JAMMU, Mar 12: With the objective
of fostering global competence among
students of state, a high level meeting
convened today in GGM Science College
under the chairmanship of Minister for
Higher Education Gulchain Singh Charak.
The deliberations in the meeting were
aimed at preparing a road map for forth
coming academic session and formulation
of uniform calendar.
The
meeting was attended by Vice Chancellor
University of Kashmir Prof. Riyaz
Punjabi, Vice Chancellor University of
Jammu Prof. Amitabh Mattoo, Commissioner
Secretary to Higher Education Pramod
Jain, Secretary School Education Ghulam
Ahmad Peer, Chairman Board of School
Education, Nissar Ahmad Ganai, Director
Colleges Dr. N. D. Wani, Secretary Board
Professional Examination, Registrar, Dean
Academic Affairs, Controller Examination,
Director Colleges Development Council of
both the Universities, Principal GCET
Jammu, Principal GGM Science College and
SP College and Presidents of College
Teachers Association Kashmir and Jammu.
The
meeting approved the uniform Academic
Calendar for graduation, B.Ed,
engineering courses with certain changes
recommended by the two committees
constituted earlier for universities of
Kashmir and Jammu. The notification of
the uniform calendar will be issued soon.
The
meeting gave stress on ensuring 180
working days during an Academic Session
in degree colleges of the state to
facilitate completion of syllabi as also
warranted under UGC guidelines through a
revised policy of admissions, examination
schedule and declaration of results.
The
meeting also took another decision for
constituting two committees to suggest
reform in examination and for starting
uniforms academic session in both Kashmir
and Jammu division.
For
reforms in examination system,
Registrars, Deans Academic Affairs,
Controllers of Examination of both the
Universities, Chairman Board of School
Education and representatives of College
Teacher Association would be the members
and the senior most member would head the
committee.
While Vice
Chancellor Kashmir University Prof. Riaz
Punjabi would be the chairman of the
committee for starting uniform academic
session, Registrars, Deans Academic
Affairs, Controllers of Examination of
both the Universities, Chairman Board of
School Education, Director Colleges and
representatives of College Teacher
Association would be the members of the
committee.
Mr. Charak
said that the main aim of uniform
academic calendar for graduation and
other allied courses in both the
universities was to streamline the higher
education for producing skilled human
resource in the state. He said the
cooperation of both the universities was
necessary for achieving the desired goal.
Mr. Charak
gave on-the-spot directions to all the
Principals of Degree College of State to
utilize the local funds of their
respective colleges for the development
of colleges judiciously.

for pollution free industries

JAMMU, Mar 12: Underlining
the importance for greening of industrial
policy, the Chief Secretary B. R. Kundal
has called for ensuring pollution free
industries and laid stress on strict
adherence to the mandatory requirements.
Addressing
the meeting convened here today to
discuss disposal of hazardous industrial
refuse, Chief Secretary said that health
of the people should be considered of
paramount importance.
Mr. Kundal
directed the Industries & Commerce
department to identify sites in the
industrial areas both at Srinagar and
Jammu to dump the waste in the first
phase and than dispose it off in a
scientific way in the second phase.
Pollution
and Control Board was also directed to
constitute a checking squad to inspect
the units emitting pollution beyond
prescribed limit. "The checking
squad shall give its report weekly and
the pollution control Board shall bring
the units not adhering to the norms in
red category zone", he added.
He also
directed to set up two laboratories one
each at Srinagar and Jammu to test the
products of industries.
He said
while encouraging industrial development,
sufficient measures should be put in
place to ensure that development was not
taking place at the cost of health of
people and the environment. He said every
efforts should made to ensure that
industries were not becoming hazardous to
common people. He said a proper and
sufficient management of hazardous
industrial refuse and polluting
substances should be given priority
attention.

