Why slow pace of construction of bunkers?

Can the State Government do the bit it is required to do , that of accelerating the speed of work on construction of the bunkers for border dwellers , the entire cost of which is borne by the Central Government ? The latest deadline about it that of June ending is unlikely to be achieved as only 951 bunkers have been constructed till date and that too in Jammu , Samba and Kathua districts only.
‘Excelsior’ had only a few days back pointed out that construction of bunkers in Rajouri and Poonch districts was yet to be started and in that direction , still nothing is appearing to have been done . It was expected that by the end of June this year 14400 individual and community bunkers in five border districts of Jammu region would be completed so as to give a feel of security to the inhabitants of these border areas but the position on the ground is totally unsatisfactory. It appears that the Deputy Commissioners of these five border districts have not been found adhering to the directives of the State Government or else what could be the reasons of the mismatch between the revised time frames and the actual achievement. Roads and Buildings Department too have not complied with the instructions in this regard . It is hoped, however, that due seriousness would be accorded to the matter , now without any ado, while we shall be monitoring the situation closely.
