Kupwara district plan approved at Rs 52.77 crore

KUPWARA, May 1: The current year's annual plan for Kupwara district has been approved at Rs. 52.77 crore which include Rs. 5.45 crore as revenue and Rs. 47.32 crore as capital component.

The plan was approved by the District Development Board which met here today under Minister for Social Welfare Abdul Gani Vakil, who is the chairman of the Board.

Legislators Mir Saif-ullah, Sharief-ud-Din Shariq, Kafil-ur-Rehman, Sofi Ghulam Mohi-ud-Din, Qaiser Jamsheed Lone, Mohammad Sultan Panditpuri besides Chairmen Municipal Committees of Handwara and Kupwara were present.

The legislators projected several demands pertaining to upgradation and providing staff to educational institutions, improvement in link roads, augmenting water and electric supply in the district.

The meeting was told that Rs. 8.20 crore have been kept for Roads and Buildings sector and Rs. 3.25 crore for Public Health Engineering sector while under Social Welfare sector Rs. 2.91 crore has been earmarked for the current fiscal year. There is a target to black top 35 kms road length while 80 kms will be metalled, 20 kms shingled besides 60 meters culverts would be constructed during the current financial year in the district.

Similarly, under Agriculture sector 39900 hectares of land is proposed to be covered under high yielding varieties for which 645 quintals seed of improved varieties and 7600 quintals of fertilizers would be distributed among the farmers. Under Social Welfare sector, 509 new Anganwari centres have been sanctioned for the district. Seventeen irrigation schemes have also been sanctioned.

Speaking on the occasion, the Minister for Social Welfare Abdul Gani Vakil said that the Chief Minister Ghulam Nabi Azad has accorded top priority to this backward district and adequate funds are being provided to the district for massive infrastructure development.

Mr. Vakil further said that 509 anganwari centres have been sanctioned for the district and selection process would be done in transparent manner. He said children affected due to militancy would be provided scholarship for perusing their studies.

He asked the officers to implement the government schemes as per the guidelines and complete them within stipulated time frame. He cautioned that any laxity would be viewed seriously as there are vast funds available for the implementation of welfare schemes in the district.

Zaffar Iqbal takes over as Secy Cultural Academy

SRINAGAR, May 1: Zaffar Iqbal Manhas, Additional Secretary Kashmir Division, today took over as 17th Secretary of Jammu and Kashmir Academy of Art, Culture & Languages (JKAACL) from the outgoing incumbent, Dr Rafeeq Masoodi, following the latter's appointment and joining as Director of Doordarshan Kendra Srinagar.

As recorded in his note of departure from Cultural Academy, Dr Masoodi has handed over the charge of Secretary to the senior most available incumbent under the orders of President of Cultural Academy and Chief Minister, Ghulam Nabi Azad.

Sources said that formal order of appointment in favour of Zafar Iqbal Manhas was likely to be issued by President of Academy in cunsultation with the Government on Friday.

Zaffar Iqbal joined Academy in 1978 and was later appointed as Editor-cum-Cultural Officer. For last several years, he had been functioning as Additional Secretary, Kashmir. A prolific writer and researcher of national repute, Zaffar Iqbal Manhas is a prominent name in the state's media, literary, cultural and social circles. Born in August 1954 at Shopian, Manhas did his double Masters Degree from Kashmir University . Among other prestigious awards he has also been reciepient of State's highest literary award in Pahari Language by Jammu and Kashmir Academy of Art, Culture and Languages.

Manhas is a renowned researcher and social scholar He has authored , translated and edited more then 100 books in different languages published by the Jammu and Kashmir Academy of Art, Culture and languages. He has headed various prestigious research projects including Pahari-Pahari Dictionary .

During his tenure as Additional Secretary, Academy's Kashmir office has brought out hundreds of books in Kashmiri, Dogri,Gojri, Pahari, English and Urdu and organised innumerable of programmes in urban and rural areas of Kashmir. A prominent participant in Prime Minister Dr Manmohan Singh's Roundtable Initiative on Kashmir, Manhas has also served as Secretary Pahari Advisory Board. Apart from being a columnist in Urdu, Manhas has his poetry in Urdu language and Pahari dialect.

JAMMU, May 1: Union Minister for Water Resources and Pradesh Congress Committee (PCC) chief Prof Saif-ud-Din Soz today assured to provide much awaited justice to the workers and labourers.