Dulloo, Commissioner/Secretary Industries

Meanwhile,
Kundal has asked for giving architectural
excellence to the newly coming up
Divisional offices complex at Ambadeker
Chowk rail head.
"The
ambience provides palatable scenario for
working", he said, adding that in
good working conditions more output and
contribution is expected from the
functionaries.
Speaking
at a high level meeting convened here
today to finalize the proposal to
construct Divisional Secretariat to house
various offices at one place, he said for
having many offices in one complex it
would be easy for the officers as well as
people to have rapport and get officials
and public related matters performed
smoothly and hassle free.
It was
given out in the meeting that new
divisional complex would be completed
within one year. He directed the
executing authority to keep sufficient
provision for parking in the complex and
also a meeting hall and a room for public
darbar.

officer from JKPCC attended the meeting.
West
Pak refugees call on Mangat

JAMMU, Mar 12: A
deputation of West Pakistani refugees of
1947 led by its President Baldev Raj,
called on Minister for Health, Labour and
Employment Mangat Ram Sharma here today
and apprised him of their demands.
The
deputationists requested Health Minister
to accompany them in meeting with central
government authorities for settling
remaining issues of refugees.
Mr. Sharma
gave patient hearing to the
deputationists and said that Azad led
government was committed to provide equal
opportunities of development to all
sections of the society. He said historic
and exemplary initiatives have been taken
up by the government in this regard which
have yielded fruitful results at grass
root level.
The
Minister agreed to accompany them to meet
central government authorities for
settling other issues of west Pakistani
refugees residing in J&K.
Electricians
take out rally on 345th day of stir

JAMMU, Mar 12: On the
345th day of their stir, the All J&K
Unemployed ITI Electricians Association
today again took out a protest rally in
the City and pressed the Government for
conceding their long pending demand.
The rally
commenced from Mubarak Mandi and followed
its traditional route before culminating
at the initial point. It is to mention
that unemployed electricians have been
demanding their absorption in PDD on
rehbar pattern.
Addressing
the rally, Rakesh Sharma, chairman of the
association vowed to carry on the strike
till the logical end to their struggle.
He appealed to the Government to accede
their just and genuine demand.
However,
he alleged that those who did the job of
polling agents for the ruling political
parties got absorbed in various
departments, but Govt. is least bothered
about the plight of ITI electricians.
Among
others who also addressed the rally
included Mehraj Din, Mohd. Ashraf Wani,
Vimal Dev Sharma and Sunil Sharma.

unearths fake loan case

JAMMU, Mar 12: By
producing fake and fabricated documents,
a miscreant successfully managed to
procure a loan amounting to hefty sum of
Rs 50 lacs from State Bank of India,
police revealed today.
According
to police, one Umer Dar son of Gaffar Dar
and resident of Munwar Abad, Srinager
approached SBI and availed himself of
loan by producing documents as mortgage
in respect of four kanals of land
situated at Batmaloo, falling under
survey number
7131/1593/1723/1579/1446/597, which
hitherto belongs to one Bilal Ahmad Dar
son of Mohammad Maqbool and resident of
Batmaloo.
Taking
cognizance of the matter, Crime branch
Kashmir registered an FIR bearing number
07/2006 and swung into action. During the
course of investigation, an accused
namely Farooq Ahmed Mandoo son of Ali
Mohammad and resident of Wazir Bagh and
one Abdul Majid Bazaaz son of Mohammad
Sultan and resident fo Lal Nagar,
Chanpora were arrested by the police.
Interrogation was going on till the last
reports came.

Bajrang Dal chief, others join BJP
Khajuria for arrest of
politician having links with ultras

