Approved authorised dealers will attach authenticated copy of valid authorisation from the principal manufacturer with their tender offers alongwith an authorization to quote against the tender. The tenderers shall deposit the samples of each tendered item with the respective Police Central Store Zewan Srinagar or Gulshan Ground Jammu within the last date of receipt of tenders. Tenders or samples received after prescribed date or time shall not be accepted.
Technical Bid of the tenders will be opened on 12.02.2011 at 1100 hours at Police Headquarters J&K Gulshan Ground Jammu. In case of unavoidable circumstances or holiday on the said date, the technical bids will be opened on the next working day or as notified separately.

On behalf of Governor J&K State sealed Tenders affixed with the revenue stamps worth Rs.10/= are invited for the supply of Scientific Material/goods required by the Education Department during the year 2010-11 in Kashmir Division.
1 Tenders are to be submitted as per the prescribed form which can be obtained from the office of the undersigned on any working day upto 23/01/2011. The terms and conditions of the tenders can be obtained by each tenderer on payment of Rs.1000/=.
2 The tenders must be submitted in a sealed double envelope and should reach the office of undersigned on or before 25/01/2011 upto 1 PM. Any Erasing/overwriting/mutilation in the tender form will be rejected and the rates quoted should be in figures as well as in words affixed with tixotap.
3 Intending Tenderers shall have to deposit earnest money of Rs.20000/= in each subject.
4 The department reserves the right to accept or reject any tender form without assigning any reason thereof.
5 The tenders will be opened in the office of undersigned on next working day or any other day as may be fixed by DLPC in presence of the intending tenderers who may choose to be present. In case of any unforeseen/ unavoidable circumstances the tenders will be open on next working day.
6 No conditional tender will be accepted. The tenderer imposing any type of condition shall straight way get deleted.
7 Tenders by Govt. or semi Govt. or Principal manufacturers if sent through their authorized agents shall have to be accompanied by the requisite prescribed earnest money as also legal commitment from principal manufacture. However, tenders direct from Govt. or Semi Govt. organizations or Principal manufacturers are exempted from submitting earnest money.
8 The contract shall remain valid up to ending March 2011 and no alternation in this behalf shall be accepted.
9 The intending tenderers should furnish tender in two parts, one part containing rate offered/ earnest money to be deposited in this Directorate and other part containing samples duly packed and sealed to be deposited in Principal State Institute of Education Bemina Srinagar of each item. Only one sample/ rate per item with the specifications specified in the tender documents from one tenderer will be accepted. No duplicate or multiple complain or the alterations of this condition, If any will be accpeted. The suppliers who fail to deposit there samplex with Principal SIE Srinagar up to last date 25-01-2011 will straight way be rejected.
10 Rate should be quoted inclusive of all levies, octroi charges and transportation etc FOR Chief Education Officer of Each District of Kashmir Valley, but exclusive of VAT which will be deductible from the bills at source, in case the item is taxable under VAT act.
11 The successful tenderer shall have to make the supplies to this department within 15 days of issue of supply order in his favour failing which the contract approved in his favour shall be treated to have been cancelled and earnest money/ call deposit pledged to the Accounts Officer will be forfeited. In case of supply not found in accordance with the specification by the Chief Education Officers concerned shall be rejected forth with and penalty will be imposed by the DLPC.
12 The successful tenderer shall have to made security deposit equal to the amount as prescribed in the Financial Code. However the earnest money deposited with tender documents can be converted in to security deposit in favour of successful tenderers.
13 Payment will be made either through WDC bill on Govt. Treasury or Draft and draft charges shall be borne by the firm.

Tenderer quoting rates in response to this NIT will be deemed to have understood the detailed terms and conditions of the NIT. A copy of this NIT duly signed and stamped by the tenderer on every page in token of having understood and accepted the specifications, terms and conditions must be attached with tender offer. The decision of the purchase committee in finalizing the dispute/doubts etc. arising directly or indirectly will be final and should be acceptable to all tenderers.
