KOLKATA, Mar 15: West Bengal’s ruling Left Front today formally announced that it would support the candidature of Urdu daily editor, A S Malihabadi for a Rajya Sabha seat from the state, sealing the prospect of the Trinamool Congress nominee from being re-elected to the upper house.

"Left Front will support the candidature of Malihadabi. All the surplus votes of the LF will be cast in his favour," Front chairman Biman Bose told reporters here.

State Congress president P R Dasmunshi had said yesterday that Congress would support Malihabadi and appealed to all other parties to do so.

Although Trinamool’s Dinesh Trivedi had filed his nomination seeking re-election to the upper house, he did not have the requisite votes to sail through.

A candiate needs 49 votes to win the poll and the Trinamool has 30 MLAs in the 294-member house.

Shyamal Chakraborty, Tarini Roy and Prasanata Chatterjee all of CPI(M) and Forward Bloc General Secretary Debabrata Biswas had also filed their nominations along with Malihabadi.

The Left Front has adequate first preference votes to get its nominees through and has a surplus of 39 votes. (PTI)

Auto portal launches online check for stolen vehicles

NEW DELHI, Mar 15: Amid reports of stolen vehicles flooding used car market, a leading auto portal has launched a new feature which will help the prospective buyer check the history of the second hand vehicle he intends to buy.

AutoIndia.Com, the pioneer of the online automotive marketplace in the country, last week launched the vehicle history ‘SmartCheck’ feature which is said to be the first of its kind in India.

"SmartCheck", which has gone live at www.Autoindia <http://www.Autoindia>. Com is an interactive feature that serves data on more than 1,00,000 used vehicles with problems relating to fraud and theft, Portal’s CEO V Chandramouli said here today.

He warned consumers to be beware of a new type of automobile fraud - "Engine or Chassis Number Cloning."

"This is done using the engine or chassis number from one vehicle to mask the identity of a stolen vehicle. Unfortunately, these stolen vehicles end up in the hands of unsuspecting car buyers." Based on 2007 statistics, according to Mr Chandramouli, there were more than 90 million motor vehicles in the country.

"Today in India, a vehicle is stolen approximately every five minutes, as per police records. Most of these are passenger vehicles."

The highest incidents of thefts and frauds were reported in Delhi, followed by Mumbai and Bangalore, both for two-wheelers and passenger cars.

"A recent AutoIndia.Com study shows a significant increase in stolen vehicles coming up for sale over the last five years," said Mr Chandramouli, while pointing out that SUVs and popular models of four-wheelers and two-wheelers are frequent targets.

Insurance companies lose over Rs1,000 crores every year, and as much as 15 per cent of all motor claims are for theft or fraud.

"As vehicle thefts increase, more and more consumers could find themselves paying for someone else’s crime. AutoIndia advices customers to be cautious when purchasing vehicles and to do a vehicle history check through it’s free SmartCheck," Mr Chandramouli said.

He suggested that all car and bike buyers have their vehicle inspected by a trusted, professional mechanic prior to purchase and to purchase vehicles from reputed parties. (UNI)

Indian Doctor to contest for British Parliamentary seat

BANGALORE, Mar 15: Dr Neeraj Patil of Kamalapura in Gulbarga District of Karnataka, will be contesting for British Parliamentary seat as Labour Party candidate.

The 38-year-old doctor and consultant at the Kingston Hospital in South-East London, thus earns the distinction of being the first Indian Citizen after Dadabhai Naoroji, Piara Khabra and Keith Vaz to contest for a Parliamentary seat in Britain on behalf of a major political party.

Dr Patil will be contesting against Conservative Education Minister Michal Gove in the British Parliamentary elections due in May 2009, according to a press release here today.

After spending 14 years in the UK practicing medicine, Dr Patil has achieved significant recognition as a Labour Party representative after he was elected as councilor of Lambeth Council in London in 2006.

Dr Patil is grandson of Freedom Fighter Shankar Shetty Patil, who was also a member of the Karnataka Legislative Assembly. His mother Dr Parvati Devi Patil is a retired professor of medicine. (UNI)

Dalai Lama asks China to end use of ‘brute force’ in Tibet

NEW DELHI, Mar 15: With situation in Tibet turning volatile, its spiritual leader the Dalai Lama has asked the Chinese leadership to stop using "brute force" and hold dialogue to address the "long-simmering resentment" of the people there.

