Policy being finalized to enhance
quality
of justice, reduce cases pendency: Omar

JAMMU,
Feb 27: Chief
Minister, Omar Abdullah today said that State
Legislation Policy is being finalized shortly on
the pattern of National Legislation Policy for
enhancing quality of justice and reducing the
number of pending cases in the courts.
Addressing the
valedictory function of 3-day Regional Judicial
Conference (RJC) of North Zone on "Enhancing
Quality of Adjudication" at Zorawar Singh
Auditorium in Jammu University here this morning,
the Chief Minister said, "common man holds
judiciary in exalted trust and reposes deep
confidence and faith in it but there is
increasing worry in the country regarding burden
of pending cases before various courts".
Emphasizing the
need of providing less expensive and speedy
justice to sustain the confidence of people in
judiciary, he stressed that every effort should
be made to address the concerns regarding speedy
delivery of justice. "Our anxiety for quick
justice should not compromise or sacrifice the
quality and efficiency of judgement", he
added.
Saying that
quality management in the field of justice should
be at the top of any Government agenda, Mr Omar
said that initiatives aimed at quality judiciary
strengthens the peoples confidence in
justice and implementation of reliable and
practicable initiatives increase the quality
within the judicial system. "The efficiency
of any system would depend on the kind of
mechanism it has developed", he added.
"In the
matter of delivery of justice, the adjudicatory
process is central. The process, be it
traditional or any other alternative dispute
resolution mechanism, must therefore be directed
towards dispensation of justice", he
maintained, adding "onus of quality of
adjudication lies not only on the judges but on
all the stakeholders including members of Bench
and Bar and others in the process".
The Constitution
lays down certain objectives for securing justice
and these can be achieved by providing quality
justice to the people, Mr Omar said, adding State
Government has taken very positive steps in this
regard by making necessary amendments in the
State laws, improving judicial infrastructure,
filling of vacant posts of judicial officers,
imparting training to the Public Prosecutors, and
undertaking larger capacity building efforts.
In his valedictory
speech, the Senior Judge of Supreme Court,
Justice Altamas Kabir identified factors and
aspects contributing the process of enhancing
quality of adjudication. He underscored the
unified strategy of Bench and Bar members in the
delivery of best judgments.
Saying that both
sides of the judicial spectrum-Bench and Bar -
should be fully prepared and knowledgeable to
contribute for enhancing the quality of
adjudication and dispensing of best judgments, he
said, "bar members have responsibility to
assist the Bench in arriving at highest judicial
pronouncements pointing out law provisions,
recent trends and other relevant factors".
He said Bench should be clear, transparent in
delivering the decisions, which would be simply
understandable and of best quality.
Justice Kabir also
dwelt in detail about the IT Act and impressed
upon the judicial officers to get fully
acquainted with the provisions of this Act to
deliver judgments effectively and qualitatively
on various cyber crimes.
He also laid
stress on resorting to the route of Lok Adalats
and mutual settlements of disputes by the
litigants to reduce the increased pressure on
judicial officers due to large number of cases.
The Judges of
Supreme Court, Justice B S Chauhan, Justice K S P
Radhakrishanan, Justice Swatanter Kumar, senior
Judge of Jammu and Kashmir High Court, Justice
Fakir Mohammad Ibrahim Khalifullah and Director
of the National Judicial Academy, Dr Mohan Gopal
also spoke on the occasion.
The Chief Justice
of Andhra Pradesh High Court, Justice Nisar Ahmad
Kakroo, the Chief Justice of Allahabad High
Court, Justice Rebero, Speaker, J&K
Legislative Assembly, Mohammad Akbar Lone,

NC
discusses strategy for Panchayat elections

Feb 27:
Provincial Working Committee (PWC) meeting of
J&K National Conference (NC) was held today
to discuss the strategy for forthcoming Panchayat
elections.
On the occasion,
Union Minister for New and Renewable Energy, Dr
Farooq Abdullah, President, NC, was the chief
guest. Ministers, Legislators and office bearer
of PWC chaired the meeting.
While addressing
Dr Farooq said that all the Centrally schemes in
the State are implemented for the benefit and
welfare of the people. He further said that the
coalition Government under the chairmanship of
Omar Abdullah is very much concerned about the
developmental activities and successfully
marching in all round development of the State.
While hailing the
Prime Ministers keen interest in addressing
the problem of J&K youth, his statement in
the Parliament regarding Rangarajan Committee
Report on employment package to J&K youth was
visible indication of his concern for the
States development.
Dr Abdullah said
that, our party always advocated the cause of the
State especially the youth with the Center and
succeeded in addressing so many issues concerning
the State.
He appealed the
youth to establish their own units in the sector
like Tourism, Agriculture, Floriculture, Food
Processing etc. and take maximum benefits.
Dr Abdullah also
appealed the participants to get ready for the
Panchayat elections and select clean imaged
persons. He also appealed women folk of the State
to take keen interest in these elections for the
betterment of the society.
Rattan Lal Gupta,
provincial President, Jammu, besides Legislators,
district presidents and other participants also
put forth their suggestions for the upcoming
Panchayat elections.

BJP to
protest in, outside Assembly on March 4: Manhas

JAMMU,
Feb 27: BJP
State president, Shamsher Singh Manhas today
warned that his Party will hold a protest rally
on March 4 outside the State Assembly while the
Party MLAs will protest on the floor of the House
on the day of Chief Minister's reply to
Governor's address in protest against Omar
Abdullah's last year's statement challenging the
accession of J&K with rest of India.
Addressing the
concluding session of party's three day Parvesh
Parikshan Varg here today, the BJP chief said
that his Party will continue protest against Omar
Abdullah till he seeks the public apology for
this statement.
Maintaining that
BJP stands for total integration of the State
with rest of the country, he said, BJP will not
compromise on national unity and integrity which
are of paramount importance for it.
Mr Manhas said
"total integration of the State with
country'' and ending discrimination with Jammu
and Ladakh are among the prominent issues in the
Party agenda.
Reiterating his
Party's demand for abrogation of Article 370, he
said the special status is the main cause of all
problems in the State. The growing unemployment
and underdevelopment are the root causes of the
special status, he added.
This is the reason
that BJP stands for abrogation of this article
and total integration of the State with rest of
the country, he said, adding the claims of ending
discrimination are totally misleading and the
fact is that there is glaring example of
discrimination with these two regions of the
State in each and every sphere of life.
He said Jammu
still gets too little share in matters related to
development and employment besides it gets less
share in the selections made by PSC and SSRB.
Making repeated attempts to tarnish the image of
security forces and demanding their withdrawal by
Kashmir based parties, Manhas said that it was
the timely deployment of Army and security forces
in early nineties that the faith of common man
was restored.
Addressing the
session Dr Nirmal Singh Member National Executive
BJP who was also examination incharge of the Varg
said that after the intense sessions during last
three days, a written test was conducted and all
the activists feared well in the examination.
This shows that every one paid proper attention
towards what was taught and briefed by national
and state leaders during the Varg. The Varg was
organized to acquaint the party activists with
the principles, ideology and working in an
organization. Rajiv Charak was the convener of
the training camp.