Addressing a May Day rally organised by the Indian National Trade Union (INTUC) Congress at Company Bagh here this afternoon, he said "I am seized of the problems of workers and will leave no stone unturned to provide much awaited justice to them", adding "I will not allow disparity between the workers of different regions to continue any more".

Terming the demands of workers highlighted by the INTUC president Shiv Kumar Sharma as genuine the PCC chief said all the demands needed sympathetic consideration. "I will shortly initiate steps to remove the disparity with the CP workers of Jammu region with regard to wages and ensure that they get Rs 2100 per month as assured to them several times", he announced.

He also advocated the demand for regularisation of those workers who have completed seven years of service and said that any further delay in conceding their (workers) demands would not be wise.

Terming INTUC as backbone of the Congress party, he said that conceding demands of the workers would amount to strengthening the Congress party’s backbone.

Member Parliament Madan Lal Sharma, Cabinet Minister Mula Ram, senior PCC leaders Dharam Pal Sharma, Thakur Hari Singh, Yash Pal Khajuria, Mahila Congress president Swaran Lata and PCC spokesman Ravinder Sharma also termed the demands of workers as genuine and stressed the need to concede the same.

Earlier, INTUC president Shiv Kumar Sharma highlighted the demands which included increasing daily rates of daily wagers and CP workers to Rs 2100 per month, regularisation of daily wagers who have completed seven years service, raising retirement age to 60 years, allotment of designation according to the nature of works, regularisation of contractual Physical Education Teachers, removal of pay anomalies, revival of sick PSUs, conversion of COLA into DA, extension of Employees Provident Fund and Misc Act alongwith Pension Scheme 1995 to Public Sector Units and release of pending installments of COLA/DA.

JAMMU, May 1: Minister for Higher Education, Gulchain Singh Charak today said that Jammu University is serving as an academy of excellence for the student fraternity enabling them to compete at national and international level.

The Minister was speaking as a chief guest at the annual day celebration of Non-teaching Employees Union of Jammu University here today.

Vice-chancellor, Prof. Amitabh Mattoo presided over the function.

Describing Jammu University as a source of all knowledge required for today's era of globalization, the Minister extolled that the university has witnessed tremendous transformation at all levels during the last 5 years. He exuded confidence that the services of Vice Chancellor and other concerned authorities would further boost the education standards to new heights.

"Non-Teaching staff forms an integral part of the university who plays a significant role in achieving targeted goals of the institution", asserted the Minister. He said that the Vice-Chancellor has created a conducive atmosphere in the university for all the employees which has further enhanced the efficiency and determination of the staff.

The Vice-chancellor gave a detail of achievements of the university.

He sought intervention of the State Government to take up the matter with union Ministry of Human Resource Development and UGC for conferring Central University status to Jammu university, which he said has otherwise assumed the status in terms of its improved standard, expansion and far excellence in academic and other co-curricular activities.

Later, the VC presented mementos to the Minister and the non-teaching staff who have presented an informative cultural programme.

Among others Prof. B.P.S Sehgal, Dean Academic Affairs, Prof. G.S.Sambyal, Registrar, Prof. Desh Bandhu, Controller of Examination, all Non-teaching Employees, teachers, officers and non-gazetted employees of the university attended the function.

SRINAGAR, May 1: In view of re-opening of offices on May 5, the Commissioner/Secretary, General Administration department Basharat Ahmad alongwith concerned officers conducted a tour of Civil Secretariat, Tulsi Bagh and Rawalpora residential quarters.

Mr. Basharat reviewed the sanitation, drinking water, power facility and other concerned issues during the tour. He directed the concerned agencies to complete the renovation, painting of walls etc before May 4, 2008, so that routine official business in Civil Secretariat can be resumed on May 5 without any hindrance.

Commissioner/Secretary also reviewed the availability of basic amenities like power, water supply and sanitation in Tulsi Bagh residential quarters. He expressed his satisfaction over the arrangements. He directed the concerned agencies to ensure sanitation in and around the residential quarters in Tulsi Bagh.

Clerical cadre employees organise large rally

JAMMU, May 1: Clerical cadre employees organised a large rally at Exhibition Ground near Press Club here today.

