Srinagar, Mar 19: Srinagar will soon
have a modern and multi-storey building
for its treasure-trove, the SPS Museum.
The foundation of the Rs. 28 crore
building was formally laid by the Chief
Minister, Ghulam Nabi Azad on the left
bank of the River Jhelum at Lal Mandi
here today.
The new
building, to replace the old, and now
weakened, museum complex will house rare
collections of art, archaeological
treasures, paintings, textiles, natural
history, anthropology, numismatics and
old armoury.
The museum
in Srinagar was established in 1898 by
the then maharaja with gifts stored in
the Toshkhana. Subsequently, it developed
into a highly rated museum with prized
collections including rare manuscripts
and ancient coins and tools.
There was
a feeling for some time that the old
building of the museum was not safe and
adequate place to scientifically house
the precious collections. The building
being very old had also suffered damages
during the October 2005 earthquake and
had been closed for public. The museum
has 80,000 artifacts of which only 25%
were on display in the absence of
adequate and safe accommodation.
Addressing
the foundation laying function, the Chief
Minister said that the new museum
building would be the first in the State,
if not the country, whose foundation had
been laid 60 feet below the ground. He
said 624 concrete piles had been erected
under ground to support the four storey
structure.
The Chief
Minister described the upcoming building
as a fine specimen of work culture
introduced by him in the State. He said
the building would be completed in a
record time of one year although it had
been initially scheduled to complete in
18 months.

Meanwhile,
Mr. Azad inaugurating the first phase of
the 200-bed Sub-District Hospital here.
The
hospital is a Rs. 56.90 crore project to
be completed in two phases. It will have
OPD, Emergency, IPD and OT blocks. The
first phase, inaugurated today, comprises
OPD block with two operation theatres and
42 in-patient beds. The second phase of
the hospital is scheduled to be completed
in August this year.
The Chief
Minister visited different sections of
the inaugurated building. He asked the
project executing agency to complete the
project within stipulated time. He also
inaugurated the newly constructed
conference hall at Dak Bungalow here.
Misappropriation
of ration worth several lakh
Challan produced against
TSO, CAPD dealer

JAMMU, Mar 19: Crime Branch today
produced challan against the then Tehsil
Supply Officer (TSO) Moungri and a dealer
of Consumer Affairs and Public
Distribution Department (CAPD) for
misappropriation of Government ration
worth several lakhs of rupees.
An
official spokesman said that during
investigation of a forgery case
registered in June 2007, two employees of
CAPD Udhampur Parkash and Banka Ram
deposed that they had managed fake
matriculation certificate through then
TSO Moungri Mela Ram and on the basis of
same they were promoted as Junior
Assistant.
Investigation
of the case was conducted under the
supervision of SP Crime and Railways
Bhupinder Singh
While the
investigation into the forgery case was
going on, the Crime Branch received an
anonymous complaint alleging that the TSO
was also involved in the misappropriation
of food consignment from Food Sub-Store
Moungri and even placed under suspension
by the Deputy Commissioner, Udhampur in
June 2006.
Subsequently,
the Crime Branch started investigation
into the misappropriation case during
which it came to fore that 118 quintals
of rice valuing more than Rs 10 lakh was
not handed over by him to his successor
storekeeper Parshotam Kumar during
handing over of the charge of the store.
Moreover,
the TSO was advanced an amount of Rs 11
lakh on two different occasions on
account of incident charges for
disbursement of same to ration dealer of
Moungri area on account of
charges/commission and loading and
unloading charges. But he made the
payment to himself fraudulently. The
accused TSO neither submitted the account
in the office of Assistant Director CAPD
Udhampur nor got counter sign from AD
CAPD.
It was
also prima facie established that the
accused official through his corrupt
methods has accumulated property worth
several crores of rupees and has
purchased seven plots of land.
During the
course of investigation, 85 bags of rice
weighing 41.60 quintals were recovered
from the illegal possession of Mela Ram
and relevant record pertaining to
misappropriation of consignments by
accused Mela Ram and Kikar Singh was
obtained.
Following
establishment of all the allegations
against the accused TSO, the Crime Branch
registered a separate case against him
and on the basis of evidence collected
the challan was produced in the Court of
CJM Udhampur for judicial determination.

