FIR against Harsh Dev, others for misbehaving, obstructing official work at DC office

JAMMU, July 23: On the written complaint of Deputy Commissioner Udhampur, Police has registered a criminal case against Chairman of the Panthers Party and ex-Minister Harsh Dev Singh even as the latter claimed that he had also lodged a complaint seeking registration of FIR against SSP Udhampur for criminal intimidation.
A case FIR number 366, under Sections 353, 188, 147, 148, 504 and some other relevant Sections of RPC, has been registered against Harsh Dev Singh and others at Police Station Udhampur even as no arrest was made in this connection, till filing of the report.
The case FIR was registered late this night after DC Udhampur Ravinder Kumar forwarded a written complaint against Harsh Dev Singh and others, who allegedly forced their entry into his office and misbehaved with the officers present there besides obstructing official work.
On the other hand, Harsh Dev Singh has claimed that he along with JKNPP president Balwant Singh Mankotia and others have also lodged a written complaint against SSP Udhampur Rayees Ahmad Bhat for criminal intimidation, threats, abusive language and assault besides directing his subordinate staff and male police personnel to physically throw the female NPP leaders out of the office of DC Udhampur.
The high voltage drama took place around 12 noon inside the office of DC Udhampur where a meeting of Election Cell was going on for discussing Panchayat poll arrangements.
According  to DC Ravinder Kumar, around 70-80  Panthers Party activists, led by Harsh Dev Singh, Balwant Mankotia and others,  forced their entry into his office and not only obstructed the  official work but also misbehaved with SSP Udhampur, who was also present in the meeting.
“Even as I repeatedly asked them (Harsh Dev Singh and Panthers Party activists) to go out and behave properly, they lost temper and started abusing the SSP without any provocation,” Ravinder Kumar told the Excelsior.
Maintaining that the action of Panthers Party leader was highly objectionable and not to be condoned, the DC informed that he has forwarded a written complaint in this regard to the concerned   Police Station for registration of FIR under the relevant sections.
“Besides, I am also going to ban entry of these Panthers Party leaders in the office of Deputy Commissioner, where Section 144 already stands imposed,” he further said.
On the other hand,   Harsh Dev Singh has claimed that he along with Balwant Singh Mankotia and 100 odd JKNPP activists today lodged a complaint for registration of FIR against SSP Udhampur Rayees Bhat for criminal intimidation, threats, abusive language and assault upon him and for directing his subordinate staff and male police personnel to physically throw the female NPP leaders out of the office of DC Udhampur where they had gone for submitting a memorandum.  The complaint was lodged with SHO Udhampur in Police Station Udhampur for further action, he added.
While elaborating, Harsh Dev Singh said that they had gone to DC Office for submitting memorandum to the Deputy Commissioner where the SSP Udhampur was already sitting in his Chamber with SHO waiting for his orders outside the office in pursuance of a pre-planned conspiracy to bully and browbeat the Panthers, who had filed several complaints against the said police officer with the higher authorities.
Harsh Dev further alleged that the SSP wrecked his vengeance by shouting not only filthy and derogatory language but also pounced upon him with intention to cause hurt.
Reiterating the allegation that the erring officer was resorting to blatant and brazen display of authoritarianism and harassing the NPP workers in particular, Harsh Dev Singh has urged the Governor and Director General of Police to take cognizance of the alleged criminal conduct of the SSP for further action.
Meanwhile, Police sources claimed that no such complaint from Harsh Dev Singh has been received by Police Station Udhampur and hence there was no question of registering any FIR against the SSP.