SFC gets
debt relief from SIDBI

JAMMU,
Feb 27: Observing
that revival of Jammu and Kashmir State Financial
Corporation (JKSFC) was imperative to help
accelerate the economic activities, the Minister
for Finance and Ladakh Affairs, A.R. Rather who
is also Chairman of the Corporation, has said
that the Government has taken all required
measures to restore past glory of this premier
Institute.
Speaking at the
47th Annual General Meeting of shareholders of
the Corporation at Jammu, the Minister said steps
have been taken to improve the organizational and
managerial capability of the Corporation and all
issues related to liquidation of its past
liabilities are also being consistently
followed-up with the State Industrial Development
Bank of India (SIDBI) and other Central
authorities.
The SIDBI has
agreed in principal to waive off the interest
liability in full and also to waive off 40% of
the outstanding principal loan amount", Mr.
Rather said, adding that this substantial debt
relief from SIDBI is expected to further reduce
the debt liability of the Corporation by about
Rs. 55 crore.
Mr. Rather said
that the comprehensive revival plan for the
Corporation has been put into operation which
will enable it to function again as an important
catalyst in the promotion of Industry and allied
sectors of States economy. Mr. Rather
announced that in addition to Rs. 71.47 crore
fund support from the State Government to the
Corporation so far, it is being contemplated to
provide some more funds to the SFC to enable it
to discharge its bond liabilities which are
becoming due during the course of the year. He
said suggestions put forth by the shareholders
for revitalizing the Corporation would be duly
considered.
Meanwhile, under
the renewed initiatives, the Corporation has
achieved a recovery of Rs. 21 crore during the
financial year 2009-2010. The State Government
has also approved a fund support of Rs. 21 crore
for the Corporation.
Besides
shareholders, the meeting was also attended by
the Economic Advisor to Government, Jalil Ahmed
Khan, Commissioner/ Secretary Finance, Sudanshu
Pandey and Managing Director, SFC, A.K. Makroo.

Forest
Deptt to use GPS

JAMMU,
Feb 27: The
Agrostology wing of Forest Department today
organized a workshop on use of modern
technologies in planning execution and monitoring
of forestry works at Sidhra.
Suresh Chugh,
Chief Conservator of Forests, inaugurated the
workshop.
During the
workshop, the participants were given basic
training on how to use GPS technology for
recording locational parameters like coordinates
altitude etc in the field.
B C Sharma,
Associate Professor, AKUAST made a presentation
on rehabilitation of parthenium degraded
pastures. A total of 25 participants of the
Forest Department attended the workshop.
Chugh said the GPS
technology is a handy tool for Forest officers as
it can be used to measure distances, are, slope
etc in difficult terrain where use of
conventional instruments/devices if cumbersome.
He said the GPS is
also very effective for documenting and
monitoring location of various works in the
field.

Govt has
no will power to resolve Kashmir issue: RSS chief

DELHI, Feb 27: Rashtriya Swayamsevak Sangh
(RSS), chief, Dr Mohan Rao Madhukar Bhagwat has
stressed on mobilization of public opinion on
grass root level throughout the country for
resolution of Kashmir issue.
Participating in a
special discussion on J&K scenario organized
by J&K Peoples Forum here today, he
said entire nation is one on J&K issue. Not
only the displaced people from Kashmir but every
Indian wants that the issue should be resolved at
an earliest.
Expressing his
concern over the lack of will power on the part
of Government in solving the Kashmir issue which
is the burning problem he said "we are all
fully aware of it., The Government fully knows
how to resolve the issue but their actions reveal
that they are deliberately ignoring the facts.
Under these circumstances the people have
themselves to make efforts he added.
Lambasting the
Government Dr Bhagwat said that instead of giving
security to nationalist people in the state it is
interested in the welfare of handful separatists.
He, while ruling
out any third party mediation in Kashmir said
when US and China does not tolerate outside
interference in their internal matters then why
will India allow them to meddle in its internal
affairs.
He stressed on
publishing small booklets on Kashmir issue to
aware countrymen about the present scenario and
problem in the state.
The RSS chief said
that construction of Ram Temple, Kashmir and
implicating RSS in baseless cases are the main
issues on which attention is to be paid and
mobilization of peoples attention on these issues
is the need of the hour. He made it clear that
there should be no politicking on these three
issues.
The former Chief
Justice of Uttrakhand Justice, Vinod Gupta in his
presidential address stressed on finding an
everlasting solution to Kashmir issue. He alleged
that Government is till working on the policies
of Pandit Nehru in this regard.
On the occasion
the English translation of Narinder Sehgals
(senior journalist) book was also released.

Agri
technocrats fast unto death continues

JAMMU,
Feb 27: Two
agricultural technocrats sitting on fast unto
death under the banner of J&K Agricultural
Technocrats Association, in support of the
demands fell unconscious on the seventh day of
their fast unto death and were removed to GMC
hospital for treatment.
The technocrats
removed to hospital were Dr Sandeep Kumar Anand
and Dr Amarjeet Singh.
They reports said
they had refused to take anything and held that
they would break their fast only when the State
Government would concede their demand of
regularization.
Two more
technocrats namely Dr Shahid Ahmed Mir from
Poonch and Dr Mohd Mansoor Naik from Kulgam sat
on fast unto death from today.

