Impressive Shobha Yatra taken out on
eve of Bhagwan Parshuram Jayanti

JAMMU, May 6: In connection with Bhagwan Parshuram Jayanti falling tomorrow, an impressive Shobha Yatra was taken out by Bhagwan Shri Parshuram Janam Utsav Shobha Yatra Samiti here, this afternoon. A large number of people drawn from all walks of life participated in the yatra which started from Radio Station, Panjtirthi.

Dedicated to the birth anniversary celebrations of Bhagwan Shri Parshuram Ji, the Shobha Yatra passed through historical Mubarak Mandi, Chowk Chabutra, Pacca Danga, Moti Bazar, Rajinder Bazar, Residency road, Raghunath Bazar, City Chowk, Link Road and Jain Bazar.

All routes of yatra were fully decorated by the people and members of business organizations by installing welcome gates befitting the occasion. The stalls were also installed enroute by the devotees to offer soft drinks and fruits to yatris. Large number of people who had gathered enroute to have a darshan of Shobha Yatra showered the flowers on the portraits of Bhagwan Parshuram Ji which were decorated on various vehicles and on the yatris.

The Shobha yatra was led by a Brahman Flag which was installed on a decorated horse back. The ritual was performed by chanting of Vedic Shlokas and Mantras by eminent religious scholars.

The highlights of the Shobha yatra were the feats and folk dance performed by the cultural troupes of Maharashtra, Rajasthan, West Bengal and Haryana who were attired in colourful costumes. They were followed by a Sadhu Mandli reciting bhajans in praise of Bhagwan Parshuram Ji.

These cultural troupes comprised by a seizable number of women artists were also accompanying the yatra. Dozens of vehicles which were fully decorated including open trucks, tractor trolleys, cars, three wheelers etc were the part of the calvacade that participated in the Shobha yatra.

The special features of the yatra were the breaking of Matka (earthen pitchers) at various crossings by folk artists of Maharashtra and feats performed by a horse.

The performance by Royal band of Rajasthan, Sufiana Khartaal from Jaipur and music dance mesmerized every one. The performance by the singers belonging to Jammu but putting up in Mumbai and other regions of the country was also the highlight of the yatra.

The replicas of various ancient temple idols attired in Dogra dresses especially those related to Gadha Dhar Temple Jammu stole the show. The artists from West Bengal created wonders with the help of Hugly clay and enthralled every body with their creative fineness.

The elaborate arrangements were made by the authorities for the yatris. The traffic on busy city routes where from the Shobha yatra moved remained paralyzed for hours together.

The yatra was led by B B Raina, spokesman of the Samiti. Besides, Mayor JMC, Kavinder Gupta, Deputy Mayor, Narinder Singh Jamwal, leaders of various political parties, social and religious organizations as well as the prominent citizens participated in the yatra.

To welcome the Shobha Yatra, The Muslim Federation led by its president Abdul Majid installed a Chabeel at Rajinder Bazar to offer sweet water to yatris and garlanded the leaders accompanying the yatra.

Chicken-pox cases go up to 30

KATHUA, May 6: The number of chicken-pox cases reported in Mela and adjoining hamlets in tehsil Hiranagar have reached up to 30 while Medical team was camping in the area for the last two days.

Chief Medical Officer Kathua Dr Ajay Khajuria told Excelsior that a total 16 cases of Chicken-pox were reported in Athi Mohalla of Mela on Saturday. Majority of the affected children belong to Scheduled Caste community.

Dr Khajuria further disclosed that on Sunday eight more cases were reported and the para-medical team from Hiranagar Block hospital was rushed to the area. On Monday, the number of affected cases went up to 27.

He said today during check up at Govt Meddle School Chann Khatriyan, two more cases were reported. A total 110 school children were examined by the Medical team. One more case was reported from Mela village today.

Now the number of total Chicken Pox affected cases has gone up to 30. They have been given anti-biotic cover. The parents have been directed to take precautions. They have been asked to keep surrounding environment clean, drink boiled water and take hygienic food. The affected children have been asked to remain indoor, not to go to school or mix up with other children of the locality.

The CMO said that all the para-medical staff members have been asked not to proceed on leave. The teams have started medical examination of the children in the adjoining hamlets in Mela and Koota area. The senior Medical officers are supervising treatment and examination work.

