SRINAGAR, July 4: The Legislative Council was adjourned for the day this afternoon after opposition members stormed into the Well of the House and clashed with ruling lawmakers.
Immediately after Roads and Buildings Minister Naeem Akhtar tabled the Resolution on Goods and Services Tax (GST), the opposition members had heated exchange of words with ruling members.
The opposition members later stormed into the Well of the House, raising slogans against the coalition PDP-BJP Government.
However, the ruling members also shouted against the opposition members and there was noisy scenes. But nothing was heard in the press gallery as every member was shouting.
Later after repeated pleas by Chairman Haji Anayat Ali to members to resume their seats, he finally adjourned the House for the day.
Meanwhile, alleging that previous regimes were responsible for financial instability, a ruling PDP member Firdous Tak came down heavily upon the opposition National Conference (NC) and Congress saying that both the parties have lost moral grounds to talk about special status of Jammu and Kashmir.
Initiating discussion on the resolution moved in the Legislative Council (LC) on Goods and Sales Tax (GST), the PDP legislators presented facts and figures to demonstrate how the two political parties eroded the basic Constitutional position of the State thereby weakening it politically and economically.
“From 1952 to 2014 the NC and Congress together demolished the special status of the State and today their leaders are claiming themselves to be the champions of Kashmir”, he said adding, “From Prime Minister to Chief Minister, Sader-e-Riyasat to Governor, extending jurisdiction of RBI and Supreme Court, the two parties together have sold the State and its interests for the sake of power”, he alleged.
He said that the two parties chose backdoor method to incorporate and implement Constitutional Orders issued by the President of India from time to time over the last more than 60 years. He reminded that out of total number of 395 Articles, 260 have been applied to the Jammu and Kashmir Constitution without even taking the State Legislature into the confidence.
“Do not you remember how in July 1975 you got a Presidential Order issued debarring the State Legislature from amending the State Constitution on critical matters. “Let me remind you that this order was issued immediately after Sheikh-Indira accord which means you bargained the power for the interest of State”, he alleged.
“The next generation of Abdullah family, Dr Farooq Abdullah went ahead and facilitated another Presidential Order in 1986 whereby the Parliament of India was given power to Legislature even on matters in the State list”. This Constitutional amendment also followed by another agreement known as Rajiv-Farooq accord”, he said.
In 2014, he said, the two-party Government headed by Omar Abdullah handed over over-draft arrangement of Jammu and Kashmir Bank (JKB) to Reserve Bank of India (RBI). “This speaks about your politics of deceit and power. You have lost all morality to speak about the special status of the state and whenever the two parties came together the State faced the brunt”.
He said that Jammu and Kashmir implemented TADA and POTA overnight under NC regime and no legislature was taken into confidence. “In one night during the visit of Kumara Manglam to the State your party and the then Government handed over seven power projects to the Union Government that too without even signing any Memorandum of Understanding”.