Trade union leaders from various workers’ organisations also joined clerical cadre employees in their agitation. A large number of female employees also attended the protest program. Despite intense heat, a large number of employees from various Government departments participated in the agitation.

Several leaders including Ram Kumar Sharma, Ravi Singh Bhau, Anil Kumar Mehta, R P Sharma, Bashir Malik, C L Koul, Sukhbir Singh, Ravi Razdan and Sushil Gupta addressed the employees and criticised the State Government for its anti-employee attitude and showing non-seriousness in resolving the long pending issue. Senior trade union leaders Gafoor Dar, Jaswant Singh, Balwan Singh, Balwinder Singh and Prahlad Singh Chib also addressed the gathering.

The strike of clerical staff of various State Government departments has entered the 36th consecutive days but the Government has taken no serious initiative to resolve the crisis and restore normal work in the offices, despite the fact that general public is suffering a lot.

Meanwhile, central executive committee of Jammu Kashmir & Ladakh All Departments Clerical Staff Association has decided to block national highways at various district headquarters on May 5 and 6 in a bid to intensify their agitation. The employees would sit on dharna on the highways. It has also decided to conduct ‘gherao’ of the civil secretariat at Srinagar on the reopening day on May 5.

Reports of protest demonstrations have also reached from various districts and tehsils besides Srinagar, where K A Dewani, Sayeda Bano, Abdul Hamid Bhat, Shabir Ahmed Sheikh and others addressed employees’ gathering. Rehmat Ullah Malik addressed the rally at Kishtwar, Mohd Bashir Mir at Poonch and Manohar Singh at Kathua.

CM condoles demise of Deshpande

SRINAGAR, May 1: Chief Minister Ghulam Nabi Azad has condoled the demise of prominent Gandhian, social activist and Parliamentarian, Dr Nirmala Deshpande who passed away today.

In a condolence message, Azad described Ms Deshpande as a true follower of Mahatma Gandhi who spent her entire life in the propagation of his thoughts and building a society based on amity and understanding.

The Chief Minister, who visited the residence of Dr. Despande in New Delhi today soon after the news of her demise came in, paid glowing tributes to her and laid wreath on her mortal remains.   

Mr Azad said that Dr. Nirmala Deshpande was widely revered by people in and outside the country for her contribution towards building bridges among people and promoting the spirit of brotherhood and tolerance. He said she was deeply committed to human life and secular values.

The Chief Minister recalled her efforts in establishing people to people contact between India and Pakistan resulting in greater understanding and trust on both sides. He said the late Gandhian had a special attachment with the people of Jammu & Kashmir and had been frequently visiting here to work for peace and amity. The people of the State, he said, would always remember her for the love and affection she had showered on them.

The Chief Minister conveyed his heartfelt condolences to the bereaved family and prayed for peace to the departed soul.

Food & Allied Workers’ Union to intensify struggle

JAMMU, May 1: A meeting of Food and Allied Workers’ Union, held under the chairmanship of Bishan Dass, discussed the on going dharna in support of their demands. The protest demonstration has now entered into 11th day.

The meeting projected the major long pending demands of the union and made a strong plea to the Government for early action on these demands.

The demands include: implementation of FCI pattern as per agreement executed between the Directorates of CA&PD, Jammu/ Kashmir in 1999, implementation of Provident Fund Scheme; to extend minimum guarantee wages to those workers who have not so far been brought under its purview and to pay reseasonable charges for city supply lead in Jammu.

The other demands are revision of rates as per price index from 1997 to 2005 and from 2005 onwards and to release arrears thereof as also to stop direct delivery.The members of the Food & Allied Workers’ Union criticised the attitude and behaviour of Director, CA&PD, Jammu for allegedly threatening the poor workers.

The leaders of the union also flayed the State Government for not giving due considerations to their problems and plight and so far not meeting their main demands.

The meeting reiterated its resolve to intensify workers’ struggle and declared to observe complete bandh for three days from May 5 to May 7 and also called upon the workers to remain vigilant and united.

Bhim launches ‘Gareeb Bachao Andolan’

JAMMU, May 1: Chairman of Jammu and Kashmir National Panthers Party Prof Bhim Singh today launched ‘Gareeb Bachao Andolan’ with his on-foot awareness campaign in the winter capital city here today.