No political consideration in development: Azad

SRINAGAR, May 6: Chief Minister Ghulam Nabi Azad today said the development initiative launched by his Government in the State was governed by the principle of justice and not party or electoral considerations.

Addressing Bandipora District Development Board meeting, Mr Azad said he was the first Chief Minister of the State in 60 years who had worked above political considerations in so far as development matters were concerned. He said he did not resort to political considerations even in his own constituency where he did not interfere with development activities.

"The leaders of opposition parties also sit with me in public meetings and actively participate in identifying and implementation of development projects", he said, adding they were taken on board on these issues.

The Chief Minister said that development and justice were his main plank and people of the State the priority. He said he did not believe in promoting one region over the expense of other or take decisions on caste, religion or region basis. The Government, he added, was actively involved in equitable development of different areas and regions of the State while neglected and underdeveloped areas were in special focus.

He said his emphasis had been on providing amenities to the people and improving and upgrading the existing facilities throughout the State. He said he was concentrating on people’s issues and would address them rather than asking the people to strengthen his party.

The meeting approved the current year’s annual plan of the district at Rs 41.27 crores, registering an increase of 34% over the previous year’s plan of Rs 30.71 crore. However, the Chief Minister announced another Rs 11 crore for execution of works under the fast track scheme to provide immediate relief to people by completing projects long pending for want of adequate funds. He said with this additional amount, the actual increase of the allocations for the district over the previous year would be 75%.

Mr Azad in response to a point raised by a legislator, asked heads of various departments to refer for filling up all available vacancies to the SSRB. He said a process of fast track implementation of development projects pending for long had been initiated and funds made available for them. He said a committee of three members headed by him would identify the languishing projects which could be completed by a few lakhs of rupees in a period of about three to four months. He clarified that no new projects would be taken up under this dispensation, adding that replacement of old electric poles and improvement of lanes and drains and blacktopping of internal roads in cities, pending for want of some money would be handled by these funds.

He asked legislators to identify the ongoing projects within these parameters. He said the fast track experiment had been extended to all districts of the State to ensure early completion of ongoing projects pending for want of some funds.

Replying to some demands of up-gradation of health and educational institutions in the district, the Chief Minister said that during past five years thousands of health and educational institutions had been upgraded and opened throughout the State and the Government was now concentrated on consolidation process to provide the requisite infrastructure and manpower to these institutions.

Minister for Social Welfare, Abdul Gani Vakil, who is also Chairman of the Bandipora District Development Board, said that the Government was fully behind the upright, honest and performing officers. He asked district officers to closely and regularly monitor development and public welfare projects in their respective sectors. He complimented the district officers for their performance in the newly created district.

Legislators from the district including Deputy Speaker, Legislative Assembly, Muhammad Akbar Lone, Usman Majid, Nazir Gurezi and Nizamuddin Bhat also spoke in the meeting and highlighted development demands of their respective areas.

Earlier, District Development Commissioner, Sheikh Mushtaq Ahmad made a presentation on the development profile of the district and physical and financial achievements registered during the last year. He said new district office complex was being constructed at a cost of Rs. 15 crore.

Two held with charas

JAMMU, May 6: Police today arrested two narcotics smugglers and recovered 920 grams of charas from their possession.

Senior Superintendent of Police (SSP), Jammu, Alok Kumar said that on a specific information a raid was conducted in a house in New Plots area and two narcotics smugglers were arrested. From the house, police recovered 920 grams of charas.

The arrested smugglers have been identified as Raj Kumar Koul alias Raju, son of Chuni Lal Koul and Deepak Kumar, son of Ram Dass, both the residents of New Plots.

A case under Narcotics Drugs and Psychotropic Substances Act (NDPSA) has been registered against them at Pacca Danga Police Station.

Meanwhile, a police team from Gandhi Nagar Police Station conducted a raid in a house in Nai Basti area and arrested a drug-peddler identified as Sanu, son of Sham Lal.

From the house, police recovered 800 intoxicant capsules which were brought to Jammu from Punjab for the drug addicts.

The accused has been booked under NDPSA.

JAMMU, May 6: Former Ambassador G Parthasarthy today aired view that Pakistan is passing now a day through its most critical phase as the newly elected regime in the country lies in a hung type situation offering scope to all types of trouble makers.