JAMMU, Mar 12: Bharatiya
Janata Party (BJP) got a shot in arm
after the former State president of
Bajrang Dal (BD), Surinder Sharma joined
the bandwagon of Ashok Khajuria along
with some ex-office bearers of the
organization at a press conference here,
today.
Mr Sharma
who is a staunch RSS man and remained
associated with Sangh Parivar for over
three decades has also served as general
secretary of the Vishav Hindu Parishad
(VHP) J&K for about seven years.
The BJP
State chief, Ashok Khajuria and Party
general secretary, Shamsher Singh Manhas
took them into Party fold.
The other
leaders who along with Mr Sharma joined
the BJP included Bishan Dutt, ex district
president, BD, Jammu rural, Anil
Choudhary, its ex president of Jammu
Mahanagar, Shub Kumar, ex vice president
of the organization for Jammu Mahanagar,
Atma Ram Singh and Shiv Kumar.
Earlier
addressing the press conference, Ashok
Khajuria demanded immediate arrest of the
politician who is connected with
surrendered HM Commander, Mumtaz Ahmed
alias Tahir Siddiqui as revealed by the
ultra during the interrogation.
Mr
Khajuria said that BJP has since been
saying that some politicians and
bureaucrats in the state have links with
terrorists but Government has failed to
unmask them till date.
He urged
the Governor to exercise his
constitutional powers and dismiss the
coalition Government in the State
immediately.
Mr
Khajuria alleged that situation in the
State is deteriorating day by day and the
clerks, SRTC workers, unemployed youth
are on strike and instead of solving
their problems this Government is
formulating the plans for the
rehabilitation of the militants and their
families.
He also
accused the ruling coalition for
misleading the people and backtracking
from their poll promises.

worth Rs one cr auctioned

JAMMU, Mar 12: Over Rs. 1
crore rough sapphire corundum (Neelam)
was sold at an auction organized by
J&K Minerals Ltd here today.
Minister
for Industries and Commerce Nawang Rigzin
Jora presided over the function.
About 17
kg of rough sapphire corundum (Neelam)
which was mined out during last three
years from sapphire mines of Paddar in
Kishtwar district was kept for auction.
The auction process of the sapphire has
been done after two decades. As many as
72 bidders from across the country
including some NRIs took part in the
auction.

VC chairs 9th Research Council meet
Farm Health Card approved
for Jammu farmers

JAMMU, Mar 12: The concept of Farm
Health Card (FHC), a composite card for
farmers having information related to
their soil, crops, animal husbandry, pest
management etc., was unanimously approved
and passed during the 9th Research
Council Meeting (RCM) of SKUAST-Jammu,
here today.
Vice
Chancellor, Prof. Nagendra Sharma chaired
the meeting, whereas Dr. G S Nanda,
former Director Research, Punjab
Agriculture University and Dr. N D
Khanna, former Director, National
Research Centre for Camel ICAR were the
expert invitees to review the progress of
ongoing research projects and to evaluate
technical soundness of newly proposed
projects.
In his
address, the VC advocated for a new and
unique concept of Farm Health Card (FHC),
which would contain all kind of
informations for farmers. He stressed
upon the scientists and field
functionaries of allied departments to
have regular interactions in devising
strategies for transfer of technologies
from the university to fields.
Later, all
the Line Development Departments and
members of RCM unanimously approved and
passed the concept of FHC. It was agreed
upon that, in first phase, the university
will introduce the cards in its adopted
villages, while LDDs will carry with the
mission in subsequent phases.
The LDDs
include Horticulture, Animal Husba-ndry
and Sheep Husbandry departments.
Strengthen
network of essential supplies: PAC

JAMMU, Mar 12: The Public
Accounts Committee (PAC) of Legislative
Assembly has directed the Consumers
Affairs & Public Distribution
Department to further strengthen the
network of essential supplies in more
transparent manner especially in
far-flung areas of the State and ensure
buffer stock of supplies in cut off areas
to meet the eventualities.
The PAC
that met here today under the
chairmanship of MLA Mian Altaf Ahmed
reviewed the functioning of the CAPD
Department and also discussed CAG's Audit
Report for the year 2002-03 pertaining to
the department.
The
Committee maintained that complaints are
pouring about shortage of kerosene oil
and LPG in some parts of the State and
asked the Department to monitor the
supplies and ensure proper arrangements
of these commodities. It was stressed
that department should define the service
areas for particular outlets in hilly and
far-flung areas indicating service
charges for the particular localities.

