JAMMU, Mar 14: Reiterat-ing its
demand for setting up of a separate
Ministry of Rehabilitation at Centre to
look into the problems of Kashmiri
Hindus, Panun Kashmir (PK) expressed its
strong concern over what it called the
policy of attrition being pursued by the
state administration viz-a-viz the
community.
There are
glaring instances of administrational,
institutional connivance in divesting
Kashmiri Hindus from their properties,
shrines and business, said general
secretary of PK, Kuldeep Raina while
talking to reporters here, today.
Making a
dig at Government, he said, residential
property and shrines land of Kashmiri
Hindus are being grabbed relentlessly
through forcible and fraudulent means.
He alleged
that instead of addressing the problems
of Kashmiri Hindus, the state
administration has devised another
stratagem to humiliate the displaced
Pandit community. Changing nomenclature
of leave salary to idle
wages reflects the extent to which
the State Government is hostile to
Kashmiri Hindus, he added.
Mr Raina
also demanded that every type of
discrimination with Kashmiri Hindu
employees be done away with, release of
HRA and CCA in their favour, stopping of
divisive policy in bifurcation of ration
cards, no Kashmiri Hindu property should
be taken by the Government without the
consent of its owner, all genuinely needy
persons living outside the camps be
allotted the quarters, Core Fund for the
health sector be immediately released,
scrapping of idle wages nomenclature and
announcement of employment package for
20000 KP youth.
Mr Raina
also wanted to know where the money goes
which State gets from Union Government
for distribution of ration among the
displaced Kashmiri Hindus as the State
Government has stopped distribution of
the same to migrant employees for over
last 17 years.

IMS
annual conference begins in GMC

JAMMU, Mar 14: Three day annual
conference of Indian Menopause Society
(IMSCON 08), organised by Indian
Menopause Society, Jammu chapter, started
today at Government Medical College,
Jammu.
The
conference is being attended by eminent
doctors from different specialities
across the country. More than 350
delegates have registered themselves for
the conference.
Dr Rama
Vaidya, founder president of IMS, Mumbai
deliberated on different issues related
to Sarcopenia. Dr Poonam Goel, Secretary,
IMS, Chandigarh chapter discussed various
CVS complications during menopause while
Dr A H Zargar, Director, SKIMS Srinagar
and former president of Endocrinology
Society of India discussed various issues
regarding metabolic changes in the
menopause. Dr Anita Shah, Chapter
Secretary, Surat deliberated on hot
flashes during the menopause. Various
other topics were discussed by senior
consultants from different parts of the
country.
A panel
discussion of "pre-mature
menopause" was also held which was
moderated by Jyothi Unni, Secretary
General, IMS. Alternative medicines, sex
in mid life, life style changes and role
of exercise was discussed by Dr Saroj
Srivastava from Lucknow and Dr Maninder
Ahuja from Faridabad. A debate was also
held on "motherhood at mid
life".
The IMS
governing council meeting was also held
to formulate the policies for promotion
of IMS in India.
Dr Sudhaa
Sharma, organising secretary, has said
the mission of IMS is to promote care to
menopausal women, which is being achieved
by public awareness programme, education
of people and health care professionals,
exchange of present knowledge and on-line
research.
Adhoc
medical employees to continue strike till

JAMMU, Mar 14: On the third day of
strike of consolidated, contractual and
adhoc employees of Health and Medical
Education , various union leaders
addressed the striking employees urging
the Government to take steps to redress
their grievances expeditiously.
Those who
addressed the striking workers included
chairman, Medical Employees Association,
Baldev Raj Nargotra, president, Medical
Employees Association, Pardeep Kumar and
president, Medical Employees Federation,
Sushil Soodan who all supported the
demand of striking staff for
regularisation as early as possible.
Meanwhile,
the striking employees have declared to
continue their strike for further next 72
hours till March 17.
Superintendent
ITI suspended

Udhampur, Ravinder Kumar has been placed
under suspension for leaving the
Headquarters without meeting the Director
Technical Education, and not sorting out
the settlement of the encroachment issue
of the ITI land and the removal of gate
from the main road.

