JMC sleeping over violations of approved design of shops in Fruit Complex Narwal

JAMMU, Sept 21: Non-adherence to the requests of Jammu Development Authority (JDA) for initiating action on violations of Jammu Master Plan is just the tip of an iceberg as Jammu Municipal Corporation (JMC) is also not paying serious attention towards the violations pointed out by the Agriculture Production Market Committee (APMC) in Fruit and Vegetable Terminal Market Narwal.
Official sources told EXCELSIOR that Chief Executive APMC Narwal vide Letter No.APMC/2017-18 dated August 19, 2017 had brought to the notice of Jammu Municipal Corporation numerous violations of approved type design by shops sites in Fruit Complex Narwal.
In this communication, it was mentioned that Fruit and Vegetable Terminal Market Narwal was developed by JDA and transferred to the Department of Horticulture (P&M) during the year 2009 on “as is, where is” basis.
Although there was an approved type design of Ground Floor with First Floor (G+1) conveyed to the traders but the shops were constructed in violation of the approved type design. It is pertinent to mention that most of the shops were constructed, before the Mandi was transferred to the Department of Horticulture (P&M).
Even after the Fruit and Vegetable Market Narwal was transferred by the JDA to the Department of Horticulture (P&M) Jammu during the year 2009, a number of violations in the approved type design were reported to the JMC but no action was taken.
It is worthwhile to mention here that Building Operations and Control Act is in force in Jammu and the permission for the construction, erection and repair works of the shop sites in the F&V Terminal Market Narwal are processed and building permissions are accorded by the JMC.
Now, keeping in view delay in action on the part of JMC, the Director Horticulture Planning and Marketing M A Qadiri has dashed fresh communication to JMC Commissioner mentioning that number of vertical and other types of violations by the allottees including construction of basements have been reported, which should have been got stopped by the enforcement wing of the JMC.
He has urged the JMC Commissioner to issue necessary directions to the concerned officer to ensure that violation takes place in the F&B Market Narwal. “Either action should be taken or market yard area be excluded from the Building Operations and Control Act so that APMC may grant permissions for construction/repair of ships within the market yard area as per the provisions of J&K Agricultural Produce Marketing Regulation Act, 1997”, the Director has mentioned in the letter addressed to JMC.