He was addressing the valedictory session of national seminar on "Pakistan: Past, Present and Future" in the capacity of chief guest at University of Jammu (JU) this afternoon. It is to mention that Mr Parthasarthy remained Indian High Commissioner in Pakistan for over five years.

Further speaking, Mr Parthasarthy emphasized upon the need to understand Pakistan in totality and also to have credible intelligence network especially in the wake of uncertainties there.

"The recent elections in Pakistan produced a Government wherein nobody has clear cut majority and political parties were forced to cobble an alliance of compulsion. Even, the political uncertainity there has threatened the term of President Musharraf", stated the former ambassador.

He added that restoration of Judiciary in beleaguered nation will keep the Govt on tenterhooks, while the Army will not also give up too easily, as it’s now playing its role carefully and feeling disgraced and said "Army’s role can not be ignored".

He, however, said that Musharraf’s meeting with Prime Minister Atal Bihari Vajpayee was a significant one, as according to him, that was the beginning of real meaningful dialogue process.

Earlier, Vice Chancellor Prof Amitabh Mattoo, in his remarks, pointed, "We as a country haven’t devoted time in understanding Pakistan especially about her complex interior phenomenon".

He said that the university has tried to comprehensively understand the problems in Pakistan through this seminar.

GOC 16 Corps Lt Gen R K Karwal and his wife Geeta Karwal were also present on the occasion.

Earlier in the day, three sessions on themes "Pakistan’s Foreign Policy", "Civil Society and Public Sphere" and "Future of Pakistan" were held. The speakers who spoke included AVM (Retd) Kapil Kak, Dr R P Rajagopalan, Dr Manoj Joshi, Prof G Gopa Kumar, S S Oberoi, Dr Shaji Virkey, Ranjeet Kalra, Prof Rajesh Rajagopalan, Dr Rajiv Nayan and Happymon Jacob.

RAMBAN, May 6: People today held massive protest demonstration and blocked Jammu-Srinagar National Highway here for more than three hours following the death of a woman in the Emergency Hospital allegedly due to the negligence of a doctor.

The family members of the deceased Mathi Devi, wife of Rakesh Kumar of Danote, Ramban alleged that she was admitted in the Emergency Hospital on May 4 and Doctor Pardeep Singh, Assistant Surgeon, conveyed that she was required to be operated upon.

Soon after the surgery, the condition of woman started deteriorating and when Dr Pardeep Singh was approached the latter refused to attend to the patient and rather prepared documents referring her to the Government Medical College and Hospital, Jammu, they alleged.

The woman died in the hospital at Jammu and doctors remarked that she died due to glaring negligence during the surgery. Upon this, the family members brought the body here and held massive protest demonstration by blocking the National Highway for more than three hours.

Shouting slogans against the accused doctor, the agitating people demanded strict action against Dr Pardeep Singh. They alleged that despite tall claims of the Health Department, the doctors in the remote areas particularly in Emergency Hospitals on the Highway were not ready to perform their duties sincerely resulting into negligent deaths after regular intervals.

As the road blockade continued for more than three hours, the administration immediately placed the doctor under suspension and got a police case registered against him at Ramban Police Station.

Later, the Assistant Commissioner Revenue, who was appointed as Inquiry Officer to look into the entire episode, visited the spot and informed the people that action has been taken against the doctor. However, demonstration came to an end after the arrest of the doctor.

Meanwhile, MLA Ramban, Chaman Lal demanded relief and free education for the children of the deceased.

Dowry claims life of young house-wife

JAMMU, May 6: A newly married girl allegedly committed suicide due to the harassment at the hands of her in-laws particularly husband for want of dowry.

The deceased has been identified as Bharti Sharma, daughter of Surjeet Kumar Sharma of Gandhi Nagar and wife of Dimple Singh Sambyal, son of Sardari Singh of Kotli Mandi, Samba.

Police spokesman said that Bharti Sharma fell in love with Dimple Singh sometime back and in July 2007 they entered into court marriage. While parents of the girl succumbed to her wishes and participated in the court marriage, the parents of Dimple Singh stayed away from the celebrations as they were against the marriage of their son with Bharti.

However, after the court marriage the girl started staying with her in-laws. But it was beyond her imagination that her days of happiness would not last long. Her husband alongwith other family members started harassing her for want of more dowry and at many times resorted to physical assault on her.

