JAMMU, Feb 14: A delegation of Jammu and Kashmir Private Healthcare Providers Association (JKPHPA) today met Chief Secretary Atal Dulloo, here at Civil Secretariat and raised issues regarding Ayushman Bharat- Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) SEHAT Scheme.
The members of the delegation told the Chief Secretary that Government of India launched AB-PMJAY on 23rd September, 2018 and it was launched on 1st December 2018 in Jammu and Kashmir. They said the scheme is for BPL patients throughout the country but J&K is the only UT/ State where the scheme is for everyone including APL people.
“Our hospitals/nursing homes are empanelled with the State Health Agency (SHA) which is a Society formed under the Societies Registration Act by the Government. Under the scheme, we are providing free heath care services to all the citizens of J&K as per the nominal specified rates under the Scheme itself as applicable to them and being monitored by SHA; however we are now facing lot of difficulties and harassment due to the arbitrary and tyrannical acts,” they added.
The delegation members told Dulloo that beyond 15th March, this Scheme is only possible if the premium is paid upfront/advance to the SHA. “IFFCO TOKKIO has stop majority of payments since their exit notice which has affected business cycle of many hospitals,” they said and sought assurance for recovery of their payment from IFFCO TOKKIO.
They also demanded revocation of all rejections and deductions (PPD/CPD) with interest as mandated by MoU and no gate keeping on referral procedures to private hospitals. “Some procedures like GB (Gallbladder) and hemorrhoids have been limited to public hospitals only by the Government and due to this decision many hospitals which are only empanelled for General and Laparoscopy Surgery, have to shut down as Gallbladder and Hemorhoids constitute 75% of the procedures.
“Since the implementation of this scheme, we are getting Rs 1650 per session of dialysis per patient, we were promised hike in the rates since then but to no avail. The rates of all the items (Dialysers, Tubings, Normal Saline etc even the electricity and water fees has increased multifold since then,” they said.
The delegation requested the Chief Secretary to intervene into the matter so that all the issues are resolved at the earliest as the entire healthcare business of the applicants is suffered a setback due to such acts of insurance company and SHA.