Rafiq Ahmed and Ex- MLA Faqir Chand visited the
dharna site and extended full support to the
agitating technocrats.
Dr Surinder,

ReTs to
gherao Assembly on Mar 22

Feb 27: The
Jammu and Kashmir ReTs Teachers Forum in a
meeting decided to hold protest and gherao the
Assembly on March 22 in support of their long
pending demands.
Speaking on the
occasion, Vinod Sharma, State president,
highlighted the demands of the Forum. He demanded
the Government to regularize EVs as general line
teachers who has completed their seven years
service, inclusion of five years rendered
services of ReTs for seniority benefits,
enhancement in the honorarium of ReTs up to Rs
7,000, provision of SRO-43 in favour of ReTs, EVs
and transfer in favour of regularized teachers as
decided by High Court.
He said besides
assurance by the Chief Minister nothing has been
done to redress the demands and appealed the
government to fulfill their demands at the
earliest otherwise they would intensify their
stir.
Others who spoke
in the meeting were Rajesh Singh, Yunus Rahi,
Lekh Raj Parihar, Rishi Kumar, Subash Chander and
others.

Court presentation at Dogra Law College

Moot Court presentation of the students was held
in Dogra Law College.
Garima Gupta and
Indra Thakur advocate J&K High Court who are
the teachers incharge conducted the Moot Court
proceedings.
The presentation
process started with the introductory lecture by
Professor V K Kapoor Director/ Principal Dogra
Law Collge who highlighted the relevance and
importance of Moor Court in the field of Legal
education.
The 15 groups of
the students presented four moot court problems
on constitutional law, criminal law, family law
and environmental laws.

6 drugs
banned

JAMMU,
Feb 27: The
Controller, Drugs and Food Control Organisation
(DFCO), J&K today directed the pharmaceutical
companies to stop sale of drugs containing six
salts with immediate effect as per guidelines of
the Central Government.
The prohibited
salts included Nimesulide formulations for human
use in children below 12 years of age, Cisapride,
Phenylpropanolamine, Human Placental Extract,
Sibutramine and R-Sibutarime and their
formulations for human use.
The prohibition
has been enforced by the Central Government after
it was established that use of these drugs is
likely to involve certain risks to human beings,
DFCO Controller, J&K, Satish Gupta said.
He also advised
the public to stop use of formulations containing
these ingredients with immediate effect. He asked
the trade fraternity to stop sale of drugs and
formulations banned by the Centre immediately.

Lakhs of
children covered under
Pulse Polio Immunization
Prog

JAMMU,
Feb 27: Like
other parts of the country, lakhs of children up
to the age of five years were vaccinated under
2nd Phase of Pulse Polio Immunization Programme
across the State today.
Minister for
Health and Family Welfare, Sham Lal Sharma
launched the campaign at Mishriwala and Chowki
Chowra. On the occasion, he sought cooperation of
people from all walks of life to make Jammu and
Kashmir a polio free State. For this, he said
parents have special responsibility to provide
timely immunization to their children.
Maintaining that
awareness about the various dreaded diseases like
Polio, AIDS, Cancer and Leprosy is must for the
common masses, the Minister said that only
Government efforts are not sufficient to achieve
goals. He sought cooperation from NGOs,
educational institutions, intelligentsia and
particularly health employees to check further
spread of these diseases.
Giving details of
the arrangements made for the second round of
Pulse Polio Immunization across the State, the
Minister apprised that for immunization of over
19 lakh children, over 11000 booths were set up
at different places and as many as 46877
employees pressed into service to ensure 100
percent coverage.
Director Family
Welfare, Dr Rakesh Khajuria, Director Health
Services, Dr Ashok Sharma, Director Indian System
of Medicines, Dr Abdul Kabir, Chief Medical
Officer, Jammu, Dr Baldev Sharma, doctors,
paramedics and prominent citizens were also
present on the occasion.
About 1061409
children up to the age group of 5 years were
administered Pulse Polio drops in the Kashmir
valley today.
In Srinagar,
Director Health Services, Kashmir, Mohammad Amin
Wani inaugurated the programme at Jawahar Lal
Memorial Hospital, Rainawari while in other
districts, the concerned Deputy Commissioners
launched the programme by administering drops to
the children.
A total of 164235
children were administered the polio drops and
2296 employees were deployed among 574 booths set
up in the Srinagar city. Likewise, in Anantnag
district 131428 children were administered polio
drops for which 457 polio centres were
established and 2188 employees were deployed.
In Kulgam, 92607
children were covered under this programme and
1764 employees were deployed and 441 polio booths
were setup for this purpose. In Pulwama and
Shopian districts 132210 children were
administered pulse polio drops for which 660
polio booths were setup and 2642 employees were
deployed for this purpose.
In Ganderbal
district, 44122 children were covered under this
programme for which 212 polio booths were set up
and 848 employees were deployed. In Braramulla
and Bandipora districts 228725 children were
administered polio drops for which 3816 employees
were deputed and 999 booths were set up.
Similarly, in
Kupwara district 131730 children were
administered polio drops for which 2664 employees
were deputed in 666 polio booths.
The same programme
was also launched in Leh and Kargil districts
where 28483 children were administered polio
drops for which 738 booths were set up and
2942 employees deployed.
The 166th
Battalion of CRPF organized a pulse polio camp at
Sector-III Channi Himmat. The campaign was
launched by Narinder Paul, Commandant of the
Battalion by administering vaccine to children. A
total of 350 children were vaccinated during the
camp.
India Telecom
Infra Limited (ITIL) organized Pulse Polio
immunization camp at Digiana Puli near Gurdwara.
On the occasion, oral polio vaccine was given to
more than 600 children of the locality. The camp
was organized under the guidance and support of
Circle Head Col (retd) R K Dhar.
Rotary Club SIDCO
Bari Brahmana conducted this program at Bari
Brahmana and gave polio drops to more than 300
children. The campaign was attended by Club
President Kewal Krishan Gupta, Balbir Singh,
Baldev Sharma, Ramesh Badyal, Karan Singh and D N
Sharma.
Rotary Club Jammu
Mid Town also organized a camp at Railway Station
and administered oral polio vaccine drops to
around 300 children. On the occasion, Indira
Bhalla, wife of Minister for Revenue Raman Bhalla
administered polio drops to a number of children.
President of the
Club G J Singh, senior vice-president Sunita
Bhadwal, Baldeep Kaur, Dimpy Kohli, Anil Suri,
Harsh Gupta, Manjeet Singh, Lajja Manhas and
Swaran Jamwal were president on the occasion.
Jammu West
Assembly Movement also participated in the
campaign and brought large number of children to
a booth at Prem Nagar.
Sunil Dimple,
president of the Movement inaugurated the polio
booth and gave first drop of the vaccine to the
newly born baby.

