Leh, July 1: Divisional Commissioner Ladakh, Saugat Biswas chaired a meeting to review the physical/financial progress under various schemes viz PMDP, UIDSSMT, AMRUT, CRF, NRDWP, AIBP, NABARD, FMP, PMGSY and languishing projects of Kargil district.
DC Kargil, Basir-Ul-Haq Choudary, Superintending Engineer and Ex-en PMGSY, Ex-en PHE, Ex-en Irrigation, Ex-en R&B and Ex-en PWD Zanskar attended the meeting. Div Com took a detailed review of work progress of PWD Circle, Kargil division wise including languishing projects and PMGSY ongoing schemes.
Considering the short working season in Ladakh, Div Com pointed out various delays in tendering process and allotment of works on part of the Engineers. Biswas directed the Deputy Commissioner, Kargil to review the projects case by case, fix responsibility for delays in tendering and initiate punitive action against such officers. He urged the Ex-ens to work with full dedication and monitor the work progress.
Div Com directed the Superintending Engineers and the Executive Engineers to present detailed scope of work with photographs of all the projects before and after work in next review meeting. Biswas directed the Ex-ens to prepare and submit bar charts(PERT charts) for all works for planned and timely execution. He stressed on the need to hold regular review meetings with contractors at the level of Ex-en and with the Deputy Commissioner, with a view to ensuring speedy and timely completion of works. He urged all the executing agencies to ensure the constructed facilities are compulsorily equipped with disabled-friendly features.
Divisional Commissioner further desired that all works be loaded on to the android based application – JKPULSE, for fortnightly monitoring of works on ground. JKPULSE will enable officers at various levels to view photographs of works on a periodic basis and also to record and read comments on progress.
DC, Kargil gave assurance to Div Com to complete tendering process of all works for which adequate bids have been received and allot works within a weeks time.
