Superintendents of Secondary School Examination
(10th Class) Regular, Annual 2008, to deposit the
sealed/unsealed packets of Question Paper of
Science-II (Life Science) which was scheduled to
be held on 15.3.2008 and postponed due to
unavoidable circumstances, immediately and
collect fresh sealed packet/s of Question Papers
of Science-II (Life Science) of Secondary School
Examination (10th Class) Regular, Annual 2008 on
25.3.2008 from the concerned sub/Branch office
for the said examination now scheduled to be
conducted on 29.3.2008.
All the
Superintendents of S.S.E. Regular Annual 2008
will ensure that only fresh Question Papers of
Science-II (Life Science) are used in the
examination to be conducted on 29.3.2008.

Notified for the information of all concerned
that admission of the successful candidates of
the first year of Elementary Teacher Training
Course (ETTC) held by this Board in October,
Session 2007, to the Second Year of the
Elementary Teacher Training Course (ETTC) in
provisionally affiliated Non-Government
Institutions of Kashmir Division will be allowed
till and including 31st March, 2008 without any
late fee.
The candidates who
have passed in any two papers out of the four
papers comprising of part-I (Foundations papers),
any three papers out of the five papers
comprising Part-II (Pedagogical Course in
different school subject); and all papers
comprising Part-III (Teaching Practice/School
Experience Programme) and the paper offered from
out of the three papers (Co-Scholastic Areas)
shall be eligible for provisional Admission in
the Second Year as ETTC Re-appear case/s till and
including 31st March, 2008 without payment of any
late fee, when the normal tuition fee per student
is Rs 13,200-00 (Rupees Thirteen thousand and two
hundred) only per annum.
The admission of
First and Second Category (Pass and re-appear)
students after the last date fixed (without late
fee) will be made till and including 9th April,
2008, with a late fee of Rs. 120/=.
The admission to
Second (Year) shall close at 4 P.M on 9th April,
2008 and no admission shall be allowed after 4
P.M of 9th April, 2008. Regular teaching class
work of Second Year shall start from Ist, April
2008 i.e. the next date fixed for admission
without late fee.
The attendance of
all the candidates, thus admitted shall be
counted from the expiry of last date of
admission. The inter Institutions migration is
not permissible under any circumstances save with
the permission of the Board.
All the Heads of
non-Governmental Institutions are directed to
submit a complete list of admission of the
candidates within one week from the completion of
admission process without fail.

1. In supersession to Notification No. 03-PSC of
2007 dated 15.03.2007 (Item No. 1) and Notice
dated 18.01.2008, applications on prescribed form
are invited (from permanent residents of J&K
State only) for the posts of Veterinary Assistant
Surgeons, as per category wise breakup given
below. Pay Scale, educational qualification and
age limit immediately follow the name of the
post.
2. Last date for receipt of Application Forms by
hand or by post is 28.04.2008 which shall be the

3. Application Forms
Application Forms can be obtained from the office
of J&K Public Service Commission, Pragati
bhavan, Rail Head Complex, Jammu/Polo Ground,
Srinagar on cash payment of Rs. 50/- (excluding
processing charges) of Rs. 10/- from the counters
opened by the representative of J&K Bank in
Jammu & Srinagar.
4. Fee
The Application Forms, duly filled in by the
candidates should be submitted at PSC office Rail
Head Complex, Jammu/Polo Ground, Srinagar
accompanied with Bank Draft or against cash
payment of an amount of Rs.400/- in respect of
General Category candidates and Rs.200/- in
respect of, Reserved category candidates through
the counters of J&K Bank opened in PSC
offices at Jammu/Srinagar.
5. How to Apply
The J&K Public Service Commission have
developed a Scanable (OMR) Application Form for
Direct Recruitment Posts which is scanned on
computerized machine for generation of soft data.
Due care should be taken to fill Application Form
neatly and correctly as even an invisible mark
can spoil the Application Form to the
disadvantage of the Applicant. The candidates are
required to get the Application Form (duly filled
in) photocopied. Photograph duly attested should
be pasted at the relevant space in the
Application Form. They are further advised to
attach attested copies of documents/testimonials
with the photocopy of the Application Form and
not with the Original Form to avoid obliteration
in original Application Form.
The Application Form complete in all respects
must reach the Secretary, J&K Public Service
Commission Pragati Bhavan, Rail Head Complex,
Jammu -/Polo Ground Srinagar -190001 on or before
the last date i.e. 28.04.2008 in an envelope
provided by the Commission alongwith the
Application Form.
NOTE: Candidates should clearly note that the
Commission will, in no case, be responsible for
non-receipt of their Application Forms or any
delay in receipt thereof on any account
whatsoever. No application received after
28.04.2008 will be entertained under any
circumstances and all the late applications shall
be deemed to have been rejected. Applicant
should, therefore, ensure that their applications
reach the Commission's office on or before
28.04.2008.