Technical Education has also placed
Senior Assistant of Directorate of
Technical Education Abdul Rashid Shah
under suspension for dereliction of
duties.

also getting bad effects of global
warming: Qazi

JAMMU, Mar 14: Minister for
Forests and Environment Qazi Mohammad
Afzal has said that due to Global warming
J&K was also getting bad effects,
adding that further studies are needed to
pin point the impacts in a scientific
manner. He exhorted officers to work in
this new field of challenge and give
their finding for sensitizing concerned.
The
Minister was speaking at a one day
workshop on "the Research Priorities
and Piloting Project on Carbon
Sequestration in J&K" here today
held under the aegis of State Forest
Research Institute (SFRI).
The
Minister said that SFRI should play a
pivotal role in this regard and come out
as a premier resource agency in promoting
Clean Development Mechanism (CDM)
activity in the state. For that the SFRI
should develop its capacity and set up a
carbon cell, he added. He said that a
balance has to be maintained between
sustainable development and conservation.
Qazi hoped
that the participants of the workshop
would greatly get benefited from the
lectures presented during the session and
asked them to aware general masses about
the environmental hazards by utilizing
the experiences and knowledge gained
during the workshop.
He
directed the concerned not to keep
awareness programmes limited to workshops
but aware the general masses especially
youth of the state about the
conservation, preservation and
aforestration so that environment can be
saved.
Commissioner/Secretary,
Forests Attal Dullo also spoke on the
occasion and said that CDM could be a
good source of additional income for
farmers, foresters and industrialists and
simultaneously it will enrich our natural
resource. He laid further emphasis on the
training of officers in this area.
Director,
Institute of Global Warming and
Ecological Studies made a presentation on
the issues affecting the environment and
ecology and threw light on UNFCC, Kyoto
Protocol, Global Warming etc.
Chairman,
Environment Impact P.P. Sharma also spoke
on the occasion.
NREGS
being introduced in Leh from April 1

LEH, Mar 14: The Deputy
Commissioner, Leh, Dr M K Bhandari has
called upon functionaries of Rural
Development Agency to create awareness
among the people about National Rural
Employment Guarantee Scheme (NREGS) which
is being launched in Leh district from
April 1.
Dr
Bhandari was speaking while inaugurating
a training programme for the
ex-sarpanches, panches, members of
monitoring committees of panchayats and
functionaries of rural development agency
in Leh. About 300 members of Leh and
Chushol blocks attended the meeting
organised to sensitize the people about
NREGS.
The Deputy
Commissioner stated that the NREGS is a
prestigious programme to provide atleast
100 days of guaranteed wages to unskilled
workers in rural areas for their
livelihood.
Earlier,
Project Director, DRDA, Ali Raza,
Assistant Commissioner, Development,
Tsering Morup and resource persons of
rural development educated the
participants in the meeting about the
objectives of the scheme, including
preparation of job cards, generating
productive assets, protecting of
environment, empowering of rural women,
registration of households, planning and
monitoring of the schemes.
IGP
inspects police stations

JAMMU, Mar 14: Inspector
General of Police (IGP), Jammu Zone K
Rajendera today completed three days
surprise visit to various police
stations.
In the
first phase, he paid surprise visit to
police stations at Channi Himmat, Trikuta
Nagar, Gandhi Nagar, Satwari,
Bari-Brahamana, Miran Sahib and Gangyal
while in the second phase he visited
Pacca Danga, Bakshi Nagar, Nowabad, City
Police Stations. In the third phase, he
visited Janipur, Domana, Kanachak and
Akhnoor police stations.
He passed
on the spot directions to the SHOs and
asked them to strengthen the Beat system.
He also directed them to be friendly with
the people and maintain properly the
complaint registers and address the
public complaints on priority basis. He
also checked the Roznamchas of several
police stations.
The IGP
also paid surprise visit to some of the
checking points and nakas during night
hours and issued on spot directions to
the police personnel deployed there.
Mr
Rajendera also introduced the night
checking by Gazetted Officers to ensure
the alertness of the police.
Patwari
in vigilance net

