Trucks claimed more lives than Blueline buses

NEW DELHI, Mar 19: While the Blueline buses in the capital may have gained infamy due to their accident rate, trucks have in fact proved to be a bigger menace on Delhi roads, claiming many more lives.

While accidents involving the private buses resulted in 163 deaths in 2007, trucks claimed 305 lives in the same period, according to statistics provided by Minister of State for Home Radhika V Selvi in Rajya Sabha today.

As many as 103 persons were seriously injured in accidents due to trucks, while 56 persons suffered serious injuries in Blueline accidents.

Accidents involving DTC buses resulted in 51 deaths and grievous injuries to 20 persons, as per the statistics.

As many as 1,652 people died in other accidents on Delhi roads, while 641 were seriously injured. (PTI)

BPL list finalises on basis of 2002 Census

NEW DELHI, Mar 19: Twenty-one states and Union Territories have finalised the list of below poverty line families on the basis of the 2002 Census for such groups.

In a written reply in the Rajya Sabha, Minister of State for Rural Development Surya Kanta Patil said the ministry had issued guidelines to states and UTs requesting them to identify the total number of BPL rural households in such a way that it should be equal to the poverty estimates 1999-2000 or the adjusted share worked out by the Planning Commission, whichever is higher.

She said another 10 per cent flexibility is allowed to account for the transient poor. Therefore, the states and UTs were informed about their upper limit for identification of BPL households.

Patil said generally the BPL Census is conducted at the beginning of the Five Year Plan. However, the results of BPL Census 2002 conducted for the 10th Five Year Plan could not be finalised because the Supreme Court had passed a stay order.

"The state was vacated only February 14, 2006 after which the BPL lists were approved by the Gram Sabhas," she said.

In order to redress the public grievances with regard to their status in BPL list, Patil said the option of two stage appeal mechanism can always be availed which is a continuous process and the BPL list continues to be relevant. (PTI)

BJP meet to chalk out strategy to bring Muslims into its fold

LUCKNOW, Mar 19: In an attempt to bring Muslims into its fold ahead of the Lok Sabha elections, a brain storming session of senior saffron party leaders would be held at Hyderabad next month to chalk out a comprehensive strategy.

"BJP is no longer untouchable for Muslims and they will have no problems under the leadership of L K Advani," senior BJP leader and party’s national president of the minority cell Shahnawaz Hussain said here.

He said a three-day meeting of senior leaders of the party would be held at Hyderabad from April three in which a comprehensive strategy would be chalked out to bring the Muslims into the party fold.

Although Hussain remained non-committal when asked whether the saffron party would field more Muslim candidates in the forthcoming Lok Sabha polls, he did say that "religion will not come in the way of winnability".

"All I can say at this moment is that winnability will be the most important factor in the selection of candidates...It won’t matter if he is a Muslim," he said when pressed on this count.

Hussain rejected an assertion that Muslims could have difficulties in accepting Advani’s leadership.

"BJP has the credit of giving riot-free states barring Gujarat....And there too about 30 per cent Muslims had voted for BJP in the last assembly elections in the state," Hussain claimed.

"Our endeavour will be to remove any misgiving and misconception in the minds of the Muslim community," the former union civil aviation minister said.

Hussain claimed that the condition of Muslims in Gujarat was a "lot better than that of their brethren in the Congress ruled states".

The party would be giving tickets to a large number of Muslims from Kashmir valley in the next assembly elections in Jammu and Kashmir, he said adding it was planning to hold a meeting of Muslims in Srinagar in the next few months.

Hussain, who is also a member of the BJP central election committee, said this time around his party would announce its candidates quite early.

"The process of internal screening and collection of feed back is currently on," the saffron party leader said adding the aim was to provide the candidates as much time as possible for campaigning.

Referring to the spiralling prices of essential commodities, he asserted that "the issue of price rise would herald the doom of the Congress in the Lok Sabha polls".

"The budget, which is being celebrated by the Congress, will prove to be its waterloo," he said attacking the loan waiver proposal.

"The loan waiver proposal is an illusion as has been proved by the Finance Minister’s statement that it will be given in phases meaning thereby that the burden will fall on the next Government," he said. (PTI)

Soni for inclusion of disability studies in curriculum

NEW DELHI, Mar 19: Supporting the proposal for inclusion of disability studies in academic curriculum, Tourism and Culture Minister Ambika Soni today said it would create awareness in society about the needs and rights of the physically challenged persons.

Inaugurating a two-day meet on Disability Studies in Secondary and Higher Education in India here, she said, attitude has to be changed towards the physically challenged persons as they are challenged in a limited sense only and can do wonders in other areas of their expertise or interests.