Court awards life
imprisonment to accused

Additional Sessions Judge Jammu A K Koul
today awarded life-imprisonment to
accused Harjeet Singh of Lower Gadi-Garh
who killed Principal of Government Higher
Secondary School, Gandhi Nagar K K Badyal
in broad-day light in the school
premises.
According
to the prosecution case, on February 3,
1999 a written report was lodged by
Rajinder Singh, then Vice-Principal of
Government Higher Secondary School,
Gandhi Nagar that two Sikh youths
approached him while he was delivering a
lecture to the students and asked him to
issue a certificate that accused Deep
Inder Singh had performed required number
of practical in physics and chemistry
Class 12th.
The
Vice-Principal told them to approach the
board for necessary permission on the
application of accused Deep Inder Singh.
After some time, same youth approached
the Principal of the school in his office
chamber with the same demand. There was a
heated exchange of words between them.
After a
short while accused Harjeet Singh marked
his presence on spot again with sharp
edged weapons and attacked the Principal
who fell unconscious and was shifted to
Government Medical College where he was
declared as brought dead. After
completion of investigation into the
case, the police presented a challan in
the court.
After
hearing APP Ravinder Sharma appearing for
the State and Advocate S C Bali appearing
for the accused Harjeet Singh and
Advocate Sunil Sethi appearing for the
accused Deep Inder Singh, 2nd Additional
Sessions Judge convicted accused Harjeet
Singh and acquitted accused Deep Inder
Singh.
On the
quantum of sentence, the Court observed
"in the present case the crime
committed by the accused is very gruesome
and so ordinarily the accused deserved
maximum punishment prescribed for the
crime but in India the general rule in
cases of murder, is life-imprisonment
while as death is an exception".
The Court
said "although the act of the
accused was inhuman and barbaric but
still court believes that it cannot be
designated as rarest of the rare case.
The age of the accused, the time span
consumed in the trial, the domestic
condition of the accused are some
mitigating factors which have to be
considered objectively to decide the
quantum of punishment".
With these
observations the court awarded
life-imprisonment and fine of Rs 5000 to
Harjeet Singh.
Governor
greets people on Eid-i-Milad-un-Nabi

Lt. General (Retd) S K Sinha has greeted
the people on the auspicious occasion of
Eid-i-Milad-un-Nabi and prayed for peace
and tranquility in the State.
In a
message, the Governor described Islam as
the religion of peace and said that
Prophet Muhammad (PBUH) throughout His
life worked for equality, brotherhood and
tranquility.
"Islam
stands for betterment of mankind and
stresses equality among human
beings", he said adding that this
great religion shows the path of
righteousness, humility and purity of
thought.
"On
Eid-i-Milad-un-Nabi, we should reinforce
such values to which we must rededicate
ourselves", General Sinha added.

Shiv Kumar Sharma willing to
promote
classical music in J&K

great musician and son of soil late Pt.
Uma Dutt Sharma, a function will be held
at Gen. Zorawar Singh Auditorium at Jammu
University tomorrow evening, where Pt.
Shiv Kumar Sharma a renowned Santoor
Maestro of the world and son of this
illustrious musician will present a
special classical concert on Dogra folk
to boost the cultural heritage of Jammu
and Kashmir.
This was
stated by Pt. Shiv Kumar Sharma at a meet
the press programme here, this afternoon
which was organised by Press Club of
Jammu.
Pt. Shiv
Kumar Sharma, while highlighting the
objective of the programme, appealed
classical music lovers to attend the
function at General Zorawar Singh
Auditorium. He said " I am planning
to establish an Academy of Classical
Music on the name of my father in J&K
for the Santoor lovers of the
state".
He
informed that renowned artists from
Mumbai namely Yogesh Samsi and Bhawani
Shanker will also participate in
tomorrows concert. Pt. Shiv Kumar
Sharma, who became nostalgic said his
objective is that classical music
activity should be a regular feature in
Jammu.
Recalling
the role of his father, Pt. Uma Dutt
Sharma in popularizing the Santoor, he
said earlier Santoor was common in
J&K but now it has got recognition at
international level.
He
maintained that if Government provides
financial support, "I am ready to
promote classical music in J&K".
The Government agencies including
Cultural Academy, Corporate Houses and
artists can play an important role in
promoting the traditional classical music
in J&K, he added.
He
said"no doubt we have some lackness
in Jammu but if these agencies will
coordinate these shortcomings will be
overcome".
He said
during the time of his father the radio
concerts were being organised in Jammu
for promotion of classical music and
artists from other parts of country were
participating in them but unfortunately
this is not common now.