JAMMU, Mar 14: A Patwari was today
caught red-handed by the State Vigilance
Organisation (SVO) while accepting bribe.
An
official spokesman said that one Abdul
Rehman Wani, son of Sonaullah Wani of
Check Kaley Khan, Budgam applied for
extracts of the revenue record of his
land measuring 2.3 kanals situated at
Check Kaley Khan.
The
Patwari of Pallar Halqa demanded Rs 2000
as illegal gratification from the
complainant before issuing the extracts.
Acting on
the complaint, Vigilance sleuths laid a
trap and caught Patwari red-handed while
accepting the bribe of Rs 2000 from the
complainant. The tainted money was also
recovered from the possession of the
Patwari in the presence of independent
witnesses.
The
accused Patwari was immediately taken
into custody for further investigation.
All
habitations to get road connectivity by
2009: Jugal

JAMMU, Mar 14: As a part of
inspection drive to various ongoing road
and bridge projects in Jammu division,
Minister for Roads and Buildings Jugal
Kishore today inspected Rs. 11.91 crore
under execution Bagh Nallah bridge at
Kare-Punna. The bridge would be completed
by the end of December this year and
would provide to and fro facilities to
over 30000 souls of the area.
MLA
Hiranagar Girdari Lal Chalhotra,
Engineers of JKPCC and various district
officers accompanied the Minister.
The
Minister also addressed a public meeting
at Kare Punna.
He said
Government has not only fulfilled the
aspirations of the people under Common
Minimum Programme but given beyond it. He
said development scenario of the State
has been revolutionized and at present
the youth of rural and far off areas not
only get primary and higher education but
also job oriented education at their door
steps.
Mr Jugal
further said that every village and
habitation would be connected with urban
areas by 2009. He said Azad led
Government succeeded to get approval of
execution of more than 440 road projects
for the State under (PMGSY) 6th phase. He
said the construction and upgradation
work of these road projects would be
completed at the cost of Rs. 1180 crore.
He
cautioned the people to be vigilant
against nefarious designs who try to use
them for their personal interests. He
advised them not to give heed to their
hollow sloganeering and involve
themselves for peace, progress and
development of the state initiated by he
Government.
He
appealed the people to get the benefits
of the welfare schemes launched by State
and Central Government in the State. He
said under these schemes they could not
only get low interest loan facilities but
subsidies for setting up their income
generating units.
Mr.
Girdari Lal also spoke on the occasion
and highlighted the achievements
registered by the Government under
various sector in this broader
constituency.

keeps writ court order in abeyance

JAMMU, Mar 14: In an appeal filed
by the Board of Professional Entrance
Examination (BOPEE) against the
directions of the writ court, Division
Bench of State High Court comprising
Chief Justice K S Radhakrishnan and First
Puisne Judge Justice Nisar Ahmed Kakru
today issued notice to the respondents
and ordered that the observations made by
the Single Judge in the penultimate
paragraph of the judgement shall remain
in abeyance.
The writ
court while deciding the batch of writ
petitions regarding the admission of BEd
had observed that the State Government
shall take appropriate action against
erring officials of the BOPEE who have
been responsible in first issuing the
select list, showing the names of the
petitioners as selected candidates and
thereafter keeping in abeyance the list.
After
hearing Senior Advocate D C Raina along
with Advocate FA Natnoo, the Division
Bench admitted the appeal to hearing and
issued notice to the respondents and
ordered that the observations made by
Single Judge in the penultimate paragraph
of judgment shall remain in abeyance.