'Yatra'
transports viewers to Premchand era

The
ambience of the play 'Yatra', presented
by Jammu Kala Mandir in the ongoing
Festival of Young Theatre Directors at
Abhinav Theatre here today, belonged to
the times when writers like Premchand
wrote about the trials and tribulations
of rural India. One felt as if one was
witnessing a scene from a play based on
Premchand's 'Godan'.
The basic
premise of the play can be narrated in
just three sentences. There is a widow
living in a village who believes that she
can attain 'Moksha' only by going on a
pilgrimage. After visiting the holy city
she realises that her heart is still in
her village and that she can not be at
peace with herself away from her home.
After a spiritual guru asks her to return
to her village and try to find her truth
within the confines of her own
surroundings, she decides to return to
her own village.
Well, this
basic storyline could have provided a
good start for narrating the sad plight
of widows in our society. There was a
scope to highlight the exploitation of
such widows in our holy cities like
Vrindavan and Varanasi in the name of
religion. The edifice constructed by
Varsha Dogra, the author, director of the
play, was so strong that it could have
withstood the weight of a powerful play.
It is a tragedy that she chose only to
build a small hut, bordering on an Aastha
Channel like discourse, on such a sturdy
foundation.
Despite
some inspired acting by Rippal Sharma, as
the old widow Tulsi, Varsha Dogra, as her
room mate, Dhanesh Dogra, as the Swami,
and most importantly Megha Sharma in the
role of young Guddi, the play could not
hold its own because of its slender
storyline. There was no conflict in the
play. It was a drama sans drama.
The set
had been divided into two portions and
while during the first half hour, only
the left wing was used, the right wing
was utilised during the second half. The
space could have been put to more
judicious and imaginative use. Music by
Bhupinder Singh was appropriate.
Jammu Kala
Mandir is one of the oldest still
surviving theatre groups of Jammu and has
the name of Late Rattan Sharma, one of
the big names of theatre in Jammu,
associated with it. Both Varsha Dogra and
Dhanesh Dogra too have been involved with
some very creditable plays in the past.
One expects more from them in the times
to come. One hopes that this play will
lead them to much better performances in
the times to come.

SRTC
employees warn against arm-twisting
policies, continue agitation

JAMMU, Mar 12: The striking SRTC
employees continued their agitation on
23rd day today in protest what they
alleged authorities failure to implement
the agreement reached between the
Government and the representatives of
SRTC Workers Union.
The
workers staged massive demonstrations in
Srinagar and Jammu today. The agitating
employees raising slogans against the
management and the Government warned to
continue agitation till the demands are
accepted.
At Jammu a
large number of SRTC workers joined the
demonstration at SRTC Headquarters near
Bikram Chowk while in Srinagar the
demonstration was held at Lal Chowk.
Addressing
the demonstrators here, today Shakeel
Ahmed Kuchay, chairman SRTC Workers Union
blamed the authorities for backtracking
from agreed points.
He alleged
that the Minister of Transport, Hakim
Mohammed Yasin had in principle agreed
the demands of the SRTC workers during
the meeting day before yesterday but the
agreement was tampered later by the
officers.
He also
blamed the Government of repeating its
old policies to dodge the employees and
adopting time gaining tactics which will
not be tolerated.
Mr Kuchey
alleged that the authorities were trying
to victimize and harass the SRTC Workers
Union office bearers but we will not be
cowed down by such tactics and take the
agitation to its logical conclusion.
He said
Union is always ready for settling the
issue through peaceful negotiations and
the ball is in the court of the
Government now.
Mr Kuchay
warned that no arm-twisting policy will
be acceptable to the Union that plays
with the fate of 40,000 people in the
state who are totally dependent on SRTC
for their bread and butter.
Criticizing
the authorities he made it clear that
Union Office bearers are trade unionists
to the core and they are not agents of
any organization as is being alleged.
"We have no political motive behind
the agitation but are fighting for the
genuine cause and rights of the workers.,
However we have not closed the doors of
negotiations", he added.
Others who
addressed the demonstration included
Ashok Mehra and Deedar Singh.
Meanwhile
, president Kashmir Electrical Employees
and Workers Association (KEEWA), Mir
Ghulam Rasool has urged the Government to
immediately accept the demands of SRTC
employees.
Expressing
his solidarity with the agitating SRTC
workers Mir in a statement issued here,
today blamed the Government for adopting
anti working class policies.
Lecturers
Forum concerned over delay in
regularization

Plus Two Lecturers Forum today
expressed serious concern over the delay
in regularization of incharge lecturers
and principals in School Education
Department.
During a
day-long Education Conference organized
by the forum at Kathua, the speakers
severely criticized the authorities for
deliberate delay in redressal of genuine
grievances of the cadre.
The
conference was attended by 200
participants from all over the district
wherein discussion was held on the
overall education scenario in the School
Education Department with special focus
on the decade old problem of
regularization of 1200 principals and
3000 lecturers in different disciplines.

