DC imposes penalty on revenue official

JAMMU, July 20: Deputy Commissioner Jammu, Simrandeep Singh today imposed penalty on a revenue official for wrongly entering mutation of Custodian land without ascertaining possession on ground.
According to the order, a complaint was forwarded in September 2009 by the then MLAs of Suchetgarh and R S Pura Assembly Constituencies to the then Revenue Minister alleging therein that the revenue officials of R S Pura tehsil had illegally sold and mutated Custodian land measuring 3 kanals and 1 marlas in village Kotli Shah Doula to one Yash Paul Singh of Gadigarh.
Thereafter, the then Deputy Commissioner got Preliminary Enquiry conducted through the then Additional Deputy Commissioner Jammu and on the basis of this enquiry the then Patwari of Kotli Shah Doula Vinod Kumar was placed under suspension.
Accordingly, the proceedings as recommended under J&K Government Employees Conduct Rules, 1971 were conducted and subsequently the then Deputy Commissioner Jammu got an inquiry conducted through Anvy Lavasa, AC (UT) Jammu, who in her report furnished in the month of February this year, submitted that the charged official violated norms laid down under Standing Order No.23A and entered mutation without ascertaining possession on ground.
As the charge of misconduct stands proved against the revenue official, the Deputy Commissioner, Jammu, Simrandeep Singh has imposed minor penalties under Rule 30 of CC&A Rules, 1956 on the charged official, which include fine of one month salary and withholding of two annual increments with effect from July 2013.
The Deputy Commissioner has also ordered reinstatement of Vinod Kumar with immediate effect and treatment of period of suspension up to March 2010 as Leave. The entire subsequent period till date shall be treated as on duty because of the huge delay in settling the matter by the competent authority, the order said.
