Anganwadi workers stage massive demonstration

JAMMU, May 15: A massive demonstration was held by Anganwadi workers in front of Divisional Commissioner’s Office at Mubarak Mandi here, today in support of their long pending demands.

The call for the demonstration was given by Anganwadi Workers Welfare Association which is an affiliated unit of Akhil Bharatiya Anganwadi Karamcharis Maha Sangh and Bharatiya Mazdoor Sangh (BMS).

The demonstrators, who had come from different parts of Jammu province were demanding regularisation of their services and hike in salaries of workers to Rs 5000 and helpers to Rs 3000.

Further they demanded payment of salaries in time, release of T A Allowance, Rent of Centres, fuel charges @ Rs 300 per month and promotion of Anganwadi workers as supervisors.

The Advisor to Chief Minister, Mr Janak Raj Gupta also visited the venue of demonstration and assured the workers that he will take up the issues with Chief Minister. He also assured them that the problems of Anganwadi workers and helpers will be redressed.

The Association is also demanding that all posts of supervisors be filled up from Anganwadi workers as is a precedence in other states, besides no male supervisors be appointed, new rules be framed and recruitment process be made through Service Selection Boards.

The demonstration among others was addressed by Laxman Ravinder Singh, senior BMS leader, Swarna Choudhary president of the Association, its general secretary, Neelam Sharma, Koushallya Devi, Ashok Choudhary, Pardeep Sharma, president J&K State Government Employees Federation, and its vice president Subash Ji.

Earlier the workers observed two minutes silence as a mark of respect to Ashok Sodhi photojournalist of Daily Excelsior who attained his martyrdom at Samba recently.

NPP chief demands immediate dismissal of coalition Govt

NEW DELHI, May 15: Prof Bhim Singh, chairman of National Panthers Party (NPP) today described the coalition Government in Jammu and Kashmir as ‘security risk’ and demanded its immediate dismissal to save the people from further death and destruction.

"There is nothing like law and order or security in Jammu and Kashmir. Some Ministers and top bureaucrats are busy in loot of the State exchequer while others have been preaching secession and exploiting the communal sentiments of the innocent people", the NPP chief alleged.

He said that the main ruling partner PDP has threatened the security of the State and caused alarming situation. He quoted PDP patron Mufti Mohammad Sayeed demanding Pakistan currency which means accession with Pakistan while his daughter has been levelling highly provocative and malicious charges against the Indian Army.

Prof Singh demanded immediate criminal action against the PDP president under Section 153(A) and 120 for creating hatred and ill-will against the world celebrated Indian Army.

He urged the Governor of J&K to discharge his constitutional mandate to save the State from death and destruction by dismissing the Coalition Government and bringing PDP leaders to justice without any delay.

Srinagar, May 15: Member Planning Commission Dr. Bhalchandra Mungekar, who is on 6-day tour of the State chaired a high level meeting of State, officers here today to review the functioning of various departments including School, Higher and Technical Education, Youth Services and Sports, Labour and Employment, Social Justice, Minority Affairs and Cultural.

The meeting was informed that 92 percent teachers presence in schools has been achieved. While as13.26 lakhs children were being provided mid day meal. Ten projects have been taken in private-public partnership in education sector, the meeting was informed. It was further said that 29 trades are available in the existing ITIs and government is contemplating for introducing 22 more trades in the technical institutions.

The meeting was informed that 501 cases for employment were registered and Rs. 761.23 lakhs assistance provided in 2006-08 under employment scheme. Moreover, 85 trade unions were registered comprising 560 members. 8392 inspections were conducted and 60 prosecutions initiated. Under the ESI schemes 35891 persons were registered and 2124 cases were registered under JK Self Employment Scheme providing Rs. 3987.56 lakhs financial assistance. Rs. 7082.30 lakhs were disbursed under Self Help Group Schemes. The meeting was told a fast track recruitment process has been launched to make quick selection of the candidates.

Dr. Mungekar addressing the meeting appreciated the schemes launched for the welfare of the people in the state. He said that the centre government was pondering in establishing separate financial institutions for the development of the minority communities in the State.

Among other Principal Secretary Planning M. I. Khanday, Principal Secretary Labour and Employment B. L. Nimesh, Secretary Technical Education K. M. Wani, Secretary Education G. A. Peer, Secretary Culture Jaffar Iqbal, Managing Director Women Development Corporation, Director Perspectives and Planning and senior officers of the line departments attended the meeting.

