The Ministry of Urban Development and Ministry of
Housing & Urban Poverty Alleviation (HUPA),
Government of India have launched implementation
of Programmes under JNNURM in different cities
and towns in the country. These programmes are
under implementation in the two mission cities of
Srinagar and Jammu and in a few approved towns of
the State and shall be extended to other towns in
a phased manner. As a part of the implementation
of these programmes, the State Government and the
Urban Local Bodies have to implement reforms as
laid down in the guidelines of these programmes.
One of the mandatory reforms to be undertaken by
the Urban Local Bodies relates to “Adoption
of Modern/accrual based double entry system of
accounting in Urban Local Bodies/Parastatal
agencies” in accordance with the National
Accounting Manual.
In J&K State, there are two Municipal
Corporations one each for Srinagar and Jammu
cities and 80 Urban Local Bodies in all the towns
of the State. The modern/accrual based double
entry system of accounting is proposed to be
introduced in all these Urban Local
Bodies/Municipal Corporations.
The Financial Institutes/Organizations well
versed with the modern accrual based double entry
system of accounting are invited to present their
Expression of Interest for evolving the
appropriate model of accounting for the Urban
Local Bodies for adoption. They will have to
prepare Accounting Manual for the ULBs keeping in
view the existing system and the National
Accounting Manual. They will also have to train
up the personnel involved in these ULBs for
adoption to the new system of Accounting.
The Agencies/Organizations presenting their
Expression of Interest for the above job should
give their resume indicating their past
experience particularly with respect to evolving
of models of accrual based double entry system of
accounting for ULBs in other parts of the
country, profile of the organization, its key
personnel in the relevant field and resource
persons available for training of personnel of
ULBs for adoption to new model of Accounting and
time frame required by them to evolve the
appropriate model with costs. The technical bids
and financial bids shall be submitted by the
Agencies/Organizations in separate sealed
envelopes.
The last date for receipt of Expression of
Interest with all relevant details is 25.05.2008
in SUIDA at Civil Secretariat, Srinagar.
