NEW DELHI, Mar 4: The Supreme Court today lifted the ban imposed on the screening of film "Jodha Akbar" in different parts of the country till March 14 of this month.

A Bench headed by Chief Justice K G Balakrishnan passed an interim order while hearing a petition filed by the producer of the film.

The producer of the movie, UTV Software Communication, contended that the film has been banned in Uttar Pradesh, Madhya Pradesh and various cities of Haryana and Uttarakhand allegedly for political reasons. (PTI)

Opening day of HP budget session
begins with Congress walkout

SHIMLA, Mar 4: The opening day of the Himachal Pradesh assembly budget session began today with a noisy walkout by opposition Congress protesting rejection of its adjournment motion on recent hike of 25 per cent on bus fares imposed by the Government.

Peeved over the ruling of Speaker Tulsi Ram rejecting adjournment motion of leader of opposition Vidya stokes on "technical ground", the Congress members walked out of the house.

The speaker said since the notice of the motion was given late in the morning, he could not incorporate it the business listed for the day and assured the members the matter would be given time tomorrow.

The Congress members led by Vidya Stokes argued vehemently that since the matter was of utmost importance it should be taken up immediately. The chair did not allow the motion after which the Congress members staged walkout shouting slogans asking for withdrawal of the fare hike.

Chief Minister Prem Kumar Dhumal criticised the opposition for its "irresponsible" behaviour in the house.

"The Congress’ concern on the matter could be understood from the fact that they did not give notice for the motion on time... The voters threw them out from power and in future would throw them out of the assembly also," Dhumal said.

Senior state Congress leader Kaul Singh Thakur and others raised slogans against the BJP Government for hiking bus fare by 25 per cent and reducing price of liquor by lowering vat on the other hand.

Talking to reporters, Dhumal justified increase in fare due to hike in price of petrol and diesel recently by the centre and also cost of tyres and motor spares going up.

"Let the UPA Government at the centre take up the increase of prices of petrol, diesel, tyre and spare parts in the past four years and compensate the State Government then we will be happy to withdraw or reduce the hiked per cent.

The CM said there was no logic in the Congress protest on the issue.

On the Congress showing an aggressive posture on the inaugural day itself, Dhumal said they have no no issue and that was the reason creating a "drama" in the house.

He, however, said the people of the state would not be impressed by their "antics."

The 23-member Congress in the 68-member HP assembly today attended the house without its veteran leader and five time CM Virbhadra Singh. (PTI)

19 TRS Legislators resign in AP

HYDERABAD, Mar 4: A day after Telangana Rashtra Samithi (TRS) President K Chandrasekhar Rao quit from the Lok Sabha, 16 party MLAs and three MLCs today resigned from the Andhra Pradesh Assembly and Council, protesting inordinate delay in granting statehood to Telangana by the Congress-led UPA Government at the Centre.

Squarely blaming the Congress for ‘ditching’ Telangana, 16 TRS MLAs submitted their resignation to Speaker K R Suresh Reddy and three MLCs put in their papers to Legislative Council Chairman K Chakrapani.

However, the ten rebel TRS MLAs, who were facing threat of expulsion for voting against the party whip in the election to the Andhra Pradesh Legislative Council, did not resign, contending that they had not been consulted.

The TRS MLAs initially pressed for an adjournment motion, forcing Speaker K R Suresh Reddy to adjourn the House for half-an-hour and later quit after party leader in House Vijayarama Rao, former ministers N Narasimha Reddy, T Harish Rao and E Rajendar charged the ruling party and the UPA government with ‘betraying the mandate for separate Telangana’.

In the Council, Chairman A Chakrapani rejected the adjournment motion notice by the three TRS MLCs, but allowed them to make a submission before they put in their papers.

Earlier, making a submission in the Assembly, TRS Floor leader G Vijayarama Rao recalled that Congress had forced the TRS to agree for an alliance and also promised that Telangana state would be created after the elections.

