After division of Deptts between 2 capitals, Govt notifies roster of Admn Secretaries

3 more Deptts to move from Jammu to Srinagar

JAMMU, June 19: After dividing various departments at the Civil Secretariat level between two capitals of J&K, the Union Territory Government today notified roster of Administrative Secretaries for the ongoing Summer Session-2020 besides ordering move of three more departments from Jammu to Srinagar.
While Primary Headquarter of 15 Administrative Secretaries shall be at Srinagar, nine others shall function from Jammu with their headquarter in the Winter Capital even as each of them shall remain present in the non-primary headquarter for at least 10 days of each month, says an order, issued in this regard by the General Administration Department.
The GAD, in partial modification to the earlier Government order on dividing the departments between two capital cities, today also ordered that the Departments of Disaster Management, Relief, Rehabilitation and Reconstruction and Information shall primarily function from headquarter at Srinagar Secretariat along with records.
With this modification, only 15 departments shall function from Jammu Secretariat and 22 departments from Summer Capital. Earlier, vide order number 649-JK(GAD) of 2020, dated 17-06-2020, the UT Government said that 19 departments along with their Administrative Secretaries will function from Srinagar Secretariat and 18 departments from Jammu Secretariat.
As per the roster of Administrative Secretaries, notified today vide Government order number 651-JK(GAD) of 2020, dated 19-06-2020, primary headquarter of Financial Commissioner Arun Kumar Mehta shall be at Srinagar while Financial Commissioner Atal Dulloo shall be primarily headquartered at Jammu.
Principal Secretary Shaleen Kabra, Principal Secretary Dheeraj Gupta, Principal Secretary Dr Pawan Kotwal, Commissioner Secretary Hirdesh Kumar, Commissioner Secretary Sarita Chauhan, Commissioner Secretary Ajeet Kumar Sahu, Secretary Sheetal Nanda and Secretary Reva Kumari shall primarily headquarter at Jammu.
Similarly, Principal Secretary Bipul Pathak, Principal Secretary Dr Asgar Hassan Samoon, Principal Secretary Naveen Kumar Choudhary, Principal Secretary Rohit Kansal, Principal Secretary Shailendra Kumar, Commissioner Secretary Manoj Kumar Dwivedi, Commissioner Secretary Saurabh Bhagat, Secretary M Raju, Secretary Simrandeep Singh, Secretary Sarmad Hafeez, Commissioner Secretary Sheikh Fayaz Ahmad, Commissioner Secretary Talat Parvez Rohella, Secretary Zubair Ahmad and Secretary Achal Sethi shall primarily headquarter at Srinagar.
Pertinent to mention that for the first time, the Government has divided departments at the Civil Secretariat level between two capitals of the Union Territory of Jammu and Kashmir. While 22 departments along with their Administrative Secretaries will function from Srinagar Secretariat, 15 departments shall function from Jammu Secretariat.
The arrangement has been made in view of extent and spread of Novel Coronavirus (COVID-19) in the Union Territory and to ensure that people don’t face difficulties in obtaining services of these departments because of restrictions on the inter-province movement.
Vide Government Order No.626 dated June 8, 2020, it was directed that the Darbar Move offices for the Summer Season-2020 will formally open at Srinagar-the summer capital of J&K UT, on July 6 even as the Civil Secretariat will continue to remain functional at Jammu and employees shall work on “as is where is” basis. It was specifically mentioned in the order of June 8 that all the departments will function from both the locations for which Administrative Secretaries will make necessary arrangements especially at the senior level to ensure the functionality in their respective departments both at Srinagar and Jammu.
As per the orders, Forest, Ecology and Environment, Health and Medical Education, Home, Housing and Urban Development, Jal Shakti, Planning Development and Monitoring, Power Development, Revenue, Rural Development and Panchayati Raj, Transport, Tribal Affairs, Animal and Sheep Husbandry, Cooperative, Election and Food, Civil Supplies and Consumer Affairs Departments will function from Jammu Civil Secretariat.
Likewise, Civil Aviation, Culture, Estates, Finance, Floriculture, General Administration, Horticulture, Higher Education, Hospitality and Protocol, Industries and Commerce, Information and Technology, Law, Justice and Parliamentary Affairs, Labour and Employment, Public Works, Social Welfare, School Education, Skill Development, Tourism, Youth Services and Sports, Information, Disaster Management, Relief, Rehabilitation and Reconstruction Departments will function from the Srinagar Secretariat.
However, the names of Agriculture Production and Science & Technology Departments have been reflected in both Jammu Secretariat and Srinagar Secretariat and further details in respect of these departments will be notified shortly.