NOTE: The in-service candidates shall submit
their Application Forms after a certificate from
the Head of the Office is to be recorded in the
format given at the end of the scannable
Application Form and submit a photocopy of
scannable Application Form through their
appointing authority
The candidate shall attach with their Application
Forms, two self-addressed envelopes 6" x
3" size without postage stamps.
While the Commission will make every effort to
send call letters for interview to the eligible
candidates well in advance, the candidates are
advised in their own interest to be in touch with
the Commission office as well as the local news
papers and Radio/TV/Commission website
www.jkpsc.org through which the dates of
interview will also be announced. The Commission
shall not entertain any claim for non-receipt of
call letters by the candidates, for whatsoever
reasons, after the interview is over.
6. CERTIFICATES TO BE ATTACHED
i. Candidates shall attach true copies of the
Date of Birth/Permanent Resident/ Basic
Educational Qualification/Category/Experience
Certificate along with marks certificate of same
qualification duly attested by a Gazetted
Officer, with the Application Form but the
original thereof i.e. Degree/Provisional Degree,
Marks Certificate, Date of Birth Certificate,
Permanent Resident Certificate, Category,
Experience etc, shall be produced only on the
date of interview without which they will not be
permitted to appear in the interview.
ii. Copies of Registration certificate and
Internship completion certificate be also
attached.
iii. The attested true copies of the
certificates/testimonials must contain the name
in Block letters of the attesting officer and
bear date and his official seal.
iv. If the qualification possessed by the
candidate is equivalent, then the authority (with
number and date) under which it has been so
treated must be indicated;
v. Certificate(s) from the Head(s) of
Organization(s)/Department(s) for the entire
experience claimed, clearly mentioning the
duration of employment (date, month & year)
indicating the basic pay and consolidated pay.
The certificate(s) should also mention the nature
of duties performed/experience obtained in the
post(s) with duration(s).
7. CANDIDATES WHO CLAIM TO POSSESS
i. Any additional qualification,
ii. Any experience beyond the minimum experience,
wherever so prescribed, in the line, at the level
of the post applied for be also indicated in the
relevant column of Application Form.
iii. Any distinction in NCC activities shall be
considered only when a candidate whether male or
female has held the rank of junior Under Officer
or Senior Under Officer and possesses the top
grade (C) certificate. Certificate (G) awarded to
female candidates prior to 1984 shall also be
considered. .
iv. Any distinction in Sports/Games (i.e. having
represented University State/Region in any
regional or National/International Sports/Games.)
v. And Candidates claiming to be persons
belonging to any reserved category i.e. Schedule
Caste/Schedule Tribe or Socially and
Educationally Backward Class/Actual Line of
Control/Physically Handicapped as defined under
SRO 294 dated 21.10.2005; are advised to furnish
along with the Application Form, a certificate to
the effect as issued by the authority competent
to do so.
The last date for receipt of applications as
indicated above i.e 28.04.2008 shall, for all
purposes be the cut off date for determining the
eligibility. Experience/improvement in the
qualification/marks/additional qualification
/distinction in sports/Games/NCC, if any,
acquired by the candidate after the last date
fixed for receipt of applications, shall not be
taken into account nor given any credit.
8. OTHER INFORMATION/INSTRUCTIONS
All applicants must fulfill the essential
requirements of the post and other conditions
stipulated in the advertisement. They are advised
to satisfy themselves before applying that they
possess, at least the essential qualifications
prescribed for the post. No enquiry asking for
advice as to eligibility will be entertained.
i. The prescribed qualifications are minimum and
mere possession of the same does not entitle the
candidates to be called for interview.
ii. Save as otherwise provided, in any other Act,
Rules, or Regulations in force, where the
Commission considers that the number of
candidates who have applied for the post to be
filled by direct recruitment, on the basis of
interview, is large and it is not convenient, or
possible, for the Commission to interview all the
candidates, the Commission may restrict the
number of candidates to be called for interview,
to a reasonable limit as provided in rule 40 of
J&K Public Service Commission (Business &
Procedure Rules) 1980.
iii. The number of candidates to be called for
interview pursuant to short listing on the basis
of pre-determined criteria referred to in
sub-clause (ii) above, shall be as indicated
below:
i For one post Upto 20 candidates
ii For 2-5 posts Upto 40 candidates
iii For 6-15 posts Eight times
iv For 16-30 posts Seven times
v For 31-50 posts Six times
vi For 51-100 posts Five times the No. of posts
iv. The number of candidates to be called for
interview on the basis of screening test shall
not be more than three times the number of
vacancies referred to the Commission.