After including the Telangana issue in the Common Minimum Programme (CMP) and in the President’s address to Parliament in 2004, the Congress-led UPA Government had constituted a committee under the Chairmanship of Mr Pranab Mukherjee.

While all parties had given their stand on the issue, the Congress alone did not spell out its stand, Mr Rao said before tendering his resignation along with 15 other party MLAs.

In the Council after submitting party legislators resignation letters to Council, Chairman A Chakrapani, TRS floor leader Dilipkumar alleged that the Congress-led UPA Government had cheated the Telangana people by not fulfilling the promises made on the eve of 2004 elections.

The TRS and the Congress fought unitedly in 2004 elections for the cause of Telangana, he said, adding that the Congress was not sincere in recognising the sentiment of the Telangana people. (UNI)

NEW DELHI, Mar 4: Security around Tihar jail here has been beefed up following intelligence inputs that militants were planning to carry out suicide attack on the prison complex.

This was informed in the Lok Sabha by Minister of State for Home Affairs V Radhika Selvi in response to a written question from actress-turned-politician Jayaprada.

The Minister said an intelligence input regarding plans of Jehadi terrorist attack on Tihar Jail was received in the month of September last year prompting the authorities to carry out effective changes in the security apparatus around the prison.

The preventive and precautionary measures taken to protect prisons from suicide attacks include positioning of three mobile Quick Reaction Teams at sensitive locations, providing advanced weapons to security personnel and carry out surprise exercise to check arrangements.

Besides installation of close circuit television, additional police pickets, patrolling by police outside and erection of mobile barricades have been put, she said. (PTI)

Mod to Rs 40 croretrain tourism project

CHANDIGARH, Mar 4: In a move to boost tourism potential in the state, Punjab Chief minister Parkash Singh Badal accorded ‘in principle’ approval for the implementation of Rs. 40 crore Train Tourism Project in collaboration with Singapore based Orient Express Hotels, which would be the first of its kind in the north India.

A decision to this effect was taken during a meeting between Badal and Tom Evers Swindell, Regional Director (Asia) Orient Express group of Hotels Trains and Cruises, Singapur here at Chief minister’s resident late last evening.

The proposed train would be on the lines of the prestigious ‘Palace on Wheels’, equipped with all facilities required for a high-end tourist’s comfort and would cover long and small distances during night time, said an official spokesman.

The proposed tourist train would be carry 12 passenger AC coaches luxuriously furnished and each coach would have 3 coupes.

Three longe Cars with the facilities of Game room, a beauty saloon, anayurvedic massage parlour, a health clube, alibrary, a computer centre, a curio shop and a business and communication centre would be attached along with two restaurant cars and one kitchen car with the facility of multi-cuisine restaurants and relaxed seating arrangement, he said.

The Government of India had already approved the proposal and remaining formalities would also be completed shortly.

Tom called on the Chief Minister and put forth a comprehensive proposal evincing keen interest to participate in the Train Tourism Project and informed that he had visited various tourist spots in Punjab and discovered that there was a tremendous potential of Train Tourism in the state.

He also mentioned that at present, Orient Express Hotels Singapore Pte. Ltd. Was operating 50 luxury hotels, restaurants,

tourist trains and river cruise businesses operations in 25 countries viz England, USA, Russia Australia France, Italy, Argentina and South Africa etc.

He pointed out that the company was now ready to share its world wsde experience and experience with the state government for this new venture.

Appreciating the gesture of Tom, Badal directed the Tourism Department to chalk out an action plan and workout the modalities in this regard.

Referring the untapped potential of heritage tourism in the state. Badal said that the Punjab Government was already contemplating to develop three-four religious tourism circuits to cover Sri Anandpur Sahib to Sri Damdama Sahib (Talwandi Sabo), Sri Fatehgarh Sahib, Kapurthala and Amritsar.