Unable to tolerate harassment at the hands of her in-laws, Bharti Sharma left her husband’s house and started staying with her parents in Gandhi Nagar. For the past one and half month, she, at the behest of her parents, made several attempts to go back to the residence of her in-laws but every time she was beaten up and forced to go back to her parents house to bring dowry.

On the intervening night of May 5 and 6, the girl secretly consumed poison. She was spotted unconscious by her parents, who immediately rushed her to Government Medical College where she died early this morning.

On the complaint of her parents, a police party from Gandhi Nagar Police Station led by SHO Inspector Mohd Rafiq Manhas swung into action and arrested husband of the deceased for abetment to suicide and cruelty towards his wife.

Clerical employees protest on highways, disrupt traffic

JAMMU, May 6: Clerical cadre employees continued their protest demonstration on the highways at various district headquarters and organised rallies in a bid to intensify their agitation.

In winter capital city, a large number of employees came out on the road and held demonstration. They disrupted movement of traffic for some time near Tawi Bridge, Udhampur town, Kathua, Rajouri and Poonch and organised large rallies. The road was however, cleared by police authorities immediately.

These agitating employees are demanding removal of pay anomalies in their pay grades. They pointed out that grades of junior, senior and head assistants remained unchanged for the last over a decade while in case of other cadre, the grades were changed.

Their pen down strike entered the 41st consecutive day today. At Srinagar, Ram Kumar Sharma, Sayeeda Bano, K A Deewani, Mohan Lal, Abdul Hamid Bhat, Shabir Ahmed and other leaders addressed the rally at Old secretariat. They vowed to continue their agitation till the demands are redressed by Government.

In Jammu, the large rally of employees from various Government departments was addressed by Rehmat Ullah Malik, Ravi Singh Bhau, Anil Mehta, R P sharma, Sukhbir Singh, Bashir Malik, Anoop Sharma and others. They strongly criticised the Government for causing delay in the redressal of their demand.

At Udhampur, members of Jammu, Kashmir & Ladakh All Departments Clerical Staff Association submitted a memorandum to DIG and Deputy Commissioner expressing anguish over the unprovoked lathicharge on the striking employees by police party led by Station House Officer.

They also demanded action against the SHO and police officers involved in the act.

Reports from all the districts including Kathua, Samba, Rajouri, Ramban, Kishtwar, Reasi and Doda said that employees held protest on highways disrupting movement of traffic for some time.

In Poonch the agitating employees took out protest march on the city roads and submitted a memorandum to the Tehsildar for the Government. They also blocked Jammu-Poonch highway for about three hours. Farooq Ahmed was leading the protest march. The speakers including Bashrat Ali Khan, Sayed Nazir and N H Qureshi condemned the police lathicharge on the striking employees at Srinagar and Udhampur.

Meanwhile, Jammu Kashmir Teachers Forum in a meeting held here today under the chairmanship of Ganesh Khajuria, state general secretary, strongly condemned the police lathicharge on striking clerical cadre employees at Srinagar and Udhampur. The Forum members urged the Government to shun the path of suppression and its anti-employees policy and accept the genuine and justified demands of the clerical cadre employees.

 

PCB completes inspection of industrial units in Kathua

KATHUA, May 6: In order to review the follow up action of Pollution Control Measures by the Industries, District Development Commissioner Kathua Sarita Chauhan convened a meeting here at Kathua today.

Assistant Commissioner Revenue S K Kapoor, Additional SP Kathua Benam Tosh, district officers Pollution Control Board Kathua Ashok Gupta, representatives from District Industries Centre Kathua, SICOP and Anti Pollution Committee members were present in the meeting.

Earlier, it was decided in the meeting held on April 29, 2008 that registration of industries who have failed to install pollution control devices (PCD) will be cancelled. A team of officers of PCB was asked to conduct surprise raids to check the installation of PCD.

In the meeting held here today it was revealed by DDC that pollution control board has completed the inspections of various units located in industrial estate Kathua and the report has been submitted to the Chairman PCB for taking up action as per the recommendations made in the report. The report was discussed in length in the meeting in which it was clear that the maximum units have taken steps to control the pollution. But in case of cement units, which have land constraint, should be shifted to another industrial area with sufficient land so that air pollution problems of the town is mitigated.