session to begin on Mar 22

Police
presents challan in Dy AG murder

JAMMU, Mar 14: In the murder case
of Deputy Advocate General, Ajit Singh
Dogra, police today presented challan
against seven accused in the Court of
Chief Judicial Magistrate (CJM).
The
accused are Vikas Sharma alias Vishu,
Ashok Kumar alias Shoka, Amrish Khajuria
alias Max, Labha Ram alias Sanjay, Raj
Kumar alias Raju, Gourav Sharma alias
Dana and Mohan Singh alias Mona.
The CJM
Sanjeev Gupta committed the challan to
the Court of Principal Sessions Judge
with the observations that Sections 302
RPC and 4/25 Arms Act exclusively
tri-able by the Court of Session Judge.
According
to the challan, accused persons by
forging Registries sold the land of one
Haqiqat Rai and Ajit Singh Dogra filed a
case against the accused.
On this,
the accused persons with a common
intention on January 10, 2008 stopped the
vehicle of Ajit Dogra and started firing
and thereafter attacked him with sharp
edge weapons. DyAG AS Dogra in a serious
condition was admitted in the Government
Medical College and later was shifted to
Delhi where he died.
After
completion of the investigation of the
case, the challan was presented in the
Court of CJM which committed the same to
the Court of Principal Sessions Judge
Jammu for the trial of the accused
persons.
All the
accused persons were brought from the
District Jail to Court and Superintendent
District Jail was directed to produce
them before the Sessions Court.
Crisis
of identity in times of turmoil

"As
Gregor Samsa awoke one morning from
uneasy dreams, he found himself
transformed in his bed into a monstrous
vermin." Thus begins `The
Metamorphosis, one of the most
famous works of German existential writer
Franz Kafka. The novella, first published
in 1915, is a great piece of literature
based on the sudden crisis of identity
faced by a normal person quite devoted to
his work as well as his family.
The play
Shinakhti Card presented by
Mehboob Cultural Society, Baramulla in
Rang Pratibha, the ongoing
Festival of Young Theatre Directors being
organised by Sangeet Natak Akademi in
association with J&K Academy of Art,
Culture and Languages here today, deals
with a similar crisis of identity faced
by a Kashmiri living in present day
Kashmir.
The play,
written by well known author, director
and media personality Mohd. Amin Bhat,
moves on two different planes
simultaneously. While at a superficial
and more obvious level, the story deals
with the hardships faced by a person
living in Kashmir who loses his Identity
Card. Life in Kashmir, and for that
matter anywhere in the post 9/11 world,
can prove to be quite hazardous if one
cannot prove ones identity through
an Identity Card or a Passport.
At a
metaphorical level the play is a moving
testament of the crisis of identity being
faced by a common Kashmiri after the
onset of armed militancy in Kashmir
around 18 years ago. How does a Kashmiri
explain himself today? An inheritor of
thousands of years of rich cultural and
historical legacy which includes the
Hindu, Buddhist and Muslim periods, or
should he confine his world view to the
period after the onset of Islam in
Kashmir? Should he derive solace from the
secular and tolerant vision of Islam
propagated by the Sufies and Dervishes of
Kashmir or, on the contrary, should he
convert himself to the strict
iconoclastic doctrines of the Wahabis?
Should he support the forces striving to
strengthen the ties of Kashmir with
secular India, a bouquet of various
cultural, linguistic and religious
identities, or should he join the efforts
of separatists wanting to join an Islamic
Pakistan, thus strengthening their pan
Islamic vision? The propounders of an
independent Kashmir present another
option before a completely confused
Kashmiri.
One has to
agree that it is a hard choice to make
and with various pressure groups pulling
and pushing a Kashmiri in different
directions, the choice becomes all the
more tougher. Sharief-ud-Din Shehri, the
main protagonist of the play, symbolises
the Kashmiri who is being denied his
existence because he does not carry a
recognisable tag proclaiming his
identity.
Besides
The Metamorphosis, the theme
of crisis of identity has been dealt with
earlier in many other works of
literature. Dario Fos
Trumpets and Raspberries,
Mahesh Elkunchwars
Pratibimb and Farooq
Masoodis Teli Chha
Marnuy in Kashmiri are some of the
more well known examples. However, what
distinguishes this play from all other
previous works on the subject is the
manner in which the crisis of identity
has been co-related to a violence and
turmoil ridden society.
Among the
artistes, Mohd. Ashraf Nagoo, in the role
of Sharief-ud-Din Shehree, excelled
himself. He is also the director of the
play and did exceedingly well in that
capacity too in transforming the vision
of the author into a moving play. Pummy
Zutshi also gave a good account of
herself in the role of his wife Paja. All
other actors were full of energy and
acted well.
There were
some loose ends in the play. Too many
acting areas and frequent change of
scenes created some problems during the
performance. Lights were also not handled
very smoothly, although the light design
was was quite imaginative. However, these
are small hiccups in an otherwise quite
creditable performance. There were some
memorable scenes in play that will
continue to haunt the viewers for a long
time. The last scene when a tombstone is
placed on the body of Shehri, while he is
still living and the scene where his wife
refuses to accept the fact that he is
alive are some of such scenes. One can go
on and on but let us conclude with a
couplet:
Pehchaan