Mufti
Bashir emphasises on mutual unity, brotherhood

huge gathering of renowned Ulema and scholars
under the tile of Tameer-i-Millat conference was
today held here under the auspices of
Wifaq-ul-Ulema J&K (Jammu). Eminent Ulema of
the State and from outside, heads of several
organizations and groups attended the conference.
In his
presidential remarks, Mufti Azam J&K, Moulana
Mufti Mohammad Bashir-ud-Din Ahmad, said that
Islam teaches us to respect and give regard to
every religion and to live in peace and
brotherhood with every human being irrespective
of religion, caste, creed and colour. He
expressed his concern over the increasing trend
of Fascism, wrong attitude of living and, the
tilt towards becoming drug addicts, ignoring
thereby the Islamic and social values of living
which has not only ruined our young generation
but has spoiled their future prospects also.
He emphasized the
need for giving education to every individual
saying our holy Prophet Mohammad (SAW) has
stressed hard for achieving the goal of education
by everyone. In this regard Mufti Azam said that
the unrest experienced by the State during the
last year has badly affected educational system,
but, it is because of the timely and positive
steps taken by the State Government that the
educational system has been saved from going into
a deteriorated situation.
Welcoming the
decision taken by the State Government for the
establishment of three more Universities in the
State as per the wishes and aspirations of the
people of the State, Mufti Azam expressed his
firm hope that for the establishment of one more
university titled Shahi-Hamdan University, to
which effect a bill is being introduced during
the current budget session, will get approval of
the State Legislative Assembly in order to show
their regard and respect to the wishes and
aspirations of the people of the State.
Mufti Azam also
welcomed the urge of the Chief Minister Omar
Abdullah to eradicate the menace of corruption
from the state administration. He said Quran
shows a road map to every aspect in life and
therefore there is no room of considering any
kind of making any change or amendment in these
laws.
In his address,
Director Information, Khawaja Farooq Renzu Shah
said Hazrat Sharaf ud Din Bul Bul Shah and Hazrat
Ameer e Kabir Mir Syed Ali Hamdani were the
pioneers who lit the light in darkness of
Kashmir. He said these saintly personalities
brought to us not only ways to come closer to God
but also taught us arts and crafts. He said Islam
is the religion of peace which has maintained
peaceful co existence of communities.
The conference at
length discussed the role and impact of the
teachings of sufis and saints in bring an end to
the miseries of present times.
The gathering was
also attended by Advisor to Chief Minister,
Mubarak Gul and MLC, Sheikh Ghulam Rasool,
Khateebul Hind Allama Mufti Sagir Ahmad Qadri,
Molvi Mufti Abdur Rouf Qadri and Mian Bashir
Ahmad Naqshbandi Larvi who also stressed the need
for putting Islam in its right perspective and
bringing the humane face of Islam to the world so

Kabir
Sabha organises Gurus Nirwan Diwas

J&K Shri Sad Guru Kabir Sabha organized Kabir
Nirwan Diwas wherein devotees from Jammu province
visited the temple at Janipur to pay their
tributes to the Guru today.
On the occasion,
the president of the Sabha, F C Bhagat, moved a
resolution demanding Kabir Jayanti as gazetted
holiday, while ex-Minister Mula Ram paid tributes
to Shri Sad Guru Kabir Sahib and appreciated the
efforts of the organization and also supported
their demands.
To mark the day, a
procession of Kabir Panthies and devotees with
the slogan of Jai Kabir: Dhan Kabir started from
Satwari Chowk via Jewal, BC Road, New Plots and
culminated at Kabir Temple at Janipur. Religious
enthusiasm was apparent in the sangat towards the
great spiritual master Shri Sad Guru Kabir Sahib.
The procession led
by its president and accompanied by all members
of Sabha, district presidents and block
presidents. Different vehicles including buses,
mini buses, other light vehicles including
tractor trolleys were seen with the tableaux
depicting about the life of Kabirji in the
procession.
The devotees were
offered Prasad at High Court Road before reaching
Kabir Temple, The devotees amidst chanting of
words "Guru Kabirji Ki Jai" reached the
temple premises.

Sad Guru Kabir Sabha also launched its website

Protest
in Samba, NH blocked

Feb 27: Irate
public held massive demonstration and blocked
Jammu-Pathankote National Highway for about half
an hour in protest against the transfer of SHO
Samba, Gian Chand Sharma here today.
The township
observed bandh today as a mark of protest and an
All Party Joint Action Committee including Beopar
Mandal, in a meeting today decided to observe
complete bandh in Samba tomorrow. The agitators
said that after long time, the town had witnessed
affective policing and check on drugs menace,
smuggling of bovine animals and gambling but
shifting the SHO within 6-7 months was
unjustified act. They said earlier SSP J L
Sharma, who was performing better was also lifted
within 5-6 months. They said the present SSP and
SHO were effective and they should be retained
for one complete term.
The people in
large number including traders, youth, political
and social activists assembled in the town and
then took out march towards Highway at around 12
noon. They raised barricades and disrupted the
movement of traffic for about 30 minutes. The SSP
Samba Israr Ahmed Khan, Deputy Commissioner
Mubarik Singh and Addl DC reached the spot and
assured the public to take up the issue with the
higher authorities. The public then lifted
dharna. The town also observed bandh today.
Later, the public representatives of the area in
a deputation moved to Jammu to meet DGP and IGP.
They were not able to meet both of them.
The JAC members in
a meeting held under the chairmanship of Raj
Badyal this evening, now have decided to go for
complete peaceful bandh tomorrow and intensify
agitation if the decision was not reviewed by the
DGP.

