JAMMU, Mar 13: A massive dharnas were staged by the office bearers of the Punjab National Bank (PNB) Staff Union (AIBEA) and All India PNB Officers’ Association at Bank’s Zonal office at Jammu and Regional Office Srinagar.

Dharna was a part of the ongoing nation wide agitation against the dictatorial attitude of the Chairman and Managing Director of PNB, launched by Joint Action Committee of majority organizations of workmen and officers.

The agitation is against denial of mandate of IBA for next wage revision; Shortage of staff; Shrinkage of promotion opportunities; Unilateral restructuring of Bank against the interests of employees and officers; Vindictive and biased attitude of management in staff welfare; Attempt to under-value the contributions of majority organizations; Outsourcing of core banking activities; and Unilateral manpower planning in the Bank.

Ashwani Pardhan, general secretary PNBSU and convenor of Joint Action Committee, V K Dutta, president AIPNBOA Jammu along with Satish Khajuria, assistant general secretary, AIPNBOA, J&K, informed that as a part of this agitation, a similar dharna would be held in front of Head Office of PNB at New Delhi on March 21 and employees and officers of both the organizations would observe one day strike at All India level on March 31, 2008.

Ware House traders hold meeting

JAMMU, Mar 13: Traders Federation, Ware House, Nehru Market Jammu, held a meeting of office bearers under the presidentship of Romesh Chander Gupta to deliberate on the rising prices of essential commodities including food grains, for which traders are blamed by general public.

The speakers in the meeting sought to make the record clear that it were not the traders, but the Government as well as Multi-national companies responsible for the rising costs of items of daily needs.

Besides president Romesh Chander Gupta other office bearers of the Federation, Kriti Kumar, Ravi Gupta, Anil Gupta, Sham Langer and Naresh Gupta, stated that their duty was only to maintain the supply line of Food Grains to the nook and corners of the State, which job the traders have been accomplishing with honesty. They said due to the rising cost of Petroleum products there was no stability in cost factor.

They added that Wholesale Mandi is 90% dependent on the goods coming from outside the State. All the members expressed their view that if they get the goods on low cost they would sell the same on low cost.

25 lakh scholarships for minority students in 11th Plan

NEW DELHI, Mar 13: The Government will next month launch a scheme to give 25 lakh scholarships to school students belonging to the minority communities.

A Centrally-sponsored scheme of pre-matric scholarships has been approved for eligible students of class I to X belonging to the minority communities, Minority Affairs Minister A R Antulay said in a reply in the Lok Sabha today.

He said it was proposed that 25 lakh scholarships would be given during the 11th Five Year Plan and 30 per cent of these would be earmarked for girl students.

A tentative provision of Rs 1,400 crore has been made for the scheme in the 11th plan period and the programme will be implemented with effect from April one this year, the Minister said.

The scheme would be implemented through State Governments and Union Territory (UT) Administrations, with the funding to be shared between the Centre and the states in the ratio of 75:25, while 100 per cent financial assistance will be provided to the UTs.

Students with not less than 50 per cent marks in the previous final examination, whose parents’ annual income does not exceed Rs one lakh, are eligible for the scholarship, Antulay said.

Rejecting the criticism from BJP Members in the House that the scheme would divide the country into majority and minority sections, Antulay said, "It is their duty rather, they think, to divide the country... The UPA Government has tried to assimilate all sections. No section, on the basis of caste, creed or religion, should be deprived."

Antulay said agreements have been signed with some states, including Andhra Pradesh, Chhattisgarh, Haryana, Himachal Pradesh, Karnataka, Manipur, Mizoram, Uttarakhand, Uttar Pradesh and West Bengal for implementation of the scheme.

There were some heated exchanges between the Opposition and the Treasury benches when Congress MP Sachin Pilot charged BJP-ruled states like Gujarat and Chhattisgarh were not keen on implementing the scheme.

To a query on whether 50 per cent of the scholarships could be reserved for girls, he said it was a suggestion for action. (PTI)

 

PSU oil cos to invest over Rs 2,290 bn during 11th Plan

NEW DELHI, Mar 13: Public sector oil companies would invest Rs 229,071.5 crore in oil and gas exploration, fuel retailing, refineries and petrochemical during the 11th Plan Period (2007-12).

In a written reply in Lok Sabha, Minister of State for Petroleum and Natural Gas Dinsha Patel said Rs 150,932.49 crore would be spent on oil and gas exploration in India and abroad, Rs 62,582.10 crore on refining and marketing and Rs 15,321 crore on petrochemical business.

