JAMMU, Apr 29: J&K Accounts Employees Association in a meeting of its general body held here today discussed the burning issues of the accounts employees.
The general body meeting of the Association was held here today under the chairmanship of Niyaz Ahmed Qadri, president Civil Secretariat unit and Kulwant Singh president Jammu unit of the organization. The members discussed the burning issues and other long pending demands of the accounts cadre.
They pointed out that AAOs were posted in Rural Development Department (RDD) for further posting in the offices of BDOs against clear vacancy. A serious note was taken after some ACDs on their own transferred them from one office to another despite the fact that cadre management is looked after by Accounts and Treasuries Department. BDOs intentionally harassed them and relieved many of them while they are not competent to do so. They said the DG Accounts and Treasures must take serious note of it.
The Association also strongly condemned the PSC for non-conduct of exams of the cadre since long. They demanded that PSC must conduct Departmental exams twice a year as per past practice. It was pointed out that on the direction of the Finance Minister a committee was framed for cadre review but not even a single meeting of that committee was held till today. The Association urged upon the Finance Minister to intervene into the matter.
They also demanded re-organisation of the cadre and declaration of it as professional service. They demanded that Departmental exams be held as per pattern of Planning Department. The Association further demanded removal of increment bar SRO-160 and SRO-271 as per other department, change of designation of Accounts Assistant to Accountant, removal of 18 months barrier related to exam and redressal of the issue of Class-IV employees, computer operators, Govt cashier, stenographers, clerks and drivers etc.