Court orders release of property attached by VO

JAMMU, May 15: Special Judge Anticorruption Jammu Kartar Singh allowed the appeal against the order of attachment of property by the State Vigilance Organization (SVO) and ordered release of attached property in the favour of appellant.

According to the appeal filed by Mumtaz Hussain Bhat presently posted in District Institute of Education and Training, Poonch as Junior Assistant, a case under Prevention of Corruption Act was registered against him and during the course of investigation, SSP passed an order attaching the property of appellant at Mohalla Gandi Kassi Ward No.18, Poonch comprising of three storied building with three shops in ground floor.

The order of attachment was allegedly passed after obtaining prior approval from the Vigilance Commissioner. The Designated Authority summoned the appellant and the latter in terms of the notice submitted his reply supported by the relevant record to show that there was absolutely nothing acquired by him which could be said to be disproportionate to his known source of income.

After hearing both the sides, Special Judge Anticorruption observed "as per the case of prosecution the attached house was reconstructed by the appellant and its value is Rs 17.17 lakh but nothing has been stated in this regard in the order of attachment passed by the IO".

"Even if it is presumed that the house was reconstructed by the appellant, the IO as well as the Designated Authority has ignored certain silent features of this case. It is stated that the father of the appellant constructed a house along with two shops in 1970 and the said property started generating income", the Court observed, adding the appellant has also attached copies of agreements to sell which proved that he had sold some land also and in this way he generated his income for renovation of the house. The total income of the appellants has neither been considered by IO nor the Designated Authority in order to come to the conclusion that said income was not sufficient to renovate the house.

The order of attachment as well as impugned order seems to have been issued in haste without permitting the appellant to rebut the allegations made against him by the IO, the Court said, adding the Designated Authority while holding enquiry, did not exercise his jurisdiction as a civil court but based his finding on entries made in the case dairies.

In other words, no proper enquiry has been conducted in this case because while functioning as Civil Court

it was not possible to conclude the enquiry so early. It has resulted in miscarriage of justice because the principles of natural justice have been violated and the appellant has been condemned unheard, the Court observed.

With these observations, the Court allowed the appeal, set-aside the impugned order and ordered , release of the attached property in the favour petitioner.

Man’s body found in Ravi; youth ends life

KATHUA, May 15: Body of a villager was found lying at river Ravi bed near Basantpur under mysterious circumstances today while a youth committed suicide by consuming some poisonous stuff at his residence in the township of Kathua last night.

Reports said that 35-year-old Subash Singh, son of Rattan Singh, resident of village Basantpur Burni went missing yesterday. The family members started his search but could not trace him till late last evening.

Some people spotted a dead body lying in the dry river bed of Ravi river this morning and informed Basantpur police. Immediately after receiving information, the police party rushed to the spot and found man lying dead under mysterious circumstances in the river. The family members also reached there by that time after receiving information.

The body was shifted to district hospital Kathua for post-mortem and later, handed over to the family for last rites. The police suspects it as a blind murder. Some marks were also visible on the body. A case under section 174 CrPC has been registered in this connection.

Meanwhile, a youth namely Pritam Chand, resident of Ward No. 14, Kathua town allegedly consumed some poisonous substance at his residence last night. As the family came to know about it, they shifted Pritam immediately to local hospital. The doctors washed his stomach. As his condition continued deteriorating, the youth died in hospital after some time. The police registered a case for investigation. The cause behind this extreme step could not be ascertained immediately.

Clerical staff holds rally, strike enters 49th day

JAMMU, May 15: The work in all Government offices remained paralyzed as the clerical staff strike entered 49th day today.

To lodge their protest against the failure of Government to redress their demands, a rally was organised by Jammu , Kashmir and Ladakh Clerical Staff Association which is spearheading the present agitation at Exhibition Ground here.

The Association leaders, while warning the Government not to test their patience decided to extend the strike upto May 22 as the State Government has miserably failed in implementing the agreement made with the Association on March 10, this year.

Besides the rallies and demonstrations were also held by the clerical staff at different tehsil and district headquarters in support of their demands. The speakers criticized the Government for its double standard and discriminative policies towards them.

They also warned to march towards Civil Secretariat in case the demands were not settled immediately.

Addressing the rally Mr Ram Kumar Sharma, coordinator announced that Apex body of the Association has decided that in case the demands were not settled immediately, the striking clerks will march towards Civil Secretariat in Srinagar.

