Govt’s fresh guidelines on submission of issues by Admn Secys

JAMMU, June 27: The Government today issued fresh guidelines for submission of issues by the Administrative Departments with the approval of the concerned Advisor to the State Administrative Council (SAC) through the Chief Secretary and also directed the Divisional Commissioners of Jammu/Kashmir to furnish district-wise attendance report of the officers/officials on daily basis by 10.15 am.
“The attendance will be furnished by the two Divisional Commissioners to the General Administration Department (GAD) for further submission to the Governor’s Secretariat,’’ a Government order said.
An order to this effect was issued by the General Administration Department in pursuance of Jammu and Kashmir Delegation of Powers Act, 2018 (Governor’s Act No. 1 of 2018).
“Cases involving major policy decisions or having substantial financial implications will be submitted by the Administrative Secretary concerned to the Advisor through the Chief Secretary,’’ the GAD order said.
It added that in respect of the Departments allocated to Advisors vide Notification SRO-282 of 2018, which was issued on June 23, all the cases, which are required to be submitted to the Cabinet in terms of Schedule-II of the Jammu and Kashmir Business Rules, shall be submitted by the Administrative Departments with approval of the concerned Advisor to the State Administrative Council through the Chief Secretary.
“All cases, which are required to be submitted to the Chief Minister in coordination or the Governor in terms of Schedule-III and Schedule-IV of the Jammu and Kashmir Business Rules shall be submitted by the Administrative Department concerned with prior approval of the concerned Advisor to the Governor through the Chief Secretary,’’ it said.
On the business related to the Departments of General Administration, Civil Aviation, Hospitality & Protocol, Estates and Information, the GAD order said, it will be submitted by the concerned Administrative Secretaries to the Advisors through the Chief Secretary till further orders.
“The powers already delegated to the Administrative Secretaries as notified vide Notification SRO 281 of 2018 dated June 23, will continue to be exercised by them,’’ the Order said.
On June 23, Governor NN Vohra had allocated Departments to his two Advisors—BB Vyas and Vijay Kumar in the rank of Ministers. He had also allocated powers of the Ministers to the Chief Secretary and some of the Administrative Secretaries.
This was done to ensure speedy disposal of cases and clearance of projects with a view to give boost to developmental works.