Accompanied by a large number of NPP activists and party leaders, Prof Singh started his bare-foot march from historic Mubarak Mandi, the seat of justice of Dogra rulers, at 9 am. Immediately after NPP chairman completed his 24-hour fast at Mubarak Mandi, he set out on his on-foot campaign in the old city localities and after passing through various city markets concluded his march at the memorial of the martyred students at GGM Science College, on Canal Road.

Despite intense hot weather conditions, without caring for the blazing sun, the NPP leader continued his ‘bare-foot’ march on the city roads. Several students, lawyers and other people joined this campaign against injustice, rising prices and discrimination against Jammu region.

Prominent among those accompanying Prof Singh included his party legislators Harshdev Singh and Faqir Nath, state president Bansi Lal Sharma, general secretary Anita Thakur, Ghulam Ali Engineer and many others. They all walked (bare-foot) on city roads for more than three hours by creating a history.

The NPP activists during march visited the Sardar Bhagat Singh Memorial site and also Pt Prem Nath Dogra memorial site, a staunch Dogra leader. The marchers were carrying banners with slogans, " Wake Up Jammu, stand up Jammu, history is knocking at your doors."

At martyr students memorial, Prof Bhim Singh appealed the people, especially youth and students of Jammu to join the battle waged by Panthers against the State rulers for seeking justice and equity for the people of Jammu region.

On the occasion rich tributes were also paid to the founding father of JKTUC namely Indira Gandhi Ji, late Om Mehta ji, late Syed Mir Quasim, late G. L Dogra, late Abdul Gani Lone, late Chajju Ram Bhagat, late Om Parkash Malik and late Sewa Ram Sharma.

Stating that the best tribute to these stalwarts would be by following their ideals in true spirit of fellow feeling and nation building, Mr. Sharma asked the gathering to work for ameliorating the miserable condition, socio-economic problems of the working class engaged in Government departments, State owned public sectors, private sector, unorganized sector and rural sector workers.

A two minute silence was also observed on the occasion.

Political Advisor to Chief Minister, Janak Raj Gupta who is also chairman of of the JKTUC, in his address highlighted the achievements made by the Azad led Government in the last 2 years which includes up-gradation of schools, colleges and universities, up-gradation of roads and government buildings, implementation of Roshni Act, controlling militancy, construction of Dental College in Jammu, package for Kashmiri migrants, regular water supply, connectivity through roads to far-flung area ,uninterrupted power supply and promoting tourism in the state. He appreciated the role of JKTUC, which has been working for so many years for the welfare of workers.

INTUC holds mass rally

UDHAMPUR, May 1: In connection with celebration of May Day, employees of different Government Departments under the banner of Indian National Trade Union Congress (INTUC) organized a massive May Day rally under the chairmanship of Som Nath, district Udhampur president of INTUC.

The employees from Ramnagar, Majalta, Dudu, Basantgarh, Majouri, Chenani, Kud, Patnitop, Latti-Dhoona, Panchari, Bamhag, Mansar, Tikri, Katra, Panthal, Garhi, Rehmbal, Jib Thathi, Muttal and from other far flung areas also participated in the rally.

The Minister for PWD R&B Jugal Kishore Sharma as also the employees from different departments observed two minutes silence in respect of May Day martyrs of Chicago.

Speaking in the rally Som Nath highlighted several demands of the employees which included payment of wages to consolidated workers as agreed upon by Chief Minister on May 1 rally in 2006 at par with their Kashmir counterparts, filling up of vacant posts in the department from amongst the existing employees.

Other demands highlighted pertained to declaring MayDay as gazetted holiday; Grant of Essential Services Act benefits to PHE employees; Change of designation as per nature of job; Enhancement in wages of casual labourers, Opening of ITIs at tehsil level; Provision of staff at all requisite stations; Transparent transfer policy; Hostel facilities to BPL families; Allotment of land to vendors etc.

PKM rejects return package, terms

JAMMU, May 1: Panun Kashmir Movement (PKM) today joined the other KP organizations in rejecting the Prime Minister’s package regarding return of Kashmiri Pandits to Valley.

The so-called return package announced by Prime Minister for displaced Kashmiri Pandits recently does not promise anything substantial for ending their abject miseries that have snowballed over the years with disastrous ramifications, said PKM chief, Ashwani Chrungo while talking to reporters here, today.