mein koi baat humaari na aayegi.
Altaf
seeks special package for unemployed
youth

JAMMU, Mar 14: Former minister and
senior National Conference leader Mian
Altaf has urged the State Government to
take immediate steps in order to address
the alarming and grave problem of
unemployment in the State.
In a press
statement issued here today, he said
thousands of unemployed professionals
like doctors, engineers, agriculture
graduates and others who are lying idle
after passing various professional and
academic degrees. He said such youth can
be absorbed in various government,
semi-government and other organisations
in the state and outside.
Mr Altaf,
a senior Gujjar leader alleged that some
government departments are violating
rules and regulations and making backdoor
appointments different levels. He alleged
that coalition government has filled up
several vacant posts through backdoor.
This process was continuing for the last
five years.
He alleged
that Class IV vacancies for which
Government had invited applications and
also conducted interviews in some
districts are being filled through back
door. This has created a confusion among
the minds of thousands of youth who have
applied for the jobs in various
departments.
The NC
leader impressed upon the State
Government that thousands of educated
youth who are going to be overaged be
given preference in the jobs. He demanded
a special package for the unemployed
youth of the State.
GGM
Sc College students take out protest
rally

JAMMU, Mar 14: The
students of Government Gandhi Memorial
(GGM) Science College today held
demonstration and took out a protest
rally demanding postponement of B.Sc
final year practical examinations.
Earlier,
in the morning, students boycotted their
classes and held demonstration in front
of the Principals office demanding
postponement of practical examinations,
scheduled to begin tomorrow.
Students
alleged that schedule for the said
examination was announced just a day
before the commencement of examinations
leaving no time for them to prepare for
the same. Concerns were also expressed
for those students who reside in the far
flung areas and were unaware of the
examination schedule.
On getting
unfavourable response from Principal, the
students held dharna on Canal Road for
some time and thereafter, took out a
protest rally towards Divisional
Commissioners office. The rally was
led by Nikhil Dutt, president of the
college and supported by Jammu Joint
Students Federation (JJSF).
Later, the
students met the Divisional Commissioner
and apprised him of their demands,
assured the students of his full
cooperation.
Meanwhile,
the students have threatened not to allow
the conduct of said examination tomorrow
and vowed to continue with their
agitation.
ASKPC
discusses migrants problems

JAMMU, Mar 14: All State
Kashmiri Pandit Conference (ASKPC) in a
meeting here, today held under the
chairmanship of R K Raina its senior vice
president discussed the problems of
displaced Kashmiri Pandits.
Addressing
the meeting, H L Chatta, general
secretary of the organization voiced his
concern over the increasing encroachments
of the properties of Kashmiri Pandits and
their religious places in the Valley.
He said
though the Government has been approached
number of times by the KP leadership
demanding the restoration of encroached
land and property no steps in this regard
were taken till date.
The
meeting also demanded enhancement of the
monthly cash relief in favour of the
displaced Pandits.
Addressing
the meeting, president of youth wing
ASKPC Bharat Bhushan Gosani demanded
release of HRA and CCA in favour of
migrant employees.
The
meeting further demanded that KPs be
declared internally displaced people and
reservation in employment.
The
meeting also welcomed the Government
decision to grant monitory benefits in
favour of bifurcated ration card holders.

