assignments and various other academic/non academic activities. “Hence all teaching community deployed on Covid-19 related duties during summer vacations should be provided with benefit of Earned Leave as entitled for incentive under Rule 27 of J&K Civil Services (Leave) Rules 1979 and those engaged before or after vacations should be provided with special incentives as all Covid-19 warriors are vulnerable,” he said.
Forum also stressed that due protocol should be maintained while assigning Covid-19 related duties to Lecturers and dignity and honour of gazetted cadre should be upheld while doing so vis a vis other departments and rotation should be there so as to give a sigh of relief.
Deepak Sharma also demanded that the transfer of Lecturers should be done only at Divisional Directorate level as per past practice as decentralisation always leads to efficiency and grievances/representations of the cadre can be addressed in a better and time bound manner considering more than ten thousand cadre strength of 10+2 lecturers otherwise it will become quite difficult for the Lecturers of either division of J&K to represent their genuine issues at Secretariat level as the Administrative Office moves with Darbar every six months from Srinagar to Jammu and back.