Hindi Movies, the Santoor would have not
got the place at which it is
today"he said, adding it was due to
my struggle that Santoor in 1968 became
Internationally renowned and at present
there is no festival in the world where
Santoor is not a feature.
Mehbooba
seeks immediate release
of Kashmiri businessmen

New Delhi, Mar 19: Peoples
Democratic Party (PDP) President,
Mehbooba Mufti has expressed dismay and
anguish over the detention and harassment
of Kashmiri businessmen by the police in
Chennai, Tamil Nadu.
Ms Mufti
today shot off of a letter to the Tamil
Nadu Chief Minister M Karunanidhi seeking
his intervention to get all the Kashmiri
businessmen, who were recently arrested
by the Chennai police, released
immediately.
In her
communication Ms Mufti has said a reign
of terror was let lose by the Tamil Nadu
police against the Kashmiri shopkeepers
after an altercation between a shopkeeper
and a local tea vendor in the Spencer
Plaza area. She said after the incident
some local assailants armed with sharp
edged weapons attacked the Kashmiri
shopkeepers. She said instead of taking
action against the local assailants, the
Chennai police surprisingly took on the
Kashmiri shopkeepers labeling them as
militants and arrested several of them.
Ms Mufti
said of late, it has become a trend with
the police in several states, to dub the
Kashmiri businessmen and students as
militants and tarnish their image.
She said
such unfortunate trend must be stopped
forthwith and no Kashmiri businessman or
student should be put to any unnecessary
trouble outside the state.
Ms Mufti
is taking up the matter with the Union
Home Minister and other Central
government authorities to ensure that
recurrence of such incidents is prevented
and no Kashmiri outside the state is put
to any trouble.

for launching surgical operations against
militants

JAMMU, Mar 19: While appreciating
the role of J&K Police for
eliminating top ranking self-styled
commanders of various militant outfits in
the recent years, the state police chief
Kuldeep Khoda stressed upon the need for
launching surgical operations against
militants.
Addressing
police officers associated with
anti-militancy operations at police
headquarters here today, the DGP
attributed the sharp decline in militancy
to well planned and meticulously executed
anti-militancy operations by J&K
police. He said the arrest of a large
number of over ground workers has broken
the backbone of militants as they were
arranging food, money and shelter for
them.
Mr Khoda
exhorted upon the police officers to go
after specific targets like militant
commanders and hunt them down to disarray
the militant outfits. He said while
performing duties, care should be taken
to avoid HR violations and custodial
killings.
IGP Jammu
Zone, K Rajindra while interacting with
the SPs and DySPs stressed upon
information gathering and sharing
planning and execution of anti-subversive
operations for better results. He pointed
out that hardships can be taken over by
showing courage and executing operation
in planning manner depending on vital
intelligence inputs. He at the same time,
stressed the need to keep a watch on the
activities of surrendered and released
militants.

Dhotra appointed new Rector Kathua campus

Jammu (JU) today effected some much
awaited changes in its administrative
positions and appointed Prof. J R Dhotra,
Dean Management Studies, as new Rector of
Kathua campus replacing Prof. R D Sharma.
Prof.
Dhotra, who was also holding the charge
of Director, Reasi Satellite centre,
however, has been relieved of the same
and Prof. V K Anand, HoD and Dean Life
Sciences has been named as his
replacement.
In other
changes, Prof. Rajiv Gupta from
Department of Chemistry has been assigned
the charge of Director, DDE in place of
Prof. B P S Sehgal, Dean Academic
Affairs, who was holding it additionally.
In another
significant change, Prof. Ashok Aima has
been relieved as Officer on Special Duty
(OSD) for foreign collaborations and
Project Incharge of JUs proposed
campus at Mauritius. He will be replaced
by Prof. Lokesh Verma, HoD Education and
Director Physical Education.
Prof. Aima
has also been relieved as Convener,
Disaster Management Cell and Prof. G M
Bhat from Department of Geology has been
named as his successor. However, Prof.
Aimas position has been elevated
from Project Director Udhampur campus to
its Rector.