Oil and Natural Gas Corp (ONGC) will invest Rs 75,983.77 crore in domestic E&P while its subsidiary ONGC Videsh Ltd has budgeted Rs 45,332.87 crore in overseas oil and gas hunt.

Oil India Ltd has earmarked Rs 13,439.02 crore and GAIL India Rs 10,326.83 crore, he said.

Indian Oil Corp has planned an investment of Rs 28,567.75 crore in refining and marketing in 2007-12, Bharat Petroleum Rs 11,344.80 crore and Hindustan Petroleum Rs 8,714 crore. IOC also plans to invest an additional Rs 11,844.10 crore in petrochemical plans while GAIL has projected Rs 1,618 crore.

To a separate question, Patel said IOC, BPCL and HPCL plan to set up 1,830 new petrol stations in 2008-09. Of these, IOC would set up 930, HPCL 498 and BPCL 380.

To another query, he said oil retailers are at present operating 306 auto LPG dispensing stations in the country. They would add another 158 next year.

"Auto LPG sale during April-January was 170,000 tons as against 108,000 tons during the corresponding period of last year, showing a growth rate of 57.4 per cent," he said.

The Government, he said, has not given approval for use of domestic LPG in vehicles. As per the auto-LPG Control Order, only imported or import-substituted auto LPG can be used in vehicles. (PTI)

Efforts being made to expand operations at old airports: Patel

NEW DELHI, Mar 13: In a bid to resolve the airport employees’ agitation, Government today said old airports in Hyderabad and Bangalore were not being closed down and that efforts would be made to expand operations there.

"The (existing) airports are not being closed down. They will be used for general aviation (apart from defence purposes and national emergencies).

"Keeping in mind the interests of all sections, we will try to find a way out of the legal problems in the future, speak to the operators (of the greenfield airports). We will try to expand operations at the existing airports. But no immediate solution is possible," Civil Aviation Minister Praful Patel told reporters at the Parliament House.

However, he said it was difficult at this moment to give any commitment in this regard.

He also urged the employees, who are on a ‘non- cooperation movement’ since yesterday to protest the closure of the two existing airports, to withdraw their protest action in the interest of the nation and the travelling public.

The term ‘general aviation’ denotes non-scheduled operations of private aircraft or chartered services in which small planes are generally used. Under the agreements entered with the private parties which are building and operating the new airports at the two cities, the government has to close down commercial flight operations in the old ones.

Referring to the two airports on which the Airports Authority Employees Joint Forum is conducting the agitation, Patel said there was "nothing to worry about the future of the employees. There future will be secure. New airports have to be constructed in national interest."

The Minister also said that the inauguration of the Bangalore airport had been delayed by one month due to certain "technical issues".

"Though radars and air traffic control equipments have been installed, there are some technical issues. Keeping in mind these problems, we have decided to delay its launch by one month," Patel said.

On the new Hyderabad airport which is to be inaugurated by UPA Chairperson Sonia Gandhi tomorrow, he said it was "fully ready, though there is a problem of connectivity (between the airport and the city). But infrastructure has to be built in long-term national interests."

He said the decision to construct greenfield airports at Hyderabad and Bangalore was taken by the NDA Government. "We are continuing the same. Nothing new has been done."

The demand for general aviation was growing leaps and bounds and several orders were being placed for small jets and private aircraft, he said indicating that the high growth of general aviation could help expand operations at the old Hyderabad airport. (PTI)

Installation of communication system recommended in panchayats

NEW DELHI, Mar 13: A government committee has recommended that Rs 60000 crore be spent over the next three years for installing audio-visual system in all panchayats for two-way communication.

The communication system will help in exchange of ideas, training and updating, Union Minister for Panchayati Raj Mani Shankar Aiyar said at a seminar here today.

Aiyar, who was addressing the inaugural session of the core committee meeting of representatives to draft charter of the National Panchayat Convention next month, said it was vital for policy makers to understand the "ground situation" for effective implementation of any scheme.

Appreciating the role played by women in Panchayati Raj institutions, he noted that Bihar has 55 per cent women representation against the reserved quota of 50 per cent in panchayats.

Karnataka is another bright example of women empowerment, he said.

He asked the media and other agencies to focus on "many shining examples" of the success of the Panchayati Raj while also highlighting the shortcomings.

