Just Rs 4.31 cr spent in 2 yrs under J&TFRP: Govt

JAMMU, Jan 29: Just Rs 4.31 crore have been spent out of Rs 1500 crore World Bank aided Jhelum and Tawi Flood Recovery Project (J&TFRP) in last two years in the State.
The State Government shared this information today in a  written reply to the question of  National Conference Legislator Ali Mohd Dar in the Upper House.
The Minister for  Disaster Management, Relief and Rehabilitation, Javed Mustafa Mir revealed that a unified operational system has been devised for the implementation of Rs 1500 crore Jhelum & Tawi Flood Recovery Project. A Project Steering Committee headed by Chief Secretary was set up during 2015 for over all strategy, guidance and monitoring of the project.
Replying to the main question, the Minister said during 2016-17, an amount of Rs 3.75 crore was received while during 2017-18 funds to the tune of Rs 9.17 crore were received from the Government. Under administrative/project implementation expense, a total 4.31 crore have been spent during past two years. While Rs 1.60 crore were spent during 2016-17, just Rs 2.71 crore have been spent so far this year under the project.  All these funds have been spent under administrative expenditure while under project implementation head, no funds have been utilised.
In response to yet another question,   the Government  said there is no direct rehabilitation component for handicraft artisans under the project. However, project envisages indirect benefit to the artisans under one of the sub- components of the project technical assistance for risk proofing non-farming livelihood ( 2 million  US Dollars) has been allocated to finance vulnerability assessment of non-farming livelihoods and to identify opportunities for increased resilience and developing options to increase access to finance  and assurance for non-farming livelihood.
The Minister claimed that consultancy services for development of e-commerce portal, carrying out artisan survey and activities in clusters.