presents golden jubilee
show of Dogri play
'Ghumayee'

golden jubilee performance of Balwant Thakur's
Internationally acclaimed Dogri play 'Ghumayee'
organized here today at Zorawar Singh Auditorium,
University of Jammu.
The 50th show of
the play was sponsored by Aircel. Madhav Lal,
Chief Secretary, J&K Government, was the
chief guest who was highly appreciative of this
globally recognized creation of Natrang and
lauded the role of Natrang in promoting the
culture of the State.
This play has been
successfully presented in over 20
National/International theatre events including
Frankfurt International Theatre Festival,
Germany, Experimental Theatre Festival, Moscow,
Russia, Hungary, Poland and lately in
Commonwealth Games and Horizon-2010 of ICCR.
Play
"Ghumayee" opens with a 'Vidai' scene
after the solemnization of marriage and bride is
being carried in a 'Doli' to her in-law's place.
As the tough climb begins, thirsty 'Dulhan' asks
for water. Her request is laughed away and no
heed is paid. As the track becomes strenuous, her
thirst intensifies and repeated entreaties end up
in assurance of water at next available source. A
stage is reached when thirst becomes unbearable
and (Doli is put down) journey is put to halt.
All and one are requested to do the needful and
arrange for water. In the quest a water source is
sited but is miles deep down in a gorge, which is
extremely difficult to reach. Repeated requests
of bridegroom fail to evoke any response, as the
job requires superhuman effort.
The plight of
'Dulhan' prompts a young man to volunteer for the
job. All present warn him of the probable
consequences but he is undeterred. During the
ensuing discussions, the groom in an insolent
tone bets away his bride in lieu of water. Thus
begins the struggle for water. The young man,
putting his life in extreme danger, overcomes all
hurdles and ultimately succeeds in bringing the
water. As bride quenches her thirst, the young
man falls dead, out of sheer exhaustion. In
stunned atmosphere, 'Baraties' decide to continue
with the journey but 'Dulhan' refuses to do so.
She declares herself a widow and cries out a wail
(Ghumayee) sanctifying the significance of human
relationship over the most prized relationship of
marriage bound by mere rituals.
The senior actors
of Natrang made the golden jubilee performance
highly memorable with their electrifying
performing skills. Vikrant Sharma, Anil Tickoo,
Tajasvi, Sharma, Suresh Kumar, Sanjeev Gupta,
Renu Sharma, Pawan Verma Dimple Sharmaand and
Sumeet Sharma excelled brilliantly in their
respective performances. They were equally
supported by Rahul Singh, Sajra Qadir, Gaurav
Triyal, Sunil Sharma, Gauri Thakur, Kuldeep Mehra
and Sohi Sharma.
The music of the
play was remarkably scored by Suraj Singh who
also gave lead voice to the play. The lyrics of
the play have been contributed by Dr. Champa
Sharma and Brij Mohan and eminent artist Jagpal
Singh has designed its folk Motifs.
The lights were
designed and executed by Suraj Ganjoo. Mohd
Yaseen managed the sound and presentations were
done by Neeraj Kant and Vikram Sharma.
The chief guest of
the show Madhav Lal, Chief Secretary, was also
honored by Natrang Director Balwant Thakur with
the presentation of a golden jubilee memento of
Ghumayee. Later the chief guest also honored the
participating artists. Prominent among those
present on the occasion included A.K. Angurana,
Principal Secretary PHE, K.B. Aggarwal, Principal
Secretary R&B and many distinguished guests.

Bharat,
B'desh, Pak People's Forum for peace in region

Feb 27: Bharat,
Bangladesh and Pakistan People's Forum has
stressed for lasting peace in South Asia and said
that it was must for the over all welfare and
prosperity of the people of this subcontinent.
Addressing a press
conference here today former MP Sheikh Abdul
Rehman, who recently led a 24-member Indian
delegation of the Forum to Dhaka for three day
convention from February 20 to 22, said that the
session was held under the leadership of
Bangladesh Parliamentarian Moyeen-ud-Din Khan
Badol. It was attended by several intellectuals,
professors, lawyers and social peace activists.
Mr Rehman said
that main aim of the Forum has been to mobilize
public opinion against six decades long tension
and fear of nuclear conflict between the
neighbouring countries. The Forum will exert
pressure on the Governments of respective
countries not to invest huge funds on war
material, fighter planes, nuclear bombs etc, but
to divert these funds towards education,
eradication of hunger, poverty, health care,
energy generation and over all development of the
countries and create peaceful atmosphere in this
part of the continent. It was felt that western
world has made these countries as market to buy
their war material and fight against each other
instead of fighting against hunger, poverty and
unemployment.
A resolution was
adopted to emphasize upon the members of States
to form a Confederation on European Union pattern
and create an atmosphere of peace, prosperity,
mutual trust and development. The resolution
further said that in case of formation of
confederation, the Kashmir issue- the flash point
can be eased and settled amicably.
He disclosed that
next conference of the Forum is being held at Goa
from March 12 to 14, on April 12 at Delhi for
media-persons and in Kashmir from May 16 to 18,
in Peshwar from April 28 to May 2, while in Dhaka
again from November 18 to 21 this year. Ram Singh
Chauhan also attended the conference.

MLA
threatens hunger strike

Feb 27:
Former Minister and MLA Bhaderwah Mohammad
Sharief Niaz has threatened to go on hunger
strike if the Government remained unconcerned
over the demand for toning up healthcare
facilities in Bhaderwah especially at
Sub-District hospital.
After a visit of
the Sub District Hospital, Bhaderwah here today,
Niaz expressed his anguish over the fate of SDH,
Bhaderwah where except Block Medical Officer no
other doctor was present while most of the
doctors have left the station without leave.
He said that wards
and operation theatre were locked due to
non-availability of doctors and other staff in
the hospital. Niaz said that time and again he
had taken up the issue of filling up of more than
100 vacant posts of doctors and opening up of
health centres at Panchayat level in hilly and
backward Doda district.
He said shortage
of doctors in the hospital and dispensaries is
worrisome and is resulting into loss of life and
asked the Government to immediately post doctors
against the vacant posts especially posting of
lady doctors in the rural areas.
Niaz threatened to
go on hunger strike if the Government failed to
take action on the demand for augmenting doctors
strength in SDH, Bhaderwah within a weeks.