The other leaders who addressed the demonstration included Rehmatullah Malik, Swatantar Bakshi, Ravi Singh Bahu and Anil Kumar.

SSH burns effigy of Raj Thackeray

Addressing the SSH activists, Vipan Hindu condemned the statement of Thackeray and called it as inflammatory and damaging. He further said both Raj and Uddhav were sailing in the same ship by having similar approach against North Indians..

Also speaking, Dimpy Kohli alleged that Maharashtra Government was sleeping over the matter and taking no action to contain them. He, however, warned the duo to desist from making such statements and demanded their arrest.

FONL to go on hunger strike

JAMMU, May 15: With an objective of mounting pressure on State Government to re-fix the rates for conferring ownership rights on rational basis, the Forum of Lease Holders/ Occupants of Nazool /Government Land (FONL) Joint Action Committee today announced to go for hunger strike.

The decision was taken in a meeting of FONL chaired by Inderjeet Khajuria here today. In the meeting speakers resolved to launch twenty-four hour relay hunger strike by four to five volunteers.

Addressing the meeting Mr Singh said that the protest demonstrations held by a large number of farmers and urban landholders at Budgam, the other day against implementation of Roshni Scheme blasts, Government’s claim that conferring of ownership rights on the occupants of the lands has provided relief to the occupants and large number of people are benefited out of it.

He said that Government is according great benefits to rural masses under the said scheme as they serve as great vote bank, whereas the urban lease holders are scattered and are hardly influenced by sops in elections.

Those who attended the meeting were president, S S Pathania, general secretary, S Gajan Singh, secretary, Iqbal Khullar, vice president, Somnath Sharma, treasurer, ML Sharma and joint secretary, Ajay Bakshi.

433 constables pass out

SRINAGAR, May 15: Inspector General of Police, Personnel and Trainings Ram Lubaya today asked the policemen to keep in mind human rights of the people while discharging their duties.

Speaking at the passing out parade of 7th batch of the Constable Recruitment Training Course at Police Training School, Manigam, Mr Lubaya said "after completion of basic training, you are entering the new phase of your life laden with responsibilities, high expectation and diversified role of providing service to the society".

He further said that the prevailing security scenario in the State has been afflicted by the menace of militancy for more than one and half decade now and during last 19 years more than 1400 police officers and jawans made supreme sacrifices of their lives in fight against the militancy.

Earlier, Mr Lubaya took the salute at a magnificent parade.

Deputy Inspector General of Police, Trainings, Ravinder Kotwal, in his address, said that Police Headquarters was providing all possible help to PTS Manigam so that it becomes a premier police training institute in the Kashmir division. He said that more land is being acquired for the school so that more training facilities are created.

In his welcome address, Principal of the Institute M S Punoo gave a detailed account of the training imparted to the Constables.

On the occasion, recruit Constable Vikas Sharma was declared all round best and promoted out of turn as select grade constable. He was also awarded with CC class 1st with cash reward of Rs 4000.

Recruit Constable Ghulam Rubbani was declared 2nd all round best and 1st in indoor and was awarded with CC class 1st with cash reward of Rs 9000. Recruit Constable Shariq Alam secured 1st position in range classification and was awarded with CC class 1st and cash reward of Rs 3000. Recruit Constable Mohammad Irfan has been declared 3rd all round best and was given CC class 1st with cash reward of Rs 4000.

BCDP worried over incidents of militancy

JAMMU, May 15: Backward Classes Democratic Party (BCDP) has expressed concern over increasing militancy related incidents in the State and alleged that Government has failed to ensure security of life and property of the people.

Addressing a press conference here today, party president, Sheraz Azari said that Government should be held responsible if any untoward incident occurs in the State.

"In the face of threat from terrorists, party leaders have repeatedly requested for security cover but ironically authorities are giving a deaf ear to us" he said.

He appealed the people of state to cut across communal and regional lines to join hands with their party for bringing back peace and prosperity in the State.

Others who spoke on the occasion were Choudhary Ghulam Qadir, Choudhary Bashir Ahmed, Maqsood Ahmed, Abdul Majid, Mohammad Nisar Bhat, Bashir Ahmed And Maher Singh.

Refugees Front stages massive protest demonstration

JAMMU, May 15: To protest against the callousness of the successive governments towards their plight, Jammu and Kashmir Refugee Front (JKRF) of refugees of 1947, 1965 and 1971 today staged a massive protest demonstration near Dogra Chowk.