Expressing his displeasure and anguish over the linkage of unemployment issue with the return to the Valley, he said linking the two issues means trading the miseries of the hapless refugees.

He also demanded that the employment package be given to 10,000 unemployed youth of the community and due age relaxation in recruitment process.

He said the dialogue process over Kashmir is inconclusive as yet and the position of Kashmir is unclear and ambiguous so asking KPs to return is not only immature but also impractical in view of the ground realities in Valley.

He said, moreover the return package which is for the individuals and not for the community as a whole is silent about the issues of grave concern when the National Human Rights Commission (NHRC) has already admitted that the acts akin to genocide have been committed against the community and a genocide design may exist against them.

Mr Chrungo, who reiterated the homeland demand as only solution to Pandits problems disapproved the Prime Minister’s treatment with Jammu and PoK refugees and announced that PKM will also fight for their cause.

JAMMU, May 1: Divisional Commissioner, Jammu, Sudhanshu Pandey today expressed concern over the depleting water bodies due to shift from community based tank system to individual beneficiary oriented ground water dependent system encroachments, silting and population pressure. He called for recharging the traditional water bodies for making the water fit for drinking, agriculture, horticulture and tourism purposes.

Speaking in a seminar on "Conservation of Water Bodies" here today, Mr Pandey expressed the need of training the field officers about framing of Detailed Project Reports (DPRs) on pilot scheme of "Repair, Renovation and Restoration" of water bodies. He said that the main thrust of the project should be upon augmenting storage capacity of water bodies for recovering the lost irrigation potential giving due consideration to arid/draught prone areas, backward/weaker sections, socio-economic factor.

District Development Commissioner and Assistant Commissioner (Dev) of all the districts, Consultant to Ministry of Water Resources R S K Sharma, Director Ministry of Water Resources Joginder Singh, Chief Engineer, irrigation, officers of Agriculture, Horticulture and Tourism Departments, CEO's of Tourism Development authorities environmentalists and Major General Goverdhan Singh Jamwal were present on the occasion.

Mr Pandey called upon all the DDCs present to evolve a plan whereby no agricultural land is used for commercial purpose, use of irrigation water through gravitation and extensive horticulture plantation needs to adopted for better future. He said that emphasis should be laid on preventing the depletion of perennial sources of water for the last 22 years. He said that PHE Department should besides taking care of water supply resources should also identify and explore potential water shed schemes. There are excellent water bodies in forest areas which need to be protected for tourism purpose, he added.

Divisional Commissioner informed that RRR scheme for repair, renovation and restoration of water bodies have been implemented in the 23 districts and 15 states of the country most of which are from Southern India on the pattern of 75:25 funding. He said that for Jammu and Kashmir and North Eastern states the central funding is 90 percent and state share is 10 percent only . This he emphasized needs to be utilized and the DDCs should prepare the DPRs expeditiously for sending to the Ministry of Water Resources for approval so that the central share for the current financial year can be availed for saving water bodies. Earlier, 22 water bodies of Kupwara district have been recharged under the scheme, he informed.

Mr S K Sharma Consultant, Ministry of Water Resources GOI informed the meeting of his observations during tour to Samba, Gurha Salthia and Mansar that the old ponds are fast shrinking due to mass construction alongside by blocking the passage of water from catchment area. He also expressed grave concern over the lack of provision of de-silting and asked for taking care of construction of de-silt tank, inlet and outlet of water bodies.

Mr Singh Paddar is known for its precious sapphire mines, rarest of rare aromatic and medicinal plants, pilgrim places and tourists spots, has remained backward for decades together with no road connectivity, telecommunication facilities or developmental infrastructure. He demanded setting up of a degree college and sub-centre of Srinagar Central Institute of Temperate Horticulture (CITH) in Paddar.

Mr Singh assured to take up these demands before Union Agriculture Minister Sharad Pawar during his next visit to the Union capital. Mr Singh, who is also national president of Aromatic and Medicinal Plant Growers Association of India (AMPGAI) and member of 14 member Task Force on High Altitude Medicinal Plants, formed by National Medicinal Plant Board, Ministry of Health, Government of India pleaded for cultivation of famous ‘Kala Jeera’.

He said if proper and modernized infrastructure is created, Paddar could become a heaven for mountaineers from across the globe. Appreciating creation of Kishtwar district, he also suggested for setting up of Aromatic and Herbal parks to give fillip to Agri-Tourism in the country.

