For and on behalf of the Governor of J&K State, the Executive Engineer PWD (R&B) Construction Division No. 1, Jammu, invites sealed quotations, affixed with Revenue Stamps worth to Rs. 4/- and accompanied with earnest money to the tune of Rs. 5,000/- in the shape of CDR addressed to the undersigned and duly super scribed on the envelopes “Quotation for providing Security to the Lok Nirman Bhawan Rail Head Complex Jammu” which should reach his office on or before 06.10.2008 unto 1400 hours by registered post/courier only.
Only firms registered for the purpose shall be eligible to offer their rates, unregistered firms quotations shall not be entertained.
Presently department is in need of one number security supervisor and 5 numbers Armed Guards, however, requirement may increase or decrease as per requirement of the Department, therefore rates shall have be quoted for each security supervisor/Armed Guard.
The quotations shall be opened on the same day or any other subsequent convenient date in presence of the quotationers who-so-ever may like to be present at that time.
The quotation received after the fixed date and time shall neither be opened nor considered at all.
The quotation not accompanied with earnest money shall be summarily rejected without taking into account offered rates.
The department shall reserves the right to accept or reject any or all the quotations without assigning any reasons therefore.
The rates quoted by the quotationer(s) shall be firm and will hold good for a period of 02 years from the date of opening of quotation.
All other general conditions as per form 25 of the agreement will also be hold good and shall form part of the agreement.
Terms and Conditions:-
1. The contract in favour of the successful quotationer shall be for 03 Months in the first instance to be started from the date of issue of allotment date which shall be extendable further subject to their satisfactory performance.
2. The Armed Guards will have to attend duty around the clock i.e. 8 hours by each security guard, in a proper uniform with stitched badge having name on it and licensed GUN.
3. Only Ex-Servicemen having Army Discharge Certificates and valid Gun license shall be deployed as Security Guard/Supervisor. Original documents shall have to be shown to this office for scrutiny.
4. The successful quotationer shall be responsible for the safety and security of office premises with its furniture, fixtures, equipment and office record etc. In case of any loss/damages caused to the Government property due to negligence of Security Guards, the successful quotationer shall be held responsible for the same.
5. The security Guards besides maintaining round the clock vigil shall also check the Electric Lights and water connections etc. to avoid wastage of the same, they will check after close of office that all doors and windows are closed/bolted, water Taps and lights are off.
6. The security men shall help the staff members in maintaining, Laws and order problems besides regularization of vehicles within the parking.
7. Security men shall be responsible for regulating the visitors through Reception Gate and also escort the important visitor, if any shown to them.
8. The security men shall liaison with the nearest police station local authorities and Fire Service etc. So that help could be sought from them in case of any emergency.
9. The Arms and its maintenance charges will be borne by the successful quotationers.
10. Prompt substitute arrangement shall be made by in the event of any of his Guards being away from the place of duty.
11. The attendance of the Security person will be watched by the Assistant Executive Engineer Gandhi Nagar as well Estate Officer of the building and payments shall be made after proper attendance report and verification by the Asstt. Executive Engineer Gandhi Nagar Sub-Division.
12. All, the terms and conditions will be the same as per agreement/already regarding executed by the successful quotationer with Executive Engineer PWD (R&B) Construction Division No. 1, Jammu.
13. The security guards are liable to give medical certificate after every 03 Months regarding sight vision, good physique and promptness.
14. There would be no change in the staff for at least 03 months and incase of change of staff after that period the same should have prior information with the Estate Officer.

For and on behalf of the Governor of J&K State, sealed tenders on plain paper affixed with Rs. 5/- Revenue Stamps are invited from Original Manufacturers and authorised/approved dealers for the supply, installation and successful commissioning of Wireless IP Based CCTV Surveillance system for installation in Jammu/Srinagar/other major towns of State as per specifications given in Annexure “A, to this NIT. Tenders should reach Police Headquarters J&K Srinagar on or before 22.10.2008 upto 1500 hours. The tenders shall be addressed to IGP (Hqrs) PHQ J&K C/o Director General of Police J&K Srinagar. Authorised Dealers should attach valid & authenticated copy of authorisation of the principal manufacturer with their tender offer.
The tender fees of Rs. 1000/- in the shape of crossed demand draft favouring Chief Accounts Officer, PHQ, J&K, payable at Srinagar should be furnished alongwith tender offer. The tender offer will not be entertained without tender fees. However Govt./Semi Govt. concerns may be exempted from such payments, subject to prevailing rules etc.
The tenders will be opened on 23.10.2008 at 1100 hours at Police Headquarters J&K Srinagar in presence of intending tenderers who may choose to be present in case of unforeseen circumstances, the date of opening will be next working day.