MW Rattle power project to come up soon

JAMMU, Mar 9: To boost the energy
production in the State Government has
decided to start work on 690 MW Rattle
power project at the basin of River
Chinab in Kishtwar district.
Decision
to this effect was taken at a high level
meeting of Empowered Committee on Power
Development Corporation with Chief
Secretary B. R. Kundal in chair.
The
Committee decided to handover the
construction of 690 MW power project to
Independent Power Producers (IPP).
It was
given out in the meeting that project
would be completed at an estimated cost
of Rs 3805 crore. With the completion of
this project problem of power shortage
would be solved to a great extent. It is
for the first time that power generation
is being handed over to IPP in the state.
This will not only generate power but
also provide employment to the unemployed
youths of the state in general and of
Kishtwar in particular, the meeting
disclosed.
Chief
Secretary directed the JKSPDC to exploit
all other sources of water to come up
with a proposal to tap their potential
for generating maximum power.
He said
while preparing such projects
environmental effects should always be
given due consideration.

Jagriti Yatra which started from Holy
Takhat of Hazur Sahib Nanded is arriving
Jammu and Kashmir on April 4.

a joint press conference Sikh leaders
Amrik Singh, Makhan Singh, Jarnail Singh
Khalsa and others from various
organisations said that Mahant Manjit
Singhji of Dera Nanglai Sahib is keen and
desirous that the State Government should
officially welcome the yatra on its entry
into the State from Lakhanpur on April 4
and take steps to facilitate the yatra by
directing Divisional administration by
extending its fullest support and also to
constitute a state level committee at its
end.
They
disclosed that Jagriti Yatra celebration
of Tricentenary of Guru Gaddi
Divas of Shri Guru Granth Sahib,
started from Holy Takhat of Shri Hazur
Sahib Nanded is going around the country.
It has already covered the central,
eastern and several northern states. The
Government of India has constituted a
high power committe headed by Union Home
Minister and other leaders including
Punjab and Maharashtra Chief Ministers
and Union Minister Ambika Soni and many
others and Mahant Manjit Singhji of Dera
Nangali Sahib to prepare, organise and
oversee various programmes formulated for
the celebration along with development of
infrastructure at Hazur Sahib. An
ambitious budget has been earmarked for
these programmes.
This Yatra
is entering J&K at Lakhanpur on April
4, carrying the holy relics ( Shatras) of
Shri Gobind Singhji alongwith Guru Granth
Sahibji. The aim of this religious yatra
is to make aware the countrymen of the
teachings of Guru Nanak Devji and Guru
Gobind Singhji. It was urged upon the
J&K Chief Minister Ghulam Nabi Azad
to officially welcome the yatra and
extend all facilities during its stay in
Jammu from April 4 to 6. Yatra will leave
Jammu on April 7 for Amritsar via Kathua.

SRTC workers resume duty in Srinagar

SRINAGAR, Mar 19: While a faction of
SRTC employees in Kashmir continued their
strike, nearly fifty Corporation workers
resumed their duty here today.
Minister
for Transport said that nearly fifty SRTC
workers have resumed duty in Srinagar.
The remaining workers are given two days
more time. If they failed to resume work,
the Governments action of
termination may start thereafter.
He said in
Jammu, the workers have already resumed
their duty and over 300 workers have also
drawn their salaries. SRTC buses and
trucks plied on different routes today.
Many more are reporting back to their
duties. The fleet operation was returning
to normal.
Meanwhile,
a group of workers staged protest near
Idgah on Residency Road in Jammu today.
They were demanding release of SRTC Union
leaders Shakeel Ahmed Kuchey and Ashok
Mehra. They also raised slogans against
Transport Minister Hakim Mohd Yasin and
MD SRTC for creating wedge among the
employees.

occasion, elections for Samba district
unit of the association were held. Those

Gopal Chand as secretary, Ravinder Sharma
as joint secretary, Varinder Singh as

secretary and Ashok Kumar as accountant.