Rallies, public meetings mark observance of May Day

JAMMU, May 1: Medical Representatives Association: The May Day was observed as Labour Day by Jammu Medical Representatives Association (JMRA), which represents the Pharma selling front lines and comes under the labour class.

The Association took out a scooter rally from SMGS Hospital, Shalamar to Labour Commissioner Office where a memorandum was submitted to Assistant Labour Commissioner in which grave concern was expressed over the exploitation of the working class by the employers.

National Mazdoor Conference A May Day rally was also held by National Mazdoor Conference (NMC) here, today. Addressing the rally the NMC president, Subash Shastri demanded immediate implementation of 6th Pay Commission report in view of steep hike in prices of the essential commodities , rising inflation and removal of anomalies pointed out by various sections of salaried class.

J&K People's Democratic Trade Union Front: May Day was observed here, today by People's Democratic Party Trade Union Front (PDPTUF) under the chairmanship of its general secretary, Darshan Mangotra. Ved Mahajan MLC and vice president of PDP was the chief guest on the occasion. Mr Mangotra highlighted the sacrifices of May Day martyrs and appealed the working class to be united.

State Central Labour Union: In connection with observance of May Day a rally was organised by State Central Labour Union (SCLU) at Baribrahmana today. Addressing the rally Mr Surjit Singh Salathia former Minister and senior NC leader urged the State Government to look into the problems of the working class who are passing a miserable life due to price hike.

Labour and Pithoo Union: Rich tributes were paid to martyrs of Chicago by the senior Congress leader and MP Ch. Lal Sing at a May Day Rally organised by Labour and Pithoo Union at Katra today. An impressive procession was also taken out in which large number of labourers participated.

The Labor and Pithoo Union leaders also highlighted their problems. The rally was also addresed by president of the Union, Mr Bhupinder Singh.

All India Trade Union Congress Rich tributes were paid to May Day martyrs by the leaders of All India Trade Union Congress (AITUC) at a rally held in Kishtwar today. A procession was taken out in the Kishtwar town which started from Dak Banglow and after passing through market culminated at D C Office.

Building Construction Workers Union: In connection with observance of May Day a meeting was organised by Building Construction Workers Union today in which the martyrs of Chicago were remembered. The meeting was addresed by R R Bangroo, president of the Union and S Harbachan Singh its chairman.

Hotel Employees Union: The Union also observed the May Day today. It also highlighted the problems of unorganized sector and took a pledge to work for the rights of working class.

Labour Union Poonch On the occasion of May Day a meeting was organised by Labour Union Poonch under the chairmanship of its president Ghulam Mohammed Jafri in which the problems of working class were highlighted. It also paid homage to matyrs of Chicago.

J&K Committee of CPI (M) The State Secretary of the CPI (M) and state president, CITU, Mr M Y Tarigami has extended revolutionary greetings to the working class of the State on May Day. In a statement issued here today he paid rich tributes to workers who laid down their lives fighting repression.

PRM rejects sops for Kashmiri migrants

JAMMU, May 1: The People’s Revolutionary Movement (PRM) today rejected the couple of sops for Kashmiri migrants announced by Prime Minister during his visit to Jammu terming it as an insult to the Jammuites.

Talking to media, PRM leader Rajinder Jamwal blamed the Congress Government both at Centre and State for remaining Kashmir centric. He further said the announcement of monstrous schemes for Kashmiri migrants by the Prime Minister speaks of the prejudicial, partial and biased approach of the Centre towards Jammu.

Mr Jamwal said the present coalition Government’s policy to appease Kashmiris at the cost of Jammu region would be disastrous as discontentment is brewing among the Jammuites.

He also appealed the Jammuities to get united for raising the demand of "Re-organisation of J&K with Jammu State ranging between Ravi and Peer Panjal", saying that it is the only alternative to come out of the present crisis.

YWAIKS holds meet

JAMMU, May 1: Youth Wing All India Kashmiri Samaj (YWAIKS) in its meeting here, today held under the chairmanship of R K Bhat its president has expressed the hope that the rest of orders regarding bifurcation of ration cards will be issued by May 10.