Epilepsy
is not incurable, says eminent neurologist

LUDHIANA,
Feb 27:
Epilepsy is not incurable as it can be controlled
and cured, says eminent neurologist of the
country Dr Sushil Razdan, who was here to attend
twelfth joint annual conference of Indian
Epilepsy Association and Indian Epilepsy Society.
He said, it is like any other disease and must be
treated as such.
Talking to
reporters during the sidelines of the conference,
Dr Razdan said, however, certain taboos
associated with the disease result in patients
not revealing the disease and not even taking
medicines. "It can be controlled and cured
by good drugs, though costly, with the success
rate between 60 to 80 per cent", he said,
while adding, now the epilepsy can be treated
with surgery also which is done at several
centres across India.
Exploding various
myths about epilepsy, he said, it is like any
other disease and can affect anyone at any age.
It can also be caused due to brain injury as also
due to the genetic abnormalities.
Dr Razdan said,
"one of the most important causes of
epilepsy in our country is neurocysticercosis
which is caused by poor hygiene and leads to
cycticercosis larvae (pork tapeworm) getting
lodged in the brain". However, he added,
this type of epilepsy is not common in the West.
The eminent doctor
who is among the pioneers in neurology in the
country and quite popular among the patients with
the average waiting list running up to three
months, said the myths and taboos about epilepsy
need to be given up and it must be treated as any
other disease. He disclosed that the prevalence
of epilepsy all over the world, including India,
is between 2 to 5 persons per thousand.

Feb 27 : While
making a fervent appeal to legislators, close on
the heels of the onset of Budget Session of
Legislative Assembly, Pradesh Youth Congress led
by its senior vice-president, R. S. Pathania, has
accorded full support and rather a consensus on
fresh and equitable delimitation in the entire
State.
He pointed out
that since establishment of popular rule in J
& K, no effort has ever been made to
rationalize the boundaries and vote-graphs of
Vidhan Sabha and Lok Sabha seats in two regions.
There might have been a self-imposed moratorium
on increasing the total number of Assembly seats
but there is no bar on rationalizing the
boundaries of Assembly and Parliamentary segments
of J & K in tune with their respective
population and area graphs. Also, there is a
glaring difference in providing funds,
promotional fillip and sanctioning of schemes for
promotion of tourism and
beautification-cum-preservation of water bodies
in Jammu and Kashmir regions. This has further
increased the regional divide and complicated the
peaceful political resolution of Kashmir problem.
Mr. Pathania
sought immediate operationalisation of
Accountability Commission by filling up vacancies
in it and by appointments of chairman of State
Vigilance Commission, members of State
Information Commission and nomination of
chairman/members of State Human Rights
Commission. He has sought formulation of policy
decisions regarding regularization and
wage-payment of SPOs, ReTs, ReZs and casual
labourers working on Rs. 500 per month.

Mathematical
Conference concludes at JU

The 21st Annual Conference of Jammu
Mathematical Society and national seminar on
"Analysis and its Application" being
organised by the Department of Mathematics,
University of Jammu concluded, here today.
About 70 delegates
from various parts of the country participated
and presented papers their papers on the

mathematicians delivered their lectures during
the conference and prominent among those were
Prof S G Dani, School of Mathematics, Mumbai, Dr

conference new team was constituted. The elected
office bearers were Prof Bhopinder Singh (vice

Swarnkars
demand OBC status

Swarnkar Sangh has demanded the restoration
of OBC status for the goldsmiths of the State.
The demand was
made at a joint press conference here today by
the All India president of the Sangh Madhukar Ji
Chahhad and its Jammu province president, Raj
Kumar Babbar, this afternoon.
Expressing concern
over the plight of the Swarnkar community in the
country in general and those ling in J&K in
particular, they said the community members
living in far-flung areas of the Jammu province
are living in abject poverty due to lack of
support from Government.
They said with the
passage of Gold Smith Act in the country the gold
smiths have lost their source of income and
suffered a lot.
Strongly
advocating for grant of OBC status to community
Mr Babbar said this is the only alternative to
provide some sort of relief to the community.
Criticizing the
police for harassing the gold smiths
unnecessarily, they said that in the event of any
theft the police on the behest of burglars
harasses the goldsmiths for purchasing the stolen
gold from them. Before arresting any gold smith
on the disclosures made by the burglars, the
police officer should take the president of the
Sangh into confidence and ascertain the facts,
they added.
They said some
goldsmiths are facing such economic hardships
that they have no money even to purchase spirit
for lighting the lamp. So they use wax which
affects their life and many have become the
chronic patients of asthma and other diseases,
they added.
Others in the
press conference included Jagjit Singh Sehdev,
general secretary All India Swarnkar Sangh,
Kashmir Singh Rajput its spokesperson, Darshan
Rachpal, joint secretary and Bahadur Singh
cashier.
Earlier the

Hold CBI
probe to unearth land mafia nexus: AJKMPJ

Feb 27: All
J&K Movement for Peace and Justice (AJKMPJ)
held a protest demonstration outside Press Club
in view of recent exposures related to high level
corruption at the State and national level.
Hundreds of
activists of the organization participated in the
protest demonstration and shouted slogans against
the coalition Government.
While addressing
the gathering Deep Singh, senior member, urged
the Prime Minister and Chief Minister of the
State to initiate CBI probe into the nexus
between some politicians, police officers,
bureaucrats and the land mafia which has caused
massive loss to the State exchequer. He said,
they all need to be exposed before the public and
moreover the issue of allotment of land under
Roshni Act be thoroughly probed by CBI too.
He said the
statement of Omar Abdullah that no action has
been taken against the politician, police and
land grabbers without some solid proof is a clear
indication that either the Government is
incapable or it does not mean to do any thing in
this regard.
He appealed the
people to support the nation wide movement of
Baba Ramdev. The success of the peaceful movement
against corruption in Islamic countries has
encouraged the honest and patriotic people of
this country and has scared the corrupt regimes.