Provided that in any situation, when a reserved
category candidate secures merit equal to or
above the cut off merit in open category, such
candidate shall also be called for interview in
the respective category.
v. Where the number of applicants exceeds 500
against posts not exceeding 100 and where the
number of applicants is more than 3 times the
vacancies exceeding 100 then screening test
through written examination shall be held. On the
basis of result of screening test the candidates
in the ratio of 1:3 i.e. 3 candidates for each
vacancy plus those additional candidates who have
secured marks equal to the last candidate on the
basis of the ratio aforementioned, shall be
called for interview.
vi) Subject to the limit indicated in clause
(vii)
a) The candidates possessing qualification higher
than the one prescribed, who do not get short
listed on the basis of pre-determined criteria,
shall be called for interview over and above the
short listed candidates.
b) The Candidates who possess qualification
higher than the one prescribed may seek exemption
from the screening test whenever the Commission
decides to conduct such test for short listing.
Such candidates shall be over and above the short
listed candidates on the basis of the screening
test.
vii) Where candidates possessing qualification
higher than the one prescribed are called for
interview, over and above the short-listed
candidates, the number of such candidates shall
be restricted to the number of vacancies in each
category on the basis of merit at the level of
the basic qualification. In case of tie,
candidate with the earlier date of birth will be
preferred.
viii) The marks secured by the candidates in the
screening test shall not be taken into account
for determining the final order of merit.
The candidates possessing higher qualification,
who are called for interview over and above the
short-listed candidates as indicated above, shall
not be entitled to the benefit of additional
marks for higher qualification under rule 51.
ix. Any change of address given in the
Application Form should at once be communicated
to the Secretary, Public Service Commission,
clearly indicating the Advt. No., Item No., and
Name of the Post.
x. Candidates are requested to arrange for the
redirection of communications to their new
address, if necessary. The PSC makes every effort
to take account of changes in candidate's address
but cannot accept any responsibility in the
matter.
xi. The summoning of candidates for interview
convey no assurance whatsoever that they will be
selected. Appointment orders to selected
candidates will be issued by the Government.
xii. Candidates must be in sound bodily health.
They must, if selected be prepared to undergo
such medical examination and satisfy such medical
authority as the Government may require.
xiii. Candidates will be informed of the result
of their applications in due course of time and
any interim enquiries about the result are,
therefore, unnecessary and will not be attended
to. The Commission shall not enter into any
correspondence with the candidates about reasons
for their non-selection for
interview/appointment.
xiv. Canvassing, in any form, shall disqualify a
candidate.
9. ACTION AGAINST CANDIDATES FOUND GUlLTY OF
MISCONDUCT
Candidates are warned that they should not
furnish any particulars that are false or
suppress any material information in filling up
the Application Form. Candidates are also warned
that they should, in no case, correct or alter or
otherwise tamper with any entry in a document or
its attested/certified copy submitted by them,
nor should they submit a tampered/fabricated
document. If there is any inaccuracy or any
discrepancy between two or more such documents or
their attested/certified copies, an explanation
regarding this discrepancy should be furnished.
A candidate who is or has been declared by the
Commission, to be guilty of:
i. obtaining support of his/her candidature by
any means, or
ii. impersonating, or
iii. procuring impersonation by any person, or
iv. submitting fabricated documents or documents
which have been tampered with, or
v. making statements which are incorrect or false
or suppressing material information, or
vi. resorting to any other irregular or improper
means in connection with his/her candidature for
the selection, or
vii. using unfair means during the test, or
viii. writing irrelevant matter including obscene
language or pornographic matter, in the script
(s), or ix. misbehaving in any other manner in
the examination hall, or
x. harassing or doing bodily harm to the staff
employed by the Commission for the conduct of
their test, or
xi. attempting to commit or, as the case may be,
abetting the commission of all or any of the acts
specified in the foregoing clauses may, in
addition to rendering himself/herself liable to
criminal prosecution, be liable:
a. to be disqualified by the Commission from
selection for which he/she is a candidate, and/or
b. to be debarred either permanently or for a
specified period:-
i. By the Commission from any examination or
selection held by them.
ii. By the State Government from any employment
under them, and
c. if he/she is already in service under
Government, disciplinary action under the rules.
IMPORTANT
1. Candidate must read the detailed instructions
before filling up of the form. He/She must fill
the form strictly according to the instructions.
2. Candidates must ensure that no column is left
blank or wrongly filled, as information furnished
therein would be used for deciding the
eligibility and suitability of the candidate for
being called for the interview. Application not
filled correctly and as per the instructions is
liable to be rejected and the onus of such
rejection would be on the candidate
himself/herself. The Commission will not
entertain any claim in respect of such rejection.
3. Copies of the certificates should be attached
in support of the information given in the form,
where necessary. Any information contained in the
attached certificates shall not be considered
unless it is claimed in the Application Form.
4. Fee amount is payable in the shape of Bank
Draft drawn from J&K Bank Limited only or by
cash at J&K Bank counters opened in P.S.C
Offices both at Jammu/Srinagar. No other mode of
payment is acceptable.