Emphasising on sensitization of the issue, she said people at work place, society and in the country as a whole must be sensitized about the needs of the physically challenged and their rights within the constitutional framework.

Referring to the socially and economically disadvantaged groups in the country, Soni said, we must work towards creating an inclusive society where every person would contribute in the growth and development of the country.

Calling for a public awareness campaign for creating such an inclusive growth, she said a concerted effort is required to empower the disadvantaged people.

Recently government has made the policy related to recognition of the field of disability studies and instituted Rajiv Gandhi Chair.

Speaking on the occasion, P K Dave, chairman of Rockland Hospital, said, there should be a proper data on disabilities, type of disabilities and other related issues. Our education system should be geared up keeping the disability factor in mind."

All the World Heritage Sites are in the process of being provided special facilities for such people as the Tourism and Culture Ministries are sensitive to the special needs of challenged people.

The Tourism Ministry is also encouraging hotels and other tourism related infrastructure to be developed in a manner that people with special needs can also use them as effectively as others. (PTI)

Reviving the Guru-Shishya Parampara

NEW DELHI, Mar 19: In a bid to provide patronage to dying art forms to enable it to survive through the younger generation, the government has been sponsoring a novel ‘Guru-Shishya Parampara’ scheme.

The idea of the scheme is to propogate, promote and support the rich cultural traditions, encouraging master-disciple way of learning, especially for vanishing and dying art forms.

The tradition of Guru-Shishya Parampara has ensured that some of the dying art forms get patronage and survive through the younger generation. "The Guru, with one accompanist, imparts training to more than four disciples in the ture traditions of the parampara for a period of two years depending on the art form with six monthly review by zonal cultural centre...The scheme is extendable for the third year in a very special case," Culture and Tourism Minister Ambika Soni informed the Rajya Sabha in a written reply. The scheme is operated by zonal cultural centres.

While the Guru gets a monthly honorarium of Rs 2000, the acompanist gets Rs 900 per month. The disciples get Rs 500 per month each.

In Goa, dholki bhajan, Goankani khel tiatar and Zot Sorakat have already been covered under the Parampara scheme. Suvari vadan and ranmale paramparas are going on since January, 2008. (UNI)

Sports injury centre to be set up in Safdarjung hospital

NEW DELHI, Mar 19: In view of the Commonwealth Games, the Union Health Ministry has approved a proposal for establishing a full-fledged sports injury centre in the capital’s Safdarjung hospital.

The proposed sports injury centre to be operational by 2010 is to provide highly specialised surgical and rehabilitative services under one roof, the Lok Sabha was informed today.

The centre would include provision of a Physiotherapy Centre, an OT complex, wards and OPDs, modern diagnostics facilities with MRI and CT scans and team of specialised doctors and para-medical staff, Minister of State for Health and Family Welfare Panabakka Lakshmi said in a written reply.

In a separate reply, she said as per a study conducted by one of the faculty of AIIMS, 54 per cent of students of the premier medical institute reside out of the country.

"There is presently no proposal to consider enactment of law requiring trained medical professionals in AIIMS to leave the country only after serving for a requisite number of years in the country, including rural areas," she said. (PTI)

NEW DELHI, Mar 19: One of the two persons held in Spain in January in connection with terrorism was Indian, Government informed the Lok Sabha today.

In a written reply, Minister of State for External Affairs Anand Sharma said two persons claiming to be Indian were arrested on January 19 by the Spanish authorities on suspicion of terrorism-related charges.

The nationality of one of them, Roshan Jamal Khan, has been confirmed to be Indian, he said.

Indian Embassy officials have met him and have asked the Spanish authorities to intimate the formal charges laid against him, Sharma said. (PTI)

Govt forcing Taslima to leave country: Chaturvedi

NEW DELHI, Mar 19: A BJP member today accused the UPA Government of forcing controversial Bangladeshi writer Taslima Nasreen to leave the country by denying her access to medical treatment and keeping her virtually under house arrest.

Raising the issue in the Rajya Sabha, Lalit Kishore Chaturvedi expressed concern over the problems being faced by Nasreen, who was forced to leave Kolkata and is now being forced to leave the country.

"She cannot meet anyone. She cannot go anywhere," he said describing her plight during the Zero Hour.

Through another Zero Hour notice, Santosh Bagrodia (Cong) demanded that Rajasthani language should he included in the eighth schedule of the Constitution so as to accord it official status.

Vijay Raghavan (CPI-M) demanded that use of natural vanilla in icecream should be made mandatory in Kerala to help cultivators.