for harmony among people

Jammu-Kashmir Liberation Front chairman
Yasin Malik laid emphasis on communal
harmony in Jammu and Kashmir during a
day-long photo and video exhibition on
his safar-e-azadi (march for freedom) at
the Indian Social Institute here today.
Hundreds
of photographs were displayed at the
exhibition. A video was also constantly
played. The focus was on his 114-day long
march in the Kashmir Valley which he had
started from Kokernag in May last year.
The
exhibition was titled "Voices of
peace: voices of freedom."
During an
inter-action with a group of reporters,
Mr Malik mentioned that there was a
Kashmiri Pandit speaker during all his
gatherings.
He said
his peaceful march supported the peace
process between the two neighbouring
countries. At the same time, however, it
was intended to make it clear that Jammu
and Kashmir was not a territorial
dispute, he said. He asserted that the
people of the State alone could take a
decision in matters concerning them.
He urged
the opinion leaders in India to prevail
upon the Government to push the pace of
the peace process. He said his march
served to highlight the harmonious
relations among the people in the Valley.
He was not allowed to undertake it in the
Jammu region.
Rajya
Sabha member Nirmala Deshpande, CPI-M
leader Sitaram Yechuri and former
bureaucrat P.N. Dar were among those who
were present during the inauguration of
the exhibition. A large number of
academicians particularly from Jawaharlal
Nehru University and Jamia Millia and
media persons turned up at the exhibition
all through the day.
"Roots
in Kashmir", an organisation of
Kashmiri Pandits, staged a demonstration
outside the venue. Its members held
placards in their hands asking the JKLF
chief to go back.

College of Commerce today celebrated its
Annual Day in an impressive function held
at college.
Minister
for Higher and Technical Education,
Gulchain Singh Charak was the chief
guest, while Commissioner Secretary
Higher Education, Pramod Jain, Director
Colleges, N D Wani, former VC Prof M R
Puri, former Principals Prof. B K Sawhney
and Prof. Rita Munshi were also present
during the function.
The
Minister inaugurated the function by
lighting the ceremonial lamp. Earlier, he
was presented with a guard of honour by
NCC cadets of the college.
In his
address, Charak emphasized upon the need
for strengthening the infrastructural
facilities in the colleges. He also
stressed on channelizing students
energy in positive direction.
Later, he
released college magazine
"Karan" and gave away prizes to
students who excelled in different sphere
of activities during the session.
Earlier,
Prof. M S Baloria, Principal, presented
the annual report of the college and
highlighted the achievements made in
academic and co-curricular activities.

delegation meets CPI secretary

India Kashmiri Samaj (AIKS) led by its
president, M K Kaw today called on
national secretary, Communist Party of
India (CPI) and member Coordination
Committee of UPA Government, Mr D Raja
and apprised him of the problems of the
Kashmiri Pandits.
Mr Raja
assured the delegation all help of the
CPI at highest offices of the country in
mitigating the sufferings of the exiled
Kashmiri Pandit community.
Mr Raja
expressed grave concern over the
violation of basic human rights of
Kashmiri Pandits at the hands of
successive governments in the state and
at the Centre and expressed his support
and sympathy with the suffering people.
Mr Kaw
sought the intervention of CPI in solving
the various issues facing the community
including unemployment, temples bill,
relocation of stall holders whose stalls
have been demolished in Delhi and
political space for exiled community in
the Coordination Committee meeting of UPA
Government.
The other

for compensation to family of Domana
firing victim

JAMMU, Mar 19: Jammu Joint
Students Federation (JJSF) has urged the
State Government to immediately
compensate family of the student, who was
killed in police firing on October 28,
2005 at Domana, as per its promise made
earlier.
It is to
mention that Nishu Jamwal, a student, was
mistakenly killed by police at Domana
check post.
Addressing
a press conference, Ram Ji Sharma, JJSF
district president criticized the
Government for its failure to compensate
family of the victim till date. He also
urged Jammu Kashmir Police (JKP) to
fulfill its commitment, as they had
promised job to one of the family members
of Nishu.
Father and
brother of the deceased youth were also
present during the press conference.
Meanwhile, JJSF expressed surprise that
the culprit policemen were not prosecuted
and allowed scot free. The federation
also threatened to launch agitation if no
action will be taken in this regard.
The JJSF
announced to launch an annual cricket
tournament in the memory of Nishu next
week. Among others also present on the
occasion included Pratap Singh Jamwal,
Rawat Singh, Satvir Jamwal, K Koushal and
Tarun Wazir.
