Paper leakage
Sir,
The news of
leakage of Bio paper of 10th class of Board of
School Education has created a flutter in all
segments of society. It is really unfortunate
that the incidents of leakage have started
happening in the Board, University in other
competitive Exams. This reduces the examination
system to mockery and makes the position of
authorities that be awkward and ludicurous.
These are not the
signs of healthy society but a feeble society
afflicted with killer tendency to ruin their own
progeny. Such leakages become responsible for
generating whirlpool of negative forces of
frustration and desperation both for the students
and the parents.
The management of
Board of School Education have to take
responsibility for this bizarre incident of
leakage. Mere ordering of probe shall not serve
any purpose. Probe is required to be concluded at
a rapid pace and the culprits need be booked
against all odds and the vagaries of the system.
If we deeply
ponder over and analyze the problem, we shall
arrive at the inference that directly or
indirectly tendency to amass extra bucks or extra
money, easy money is the root cause of such
shameful acts. This is the bankruptcy of our
moral treasure and edifice. Alas, we have already
deleted all moral books from our syllabus and
propelling ourselves towards a way of life bereft
of morals. External checks are Okay but moral
checks are more effective.

Employees woes
Sir,
The step rise in
the price of essential commodities is causing a
heart burn. Nobody envisaged the steep rise would
touch so high that it would have a direct bearing
on the day to day lives of the peoples.
Employees form a
large and important segment of the masses. In our
State there are more than three lakh employee. In
usual arithmetic it means that close to two
million people are linked to the employees
directly and many million indirectly. During the
last three months the rise of prices of all goods
has risen beyond widest imagination. The cost of
rice, wheat, cooking oil has touched record high.
Under such a situation it is highly important
that the Government should speedily come to the
rescue of the employees. At least the Government
should release DA instalment which is already due
to them. This would to some extent balance the
inflation effects that the employees are facing.
Secondly, the
Government must rationalise the grade structure
of the employees across the board. There are
instances where employees who joined later in the
service and against an inferior post draw more
salaries than employees who joined the service
earlier and are working at a senior level. In
other words the insitu promotion given to non
gazetted employees should be extended to gazetted
cadre employee also. The GP Fund rationalisation
should be completed by the concerned department
at least three months before the retirement of
the employee. The employees should be handed over
the cheque of GP Fund on the day or within
fifteen days of retirement . Otherwise years pass
but the G P Fund case remains unsolved and even
the retiree dies but the case remain pending.

Sir,
Migration has been
a traffic feature of the militancy in the State.
When militancy struck in 1990, the first target
was the valley where minority Pandit community
was made the first target. They had to leave the
valley in a state of despair and which is one of
the saddest part of the history of Post
Independent India. When the valley was nearly
emptied of its minorities the militants turned
towards Jammu.
Large scale
massacres took place in the remote areas of Doda,
Kishtwar, Bhaderwah, Poonch and Rajouri. Large
number of people made a beeline towards the lower
regions. For the last many years they have been
waging a relentless battle against the Government
apathy towards their problems. It is a matter of
shame that ultimately the courts come to the
rescue of the people. In a landmark judgement the
High Court has directed the Relief Commissioner
to examine the cases of six hundred seventy six
migrant families from Poonch and Doda and treat
them at par with the Kashmir migrants. This
judgement will help these families who have been
fighting the battle of survival against heavy
odds and against tough situation. But one thing
remains unsolved and unanswered why the
Government does not listen to the woes of the
people till, finally the justice is administered
by the courts. Does this mean a good governance?
People have a right to ask.
