Terror infrastructure

Sir,

In a recently concluded seminar the GOC 16 corps has minced no words in saying that the terror infrastructure is completely intact in Pakistan. His words should be taken as a statement which endorses the apprehensions of the defence forces about the terror infrastructure across the border. It is important here to assign a credible value to the assertions of the security forces. They are at the forefront of the war on terror and thus they have a first hand information about the terror activities across the border.

In an ideal situation there should have been a matching response from the politicians across the board so that the polity and the security mechanism in a harmonious way could wage a struggle against terror and eventually come out victories. But unfortunately it is not so. Some political parties in order to address to their vote banks are pulling this sacred mission to pieces. With election time nearing these political parties are engaging themselves in a competitive politics that will harm the interests of the State and the country. Recently what we witnessed at Pugwash conference in Pakistan is a grim pointer towards this direction. A grassroot political party which has a sizable presence in the state since independence even is prepared to welcome a solution better than autonomy that they have been projecting since long. On the other hand another political party is ready for double currency and open borders. These parties little realise or wilfully so decline to realise that open borders and free trade is possible with a country which is free from terror infrastructure and which has a history of peace and brotherhood. How can we think of embarking upon such steps with a country where thousands of militants are waiting to cross over and engage in killing innocent people here.

The war on terror is won when there is complete synergy among the political parties of the State. But when some established parties are pulling in different direction how can war on terror be won. Ponder please.

Insuring employees

Sir,

A couple of years ago the Government had taken a very important decision to get its employees insured with a renowed company. The medical insurance scheme was launched with much fanfare but only after a year or so the scheme became different and could not be extended further.

The medical insurance scheme had evoked a good response from the employees and in these hard times employees feet that atleast in the event of exigency when they would need large sums of money for treatment the mediclaim insurance policy would be of some help to them. In this regard it is pertinent to say that mediclaim policy needs to be restarted for the employees on the simple plea that there is an urgent need to provide succor to the thousands of employees who feel that the pinch of rising cost of treatment for the dependents.

It is no secret that at present with highrate of inflation and escalating costs the employees cannot provide better medical treatment to their dependents. Hence it is important that the Government takes steps so that medical insurance is again started. In this the JK Bank can play a crucial role.

The bank is already one of the premier banks of the country. The Government should use the vast financial clout of the bank so as to explore the means of covering employees under medical insurance.

Cyber crimes

Sir,

A news report was published in this paper (May 5) wherein it was reported that additional amount of Rs. 28 cr. has been allotted to the State for modernization of police force. This is a welcome move by the Government. Being a computer professional I would like to make some suggestions to help the cause in the context of cyber cells of the police department. Sir, cyber crimes are no alien to State as the State has witnessed couple of high profile porn CD scandals for which the department had to take the assistance of cyber cells of other states which eventually delayed investigation and complicated proceedings. Residents of this State have also been made victim of highly modernized internet based crimes; incidences of the one such crime namely internet lottery scam, were reported in both winter and summer capitals of the State wherein a youth from R S Pura, Jammu and a Chartered Accountant from Hyderpora, Srinagar, were cheated to the tune of Rs. one lakh each.

With greater exposure of digital technology to common man and rapidly increasing number of internet users in the State, especially teenagers, occurrence of such incidences is bound to increase. It probably is the right time to take some important steps in this regard. Being unaware of the present status of the cyber cells, I feel that there is a strong need to acquire advanced hardware and software tools required to track down the cyber criminals and collect substantial evidences to prove them guilty in the court of law. It is also important to make sure that the officers working in the cyber cell are trained professionals and have expertise in important areas like cyber law, data recovery and digital forensics. These steps would probably ensure that our police are well equipped to handle and solve cyber crimes and minimal involvement of external agencies.