"I am deeply concerned over the situation that has been developing in Tibet following peaceful protests in many parts of Tibet, including Lhasa, in recent days," he said in a statement as clashes were reported from Tibet, including its capital Lhasa, in which 10 people have died so far.

He said the protests are a manifestation of the "deep-rooted resentment" of the Tibetan people under the "present governance" back home.

Contending that unity and stability under "brute force is at best a temporary solution", the Dalai Lama said "it is unrealistic to expect unity and stability under such a rule and would therefore not be conducive to finding a peaceful and lasting solution."

He appealed to the Chinese leadership to "stop using force and address the long-simmering resentment of the Tibetan people through dialogue with the Tibetan people." (PTI)

Rahul Gandhi visits family of Dalits killed in Chambal region

AMINABAD, UP, Mar 15: Congress leader Rahul Gandhi today visited the family members of the five Dalits who were killed by Dacoits in this bandit-infested southern region of Uttar Pradesh.

Gandhi drove straight to the house of Vishram Singh Dohre who along with four other members of his family were killed in an armed attack allegedly by a dacoit gang from a nearby village on Tuesday night.

Gandhi spent almost an hour talking to the surviving family members and elders of the village, enquiring about the unfortunate incident.

Dohre (52), his wife Longsri, son Arjun, daughter-in-law Soni and grandson Rinku were brutally killed on the intervening night of March 12 and 13 while the police, stationed at close proximity proved helpless to save them.

Dohre, an activist of a Dacoit reformist movement, ‘Chambal Ghati Vinoba Bhave Mission’, lived nearly 500 metres away from Ekdil police station and had also been threatened of dire consequences for his reform work in the past.

He survived by four grandchildren, all girls between the age of three to seven months. Dohre’s son-in-law Survesh who was visiting the family on the fateful night also survived the assault and is the complainant and prime witness in the case.

Uttar Pradesh Congress Committee chief Rita Bahuguna Joshi, who is accompanying Gandhi, said the party has announced Rs 2.5 lakh as compensation to the family members the victims.

"The women in the village told Gandhi how their life was insecure in the Chambal belt due to dacoits and also about a lack of political will to combat the menace," Joshi said.

After vising the family, Gandhi held a detailed discussion with the village elders and asked them about the extent of dacoit terror in the region.

"He asked us to put forward a united front against the dacoits and promised all help from his side to fight terror," Asharam, an elder of the village, said.

In his attempts to have one-to-one meeting with people, the Amethi MP stopped his carcade a few meters away from the village and visited a potato field and spent substantial time with the farmers working there.

Sitting down in the field, he also shared lunch with one of the labourer family before leaving the village.

"He asked us if we have some food to share with him. We offered him ‘chapaties with chutney’ to eat," Askari Begum of nearby Ekdil village said.

Uttar Pradesh Chief Minister Mayawati and Samajwadi Party leader Ramgopal Yadav too had visited the village in the past two days.

Some local people also alleged that Dohre was involved in a land dispute which, they say, resulted in the killings.

Uttar Pradesh Police, though denied any formal statement on the issue, have claimed they have arrested one person in this connection. (PTI)

HC directs Govt to fill up existing vacancies

CHENNAI, Mar 15: The Madras High Court today directed the state Government to fill up the existing vacancies in the lower courts and the state consumer disputes redressal commission within a month.

The First bench comprising Chief Justice Mr A P Shah and Justice Praba Sridevan delivered a judgment on a nine-year old pending Public Interest Litigation (PIL) filed by a senior advocate of the High Court here, C Lakshmi Narain.

The bench directed the Government to fill up the vacancies with respect to the post of presiding officers of all courts under their respectivce jurisdiction.

In the future the vaccancy should be filled up within a period of one month from the date of its occurrence, by plannig well ahead.

Mr Narain, said there were vacancies in the subordinate courts and in the consumer disputes redressal district forums, state commission, family courts at Madras and also in the city civil courts of Madras.

