Incharge gazetted cadre of School Education Deptt demands regularization

JAMMU, July 29: A joint meeting of all incharge gazetted cadres of School Education Department of Jammu province was convened here today by Amar Nath Thakur, State chairman of JK Incharge School Education Officers/Lecturers Forum, to discuss the regularization issue after the court stayed the operation of order No 114 GAD of 2019 dt 23-01-2019.
All the speakers expressed their resentment in delaying the implementation of order number 114 GAD of 2019, issued after SAC decision to regularize all fresh and backlog as an exemption. Chief secretary in this-regard had also issued directions to regularize all incharge officers till June 30, 2019 but no regularization order was issued.
Speakers appealed Governor Satya Pal Malik, Advisor Farooq Khan, Chief Secretary and Commissioner Secretary School Education to regularize all 8000 incharge gazetted officers by taking all step on priority which the Government feel just and appropriate in their regularizing.
Speakers further said that memo of urgency must be filed in the light of Supreme Court judgement delivered on 24-7-2019 that the High Court in exercise of jurisdiction under Article 226 of the Indian Constitution does not sit in appeal over an administrative decision.
Speaking on the occasion, Ram Parkesh Sharma, president Principals Forum, Amar Nath Thakur, State Chairman SEECC and JKGTF, Roop Lal, president Headmasters Forum, Dileep Dhar and other said that more than 500 incharge officers have died, 2000 or more retired without regularization.
Speakers also said that they do not want confrontation with the Government but if no concrete steps are taken, all incharge gazetted cadres would adopt all constitutional and democratic measures all over the State to get their regularization. Speaker also said that Government must implement order No 743 GAD of 2007 to provide justice to all cadres.
On the occasion, an executive coordination committee was also constituted to coordinate at all district and tehsil level in Jammu province. The committee would coordinate with the already working volunteers body in Kashmir and Ladakh to force the Government to complete the regularization process at the earliest as was done in case of 45000 State ReT teachers.