Shahid Siddiqui (SP) raised the issue of attacks on migrant labourers in Manipur.

Supriya Sule (NCP) spoke about the cases of suicides by physically disabled children.

Journalists can hope to get back CGHS benefit

NEW DELHI, Mar 19: The long pending renewal of CGHS health facility for journalists accredited to the Central government is nearing finalisation, the Rajya Sabha was informed today.

"We are at the stage of complete finalisation of the process and the matter is priority of the UPA Government," Information and Broadcasting Minister P R Dasmunsi said responding to concerns expressed by members over withdrawal of the medical facility to senior journalists.

Raising the matter during Zero Hour, senior BJP leader Sushma Swaraj said noted jounalist Tara Shankar Sahay died yesterday for lack of money for proper treatment.

Though Sahay was given Rs 1.5 lakh from the Prime Minister’s Relief Fund for treatment, in the absence of facilities under the Central Government Health Scheme (CGHS), the relief provided was not adequate.

She said the UPA government had stopped renewing the CGHS cards, a facility started by the then Prime Minister Rajiv Gandhi 20 years ago.

Swaraj, who was supported by members from all parties, said the renewal was pending because of disagreement between the Health and Finance ministries.

Later, Rajiv Shukla (Congress) told reporters that he was informed by Finance Minister P Chidambaram that he has cleared the file relating to CGHS facilities for journalists.

Shukla said he would take up the matter with Health Minister A Ramadoss for expeditious clearance of the file. (PTI)

Action against guilty in Manipur migrant killings: Govt

NEW DELHI, Mar 19: Describing as "shameful" the killing of 14 Hindi-speaking migrant labourers in Manipur, the Government today assured that "strict action" will be taken against people involved in the incident.

"Such incidents in the name of states, religion, language are happening in North Eastern, Southern and Western parts of the country. It is a deliberate design to destabilise the country and slow down the economic growth," Home Minister Shivraj Patil told the Rajya Sabha in reply to supplementaries.

Replying to CPM leader Brinda Karat’s query as to what strategy was being adopted to check such incidence, the Minister said State Governments have been asked to identify areas where such incidents can take place and also identify people who indulge in them to take anticipatory action.

"To protect innocent people police needs to take anticipatory action. Chief Ministers, bureaucrats and police officials of states have been asked to follow up and take action," he added.

In Manipur, militants gunned down 14 migrant labourers, mostly from Bihar, since Monday night. Most of the bodies had a piece of paper stuck to them saying "go back to your home states". (UNI)

ARC recommends that Panchayats have
power to recruit personnel

NEW DELHI, Mar 19: The Administrative Reforms Commission (ARC) has recommended that Panchayats should have the power to recruit personnel and regulate their service conditions subject to laws and standards laid down by the State Government.

The ARC has also said that the evolution of this system should not be prolonged beyond three years, the Lok Sabha was informed today.

Until then, the Panchayats may draw upon for defined periods staff from departments and agencies of the State Government on deputation, Minister for Panchayati Raj Mani Shankar Aiyar said in a written reply.

Apart from this, the ARC has recommended that in all states, a detailed review of the staffing pattern and systems with a zero-based approach to PRI staffing may be undertaken over the next one year in order to implement the policy of PRI ownership of staff.

The Zila Parishads particularly should be associated with this exercise, it said.

Aiyar further said that the Government is in agreement with the above recommendations and has felt that any fresh recruitment should not result in any substantial increase in overall administrative costs.

The Ministry of Panchayati Raj is in consultation with State Governments and Union Territories on these issues, he added. (PTI)

Rajasthan Govt inquiring into land transactions on border

NEW DELHI, Mar 19: Rajasthan Government has begun an inquiry into largescale land transactions in areas bordering Pakistan.

Giving the information in Rajya Sabha today in a written reply, Minister of State for Home Radhika V Selvi said the inquiry has been initiated with the intention of identifying the purchasers and ascertaining the bona fides behind such transactions.

"Preliminary enquiries indicate that lands have also been purchased by parties not belonging to Rajasthan," Selvi said.

The Rajasthan Government has since placed four sub-registrars under suspension for procedural violations and have started disciplinary action against other officials, she said.

A high-level review on the subject has also been taken in the Union Home Ministry and the issue is being closely monitored in coordination with the State Government from time to time.

Checkposts: The Cabinet Committee on Security (CCS) has given approval for setting up 13 Integrated Check Posts along India’s border with Pakistan, Bangladesh, Myanmar and Nepal as a plan scheme under the 11th Five Year Plan, Selvi said in reply to another question.

The CCS has directed that the best elements of Public Private Partnership model be integrated suitably in the proposal. (PTI)