At the time of final hearing last week, the petitioner submitted an existing list of vacancies as on March 30, 2008 and also submitted an ensuing vacancy list as on Septenber 30, 2008.

The bench allowed the PIL and directed the State Chief Secretary, Food and Civil Supples and Co-operation Department Secretary and the Registrar of Madras High Court to call for applications from the eligible advocates and retired district judges for the post of presiding officer of the consumer disputes redressal forums within two weeks and fillup other existing posts within one month. 179 candidates forfeit security deposit in Meghalaya

SHILLONG, Mar 15: Altogether 179 candidates of the total 331 have forfeited their security money following their failure to bag the requisite minimum votes in the recently-concluded elections to the eighth Meghalaya assembly.

While 55 of the total 73 independents lost their security deposit, all the 18 candidates fielded by the Lok Janashakti Party, a new entrant to state politics, have also forfeited their money, official sources here said.

Among others, 21 are from BJP, 17 from NCP, 21 from UDP and 14 from MDP.

Seven candidates garnered less than 100 votes. LJP’s H T Lyngdoh has the dubious distinction of getting the least number of votes, 58, contesting from Laitumkhrah seat.

State’s chief electoral officer P Naik said that a candidate loses his security deposit if he fails to get one-sixth of the total votes polled.

The security deposit for a general category candidate is Rs 5,000, while for an ST candidate it is RS 2,500.

Lone BJP MLA A L Hex got the maximum of 13086 votes from Pynthorumkhrah seat.

Meghalaya Democratic Party president and former state Forest Minister M N Mukhim was defeated by his rival by a narrow margin of just 66 votes.

Elections to 59 of the 60 assembly seats of the state were held on March 3. The polls threw up a hung verdict, with the Congress emerging as the single largest party with 25 seats. (PTI)

Mukherjee hopeful of finding solution on nuke deal

CHANDIGARH, Mar 15: External Affairs Minister Pranab Mukherjee today said the Indo-US nuclear deal was very much on and he was talking to the Left parties on this subject.

"I am hopeful that a solution will emerge", he said while talking to mediapersons after attending a seminar on India’s relations with Central Asian nations here.

When asked to comment on BJP leader L K Advani’s statement that the nuclear deal was ‘dead’, the external affairs minister quipped, "I do not know what is Mr Advani’s source".

Regarding the latest crackdown by China on protests in Tibet, the minister said they are watching the situation and would make a comment at the appropriate time. He said he would speak to Prime Minister Manmohan Singh when he returns to Delhi.

Asked whether his talks with US leaders during his forthcoming visit to that country would revolve around the nuclear deal, Mr Mukherjee said there were a number of bilateral and strategic issues between the two countries which would come up for discussions. In this he referred to economic and trade issues, pointing that the US was India’s single largest trading partner. (UNI)

ISRO chairman to get IPA award

PANAJI, Mar 15: Indian Space Research Organisation (ISRO) Chairman and the Department of Space, Government of India Secretary, D G Madhavan Nair will be the recipients of the prestigious M M Chugani Memorial Award of Indian Physics Association (IPA) for the year 2006.

The Chugani award is given for excellence in applied physics. It carries a citation, gold medal and Rs one lakh, sources from IPA said here today.

Indian Institute of Technology Bombay Director Prof Ashok Misra will present the award at the IIT complex at Powai in Mumbai on March 18, sources added. (UNI)

New global Marshal Plan needed for Climate
Change solutions: Al Gore

NEW DELHI, Mar 15: Calling for bringing in a new "global Marshal Plan to promote clean and renewable energy", visiting former US Vice-President Al Gore today said the coming new administration in his country would have to play an active role in the field of climate change mitigation under the pressure of public opinion.

Mr Gore, who this year shared the Nobel Peace prize with UN Climate Body IPCC, also said India had the capability and technical knowhow to lead the world in promoting renewable energy for achieving a low carbon economy

"The new President in our country will see a ground swell of public opinion pushing for climate change solutions," he said, adding that he and others were working hard to create public awareness on the issue and the American public was beginning to see the sense in what they were talking about.

Mr Gore was answering questions at a joint press conference with IPCC Chairman Dr R K Pachauri at the The Energy Resources Institute(TERI) here.