Hundreds of refugees drawn from different parts of the Jammu including men, women and children assembled at the Exhibition ground and staged a demonstration there. They were led by Capt (retd) Yudhvir Singh, president of the front.

With placards, banners in their hands, the refugees were shouting slogans against the Govt for its failure in redressing their problems. They were demanding to revise the package in shape of acceptance of Wadhwa Committee report, compensation and relief to both West Pak and non camp refugees, citizenship rights and right to vote to West Pak refugees and also 25 seats to them in J&K Assembly.

They warned to continue the struggle to take it to its logical conclusion and criticized the Govt for adopting dilly-dallying tactics on recommendations of Wadhwa Committee and other demands.

Addressing the demonstrators, Capt Yudhvir Singh alleged that the Govt was not sincere in solving the refugees problems. He said these refugees were living in abject poverty due to callousness of the successive state and central governments and in case the Govt still continues its rigid stand the refugees will be forced to intensify the struggle.

Further speaking, Singh warned that all the PoK refugees will try to cross over to the other side of LoC from Palanwala, Akhnoor on May 20, 2008 to demonstrate their strong resentment against the unfair deal recently announced by the Prime Minister of India.

Demonstrations held against price rise

JAMMU, May 15: Protest demonstrations were held across the state against unprecedented inflation today. The protesters flayed State and Central Government for having failed to curb price rise which breaking the back of common man.

Northern Zone Insurance Employees’ Association with the support of General Insurance Employees held a protest demonstration against spiraling up prizes, here today at Karan Nagar. The demonstration was held under the leadership of comrade Daleep Koul and Pawan Gupta.

Speaking on the occasion, both the leaders alleged that the root cause of unprecedented inflation is anti-people economic policies pursued by the Government. They said that the present policies of Government on economic front are widening gap between the poor and the rich.

They also criticized Government for poor Public Distribution System and black-marketing. "The Dearness Allowance (DA) amount paid to employees is far less than the increase in retail prices" they said and urged Government to take effective measures to curtail inflation. Others who spoke on the occasion included Rajesh Gupta, S K Bhat and Raj Kumar.

A similar demonstration was held in Srinagar under the leadership of A M Tantray whereas in Kathua the demonstration was led by comrade Ramesh Chand and Dinesh Sharma. Similarly, in Udhampur the demonstration was headed by comrade Rajinder Singh whereas in Rajouri the protest was organized by Khaliq Mohammad.

Vakil seeks complete mandate for Cong
to transform development map

SRINAGAR, May 15: Minister for Social Welfare and senior Pradesh Congress Committee leader, Abdul Gani Vakil today urged the people to avoid fractured verdict in the forthcoming election as coalition arrangement hampers smooth execution of policies and programmes of the Government.

Addressing a public meeting at Cheyan Adigam in Devsar tehsil of Anantnag, he said that Jammu and Kashmir needs sustained financial support from Centre till it achieves economic self-reliance and for the purpose none other than Congress has talent as well as influence.

He said Congress party if given complete mandate to form Government of its own, it would transform development map of the State and strive to bring Jammu and Kashmir at par with London and Paris in development and civic amenities.

With Congress led Government at Centre, the Congress Government in State would get adequate financial support for development besides tackling unemployment issue, the Minister added.

The Social Welfare Minister Abdul Gani Vakil called for isolating politicians of dual character from State polity to sustain an era of clean and transparent politics heralded by Ghulam Nabi Azad-led Coalition Government.

He appreciated Chief Minister for directing release of Rs 16 crore for paying wages to 3000 ITI crash course trained persons, saying the step has fulfilled their long pending demand.

The Minister also inaugurated 2 km long Berigam to Ziarat Syed Saleh link road being constructed at a cost of nearly Rs 1 crore under Tribal Sub Plan. The road on completion would provide road connectivity to over 2000 tribal souls.

Speaking on the occasion, Minister for Sports Haji Nisar Ali announced to establish ITI College at Devsar. He also announced Rs 5 lakh for development of Devsar Sports Stadium and Rs 1 lakh for Government High School Sopat.

Minister of State for PHE and Industries, Dr Romesh Chander, in his speech, highlighted the measures taken by Chief Minister Ghulam Nabi Azad for equitable development of all regions of the State. He said opening of hundreds of educational, health and other institutions besides construction of roads, bridges in length and breadth of the State have completely transformed development scenario in the State.

