DC suspends AEE PHE, 2 Health employees

POONCH, July 19: Deputy Commissioner Poonch, Inder Jeet has placed AEE Jal Shakti/ PHE Department, Surankote Sub Division, Sanjay Bhalwal, under suspension after complaints that the public servant remains in drunken condition during the office hours.
The action against officer was taken by the Dy Commissioner after a communication from Executive Engineer, Jal Shakti Department, Poonch, with regard to work and conduct of Bhalwal, AEE.
Referring to the communication from the Executive Engineer, the order said that Bhalwal failed to submit DPR’s of JJM as well as the estimates of balance components of various schemes under L NRDWP, NABARD and Languishing projects.
“Various complaints were received in the Divisional office from PRIs and local people of the Surankote area that the AEE is not attending the office regularly and remain in drunken condition during the office hours,” reads an order by Deputy Commissioner.
The order further mentioned that Bhalwal was given a chance to explain his position within two days, but no reply from his side was received.
On June 19 this year, Executive Engineer, Jal Shakti, Poonch held telephonic conversation with the AEE about site visit to Jaran Wali Gali but on reaching the site, AEE along with his JE were found absent and they didn’t respond to the phone calls even after repeated tries and made XEn to wait for two hours.
Later, another JE headquarters (Kafiyat) responded and he made the AEE to the site but he was found in drunken position and was unable to talk properly in front of the PRIs present there, making embarrassment for the staff. A second explanation was called by Executive Engineer, Jal Shakti Poonch on June 20, 2022 for the negligent behaviour and attitude of AEE towards Governments duties but he again failed to reply in his defense.
“In view of the negligent behaviour and attitude of the officer, Sanjay Bhalwal, AEE, Jal Shakti, Sub Division, Surankote is placed under suspension with immediate effect and is directed to report in the office of Executive Engineer, Jal Shakti, Poonch,” the order said.
Meanwhile, Deputy Commissioner suspended two absentee Health department employees during late evening surprise inspection of Raja Sukhdev Singh District Hospital.
During the visit, the DC inspected Emergency wing, Operation Theater, Surgical wards, Gynae wards, Medicine wards, Pediatric, Geriatrics & Orthopedic wards and interacted with the patients, attendants, staff and Medical Superintendent Dr Zulfqar Ahmed. He also inspected Jan Aushadhi Medical store.
While checking the attendance of the staff, two Junior Staff Nurses namely Roomi Malik and Samina Farooq were found unauthorizedly absent from duty. The Deputy Commissioner placed both the employees under suspension and asked the Hospital authorities to withhold their salary.
The Deputy Commissioner also directed the Hospital administration to display the duty roaster of doctors prominently for better supervision & staff monitoring in the future.