Regarding the water polluting units, it was revealed that 2 to 3 units have installed the Effluent Treatment Plants (ETPs) and rest have not installed complete ETPs. The DDC directed district officers of PCB Kathua to regularly monitor those units who have not installed ETPs and directed him to submit the report within week's time. It was further informed by the PCB that four kanals of land has been acquired by PCB from SICOP to setup a permanent air monitoring station at Kathua. During the meeting it was also disclosed by the DDC that action recommended by the inspection committee of PCB i.e closer orders, final notice as per the environment laws will be 15 days.

 

35 selected in special drive

Deputation calls on Director Sheep Husbandry

JAMMU, May 6: A deputation of J&K Sheep and Wool Workers Association led by its provincial president Khushal Mohammad called on Director Sheep Husbandry Department, Jammu, Dr B R Bhagat and apprised him of their burning demands.

Speaking to the Director, the deputation impressed upon him to fulfill their burning demands including sanction of two and half day extra salary for additional work, removal of pay anomalies, sanction of 50 per cent of basic pay as farm allowance and posting of clerical staff in block veterinary offices to relieve the paravets.

The director assured the deputation to take up genuine demands with the higher ups of the department.

Deputationists included Abdul Latif, Tilak Raj, Bandhu Ram, Narinder Singh, Omkar Nath, Soom Nath, Tarsee Lal, Khalil Mohammad and Rattan Pandita.

 

SMGS Hospital celebrates 68th foundation day

JAMMU, May 6: To commemorate the 68th foundation day of Maharaja Gulab Singh hospital, a function was held in the premises of the hospital.

Principal Government Medical College Dr. Rajinder Singh was the chief guest while President Dharamarth Trust Thakur Divaker Singh presided.

Remembering the great contributions of son-of the soil, Dr. Singh said that Maharaja Gulab Singh, the founder of J&K always fought for cause of weaker sections of the society especially J&K people. He said the tireless efforts of Maharaja Gulab Singh to raise socio-economic status of the people of the state shall always remain enshrined in the hearts of weaker sections. He threw light on the development activities being undertaken for the hospital.

In his welcome address, Incharge Medical Superintendent of the SMGS hospital highlighted the activities of the hospital and facilities being provided by the institution to the ailing patients, visitors, attendants and staff members.

Administrator GMC and Associated hospitals Dr. Rakesh Khajuria, Medical Superi-ntendent GMC Dr. Romesh Gupta and faculty members, staff members were also present. Floral tributes were paid at Maharaja Gulab Singh statue in the premises of the hospital.

 

Notorious criminal alongwith 6 associates arrested

JAMMU, May 6: Police today arrested a notorious criminal alongwith his six associates and recovered sharp edged weapons from their possession.

Senior Superintendent of Police (SSP), Jammu, Alok Kumar said that on the basis of reliable information that notorious criminal Vipan Gupta alias Vipan Bhoot, son of Ramesh Chander of Shakti Nagar alongwith his associates was planning to commit some henious crime in Jammu city, a hunt was launched to track them by a police team headed by SHO Nowabad Inspector Kulbeer Handa and SI Manjeet Singh under the supervision of SP city North Sanjay Kotwal and DySP M L Kaith.

During vigorous search, the criminals were found consuming liquor in a bus bearing registration number JK02F-1227 at Patel Nagar on the intervening night of May 5 and 6.

All the criminals including Vipan Bhoot were immediately arrested and four sharp-edged weapons were recovered from their possession.

The arrested associates of Vipan Bhoot have been identified as Sukhdev Raj Singh, son of Baldev Singh, Sunny Sharma, son of Rajinder Sharma, Sunil Sharma, son of Anil Sharma, Sourav Sharma, son of Tilak Raj, Ravi Sharma, son of Girdhari Lal, all the residents of Shakti Nagar and Rakesh Kotwal, son of Bodh Raj of Bhaderwah.

Due to the timely action of police, the designs of the criminals were foiled, the SSP said, adding more than a dozen cases of murder, attempt to murder and stabbing have already been registered against Vipan Bhoot.

The interrogation of the arrested criminals was going on to ascertain their plans and involvement in other cases.

 

Hide-out busted in Arnas

JAMMU, May 6: Police and security forces today busted a hide-out of the militants at Gajna Top in Arnas area of Reasi district and recovered arms and explosive devices.