In his speech, Minister of State for Agriculture and Urban Development Ch. Gharu Ram announced Rs 10 lakh for augmenting civic amenities in Devsar Municipal area. He also sanctioned 100 pump sets to solve irrigation problem in the Kandi belt of Cheyan Adigam that would be given to deserving farmers on 50 per cent subsidy.

VHP for snapping all ties with Pak

JAMMU, May 15: Demanding snapping of all ties with Pakistan, Vishaw Hindu Parishad (VHP) today said that Indian Government should act tough and destroy all terrorists camps there.

The Indian Government lacks policies to curb the terrorism and it was behaving like a soft state towards the ultras, said VHP state chief, Dr Rama Kant Dubey and Col. K N Raina while talking to reporters here, today.

Strongly condemning the terrorist attack in Samba in J&K and Jaipur, Rajasthan, Dr Dubey said no talks be held with Pakistan. To foil the infiltration bid by neighboring country, the Government should constitute Village Defence Committees (VDCs) comprising of ex-servicemen in border areas and they should be provided with sophisticated weapons, he added.

Alleging that some politicians were hand in glove with the terrorists, he said infiltrators can’t act without the help of guides and Government should reveal how many guides have been arrested by it till date.

Dr Dubey said that militants have been using the Balole and Basantar nullas as infiltration routes to sneak into this side since years together. He demanded that the leaders advocating for Pakistan and militants be booked under PAC.

He also demanded a probe into Samba episode inview of the statement of Lok Sevak, son of slain leader, Hoshiar Singh, who alleged the attack on his parents was a preplanned conspiracy.

Dr Dubey who along with various social and religious organizations including Purav Sainik Parishad chief Brig (retd) Suchet Singh, VHP secretary Hemraj Khajuria, Mohinder Sharma, Purshotam Sharma and Rishi Prashar visited Samba yesterday alleged that Government has not done enough to help the families of victims and they have been totally discriminated against in payment of relief as compered to militancy victims of Kashmir.

Lecture on "Saraswati Civilization" at JU

JAMMU, May 15: Under lecture series on Indian Archaeology, the Department of History, University of Jammu (JU) today organized a lecture on "Revisiting Saraswati Civilization" by Dr S Kalyanraman, who is working on Saraswati river through Saraswati Research Centre, Chennai.

In his lecture, Dr Kalyanraman pointed that the lead provided by the continuing research has hinted the existence of a large cultural complex around the river.

He emphasized upon the need to re-orient history and its chronology in the light of new evidences. He also mentioned about the findings of archaeologists, geomorphologists etc.

Earlier, Dr Kalyanraman was felicitated and presented with a shawl by Vice Chancellor, Prof Amitabh Mattoo.

In his opening remarks, the VC appreciated the department in organizing such a lecture series on archaeology and suggested holding more such programmes on the themes of contemporary relevance.

Earlier, Prof Nirmal Singh, HoD History presented the welcome address, wherein he introduced Dr S Kalyanraman, while Prof Suman Jamwal made a brief presentation on the aim of lecture series.

The vote of thanks was delivered by Dr Sharda Sharma whereas, Dr Madhulika and Dr Versha Gupta conducted the event.

Civil Engineers seek parity with IAS

JAMMU, May 15: All Jammu and Kashmir Civil Engineering Graduates Association has expressed concern over supposed discrimination between engineers and technical officers in relation to pay and other service benefits in comparison with the administrative services of centre and state governments.

In a general body meeting of the association held in connection with recommendations of 6th Pay Commission, civil engineers demanded that their perks be higher or equivalent to IAS as their job is no lesser important in development activities. They deliberated upon several aspects of the commission’s report. The meeting was presided by president of the association, M A Mir and general secretary Sukhdev Singh.

During the meeting, members of the association advocated for constitution of Engineering Commission to standardize career and promotion prospect through out India as has been done in judicial, education and police services.

Members of the association also decided to submit a memorandum to Prime Minister in this regard on May 17 this year. Apart from it, it was urged upon the graduate engineers working with the State Government to get prepared for the protection of their basic rights.

They also extended full cooperation to the INDEF in this connection and assured their support to fight for the cause.

The meeting was well attended by delegates of Indian Engineers Association from different states.

