Zulfkar demands Hill Council status for Rajouri-Poonch

‘Lift ban on inter-distt recruitment’

RAJOURI, Jan 8: Demanding scrapping of the inter-district recruitment policy and Hill Council status for the twin districts of Rajouri-Poonch, former Minister Ch Zulfkar Ali today said that educated unemployed youth and people in general from Pir Panchal region are worst suffers.
Addressing a press conference here today, Zulfkar said that ban imposed on inter- district recruitment has created dismay among the educated unemployed youth of reserved categories including Scheduled Tribe (ST), Residents of Backward Area (RBA) and Actual Line of Control (ALC) categories. He said the educated youth are frustrated and they have no opportunity to compete in all districts due to ban on inter- district recruitment.

Terming the ban as unjust, PDP leader said that he was member of Select Committee in 2010 which was deliberating on the inter district recruitment ban and he was the only member of the committee who out rightly rejected the policy and opposed ban.
Projecting Hill Council demand for Pir Panjal districts, Zulfkar said that geographically Rajouri and Poonch are different from the rest of the state and have suffered because of its locational disadvantage of Pir Panchal on the one side and Line of Control on the other.
He said that uneven distribution of funds also leading to the miseries of the people and the schemes formulated for the plains and other areas of the State or the country may not be practically suits to this region. He added that only Hill Council is ultimate to redress the miseries of the people of this region.
Expressing resentment over slow pace of work on Jammu- Akhnoor-Rajouri-Poonch road, he said that the project has been declared as the new National Highway (NH) 144-A, and approved under the package for Rs 5,100 crore in November 2015 but still nothing is seen on ground. He added that a little work of 4- laning has been started from Jammu to Akhnoor but there is no ground work on the stretch between Akhnoor to Poonch.
“I raised the issue with Prime Minister and Union Surface Transport Minister at New Delhi to four lane the whole stretch and not restrict it to Akhnoor”, he said demanding tunnels between Chowki Chora and Tanda areas.
Appreciating Centre over announcement of Jammu -Poonch Railway line, former Minister said that he regularly projected the issue before Centre during his several visits to Delhi and it was promised by the Centre that they have keep budgetary provision to the tune of Rs 2370 crore for the same.