Replying to a question, Mr Gore dismissed fears that the slow down in the US economy might create difficulty for the new President, who would take charge in January next, to push for climate change mitigation measures, saying that the solution to the climate change lay in sustainable growth.

"Worldwide we need a new Marshal Plan to promote new renewable and clean sources of technology," he said.

The United States had come out with the famous Marshal Plan after the World War II for economic recovery of the war-devastated Europe.

Mr Gore felt India had made significant achievements in tbe field of Information Technology, Pharmaceuticals and development of renewable energy devices, and so could help ther countries of the world in these areas.

In fact India has the cpability to help the world in finding the solution to the problem of climate change.

Answering a question on India’s stand that developing countries could not compromise their growth for cutting carbon emission and that they were not historically responsible for increase in the greenhouse gases, Mr Gore said he fully appreciated the situaton of the countries like India, but they should not miss the opportunity to make their development process and this world clean when they have the opton of better technologies.

Replying to a question on the impact of climate change on human health, Dr Al Gore said the global warming had increased the possibility of diseases becoming more severe and spreading wider.

"Today one can see that diseases like avian flu which were so far confined to tropical regions were now extending to more temperate climatic regions, and it was obvious that developing countries were more vulnerable," he said.

Even diseases of animals were increasing with global warming, he added.

To a question on his meeting with Prime Minister Manmohan Singh, the former US Vice-President said his discussions with him were very fruitful and he had full confidence that the action plan on climate change the India Government was bringing out in June would adequately address the major concerns.

He also said that he had very fruitful association with Dr Pachauri too since he first met him at the Earth Summit in Rio.

Earlier, Mr Gore along with DR Pachauri announced the formation of the India Chapter of the climate Change Project (TCP) set up by the Jindal Southwest Foundation(JSWF).

Speaking on the occasion, Chairperosn JSWF and TCP India, Sangita Jindal said the Foundation was devoted to promoting greener and low carbon world. (UNI)

TN govt to honour courteous auto, taxi drivers

NAGAPATTINAM, TN, Mar 15: Tamil Nadu Government has decided to reward drivers of taxis and autorickshaws who extend courteous services to tourists visiting the state, Tourism Commissioner M Rajaram has said.

The district collectors would recommend to the government the names of the drivers for the prizes, he said speaking at the launch of an awareness campaign here yesterday.

He said the state tourism department had spent Rs 45 crore on various development works. Chennai had turned out to be the medical capital of the country, attracting large number of foreigners.

For the safety of the visiting tourists, security guards would be appointed on an experimental basis in Chennai, Kancheepuram, Mamallapuram, Kanyakumari, Madurai and Thanjavur shortly, he added.

He said the campaigns were being held in all the District headquarters to create awareness among the people on the importance of tourism.

He highlighted the potential of Nagapattinam District, a notable place for religious harmony with the location of holy temples of Hindus, the Nagore Dhurgha and the Christian Shrine at Vailankanni.

District Collector Tenkasi S Jawahar also spoke.

Later launching the campaign for enrollment of members for the Rural-based Artistes Welfare Board, Rajaram said the members of the board would get various assistance such as Rs 2,000 each as marriage assistance for two of their children, Rs 2,000 in case of death of the member for funeral expenses and Rs 15,000 as solatium.

He also said that the mebers would be selected to partipate in cultural festivals organised across the country. (PTI)

LUCKNOW, Mar 15: Uttar Pradesh Chief Minister and Bahujan Samaj Party (BSP) leader Mayawati today said she has asked Prime Minister Manmohan Singh for divison of the state into three separate units of Bundelkhand, Purvanchal and western Uttar Pradesh.

While addressing workers at the party’s office here on the birth anniversary of BSP founder Kanshi Ram, the chief minister said she has already written a letter to the prime minister for carving out Bundelkhand, Purvanchal and western UP.

When asked about Mayawati Government’s favouring creation of smaller states to be carved out of Uttar Pradesh yesterday, the prime minister had said that the Centre would consider if a proposal to this effect comes from the State Government.

Meanwhile, Mayawati also released a book written by her "a travelogue of my struggle -ridden life and bahujan movement" on the occasion.

A large number of party workers from all over the state, including MLAs, gathered at the office. (PTI)