JAMMU, May 15: Dogra Liberation Front (DLF) staged a demonstration in front of Divisional Commissioner’s Office at Mubarak Mandi here, today in protest against the discrimination made with Jammu migrants and refugees of West Pakistan and PoK in the package recently announced by Prime Minister, Dr Manmohan Singh.

The demonstration was led by DLF chief, Ram Paul Sharma and others who addressed it included Kapil Dev Sharma, Pinky Bandral and Sat Paul Sharma.

The demonstrators also expressed serious concern over granting of admission to 200 Kashmiri students in MEd courses by Jammu University and advertisements of posts for Kashmiri migrants in Social Welfare Department terming it as discrimination with Jammu.

They said by adopting such policies the Government was itself creating a wedge among the different regions of the State and giving rise to regional discrimination.

Jammu West Assembly Movement activists

JAMMU, May 15: A demonstration was today staged by the activists of Jammu West Assembly Movement, here in protest against the terrorist attacks at Samba and Jaipur. The demonstration was led by the chairman of the Movement, Sunil Dimple.

Expressing their anger against the rising terrorism in J&K and other parts of the country, the demonstrators burnt the Pak flags and effigies of UPA Government. They also blamed the Congress Government for the trouble in the State.

They said the weak-kneed policies of the Government was responsible for influx of terrorists in India. Raising anti Pak slogans ,the demonstrators urged the Government to act or quite.

Addressing the rally, Mr Dimple held Pakistan responsible for aiding and abetting terrorism in the State.

He said the training camps across the border are still existing and infiltration was on with the result the surrendered militants have again started joining rank and file of the militancy which is being sponsored by Pakistan.

He, while taking PDP to task alleged that this is the outcome of PDP’s stand on self rule, dual currency, demilitarization and revocation of POTA by Union Government.

BGSBU launches Arabic Satellite Channel

RAJOURI, May 15: Baba Ghulam Shah Badshah University, Rajouri became the first University in the State of Jammu and Kashmir to have its Arabic Satellite Channel (ASC) which was today inaugurated by former Chief Minister and founder Chancellor of BGSB University Dr Farooq Abdullah in presence of Vice Chancellor of the University Masud Ahmed Choudhary.

The facility will have access to 20 Satellite Channels viz Syria TV, Yemen TV, Abu Dhabi TV, Oman TV, Kuwait TV, Saudi TV, Qatar TV, Sudan TV, Sharjah TV, Libya TV, Saudi Arabian TV, Al-Jazeera Channel, Al-Emarat TV, Asia Pacific, Shamshad TV, Nile Channel, Press TV Promo, Al-Alam TV, Alkass TV and IRB3 TV. Most of these are news channels in Arabic, English and Persian language.

According to the authorities, this facility will help students in achieving language proficiency in Arabic by listening to the lectures of experts from Arab world. Students can watch conferences, news, discussions and translation lectures in Arabic language and it will help a long way to the students. The channel will also help in placement of the students in the Arab world as some of the channels of these satellite air special programmes on placement for Arabic pass outs.

Earlier, Farooq Abdullah had the round of various blocks of the Campus including Centre for Biodiversity Studies where the founder Chancellor was briefed about various ongoing research and extension projects.

During his visit Dr Abdullah laid foundation stone of the Girls Hostel in the University and also interacted with students enrolled in various courses in the University. Addressing students, faculty members, officers and other staff, former Chancellor announced Rs 50 lakh from his MPLAD funds for the University for construction of Girls Hostel and Gymnasium Centre in the Campus.

In his address Dr Abdullah mentioned that Universities are not recognized for its buildings for the academic excellence. "I am sure that this University will achieve such status in the academics that its name will be figured in the top most institutions of the world," he added.

Adherence to transfer time schedule demanded

JAMMU, May 15: The All J&K Plus Two Lecturers Welfare Association, Jammu today held a meeting and urged the Education Administrative Department to implement the time schedule given in the revised transfer policy for Ladakh/ Kargil districts.

In the meeting, members highlighted that time and again, the administrative departments and controlling authorities were not following the time schedule in effecting the transfers, as till date it was not effected.

As per the revised transfer policy, all the transfer orders to Ladakh region are to be effected before April 30 of every year.

It was also said during the meeting that revised policy was highly detrimental to the family members of the employees who have crossed the age of 45 years and even no incentives were worked out for the transferees to these frontier districts.

The members impressed on the authorities to implement the time schedule in the Education Department.

