* Discusses Kishanganga R&R Plan

JAMMU, Apr 5: Chief Secretary, B R Sharma today reviewed the implementation of the State Action Plan on Climate Change in a meeting, he chaired here.
Financial Commissioner, Planning & Development, B B Vyas, Principal Secretary, Forest, R K Gupta, Principal Secretary, Tourism, Sundeep K Nayak, Commissioner Secretary, PWD, Rohit Kansal, Commissioner Secretary, I&C, Shailendra Kumar and other senior officers were present in the meeting.
During the meeting, it was informed that a project on climate resilient agriculture worth Rs 22.51 crore has been sanctioned to be implemented in 4 years. The project will be implemented by NABARD through the State Agricultural Production Department as executive agency.
Moreover, all the concerned departments have appointed Climate Change Nodal Officers including departments of Tourism and Health.
The Health & Medical Education (H&ME) and Tourism Departments presented their respective proposals seeking financial assistance under the Adaptation Fund and Green Climate Fund. Concept note was also presented on Roof Top Solar Power Plants in J&K.
Chief Secretary stressed on the concerned departments that project proposals under the State Action Plan on Climate Change should be conceived and prepared so as to enable J&K to tap financial assistance available under the Adaptation and Mitigation funding corridors.
For promotion of Solar Power in J&K, Chief Secretary also discussed the proposal regarding Roof Top Solar Power Station on the Civil Secretariat buildings in both Jammu and Srinagar. The concerned department was asked to complete the project within next 3 months.
The Union Ministry of New & Renewable Energy (MNRE) has placed J&K in special category states, where MNRE will bear 70% benchmark cost for installation of Roof Top Solar Power Plant. The MNRE has already approved installation of cumulative 2MW Grid connected Solar Roof Top Power Plant in the State for the current financial year besides 2MW approved by MNRE has been distributed for installation at DC office Samba, Haj House Srinagar, Bemina office JKEDA etc.
Meanwhile, Chief Managing Director, NHPC, K M Singh met Chief Secretary to discuss implementation of Resettlement and Rehabilitation (R&R) Plan of Rs 152.72 cr for the Project Affected families (PAFs), of the 330 MW Kishanganga HEP in Bandipora District.
It was informed that Deputy Commissioner, Bandipora has been appointed as Commissioner, R&R Kishanganga HEP for implementation of the R&R Plan for PAFs. It is expected that by April-2016, identification of all PAFs will be finalized and relief will be extended to individual PAFs as per the approved R&R Plan.
Meanwhile, it was decided in the meeting that State Irrigation and Flood Control Department will carry out the work to improve the discharge capacity of Bonar Nallah and strengthen the Nallah boundaries against high discharge. It was also decided that appropriate treatment of Madhumati Nallah will also be taken up by I&FC Department. The funds for the purpose will be provided by NHPC.
Commissioner Secretary PDD, Dheeraj Gupta, Commissioner Secretary, PWD, Rohit Kansal, and officers of Union Power Ministry and NHPC were also present in the meeting.