Unprecedented
development in 26 months : Bhalla

Feb 27:
Minister for Revenue, Relief and
Rehabilitation, Raman Bhalla today said objective
of the coalition Government to provide all basic
amenities to the people across the State under
various development sectors, adding that
unprecedented development has been registered in
every sector particularly in peripheral areas in
26-month period.
This was stated by
the Minister while addressing a large gathering
at Chatha Farm after launching development works
including 400 meter deep drain at Bandhu Rakh and
two kilometer at Chatha Farm, coming up at an
estimated cost of Rs. 48 lakh, here today.
Listing various
projects being taken up in the peripheral areas
of Gandhi Nagar constituency, the Minister
informed that Government has earmarked Rs. 50
crore for 6-lane road widening from
Satwari-Kunjwani road, Rs. 150 crore for 4th
bridge from Bhagwati Nagar to Belicharana, Rs.
110 crore for development of artificial lake in
Niki Tawi, Rs. 3 crore for construction of
culverts, deep drains and road widening from
Karan Bagh to Chatha Mill, Rs. 1.60 crore for
Primary Health Centre at Bhour Camp, Rs. 2 crore
for construction of Julla bridge on Balol Nallah
in Bhour Camp besides Rs. 3.5 crore for digging
of deep drill tube well in Sumali Mohalla in old
Satwari including laying of drinking water supply
pipes in uncovered areas adding that all the
works are executed on war footing and would be
completed within stipulated time period.
At Digiana, the
Minister inspected the ongoing construction work
of kilometer-3rd deep drain executed as a part of
Satwari-Kunjwani 6-lane road widening project,
coming up at an estimated cost of Rs. 1.20 crore.
At Bhour Kothey,
Mr. Bhalla inspected the ongoing construction
works of protection wall on the edge of
approached link road, multipurpose community hall
and 14 meter vented causeway on Landoi Choi
nallah, coming up at an estimated cost of Rs.
1.53 crore. He asked the executing agency to
complete the works by the end of March this year
so that the locals could arrange social as well
as religious functions there on nominal charges.
At Chatha Mill,
the Minister also inspected the development works
of link road from FC Godown to Hakal village,
costing Rs. 19 lakh. At Langer and Chatha Farm,
the construction works of waiting shed and deep
drill hand pump were started in the presence of
the Minister, coming up at an estimated cost of
Rs. 4 lakh.
Responding to the
locals demand, Mr. Bhalla asked the PDD to
replace worn-out power supply wires in Chatha
Mill near Gurudwara and to install 25 poles in
the uncovered areas of the Chatha Kullay, Chatha
Mill and Hakal villages so that the people do not
face any inconvenience. Regarding seepage, he
asked the PHE to immediately repair the water
supply pipes so that the work on Chatha
Mill-Hakal village road would not suffer.

condemns statement of MLA

Sangarsh Samiti (SS), Government Degree
College, Paloura, condemned the statement of BJP
MLA Bharat Bhushan who stated that the Degree
College will be shifted to Jhiri as land was not
available in Block Bhalwal for construction of
the same.
The members of the
Samiti expressed serious concern over the
ignorance of MLA, who has remained a turncoat
through out his political career, and has never
visited his assembly constituency and neither
taken care of the aspirations of the people of
the area.
Samiti clarified
that nearly hundred kanals of land is available
for Degree college, here at Block Bhalwal, but
just for personal and political vested interest
of both MLAs from Marh and Raipur-Domana has led
to the shifting of college from Bhalwal to Jhiri.
Samiti warned the MLA to retract from his alleged
statement of non-availability of land in Bhalwal
and also said that people would not rest till the
college construction is started within Bhalwal.

for frequent conferences on education

education organized by All J&K Ladakh
Federation here.

conference, the Minister appreciated the
Federation for organizing such an innovative
programme which will help in working out existing
draw backs in the education system besides
suggesting the ways to overcome the same. He
emphasized the need for holding such informative
conferences on regular basis so that the
objectives of the Government of achieving hundred
percent literacy in the State could be achieved.
Referring to
several initiatives taken by the Government to
enhance educational standards in the State, the
Minister said that the present administration is
keen in ensuring quality education to every
unattended part of the State besides upgrading
infrastructural facilities. He said that the
Government is also chalking out policy to promote
regional languages of the State by introducing
them at school level. He said that education is a
continuous process and the Government cannot
afford to make any halt in providing educational
facilities to the people of the State.

that education is a vital toll in transforming
the developmental profile of any area but it
needs collaborative efforts of teachers, students
and parents as well.

CAPD
constitutes special squads to check overcharging

Feb 27: A
special drive has been launched by the CAPD
Department for conducting inspections/surprise
checks on the eve of Maha Shivratri.
For this purpose
three special squads have been constituted which
are headed by Assistant Director Enforcement
Wing/Assistant Director, Rationig Circle-I, II
and III to regulate smooth supplies of
essentials.
In its continuing
drive the special squads have inspected Durga
Nagar area, Bantalab, Upper Roop Nagar, Migrant
Camp and other residential areas of Kashmiri
Pandit Community and general consumers and
realized a fine to the tune of Rs.13800 from the
defaulters of essential commodities such as
vegetable sellers (Nadroo seller), mutton sellers
and fast food vendors. The users of LPG domestic
cylinders for commercial purposes were also
challaned on spot.
The team directed
all the shopkeepers/fast food vendors to display
rates of the essential commodities on their shops
prominently for the convenience of the consumers
and not to indulge in over charging. The action
will initiated against the defaulters under the
provisions of Price Display Order/Essential
Commodity Act-1955

Revitalize
nomadic financial system, demands TRCF

Gujjar community of J&K today urged the State
government to develop a sustainable approach to
boost Tribal economy which is at
verge of collapse due to poverty, illiteracy and
globalization.
In this concern,
Tribal Research and Culture Foundation (TRCF)
held a programme to discuss "Tribal Economy
of Gujjars" in which the speakers pleaded
for immediate steps to revitalize the Nomadic
Financial System (NFS) as it has been facing
tremendous pressure from all sides.
Speaking on the
occasion Dr Javaid Rahi, Secretary, TRCF, said a
sustainable chunk of nomadic population of
Gujjars, Bakerwals and other tribes are facing
acute food insecurity in the State and immediate

security to nomadic Gujjars and Bakerwals with a
programme to eliminate poverty, illiteracy and
proper rehabilitation of nomadic tribes can help
a lot to make better the tribal economy of
Gujjars, he said.
Dr Zabeer Bajjar,
a Scientist, said that equitable growth of
Country and State cannot be achieved without
guaranteeing food security to isolated sections
of the society, mainly the Gujjars of the State.
The speaker hoped
that the Finance Minister Abdul Rahim Rather will
take care of nomadic communities while preparing
Budget.
Besides
Gujjar-Bakerwals the other tribes who were facing
same problem includes Gaddi, Sippi, Barokpa,
Changpa and Dard.

Encroachment
on Govt land removed

RAJOURI,
Feb 27: A
team of officers of civil administration and
Police headed by SDM Nowshera carried out
eviction of encroachers from Gair- Mumkin Tawi by
demolishing the concrete structures near the
Thandapani bridge of Sunderbani .
Under the overall
supervision of DC Rajouri , G. A. Khwaja the
drive was carried out by pressing into service a
JCB late during the Saturday evening. The action
was taken under the relevant provisions of JK
Land Revenue Act. The encroachers have been
directed not to trespass the land in future. The
district administration of Rajouri has directed
all Tehsildars not to take lenient stance when it
comes to any kind of encroachment on Government
land.

