YOLE CANTONMENT, HP, Sept 1: An Army Division, comprising around 15,000 troops, is being withdrawn from Jammu and Kashmir and some of its units have already returned to its base in Himachal Pradesh, a senior Army officer said today. On withdrawal of 39 Mountain Division from Rajouri and Poonch border districts to its base in Palampur in Himachal Pradesh, General Officer Commanding (GOC), 9 Corps Lt Gen G M Nair here said, "This Division is being shifted. Some of its units have already reached its base in HP." The shifting of the Division from the districts in Jammu and Kashmir comes close on the demand of separatists and opposition PDP to withdraw troops from the State in view of the improved security situation there. "The entire Division has not been moved fully so far. It will take some time," the GOC said. 39 Mountain Division was shifted to Rajouri and Poonch districts to assist joint security grid in conducting counter insurgency operations and undertake counter infiltration measures in 1994. However, the Division was later shifted to Palampur. But during the operation Parakaram, it was moved back to Rajouri-Poonch region in Jammu and Kashmir, another senior Army official said. "It takes nearly six months to shift the entire Division," he said, adding the process is on. He said Pakistan is building fortifications along the border and more than 50 militants are waiting to infiltrate into Jammu sector from Pakistan-occupied Kashmir. "They (Pakistan) have dug up bunkers and ditches and set up a few observation towers along Jammu and Kashmir and Punjab borders," Lt Gen Nair said. ....more

JAMMU, Sept 1: While people in winter capital of the State continued to face many hardships, the dug up roads of the Jammu city seem to be nobody’s baby with all the concerned agencies passing bucks on each other over the completion of multi-crore sewerage pipes laying project and repairs of the roads. The work of laying sewerage pipes in the Jammu city was allotted to the National Building Construction Corporation (NBCC) as per the Detailed Project Report (DPR) prepared by the UEED Department of the State while as Public Works Department (PWD) was entrusted with the responsibility to macadamize the roads on the completion of sewerage pipes laying project. But instead of working in tandem all these agencies are passing bucks on each other over the completion of the project and repair of the roads where the work has already been completed thereby rendering all the 32 damaged roads as nobody’s baby. While R&B Ministry claims that macadamisation of those roads where sewerage pipes have already been laid would be taken up only after the National Building Construction Corporation ...more

Inter-district recruitment issue again rocks Assembly

Srinagar, Sept 1: The Legislative Assembly witnessed uproarious scenes by MLAs from Kupwara district as the Government did not bring a bill to ban inter-district recruitments in open merit category in this session as directed by Speaker Mohammad Akbar Lone few days earlier. The issue was raised by Independent MLA from Langate Sheikh Abdul Rashid soon after the Assembly convened in the morning. Pointing to the list of business for the day, Rashid said he wanted to know why the bill promised by the Law Minister Ali Mohammad Sagar was not listed in the business. However, the Speaker did not allow Rashid to raise the issue saying he will take it up after the Question Hour was over. Soon after the Question Hour, the MLA Langate supported by four other MLAs from Kupwara district again agitated on the issue. This time they faced opposition from BJP and National Panthers' Party (NPP) MLAs who were opposing the move saying it was against the Scheduled Caste and Schedule Tribe communities of the State....more

JAMMU, Sept 1: Yet another infiltration attempt, backed by Pakistan troops, was made by a group of Pakistani militants from Line of Control (LoC) at forward village of Sagra in Balnoi area of Mendhar sector in Poonch district in wee hours of this morning. An Army jawan was killed in the firing from across the LoC. "It was being ascertained as to whether the bullet was fired by Pakistan army or the militants trying to sneak-in. The bullet was fired from a sniper rifle which was available with top commanders of Lashkar-e-Toiba (LeT) and Hizbul Mujahideen militants", official sources told the Excelsior. Army is reported to have sought a flag meeting with Pakistan army commanders on the LoC to lodge protest on both aspects—cease-fire violation as well as infiltration attempt by the militants from across......more

Petrol, diesel prices go up

JAMMU, Sept 1: The increase in petrol and diesel prices, which was affected in the General Budget presented by State Finance Minister, Abdul Rahim Rather, will come into force from mid-night tonight. As per the Government order dated September 1, 2009, the cess on diesel will now be Re 1 while as the same on petrol has been increased from Re 1 to Rs 3 thereby making diesel costlier by Re 1 and petrol by Rs 2 from mid-night tonight. Withdrawal ongoing process: CM

NEW DELHI, Sept 1: Withdrawal of para-military forces from Jammu and Kashmir is an ongoing process and there is no time limit for the same, Chief Minister Omar Abdullah said here today. "It is an ongoing process. Five or six CRPF Battalions have been removed and two Indian Reserve Battalions have been inducted. But, there is no deadline... It is an ongoing process," Omar told reporters after his 30-minute meeting with Union Home Minister P Chidambaram. Asked whether any lapses were noted in yesterday’s militant attack in which two CRPF personnel were killed, Omar said initial information suggested the Standard Operational Procedures (SOP) had not been followed properly......more

Karan Singh favours 2 CUs

NEW DELHI, Sept 1: Senior Congress leader Karan Singh today requested the Centre to consider setting up a Central University in Kashmir region in addition to the one proposed for Jammu as such a facility was becoming a "bone of contention" between the two parts of the State. If this is not possible, the UPA Government could allot the proposed Indian Institute of Management (IIM) to be set up in the State to Kashmir region, he said in a statement here. "The controversy regarding the proposed Central University in Jammu and Kashmir has become yet another bone of contention and is already assuming an agitational character," he said. He pointed out to the Amarnath agitation which saw loss of lives and property besides affecting the State’s economy and said any new agitation should be avoided.
