Industries suffering due to headless PCC: Lalit Mahajan

JAMMU, June 26: The working of the existing industrial units, falling under the orange and red categories, as well as prospective investors, in Jammu and Kashmir has been adversely impacted as the Jammu and Kashmir State Pollution Control Committee (PCC), which has the authorisation to issue the consent to establish and consent to operate, has been lying headless. The former chairman of the Committee retired on May 1, 2023.
Drawing the attention of the Lieutenant Governor Manoj Sinha, to the peculiar situation, Lalit Mahajan, Chairman of the Federation of the Industries, Jammu, said that the files have been piling-up at the Pollution Control Committee’s office but there’s no to dispose them off.
He said that due to non-issuance of consent to establish in respect of orange/red category, the registration of the prospective investors under the NCSS 2021 is pending as without the valid consent to establish it is not possible for the unit holders to apply for the registration on the portal.
“Despite raising the matter with the Principal Secretary to the Forest Department, no action has been taken, leaving the unit holders in a state of distress,” Mahajan said in a statement.
In the case of existing units as well, he said, the renewal files for Consent to Operate in the Orange/Red Category are also pending with the Chairman’s office. This delay prevents the unit holders from renewing their bank limits and applying for fiscal incentives.
He said that substantial investment proposals have been approved by the Industrial Department, and land leases have been granted by the Industries Department. However, due to the unavailability of Consent to Establish, unit holders are unable to obtain provisional registration from the Industries Department, resulting in delays in project implementation.
“This setback contradicts the principles of the Ease of Doing Business concept adopted by the Pollution Control Department,” he said.
On behalf of the Federation of Industries, Jammu, Mahajan requested the LG Manoj Sinha to intervene into the matter by appointing a chairman for the Jammu and Kashmir Pollution Control Committee.
