DHSK’s Deputy Director post lying vacant since October last year

GP fund sanction, paperwork witnessing enormous delay

Srinagar, Oct 20: The post of Deputy Director, Headquarters at Directorate of Health Services, Kashmir (DHSK) is lying vacant for the last more than one year due to which the working of the Directorate has taken a hit.
Excelsior has learned that with the Deputy Director post being vacant for long now, the employees, as well as the general public, is suffering as the departmental paperwork experience unprecedented delays.
It is to be mentioned here that all the files in the Directorate are routed through Deputy Director Headquarters and in the absence of any official on the post, the employees in general and the public, in particular, is suffering.
What is ironical is that the GP Fund sanctions of the employees working with the Directorate are taken months altogether.
“There are many matters that are to be taken care of, but there is no one in the department who can do this; earlier, Dr Dolma used to take care of both of her posts, but now, it’s all in disarray,” sources told Excelsior.
Regarding the routine work, such as conducting DPCs and time-bound Insitu’s do not take place at all in the absence of the official under whose supervision such works are carried out.
Notably, Dr Kunzes Dolma who retired as in-charge Director of the DHSK was holding a full-fledged charge of Deputy Director, Headquarters.
However, she was given additional charge of the Director and after her superannuation on 31.10.2019, the post of Deputy Director, Headquarters is lying vacant.
The Director, Dr Sameer Mattoo, remains mostly on the official tours and the ground paperwork which needs to be carried out in the department is taking a hit.
Majority of CMOs and BMOs across Kashmir Division have been made in-charge CMOs and BMOs and only a few are having a full-fledged charge of their posts, with the result, the official working of the department at the central level as well as in the peripheries is experiencing a slump.
“It is in a sense vacant as the post has not been assigned to anyone permanently. Dr Bashir Ahmad Chalkoo has been made in-charge Deputy Director, Headquarters and he is looking after the affairs of it,” Director DHSK, Dr Samir Mattoo told Excelsior.
Notably, Dr Chalkoo is also offering his services as In-charge Divisional Nutritional Officer as well as per the official website of the DHSK.