Qureshi, State chief of the forum, while
speaking, exuded confidence that with
constant efforts of the forum,
regularization process will be completed.
Also, the report of pay anomalies
committee was being finalized at an
earliest, he added.
Meanwhile,
the lack of definite transfer policy was
also a point of hot discussion during the
conference, wherein the demand for a
transparent transfer policy was also
raised.

Malik
for ex-gratia relief to victims of
militancy

JAMMU, Mar 12: Expressing
concern over delay in deciding the
ex-gratia relief under SRO 43 in case of
missing persons and disputed killings,
MLA Gulab Garh Abdul Gani Malik today
said that several families of his
constituency, victimised by the militancy
were suffering in silence.
In a press
statement issued here today, ex-gratia
relief cases of SPOs kidnapped by
millitants in Barmendar tehsil of Mahore
some years back, have not been settled
yet. He further said that large number of
applications for the benefit of SRO 43
have no takers in the concerned
Government departments.
He
demanded immediate release of ex-gratia
relief to the victims of millitancy and
appointment of one person from each such
family in the Government departments.

Chowk Shopkeepers Association and Jain
Bazar Shopkeepers Association led by
Bharatiya Janata Yuva Morcha (BJYM) East
Mandal president, Sanjiv Gupta held a
demonstration at K L Sehgal Chowk
demanding installation of statue of late
Kundan Lal Sehgal.
Addressing
the demonstration Mr Gupta said "we
are proud of living in a city where all
time famous singer of Bollywood, K L
Sehgal was born. The Government in other
States pay full respect to the prominent
personalities by constructing memorials
and installing statues at the main chowks
but unfortunately in J&K no respect
is being paid to such personalties",
he added.
He said
over four years back a small statue of K
L Sehgal was installed on the persistent
demand of the people of Jammu but it was
washed away in floods of drainage nullah.
It was a disrespect to this great
personality of India, he added.
Mr Gupta
demanded immediate installation of statue
of Mr Sehgal at an appropriate place in
the area. He warned that BJYM will launch
a massive agitation in case the
Government fails to meet the demand of
the people.

Kumar chaired a meeting of
Divisional/District level officers of
Agriculture Department of Jammu Division
here, today.
Director
Agriculture, Jammu, Vinod Bala Sharma was
also present on the occasion.
Interacting
with the district heads of the
departments and officers incharge of Seed
Multiplication Farms, Mushroom
Development, Apiculture Potato
Development, Quality Control, Soil
Testing Libraries, Seed Certification,
Vegetable Development and Agriculture
Engineer Wing of the Department, Mrs
Sonali stressed for coordinated efforts
to uplift the economic condition of
farmer community and to raise agriculture
production in their respective areas. She
underlined the need for proper
utilization of funds available under
various centre and state sponsored
schemes.
Mrs Sonali
also emphasized the need to organize
training programmes for farmers to boost
agriculture production. She also laid
stress upon the officers to adopt work
culture and make it a point that the
benefit of all the departmental schemes
must reach to common/poor farmers
Organizational setup at district level
also discussed in the meeting.
Principal
Secretary stressed judicious use of
irrigation water with stress on sprinkler
and drip irrigation, mulching and use of
polythene technology for moisture
conservation. Regarding chemical
fertilizers and pesticides, she advised
the officers to take a surge towards
organic farming which is crying need of
hour for sustainable agriculture.
Earlier,
Director Agriculture Jammu, Vinod Bala
Sharma apprised about the aims and
objectives of the department to enhance
agriculture production and to raise
socio-economic condition of farmers. She
said that increasing productivity level
was the main goal of the department and
various centrally sponsored schemes are
being implemented for transfer of
technology, strengthening of seed
multiplication farms, quality control
system etc.
The
officers present in the meeting put-forth
their demands/problems which were mostly
related to lack of irrigation facilities
due to which the agriculture production
is very low. She asked the officers to
prepare a plan for alternate methods of
irrigation to mitigate the irrigation
problem and assured them that their
demands and grievances would be redressed
soon on priority.