Mr Bhat said a delegation of the organization also called on Relief Commissioner, Vinod Koul in this regard and discussed the issue with him. The meeting complimented him for taking keen interest in settling the issue.

Mr Bhat also appealed the Government that Sharda Peeth University be established in the Valley of Vitasta in Anantnag district of South Kashmir as the area is seat of learning from times immemorial.

Mr Bhat appealed the KP youth to be ready for the protracted struggle for their demands especially the employment package. In this regard the YWAIKS has launched an enrollment drive for the displaced youth, he added.

The meeting among others was addressed by J L Pandita, Samir Kumar, Sunil Fotedar, Sanjay Shashoo, Sanjay Kumar, Ramesh Bhat, Beneth, Kuldeep Kumar and Naresh Bhat.

Retiring officials given affectionate send off

JAMMU, May 1: Several Government employees in different Government departments on attaining age of superannuation on April 30, 2008, were accorded warm send off by their respective department employees.

A K Toshkhani, Research Officer, Material Testing Laboratory and Hydraulic Research Station, was accorded warm, emotional and touching farewell on his superannuation. Chief Engineer Ashok Kumar Gupta and other executive engineers and staff members wished a happy and healthy post retirement life to Toshkhani.

Bansi Lal Gupta, Field Publicity Officer, Udhampur, was given warn and affectionate send off on his retirement by the colleagues and officers of his department. The speakers on behalf of Mrs Bharti Vaid, Deputy Director General (M&C) wished him a happy and healthy post-retirement life.

Incharge Principal, Government Higher Secondary School, Jakh Zone (Vijaypur), Khajur Singh, was given a warm and affectionate send off on retirement after rendering 42 years service to education department including two years as boy service. A large number of senior officers and senior leaders of the area participated.

Harbans Lal, Head Computer, Inspection Agency, PDD, was given a warm send off on his attaining age of superannuation at Jammu Sports Club today. He was also accorded warm send off by Draftsmen Association.

LPEF holds May Day rally, blames Govt
wrong policies for price hike

SRINAGAR, May 1: Rich tributes were paid to Chicago Martyrs by the leaders of Low Paid Employees Federation (LPEF) at the May Day rally held here, in PDD Complex, Bemina today.

A large number of employees drawn from different parts of Kashmir Valley representing various Government departments and corporations joined the rally.

The employees with pla-cards and banners in their hands were raising slogans in support of their demands and against the anti working class policies of both Central and State Governments.

They demanded immediate halt on rising prices and implementation of 6th Pay Commission report. The other demands highlighted by them included grant of Rs 500 as Medical Allowance, increase of retirement age to 60 years, regularisation of daily wagers , workcharge and anganwari workers, reducing disparities in HRA and House Rent Allowance, helpers be designated as per the work discharged by them, regularisation of ReTs, transfer of G P Fund to new districts, release of wages in favour of need based daily wagers, Deputation allowance to PDC employees and counting of entire workcharge and daily wage service for retirement benefits.

The employees from different parts of the Valley assembled at Kamarwari and Bemina Chowk wherefrom a procession was taken to PDD Complex Bemina.

Addressing the rally, president LPEF, Abdul Majid Khan held the anti people and anti working class policies of the Union and state Government responsible for present unrest.

He opposed the interference of WTO and World Bank in the affairs of country. He warned that in case Government does not adopt honest approach to contain the rising prices it will have serious consequences on the common man.

He said the rising unemployment is also the result of wrong policies of the Government.

The rally was presided over by provincial president of LPEF, Mir Ghulam Rasool while the welcome address was made by LPEF general secretary, Ghulam Rasool Mir Butwani. Others who addressed the rally included Mushtaq Shopiani, president, KEEWA, Abdul Rashid Bhat, A K Kakroo, Javed Ahmed Shah and Nazir Ahmed Magray.

Tributes paid to Ganai on death anniversary

POONCH, May 1: Rich tributes were paid to former minister from Poonch G A Ganai on his 13th death anniversary at Mandi in district Poonch today.

A function in this connection was organised by G A Ganai Memorial Society. Late Ganai was leader of the masses and a close companion of Sher-e-Kashmir Sheikh Mohd Abdullah and Dr Farooq Abdullah. He had served the State as Minister and represented the Poonch constituency in the State Assembly for two decades.

