JAMMU, Mar 24: In a Public Interest Litigation (PIL) regarding misappropriation of food grains meant for public, Division Bench of High Court comprising Chief Justice MM Kumar and Justice Muzaffar Hussain Attar today directed Commissioner Secretary CAPD Department to file status report disclosing the cases which might have been registered against the erring officers in the past and action taken against the officers involved in Dachhan scam by next date of hearing failing which he shall remain present in person.
When the PIL came-up for hearing, Division Bench observed, “notice in this PIL was issued on December 10, 2013 highlighting the colossal misappropriation by food grains meant for distribution to the residents of the areas like Dachhan (Kishtwar)”, adding “in respect of one year period from April 2012 to March 2013, a shortfall of food grain worth more than Rs 48 lakh has been reported”.
“The matter came to the notice of this Court when the officers sought to be transferred on the allegation of shortfall of food grains approached this Court against their transfer and posting. In the order it has been made clear that the shortage for the year 2012-2013 is only a tip of iceberg. However, the order has not awakened the respondents and no status report has been filed despite various opportunities”, the DB further observed.