Militancy due to lack of quality leadership: Bijral

JAMMU, May 15: Former Inspector General of Police S S Bijral has said that the main cause of militancy in the Jammu and Kashmir and the other parts was due to the lack of quality leadership in the country.

While delivering an extension lecture on the subject, ‘Me, society, nation and world’ organised jointly by Ranjit Educational Trust and an NGO-Mother the Nature- at Ranjit College of Education, Kunjwani here today, the former Police officer said that country is faced with the challenge of militancy and the people can contribute a lot to fight it out, successfully by becoming vigilant. The continuing militancy had its adverse effect on the society, hampering its progress, he maintained.

Citing examples of the leaders like Mahatma Gandhi, Pt Jawahar Lal Nehru and Lal Bahadur Shastri, the former IGP said that the main cause behind the erruption of militancy was the deficiency of model politicians. He said the weak leadership has also given rise to corruption, illiteracy, unemployment and several other social problems. He alleged that present politicians were mainly concerned about their party interests and least bothered about the country and the people.

Earlier, in his welcome address, Manmeet Singh Amn, founder trustee gave a detailed account of the achievements of Bijral, both as a police officer and a social activist. Dr Arvinder Singh Amn and Dr Sheetal Gupta from the Trust presented vote of thanks.

Retired police personnel highlight burning demands

RAJOURI, May 15: Ex-Policemen Welfare League discussed various demands and problems at a meeting held under the chairmanship of its district president, Harmesh Sharma, here today.

A number of League members attended the meeting and highlighted the problems being faced by retired police personnel in Jammu and Kashmir. Those who spoke in the meeting included: Khadam Hussain, Romesh Gupta, Mela Ram, Said Mohammad, Maqbool Hussan Shah, Dev Raj Sharma and Ghani Sham.

The League members criticised that beneficial order No 458/P dated 13-10-1999 was later nullified by the State Government through order No 428/2001.

Harmesh Sharma,in his address, impressed upon the present Government to look into the genuine demands of the League, comprising provision of medical facilities, reservation for the children of police personnels in recruitment process.

The League appealed the Chief Minister Ghulam Nabi Azad to consider sympathetically their genuine grievances.

Natrang stages ‘Mind Games’ play

JAMMU, May 15: Natrang staged the play "Mind Games" at Abhinav Theatre, here this evening. It is first of theatre festival being organised by Natrang on completion of its 25 years.

Conceived and directed by young Sumeet Sharma, the play was based on a new theme and concept.

"Mind Games" unveils a very common, unconscious and continuous practice of all human beings chatting with mind and creating baseless abstract stories all the times, which give rise to thoughts, when nurtured, become attitude and eventually shape our behaviour and personality causing success or failure.

The play revolves round a character, Ajeet, who represents the mind model of a contemporary man whose rejections, anxiety, likes and dislikes, passion and reasons, fears and dreams have a lot to share with all of us.

Sumeet Sharma as Ajeet played his part professionally well and he was ablysupported by Krishan as Ajeet’s sub-conscious mind. Others who made presentation in this play included: Mohit Sharma, Gaurav Jamwal, Kamaljeet Kaur, Kamakshi Patyal, Mohammad Yasin, Sajra Qadir, Vinay, Rohit Verma.

Music was scored by Rahul Singh while lights system was designed by Anil Tickoo.

Earlier, in his welcome address, Balwant Thakur recounted the achievement of Natrang during the past quarter of a century.

Tributes paid to Mahatma Budh Singh

JAMMU, May 15: A function was organised to mark the 124th birth anniversary coinciding with the 33rd death anniversary of Mahatma Budh Singh, founder of freedom struggle in the State.

The function was jointly organised by Mahatma Budh Singh Foundation and the State Forum for Justice and Human Rights.

On the occasion, Dr Kulwant Singh, chief organiser of the Foundation spoke in detail about the life of Mahatma and said that he was a revolutionary saint.

Balraj Puri, Comrade K D Sethi, Comrade Mohd Yousaf Tarigami, Gurmukh Singh, Dr S S Sudan and others also spoke on the occasion.

The resolutions listing the demands of the foundation were also adopted on the occasion. They include setting up of Mahatma Budh Singh chair in Jammu University, basic rights of food, shelter, health care and education to all the citizens, full compensation for loss of life and properties to the refugees of 1947, 1965 and 1971 from PoK, end to discrimination betweem migrants from the valley and other parts of the State and enquiry into violation of human rights in the State.