The Society has been established after the name of Late leader by the respectable people of district Poonch and his family members to carry forward the the mission of the late leader. All the people attending the function paid him rich tributes and recalled his services for the people of the area. On this occasion books were distributed among the poor children.

Organising secretary of the Society, Aftab Ganai while speaking on the occasion assured that society will provide full support to the people, especially the youth. A large number of local women also attended the function. President of the Society, Hanifa Begum expressed his gratitude to the people for attending the function.

Prominent among others present on the occasion included Ch Bashir Naz, Dr Shehnaz Ganai, K Maini, Ch Ayub, Pir Saifudin, Parshotam Singh, Pir Nissar, Haji Mohidin, Ahad Bhat and Prof Shah Abbas.

KVIB organizes beekeeping training camp

JAMMU, May 1 : A month long beekeeping training-cum-demonstration camp organized by J&K Khadi & Village Industries Board at Maralia in Jammu district concluded today.

Secretary, KVIB R C Sharma distributed the certificates of one month beekeeping training course alongwith a stipend of Rs 300 to each trainee.

Among others Deputy CEO Jammu, District Officer KVIB Jammu and other prominent citizens were also present on the occasion.

The Secretary informed that KVIB organizes such camps to acquaint the local farmers, beekeepers and unemployed youth in respective remote areas with modern scientific techniques of beekeeping and to enable them to take up this venture as a profession for earning their livelihood.

Beekeeping could earn huge dividend if practiced on modern scientific lines. For this, secretary informed that a common facility centre is also being established with a laboratory for quality control to provide testing facilities, processing and packaging of honey for sound marketing of honey. Nevertheless honey of J&K has no problem of marketing because of it quality, taste and aroma.

Later, a cutting and tailoring centre for three months was inaugurated under craft training scheme of KVIB at village Suchaini in district Samba.

Forum for adjustment of newly appointed lecturers

JAMMU, May 1: All J&K Plus 2 Lecturers Forum has strongly advocated for immediate adjustment of newly appointed lecturers in different disciplines in the State.

The Forum’s Central Executive which met here, today under the chairmanship of H D Qureshi, its State president has strongly noticed the delay in the adjustment of newly elevated appointed lecturers who are awaiting their final postings since months together in the Directorates at Jammu and Srinagar.

The House also expressed its grave concern over the acute shortage of lecturers in different disciplines. Mr Qureshi appreciated the efforts of Director School Education for his initiative to equip the instructions on priority basis to meet the acute deficiency of teachers.

He expressed satisfaction that the State Chief Minister has initiated the process of fast-track recruitment boards to give employment to the eligible youth instead of keeping them in a state of uncertainty for years together.

The offer made by VC KU that Iqbal LibraryKashmir University will digitalize all back volumes of Aaeena edited by its founder editor Shamim Ahmad Shamim was received with lot of applause from audience. Vice chancellor Kashmir UniversityProf Riyaz Punjabi presided over the function which was attended by a galaxy of scholars and writers and members of media fraternity.

In his presidential remarks, Prof Punjabi described Shamim as a multifaceted person who worked tirelessly to provide new dimensions to journalism in Kashmir." Prof Punjabi proposed a Shamim memorial lecture every year to pay tribute to doyen of Urdu journalism in Kashmir."

Dr Rafiq Masoodi Director Door Darshan Srinagar and Zafar Iqbal Minhas in their speeches complimented VC KU for what they termed as " change process initiated by new VC at the campus ". Noted educationist Dr Aga Ashraf Ali was also present on the occasion.

Govt denies misleading report

Srinagar, May 1: An official spokesman has denied the suggestion that the Chief Minister, on behalf of the Defence Ministry, had offered to purchase orchard land under the use of army in the State.

Reacting to a news report carried by a Srinagar based newspaper today, the spokesman said that the Chief Minister’s statement had been twisted to arrive at a misleading conclusion.

The spokesman said that the Chief Minister, in his address at Kathua on April 27, was specifically referring to the land under defence ditches and bunds erected in 1971 in Kathua and Jammu districts. He had said that in case any farmer was not satisfied with the manifold increase in rent of this land, the defence ministry was ready to purchase at current market rates this land which was under the use of the army for defence purposes. The choice entirely rested with the owners of the land, he added.

The spokesman said the reference was specific to the land on the border in the two districts and not to the orchards in the State as wrongly given out in the news report.
