Govt takes serious note, warns not to promote/regularize

JAMMU, May 3: Around 390 engineers (Civil) have failed to upload Annual Performance Reports (APRs) during the past several years even after repeated instructions issued in this regard by the Public Works (R&B) Department and now they have been explicitly told that in case of non-compliance within two days they shall not be promoted/regularized.
As per the notice, the Public Works (R&B) Department submitted the proposal for regularization/promotion of engineers (Civil) of the department to the Jammu and Kashmir Public Service Commission but during examination it has been observed that many engineers are deficient of documents particularly APRs and in absence of which these engineers cannot be promoted/regularized.
“The department has time and again informed all the engineers to upload their APRs on the portal—JKPWDOMS (JKPW-Online Management, Monitoring and Accounting System) but such a large number of engineers have failed to adhere to the instructions issued from time to time”, the R&B Department said.
It has directed all such engineers of Civil Wing who have not uploaded their APRs on portal to upload the same for the relevant years particularly 2014 onwards within two days positively for their promotion/regularization in the respective grade. Even the names of the engineers deficient of the APRs have been mentioned in the notice, the copy of which is available with EXCELSIOR.
“Anyone, despite this notice, who fails to upload APRs shall not be promoted/regularized and shall be personally responsible for not being considered for promotion/regularization”, the department has made it clear.
“Even if the department doesn’t issue instructions from time to time the engineers are required to upload/submit their APRs on regular basis in the light of the service rules and standing instructions issued by the Government of J&K Union Territory in this regard”, official sources said, adding “on one side the engineers claim that they are not regularized timely and on the other side they are not strictly following the Government instructions”.
As per the official record, the Public Works (R&B) Department has issued repeated circulars in this regard from time to time as a reminder for the engineers of the department.
In the month of February last year, the department had asked all the engineers, who were eligible for their placement in the next higher posts and for regularization, to submit the required documents such as APRs and Vigilance Clearance status etc well in time.
“It is responsibility of the concerned engineers to upload the required documents on JKPWDOMS well before their placement/assignment and the engineer(s) who fails to submit the same, his/her claim for placement/assignment to the next higher post shall not be entertained and the incumbent(s) next in order of seniority/eligibility shall be considered,” the department had mentioned in the circular issued in February last year.
It was also pointed out that various engineers have not submitted their documents which are pre-requisite for placing/assigning the charge of next higher posts and regularization due to which the department was facing difficulties in finalization of such proposals well in time. “Such proposals are not completed timely with the result the department is facing shortage of engineering staff in the field”, the department had mentioned.
Accordingly, it was impressed upon all the subordinate HODs/Chief Engineers to inform all the concerned engineering employees who have fulfilled the eligibility and are coming under consideration zone in near future for their placement/assignment to the next higher post and regularization to upload the required documents on JKPWDOMS well in time.
The documents which are required to be uploaded include APRs for the last three years, latest Vigilance Clearance status, work and conduct/integrity certificate, field inspection report and inspection of project related real time photographs and videos duly geo tagged uploaded on the JKPWDOMS as per projects in hand.
