Education Deptt a transfer industry: PDP

JAMMU, Feb 20: PDP MLAs today took a dig at Education Department saying that it has become a transfer industry while no attention is being paid to improve the standard of education or provide the qualitative education in the State.
Participating in the debate on annual grants of Education Ministry, PDP’s Peer Mansoor Ahmed said that Education Department has become a transfer industry and the corruption rules the roost.
He said in 2012 State received Rs 1200 crore from Centre in Education Sector and in 2012-13 it received Rs 1500 crore but this amount was not spent properly. He demanded that those persons should have been punished in place of “Afzal Guru Sahib” who were responsible for the same.
He said people have lost faith in BOSE as the influential people get automatically pass certificates.
Supporting him his party colleague Ch Zulfkar while criticizing the Education Department said the officers  in the Department are doing nothing except transfers and the Department is known as the Department of transfers only. He said 300 posts of teachers are alone vacant in his district.
Javed Mustafa Mir also of PDP while expressing concern over the dismal functioning of Education Department said it is the Department of transfers only. He said money is exchanged for transfers in the Department and there is a nexus between officers of the Department and trade unionists in this regard.
Maintaining that investment in education always pays in best dividends, Harshdev Singh of NPP stressed on implementation of schemes seriously.
He however praised the Deputy Chief Minister for removing long stagnation in the Department and also complimented him for regularization of EVs.
He however stressed on creation of infrastructure and demanded activation of RMSA and SSA directorate. He also demanded removal of pendency while referring to ReT teachers.
He said there are no proper laboratories and libraries in schools and colleges. The Government failed to create infrastructure for Kasturba Gandhi Balika Vidalaya for last 10 years and maximum buildings of these schools are incomplete, he added.
He said for the same responsibility needs to be fixed. In RMSA there is lot of funding but implementation is very poor and Rs three crore were kept under it for model school but not a single school was constructed, he added.
He said Model Degree College was announced for Udhampur but Ex-Education Minister took it to Reasi and 50 IITs and many skill development Centres were announced but not a single was constructed.
Maintaining that re-organisation system is weak in Education Department, Abdul Rehman Veeri of PDP said it affected the educational system in the State.
He said 64 crores were earmarked for 19 Model Higher Secondary Schools in the State and these schools have not been completed since 2009.
He stressed on introduction of journalism and Mass Communication as well as computer from 10+2 level.
He said the schools are facing dearth of teaching staff as 10,000 posts are lying vacant and be filled immediately.
Ashwani Sharma of JSM stressed that border areas be provided attention in opening schools and improving infrastructure while BJP’s Jugal Kishore Sharma stressed on creation of infrastructure  and up gradation of schools.
Abdul Gani Malik of NC stressed on revival of leave arrangement system and said that Jammu has dearth of Urdu teachers.
Engineer Rashid alleged nexus of agents and teachers in Education Department in construction of School buildings.
Indu Pawar of Congress stressed on promotion of inter district contests and checking the drop outs of girl child.
M S Niaz of Congress, while praising Deputy Chief Minister for promotions in the Department however expressed concern over delay in postings of teachers.
BJP’s Prof Garu Ram stressed on infrastructure be created for schools in rural areas while his party colleague Durga Dass demanded immediate transfer of teachers, lecturers and masters of his constituency posted in Ladakh region for last four years.
Aijaz Dar of NC stressed on upgradation of Schools.
Yashpal Kundal of NPP said that his areas notified by Backward Commission be declared as backward at an earliest.
Charanjit Singh, Sajjad Bukhari, Dr Mustafa Kamaal and Hakim Mohammed Yasin also participated in the debate.
