NEW DELHI, Sept 4: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that the Department of Personnel & Training (DoPT) is clearing all the held-up promotions of Government officials on priority.
Speaking to a delegation of Association of Group ‘B’ (Gazetted) Officers of Survey of India under Department of Science & Technology (DST), who called on him with the plea to expedite their promotion cases, Dr Jitendra Singh said, there had been a huge delay in promotions at different levels and different cadres in the past. However, he said, in the last two to three years, with the active cooperation of in a proactive approach, DoPT has sought to coordinate with different Ministries and Departments in Government of India in order to overcome the bottlenecks or hurdles which were coming in the way of promotion.
Dr Jitendra Singh said, he was of a firm view that timely promotion of the officers and timely grant of increments has played an important role in keeping the officials motivated to perform their work to the best of their potential. He said, the Modi Government has followed a policy of providing a friendly environment and adequate safeguards to officials so that their initiative and enthusiasm does not get intimidated for any reason. The recently passed Prevention of Corruption (Amendment) Bill is a testimony to this, he said, which while making the anti-corruption law more stringent, at the same time seeks to ensure time-bound disposal of cases and prior permission for prosecution, so that the performing honest officers do not feel discouraged and no officer has to undergo undue harassment, he added.
Meanwhile, the members of delegation led by General Secretary Umesh Mishra, brought to the notice of the Minister that about 200 Survey Officers have completed their eligibility of 8 years, but have been waiting for their promotion for the last 10 years. In response, the Minister gave them the feedback that as per the inputs received from DoPT, their file had been sent back to the Department of Science & Technology for certain clarifications, but hoped that the moment the file comes back, it will be pursued with right earnest.
