We can say that the Punjab Chief Minister has shown large-heartedness in writing to the State Government about reopening talks on the much complicated issue of Shapur Kandi Project. In a formal communication to the State Government, the Punjab Chief Minister says that misunderstanding has arisen on the of Punjab Termination of Agreement Act, 2004 and a wrong impression has been generated that 1979 agreement with J&K stands repealed by virtue of that Act. The Punjab Chief Minister has made it clear that the 2004 Act does not touch the agreement which the two states have concluded in 1979. In other words it means that the 1979 agreement is still intact and needs to be implemented in letter and spirit.
Prakash Singh Badal has said that the project is of immense benefit to the people of both the states and that nothing will be done to deprive the people of the country of improving their lives. He has gone to the length of hoping to meet with the J&K Chief Minister and resolving the issue amicably. We appreciate this goodwill gesture of the Punjab Chief Minister and hope that very soon the two Governments will resolve the stalemate and our State authorities will begin the work on the Shahpur Kandi Project. This brings cheer to the millions of peasants as this project would be of immense benefit for large portion of Kandi belt from Lakhanpur to Samba. During the Kathua District Development Board meeting Chief Minister Mufti Sayeed had said that he would take up the case of Shapur Kandi Project with Punjab State. The stalemate seems to be ending and the project is likely to kick start without more hassles.