Sanatan
Dharam Sabha Baramulla holds meeting

Committee of Sanatan Dharam Sabha
Baramulla Camp, Jammu in its meeting held
under the chairmanship of H L Chatta
urged the Government to table and approve
the Kashmiri Hindu Shrines and Religious
Places Bill 2008 at an earliest for the
proper management of KP shrines in the
Valley.
In the
meeting balance and income expenditure
statement was presented by Subash Chatta
, Accountant of the Sabha for ending 12,
2007. The meeting decided to set up an
educational institution for imparting
various types of professional and
technical courses.
In this
regard an Educational Board headed by
Omkar Nath Pandita an educationist was
formed.

Nath Pandita, Trilokinath Tickoo, T N
Bhat, Shiban Ganjoo and Baljee Bindroo

The
meeting also constituted a Sub Committee

attends war widows, ex-servicemens
problems

Sainik Welfare Officer Jammu, Lt Col R L
Gangal and his team held a camp at Rah
Salyot in tehsil Akhnoor and attended the
problems of ex-servicemen and war widows
today.
A large
number of war widows and ex-servicemen of
Akhnoor and Sunderbani area attended the
camp. Zila Welfare Officer, took up many
of their problems and resolved them on
the spot. Their routine works like
renewal of identity cards, medical cards,
CSD cards and completion of applications
for the financial assistance were
completed on the spot.
Col Gangal
also educated the gathering about the
welfare schemes launched by the
government for ex-servicemen and their
children. He also laid stress on becoming
member of ECHS and advised all pensioners
to do this at the earliest. This scheme
gives complete Medical coverage to the
pensioners as well as dependents. He
identified some ex-servicemen of the area
who had not endorsed the names of their
wives for family pension and advised them
to complete their forms for the joint
notification of family pension.
The
ex-servicemen projected the problems of
being faced by them due to imposition of
VAT on CSD items. They also demanded
special recruitment rally for the youth
of the area giving preference to their
children.

campaign launched

of the demand of Brahman Pratinidhi Sabha
that special status be given on economic
basis rather than caste, Bhagwan Shri
Pratinidhi Dal today kicked of a
signature compaign in this regard.
President
Shree Kerni in a press statement issued
here today said that caste base
reservation policy was creating divisions
in Hindu community therefore it must be
stopped with immediate effect.
"There
is unrest amongst unemployeed youth of
unreserved classes and moreover the
present reservation policy is helping
only a particular section without
emancipating the downtrodden and
destitutes" he added.
Prominent
among other leaders who headed the
compaign include Dev Raj Baru, Shakti
Dutt Sharma, Vishwa Rattan Baru, Jagdish
Dogra, Gurdas Sharma, Rohit Shastri,

Training
to 2nd batch of HIV counsellors being
held

JAMMU, Mar 14: Under
12-days long training programme for HIV
counsellors being conducted by Department
of Psychology, University of Jammu (JU),
the second batch of the counsellors is
being held at General Zorawar Singh
Auditorium.
A group of
12 consellors from various districts of
the State are participating in the
current batch. The Psychology Deptt has
been designated by National Aids Control
Organization (NACO), Union Ministry of
Health and Family Welfare as the training
institute for counsellors of State Aids
Control Society for J&K and nearby
states.
The HIV
counselling training module has been
developed by NACO with technical support
from WHO, UNICEF and Centres for Diseases
Control with an aim to provide
standardize training to all the HIV
counsellors in the country.
