Govt enhances auction powers of Panchayats

JAMMU, Sept 11: Through an amendment of the Rule 59 of J&K Panchayati Raj Rules 1996, Government today enhanced the powers of rural local self government bodies to auction the Panchayat property like plants/tress on Panchayat lands, area for parking, grazing areas, fish from panchayat ponds etc.
The panchayats would now be able to conduct auction upto Rs 1,00,000, Block Development Committees (BDCs) upto Rs 2,50,000 and District Planning and Development Board (DDB) upto Rs 5,00,000 as against a meager 10,000 for Panchayats, 25000 for BDCs and 1,00,000 for DDBs earlier.
The funds so generated shall for part of “Own Resources” of the local self government bodies and shall be spent by them in the development of the Panchayats as per the procedure prescribed in the Rules.
Sources in the department of Rural Development and Panchayati Raj which issued the SRO today said it is only a small step in the process of empowerment of Panchayats and more such measures having larger consequences and giving lot more authority to Panchayats shall follow.