Recoveries include one UBGL with six grenades, one pistol magazine, one AK magazine, two radio set antennas, 157 AK rounds, 20 pistol rounds, one RPL and its one booster.

In another search operation at Khallah, Barnaili in Mahore, police and security forces recovered one .303 rifle and one UBGL..

In her lecture, Mrs Koshal, daughter of the soil, briefed students about the inroads being made by digital technology in Indian film industry and its future prospects especially for the young generation.

It is pertinent to mention here that her Avitel Post Studios got the coveted IIFA award for special effects in Shahrukh Khan starred movie "Main Hoon Naa" and has so far done post production for almost 70 Bollywood ventures.

She apprised the students that animation industry was offering plenty of career opportunities to young boys and girls, as it require more of creative sense than educational qualification.

Narrating her experience in the industry, she explained about the digital advancements in the field of special effects in the Indian movies. She also apprised students about the post production work in the studios with the help of a presentation.

Earlier, the programme was inaugurated with the lighting of traditional lamp by Mrs Koshal, Prof Nirmal Gupta, Hony Director SVAPADA, Dr P S Pathania, Dean Students Welfare, Prof N R Sharma and Prof B P S Sehgal, Dean Academic Affairs.

While speaking, Dr Nirmal Gupta explained purpose of establishing the school in the university. She also recalled her association with Mrs Koshal during her college days when the latter was her teacher.

Conducive atmosphere imperative to
resolve Kashmir issue: Hakeem

SRINAGAR, May 6: President PDF and Minister for Transport Hakeem Mohammad Yaseen has expressed hope that Indo-Pak ties would strengthen under the democratically elected Government in Islamabad, adding that a conducive atmosphere was imperative to resolve the issues relating to Jammu and Kashmir.

Addressing a well attended public gathering on Tuesday at Kanier in Chadoora constituency, Hakeem Yaseen underlined the need for carrying forward the dialogue process, adding that dialogue was the only means to address issues.

He said that Government was fully aware of the problems faced by the people and measures to redress the grievances had been initiated at various levels. "Government is committed for speedy and equitable development of all the three regions of the State and coalition Government has fulfilled major portion of its commitments made under Common Minimum Programme", he said. A massive development Programme has been launched during the coalition rule where under numerous projects costing crores of rupees were completed, he said, adding that priority has been accorded for the development of downtrodden and neglected areas.

The Minister said that Government was keen to address the unemployment problems and steps were afoot to tackle it properly. He said the Central Government was being persuaded to render help in this regard.

Earlier, the Minister inaugurated Electric Sub Station Kanier completed at a cost of Rs 12 lakh.

The meeting was also addressed by the prominent PDF activist Mohammad Usman and Nazir Ahmad.

Responding to the demands putforth by the locals, Hakeem Yaseen assured that the distribution system of power and water supply would be streamlined to cater to the needs of people in uncovered areas. He said efforts were on to remove the problems of the people of Budgam district with regard to basic amenities saying that people were now enjoying better facilities of road communication, medicare, education and drinking water.

Petitions seeking appointment as AEs
HC directs PSC to declare result

JAMMU, May 6: In a bunch of writ petitions seeking appointments against the post of Assistant Engineer (Civil), Justice Y P Nargotra of State High Court today directed the Public Service Commission (PSC) to declare the result of petitioners and in case they make the grade in their respective categories recommend their names for appointment.

The petitions have been filed by candidates belonging to categories of RBA, SC, ST, ALC and SLC, who applied for the post of Assistant Engineer (Civil) in pursuant to notification issued by PSC on September 20, 2005 inviting applications from all eligible persons for 106 posts of AE Civil.

The petitioners, however, could not make the grade for finding a place in the shortlist and in their petitions, they stated that PSC had committed error in preparing the shortlist as according to them the reserved category candidates who had secured more marks in the screening test than last selected candidate figuring in the open merit category, should have been selected in the open merit category and not in their respective categories.

The High Court on May 4, 2007 in the interim direction, issued notice to the respondents subject to objections from the other side till further orders and directed the respondents to conduct interviews of the petitioners for the post of AE (Civil) under categories but their result was not declared.

Senior Advocate D C Raina appearing for the PSC submitted that Commission does not want to question the right of the petitioners to participate in the interview process. He further submitted that the Commission would declare the result of the petitioners depending upon the individual merit obtained by them.