With around 26 lakh elected representatives, the panchayat system in the country was "headed towards empowerment of masses in all aspects and there was an urgent need to bring together all of them on one platform for mutual learning and experience sharing, he added. (PTI)

US allays fears of cut in visas

CHENNAI, Mar 13: The US today allayed any fears of a cut in the number of visas to Indians, following the busting of a visa racket involving 200 South Indian film personalities and said it wanted more Indians to visit the country.

"The recent development will in no way let the US cut down on the volume of Indians flying to the country... We would like more Indians to visit the US," David T Hopper, US Consul General for South India told reporters here today.

About 1,500 visa applications were received everyday at the Consulate here, he said.

His comments come days after the arrest of an actress and two others on charges of submitting fake documents to obtain a US visa, and a lifetime ban imposed on 200 South Indian film personalities, who allegedly took persons to the US claiming to be their acquaintances.

Mumbai-based actress Flora Shiny, her assistant Sri Latha and Venkat Reddy were arrested on Monday after the Consulate officials found some of Sri Latha’s documents to be fake.

Declining to divulge any details or names of the 200 persons, citing US legal obligations, Hopper said that the technological and manual capabilities to prevent such frauds have been enhanced at the Consulate here.

He urged the US-visa aspirants to beware of brokers and agents who claim they can provide documents.

"Submit genuine documents required for the processing of visas.... Tell the truth on all visa forms and interview," he advised.

The "scheme" of a person trying to fly to the US in the garb of a film personality’s associate, assistant or acquaintance was first detected in May 2007.

"The case was detected when the person posing as a Tamil cinema producer was accompanying a popular known actor to the US," he said.

Flora had submitted relevant documents to the Consulate and claimed that Sri Latha was her make-up assistant, a claim which officials found to be false.

Hopper said that some legitimate film personalities were found to be taking persons to the US with fake documents in the past few years, following which a life ban on 200 of them was imposed. He did not wish to name a single individual, citing legal constraints.

"The B1 (Business) visa issued to such persons have been revoked. We have also informed US law enforcing officials and US Immigration authorities about travellers who had entered the country," he said.

He did not rule out legal action against those staying there after entering the US through this "scheme", including deportation.

An official press release said the investigation by the Consulate officials found that "many applicants were not involved with the film industry and that the money had gone to actors and directors to pay for their assistance in the schemes."

Hopper said some persons, who spent an amount up to Rs five lakh each to the agents who allegedly forge the documents, visited the country for a "variety of purposes."

"I would rather speculate that they go there to study or work as temporary workers," he said. (PTI)

Govt to blacklist contractors delaying airport modernisation

NEW DELHI, Mar 13: Government will blacklist contractors who are responsible for delay in ongoing projects of airport modernisation.

"Tenders for capital work are not being issued to the contract agencies responsible for delay in projects," Civil Aviation Minister Praful Patel told the Lok Sabha replying to supplementaries during the Question Hour.

Patel said the terminal building projects at Jaipur, Udaipur, Srinagar, Vizag and Agatti have been delayed.

Government is also ensuring strict enforcement of contract clause towards liquidated damages, compensation, recession, termination of contracts, he said.

Patel said clause for bonous, incentives for early completion of contracts is being incorporated in future tenders.

The Airports Authority of India has undertaken a project for modernisation of 35 non-metro airports with state-of-art facilities, including Communication and Navigational facilities, he said.

In reply to a separate query, Patel said the Government has received requests from Jetlite and Deccan Aviation for their proposed operations to and from European and Middle East destinations.

As per the present policy, private scheduled carriers having a fleet of 20 aircraft and five years experience of operations in the domestic sector are permitted to operate on international routes, he said.

Patel said Deccan Aviation will become eligible for international operations from August 26. (PTI)

Cardamom weakens in thin trading

NEW DELHI, Mar 13: Cardamom prices today fell in the range of Rs 15-25 on the wholesale kirana market due to poor demand.

Cardamom small chitridar, colour robin, bold and extra bold dropped to Rs 450-540, Rs 590-600, Rs 610-620 and Rs 640-665 from previous close of Rs 470-560, Rs 610-625, Rs 630-640 and Rs 655-685 per kilo respectively.

Cloves also slipped to Rs 245-285 instead of Rs 250-300 a kg.

Traders said increased arrivals from producing centres, particularly from Kerala amid poor offtake by exporters caused the downfall in prices.

Moderate fall in Instanex Skindia DR Index