Employees
Federation flays Govt, rejects road map

JAMMU,
Feb 27: The
J&K State Government Employees Welfare
Federation strongly condemned the attitude of the
Government and also rejected its roadmap prepared
for the payment of 6th Pay Commission arrears.
In a meeting of
the executive body of the Federation held here
today under the leadership of G L Chanda, the
members discussed the agreed demands of the
section of employees and workers in the State.
They said during meeting with the representatives
of the employees, the Government agreed the major
demands but on ground it has failed to honour its
commitment. This attitude of the Government has
created strong resentment among the employees.
The government
failed to release arrears, regularize the adhoc/
temporary/ daily wage workers, remove pay
anomalies of the employees. The pensioners were
on the agitational path but the Government has
remained unmoved. The members rejected the
Government road map prepared for the release of
arrears and sought immediate intervention of
Chief Minister.
The members
further called upon the Government employees to
remain united under one platform and launch joint
struggle.
They said the
employees should be beware of the so called
leaders serving the interests of the government
and deceiving the workers.
Prominent among
those who attended the meeting included Khushal
Mohd, Narinder Singh, Banarsi Dass, Kulbhushan
Sharma, Satnam Singh, Hans Raj and Sushil Kumar.

Tubewell non-functional
We the resident of
village Galweday Chak (Gajansoo) Block Marh
Tehsil Jammu bring it your kind notice that
Government has installed a Tubewell in our
village for providing fresh drinking water as per
the policy of the Union Government but it is
mentioned here that the Motor of the said
Tubewell goes out of order after every 15 days.
Hence water supply remain disrupted for months
together. The matter was brought under the notice
of the concerned department many time but no heed
has been paid till date.
It is, therefore,
requested to the concerned authorities to make
suitable arrangements for providing a regular
water supply to the areas.

The necessity of the establishing a fire station
Sunder Bani has been felt for quite sometimes.

mercy of God in the event of fire incidents.
Fires, electrical or otherwise, cause immense
loss of men and materials. Therefore,
establishment of such station at Sunder Bani
deserves immediate action. The authorities are

Postpone CCE
(Mains) 2010
I want to draw the
attention of the Chairman J&K Public Service
Commission that majority of the in-service
candidates have been busy in the second phase of
Census 2011 since February 9. It will continue
upto March 5. All the people on Census Duty are
working day and night. So the in-service
candidates are left with no time to prepare for
such a coveted exam. The aspiring candidates have
been deprived of almost one month of their
precious time for studies. Therefore, I on behalf

Immediate repairs
of pit pipes
We would like to
bring in the notice of Estate Department of Jammu
that the occupants of Government Quarter Block Q
Topsherkhania, Jammu are facing lot of problems
due to lack of civic facilities, which are
causing health hazards to the inmates. The
bathrooms of these quarters are leaking and
sanitary and sewage systems are badly affected.
The internal sanitary fitting is totally damaged
with the result human excreta usually gets leaked
from pipes. It has vitiated the ambience of rooms
and made life a hell here.
The occupants of
these quarters have time and again brought it in
to the notice of Deputy Director Estate, but the
authorities do not seem bothered towards this
problem.
It is once again
requested to kindly look into the matter and take
necessary steps to redress the problems which the
inhabitants of Block Q of Topsherkhania are
facing.

Problems of Padder
Padder area of
Kishtwar is an excellent example of Government
apathy. Atholi - Padder area has remained
neglected for the decades and people have been
facing lot of hardships. These people have been
struggling a lot for their survival. Basic
amenities are not being provided to them. Even
today about 60 percent of the area has no power
supply. People demand that these uncovered
villages and hamlets be provided hydel power
supply.
The Padder area
lacks basic amenities like opening of Degree
Colleges, sub-district hospital and a power
sub-station. People here are quite anguished over
the pace of work going on Macchail and Ugri roads
being constructed under PMRGY. They demand that
the pace of work be expedited to provide relief
to residents here.

NPP
activists stage protest

JAMMU,
Feb 27: The
activists of National Panthers Party led by
former MLA Faqir Nath held protest demonstration
near Press Club here today.
They were
demanding implementation of 73rd and 74th
Constitutional amendments before holding
Panchayat elections and reorganization of the
Jammu and Kashmir. The activists were carrying
banners and placards depicting slogans. Several
party leaders including Sayed Rafiq Shah (MLC)
state Youth NPP chief, vice chairman B B
Kotwal, general secretary and spokesman H C
Jalmeria, Anita Thakur general secretary, Bansi
Lal Sharma advisor, Kamal Singh Jamwal,
Jagdev Singh, Shanker Singh, Neelam Mahajan and
others addressed the gathering.
These leaders
criticized the government for the discrimination
with the Jammu region in all the fields and
ignoring the aspirations of the people from Jammu
province. They said that poor performance of the
Government has totally exposed it. Unemployed
youth, employees and pensioners are being given
deaf ear and development was merely on papers.
They demanded that Panchayat elections be held
only after making necessary Constitutional
amendments.

Drug
addiction awareness prog organised

SRINAGAR,
Feb 27: A
drug addiction awareness programme organized by
50 RR (Kumaon) in collaboration with Zaffron
Youth Club Society and Falah Behbood Committee,
Pampore at town hall in saffron rich Pampore
witnessed good participation of people especially
youth.
Youth took part in
the function and during their presentations they
highlighted the ill-effects of drug abuse.
Speaking on the
occasion, Jan Mohammad, Secretary-Zaffron Youth
Club said that the menace of drug addiction has
eaten into the very vitals of the society. He was
apprehensive of this glaring social problem in
South Kashmir saying that the school children
should stay away from drugs.
Sharing his views,
Mir Tariq Ali, Additional Deputy
Commissioner-Pulwama said that the police has
arrested some drug peddlers in the Pampore area
and Public Safety Act (PSA) has been invoked
against them.
The best speakers
were awarded by the army on this occasion. Some
of the cultural items were also performed by a
group of girls during the programme. Brigadier
Narinder Singh and Colonel D. R Rai encouraged
the youth to participate in cultural activities.