In this view the grievances of the petitioners that they were entitled to participate in the selection process stands redressed and therefore, these petitions, may be disposed of with a direction to PSC to declare the result of the petitioners, Advocate Raina submitted.

On the other hand Advocates DS Thakur, Sunil Sethi, KM Bhatti, MI Sherkhan and KJ Singh appearing for the petitioners submitted that the procedure for preparing the short list envisaged under the rules has been violated which vitiates the select list.

They further argued that the PSC not following the procedure prescribed for short-listing of the candidates has disturbed the ratio of the candidates for the posts and thereby resulted into competition of the petitioners with those candidates who would not have been in the list of reserved category.

If the reserved category candidates would have been shifted to open merit category, the area of competition would have been restricted with the lesser reserved category candidates. They submitted that Rule 40 of Business and Procedure Rules, Examination Rules, 2005 framed by the PSC has been violated which makes entire selection bad in law.

While directing the PSC to declare the result of the petitioners, Justice Y P Nargotra observed "if the petitioners have been selected, they would not have any cause to come to the Court. Their only grievances was that they were legally entitled to be short listed for participating in the interview yet they have not been selected. Their grievance stands redressed as on the strength of the Court order, they have been interviewed and the PSC does not want to contest their right to participate in the interview process which means PSC is ready to treat the petitioners to have been selected in the short listing process".

With these observations, the Court disposed of the bunch of petitions with direction to PSC to declare the result of the petitioners and in case they make the grade in their respective categories recommend their names for appointment.

Mahayagya being held at Gandhi Nagar

JAMMU, May 6: Ati Maharudra Yagya Smiti J&K with the blessings of Jagad Guru Shankaracharya Swami Adokhshyanand Tirath Ji is organizing a week-long "Rajrajeshwari Tripur Sundri and Shri Atirudra Mahayagya" from tomorrow, here at Dushera Ground, Gandhi Nagar .

"This yagya will spread prosperity among the people in India and Pakistan, particularly in terror-hit State of J&K and across the border," Shankaracharya Ji said.

All the arrangements for the Yagya were finalised today. A Kalash yatra will be taken from Dushera Ground, Gandhi Nagar in the afternoon. The Kalash yatra will pass through Gole Market, Police Line, Dr Ambedkar Chowk Jammu University to Tawi where from it will return along with Jal (water).

The MLA Gandhi Nagar Mr Raman Bhalla also visited the site of yagya today to see the arrangements.

 

KCCI discusses economic aspect of
Amarnath yatra with SASB

SRINAGAR, May 6: Principal Secretary to Governor and Chief Executive Officer, Shri Amarnathji Shrine Board, Dr Arun Kumar today said that the two-month long Shri Amarnathji yatra has tremendous potential to improve Kashmir economy and assured the Kashmir Chamber of Commerce and Industry (KCCI) that the Board will extend all possible assistance to business community in carrying out their avocations during the pilgrimage.

Dr Kumar was speaking to a delegation of KCCI led by its President, Dr Mubeen Shah here this afternoon.

Dr Shah said that business establishments dealing with handicrafts, hotels, lodges, and all those connected with tourism trade had many stakes with the yatra and they wanted to play a useful role during the pilgrimage which will give a big boost to economic activities in the Valley.

Dr Kumar gave the delegation an overview of the economic benefits generated by the pilgrimage during recent years. To illustrate a few, he said that involvement of locals has been of vital importance for the successful yatra. While the management of housekeeping of prefabricated shelter huts in the Baltal camp and other sites has been completely allotted to the locals, the revenue generation by a local contractor from parking area in Baltal has been to the tune of Rs 21 lakhs last year. Similarly, the Prashad of various packs made of local produce has also gone to a local, which fetched him an income of Rs 61 lakhs during the yatra last year. The ponies and the labour class remains engaged with the yatra from carrying pilgrims to the holy cave and maintenance of the track on both sides of the shrine.

The President of the Chamber Dr Shah said that these aspects of the pilgrimage were not known to the business community in general and KCCI will create an awareness campaign about the economic aspects of the yatra among its members. He also said that the Chamber would endeavour for launching a publicity campaign to offer various packages to the intending pilgrims. He wanted the Board to allot suitable sites in Pahalgam and Baltal camping centres for displaying the world famous Kashmiri crafts and their sales thereof.

