Whereas on the recommendation of the J&K Public Service Commission, Dr Nargis Suraya was among others, appointed as Assistant Surgeon in the Health (Gazetted) Service vide Government order No. 212 HME of 2007 dated: 28.3.2007.
Whereas, Dr Nargis Suraya was subsequently posted at PHC Mohra vide Government Order No. 404-HME of 2007 dated: 15.6.2007 where she did not join.
Whereas, the doctor concerned submitted an application to this Department wherein she stated that she was presently working as Functional Manager in the Department of Industries & Commerce.
Whereas the said doctor has indicated that she is suffering from low backache with radiculopathy left lower limb to PIVDL 4, 5 and requested for posting at suitable place with retention of her lien in the Industries and Commerce Department.
Whereas, the said doctor who was appointed as Assistant Surgeon in March, 2007 and posted at PHC Mohra on 15.6.2007 was required to join at her place of posting within a period of seven days where she did not join as reported by the Director, Health Services, Kashmir.
Whereas, since Dr Nargis’s lien cannot be remained in Industries and Commerce Department cadre while appointed in Health Department on direct quota post:
Whereas the services of Dr. Nargis Suraya as Assistant Surgeon in the Health Department are liable to be terminated for not joining at her place of posting within the stipulated period, under rules.
Whereas, a show cause notice was served upon the said doctor vide this Department endorsement No. HD (GAZ) Gen-191/2007 dated 28.12.2007 asking her to intimate whether she has any thing to say in her defence before her services as Assistant Surgeon are terminated. She was asked to furnish her reply within 15 days.
Whereas more than one month has elapsed the said doctor did not furnish her reply to the said notice of this Department and as such further action under rules means to be initiated against her.
Now, therefore, the appointment of Dr Nargis Suraya, as Assistant Surgeon made vide Government Order No. 212-HME of 2007 dated 28.3.2007 is hereby cancelled.

Tender Notice

SICOP (a J&K Government Undertaking) invites sealed tenders for the purchase of Truck Mounted Crane, (Technical description given as under):

‘’Supply & Commissioning of Truck Mounted Boom Cranes of 24 and 36 tonne meter capacity, 360 degree slew, radially foldable, suitably mounted on truck chassis of repute brand at the front end, fixed with the hook at the end with controls and safety devices meeting the international regulations. The crane shall be mounted/placed on truck chassis of appropriate gross vehicle weight. The truck shall not be used to carry any type to load other that the crane & its systems’’

Other terms & conditions are as under:-

1. The rates to be quoted shall be FOR Jammu inclusive of installation & commissioning charges. Cost of crane and the truck chassis (including model/make) shall be shown separately. Separate rates are to be quoted for both the models or the models near to the capacity indicated above as per the makes of the bidder.

2. The basic rates FOR Jammu is to be mentioned and duties & taxes shall be shown separately.

3. The bidders may send video CDs depicting the operation of the machines for which the rates have been quoted. Hard copies of the Technical Catalogues are necessarily required to be enclosed with the Bid Documents.

4. Earnest money deposit (EMD) of 2% or Rs. one lac (whichever is less) in the shape of Bank Guarantee/Demand Draft by the bidders payable to J&K shall Scale Industries Development Corporation (SICOP) at Jammu. Without the requisite EMD the tenders shall be out-rightly rejected and no claim shall be entertained. The EMD shall be returned to the unsuccessful bidders.

5. SICOP shall provide Form ‘’C’’ and so CST @ 3% or as applicable shall be charged.

6. 90% payment shall be released immediately after successful commissioning and satisfactory trials runs at Jammu in SICOP Yard, 10% shall be retained and will be released after expiry of warranty period. If the supplier provided irrevocable Bank Guarantee valid for warranty period of the equivalent amount, the 10% payment shall also be released.

7. SICOP may opt for 3rd party pre-dispatch inspection for which the inspection charges shall be borne by SICOP.

8. The machine shall be amply described as per all the required technical parameters including lifting capacity in tones at different radius.

9. The machine shall be covered under standard Warranty Arrangements, which shall be explained by the bidder, including after-sale-service arrangement at Jammu/Srinagar during & after the warranty period.

10. Live demo of the machine shall be shown by the successful bidders at their factory site.

11. The sealed bids addressed to the Managing Director, SICOP, shall be received upto 31.03.2008 during working hours and shall be opened on 01.04.2008 at 11 am in the presence of bidders who may wish to be present.

12. SICOP reserves the right to accept or reject any tender or part thereof without assigning any reason.