for including Horticulture sector
in
loan waiver scheme

JAMMU, Mar 12: State committee
of Communist Party of India (CPI-M) under
its secretary M Y Tarigami, MLA, which
besides discussing the present political
scenario adopted resolution demanding
withdrawal of recent Government order,
withholding all the recruitments through
SSRB and Deputy Commissioners.
The other
resolution pertained to implementation of
Agriculture loan waiver scheme in J&K
on marginal growers of horticulture
sector.
Tarigami
said on the one hand the State Government
claims of providing jobs to 70,000
unemployed youth in transparent manner
while on the other the State Government
has withheld all recruitments.
Tarigami
said recent Government order has stabbed
the aspirations of the educated
unemployed youth by halting the process
merely for political reasons.
He
appealed the Union Finance Minister to
cover the horticulture sector of J&K
State under Agriculture Loan waiver
Scheme as growers of this sector were
running in losses for so many years due
to the low return of horticulture produce
and natural calamity.
Water
works employees hold protest
demonstration

JAMMU, Mar 12: Water Works (PHE)
Employees Asssociation under the
chairmanship of Shiv Kumar Sharma held a
protest demonstration in favour of their
pending demands at PHE complex here
today. They were demanding regularization
of daily wagers as well as proper
criterion for the disbursement of their
wages.
Addressing
the protestors, Mr Sharma, who is also
the president of association, expressed
resentment against the department for not
preparing bio-datas of all the daily
wagers besides non payment of due arrears
of staff regularized upto 2001. He
alleged that department is resorting to
pick and choose policy for disbursing the
salary arears of employees.
He
appealed to the PHE authorities to
immediately disburse the pending wages of
daily wagers besides disbursement of six
percent dearness allowance.
Among
other demands which were raised on the
occassion were filling of vacant posts of
field staff through DPC, enactment fo SRO
149 and 64, fixing salary norms for
community participation workers and
amendment in SRO 380.
Those who
spoke on the occasion were Vinod Kumar,
Charanjeet Singh, Vijay Luthra, Ajay
Shama, Brij Mohan, Naresh Kumar, Om

Prog for Anganwadi workers concludes

JAMMU, Mar 12 :A 2-day training
workshop organized by Regional
Institution of Health and Medical Family
Welfare Nagrota for training of Anganwadi
workers of Jammu province concluded today
at Rehbar-e-Sehat Government Medical
College Jammu under the auspices of
National Rural Health Mission (NRHM).
The
objective of the training programme was
to prepare district level trainer like
child development project officers and
district health officers to further
sensitize the Anganwari workers for the
promotion of maternal and child health
especially by providing complete coverage
to antenatal mothers and also to screen
risk groups so that high maternal
mortality ratio can be brought down.
The
curriculum of the said workshop was
designed under the guidance of Secretary
Health and Medical Education K B Jandial
and Director Social Welfare Jammu Satesh
Nehru was Nodal Officer for the training
programme.
The core
issues discussed included
convergence/intersectoral coordination
with health related departments like
ICDS, Rural Development, PHE, Sanitation,
Education and Nutrition. The subjects
discussed included village health and
nutrition days, JSY (Janani Suraksha
Yojna), RKS (Rogi Kalyan Samiti) and use
of untied fund with the active
involvement of Panchayati Raj
Institutions.
The
inaugural function was chaired by
Director Health Services, Jammu Dr Jasbir
Singh who stressed the need of ICDS
convergence for achieving the said goals.
26 participants including 23 Child
Developments Project Officers and 3
District Health Officers participated in
the workshop.
The
valedictory function was chaired by
Director Social Welfare Jammu Satesh
Nehru.