Dr Kumar assured of all assistance to the Chamber that will give further fillip to economic activity during the two-month long yatra in Kashmir.

Food and Allied Workers’ Union calls off strike

JAMMU, May 6: Displaying flexibility in its stance, the Food and Allied Workers’ Union today suspended its ongoing strike after assurance was given by Minister of Consumer Affairs and Public Distribution (CAPD).

According to a press note, the union has put off ongoing strike for 40 days. The decision came as an outcome of the meeting between union leaders and concerned Minister accompanied by Commissioner Secretary. The meeting was held on May 5 in Srinagar wherein union was assured that their demands would be conceded within stipulated time frame with the approval of Finance Department.

The union warned of resuming the struggle if their demands were not fulfilled within given span of time.

Union leaders who attended the meeting included Mohammad Shariq, Ghulam Nabi, Ghulam Mohammad and Abdul Hamid.

President of the union, Bishan Dass has appealed the workers to resume their routine work from today.

ASSI for speedy execution of work on Grid Station

JAMMU, May 6: The Association of Small Scale Industries (ASSI) has sought the intervention of Chief Minister Ghulam Nabi Azad in speedy execution of work on 132 KV Grid Station at Gangyal to save the industries suffering from power problems.

In this regard, ASSI office bearers held a meeting at Gangyal office under the chairmanship of Rajesh Jain, president, to discuss the issue of deteriorating power scenario at length.

It was said 132 KV Grid Station was promised to be functional by December, 2005 at Gangyal industrial area, as it’s being fed from Gladni and Bari Brahmana stations, which made power supply prone to faults and drop in voltage.

The members expressed serious concern over the delay being made by PDD in the execution of the grid station and the replacement of conductors and installation of new transformers causing hardships to the industries.

They apprised that due to frequent power cuts, the production of industrial units has greatly hampered resulting losses in crores of rupees every year and the units were at the verge of closure due to power crisis.

MP robbed of cash at Jammu hotel

JAMMU, May 6: A Samajwadi Party MP from Uttar Pradesh was allegedly robbed of Rs 1 lakh cash and other valuable items while staying in hotel Ram Singh Palace at BC Road today.

The MP Chander Dev Yadav had come to the darshan of Mata Vaishno Devi ji along with his family and had stayed at the hotel this morning.

As he and the family had gone out, their bag was stolen from the hotel room. In his complaint at Bus Stand police station, the MP said the bag contained Rs 95,000 to Rs 1 lakh cash besides some other valuable items.

SHO Bus Stand Bishnesh Kumar visited the hotel for investigations.

Police said efforts were on to identify the thief and recover the cash.

Police launches special drive against vagabonds

JAMMU, May 6: In order to check the menace of eve-teasing, Jammu Police has launched special drive against the vagabonds throughout the district.

SSP Jammu, Alok Kumar said that during the past few days various complaints were received from different areas of Jammu city regarding eve-teasing and other harassment being caused to school going girls at the hands of vagabonds around the educational institutions.

Acting on the complaints, a special drive was launched during which 40 eve-teasers were rounded up and 12 cases under Section 294 RPC have been registered in different police stations.

Similarly, 10 vagabonds have been rounded up in Bakshi Nagar and city areas against whom complaints under Section 36 Police Act, 160 RPC are being filed with concerned Magistrates.

All police stations have been instructed to continue the drive and wipe out the menace, the SSP said and appealed the general public to provide information to police about such spots so that necessary action could be taken against the vagabonds.

Assembly Movement activists hold protest

JAMMU, May 6: Jammu West Assembly Movement today held a protest demonstration and appealed Governor SK Sinha to hold fresh elections by dissolving the assembly.

The protestors, led by Sunil Dimple, disrupted traffic on Janipur road for quite some time and shouted slogans against state Government.

Addressing the demonstrators, Mr Dimple said that people have lost faith in the coalition Government and appealed Governor to take up the matter with Election Commission to dissolve the present assembly. He also demanded district status for Jammu west besides bifurcation of the local constituency.

Prominent among others who were present in the demonstration included Parshotam Sharma, Dev Raj, Vineet Kumar, Hans Raj, Ashu Sharma, Chuni Lal and Rakesh Sharma.