The underlying idea to develop heritage tourism in the state was to apprise our second and third generations who had settled abroad and had been completely detached from our rich and glorious heritage", asserted Badal. (PTI)

Proposal to set up organ bank under consideration: Patil

NEW DELHI, Mar 4: A proposal to set up a bank of organs on the pattern of eye-bank is under consideration of the Health Ministry, the Government told the Lok Sabha today as it promised stern action against those involved in the recently-unearthed kidney racket.

Responding to questions over the kidney racket, Home Minister Shivraj Patil said the Health Ministry had set up a committee to study the issue of and its recommendations are being considered.

To suggestions by some members that kidney donation be given some legal shape, he said such suggestions will be considered by the Health Ministry while taking a decision on the committee’s recommendations.

Patil told the House during the question hour that the CBI is investigating the kidney scam and so far 14 people, including doctor Amit Kumar, have been arrested.

The CBI will complete the probe into the kidney racket soon, he said.

The Health Ministry has requested the CBI to conduct a detailed enquiry into the existence of unauthorised transplantation centres in the country and their modus operandi, so that measures can be taken to stop them, the Home Minister said.

He said the matter was being taken seriously and whosoever is involved will not be spared.

Action will be taken against police officers also, if found involved, patil said when referred by some members to reports that Amit Kumar, the alleged racket kingpin, had stayed in the house of a senior police officer of Uttar Pradesh. (PTI)

Govt to register labour force coming from outside

SRINAGAR, Mar 4: Jammu and Kashmir Government has decided to register labour force coming here from outside the State for menial and other skilled jobs during summers in a bid to keep people with criminal records at bay.

The exercise is necessary to keep the people with criminal records at bay and accordingly Government has made arrangements for registration of the outsiders both at district as well as block levels, Deputy Commissioner Labour and Employment M Anwar has said.

Anwar said the exercise was conducted last year also with the help of police when some incidents of kidnapping and murder took place in parts of the Valley in which outsiders were found involved and subsequently arrested.

To a query, the official said registering the people coming here to work in unorganized sector on individual basis become a big cumbersome while as registering those coming to work in organized sectors was comparatively easy.

He, however, said his department has made arrangements and with the help of police they will be registering all non-local labourers.

Anwar said his department has written to the authorities for registering the non-local labourers at Lakhanpur, the gateway to Jammu and Kashmir, as was the practice earlier.

With the north Indian labourers and artisans forced out of Maharashtra recently, Kashmir is likely to witness an unprecedented increase in their numbers this summer. Usually, three to four lakh labourers from outside visit Kashmir during summer.

As the weather has improved here, labourers from various Indian states have already started arriving in the Valley for wresting jobs at construction sites here.

Aanwar said the Department of Labour and Employment has made arrangements to make the labourers and artisans to abide by the rates fixed by the department.

This has been done following reports that both the local as well as non-local labourers indulge in overcharging and other malpractices here, he said.

He said the rate per day for a labourer has been fixed at Rs 70 while as an artisan is to be paid Rs 147 per day. Anybody defying these rates will be dealt with under law, Anwar said.

However, labourers charge between Rs 180-200 while artisans charge between Rs 300-350 per day in the Valley.

As a policy matter, tenants - both local and outsiders-have to be registered with the local police stations henceforth to avoid entry of persons with criminal background in the State and also to stop militants, officials said.

Before the shifting of offices from Jammu to Srinagar in first week of June, police is likely to complete the survey. Tenants would be enlisted, both local and outsiders so as persons with criminal background could not take shelter in the Valley, they said.

They said the idea behind the survey is also to foil plans of militants to strengthen their networks in the Valley. The network of militants in the Valley was in disarray because of continued operations by the security forces and police.

Several top militants of different outfits were killed and arrested by the police last month giving a body blow to the militancy in the State. (PTI)

Maha Govt asked to take steps to prevent
attack on N Indians

NEW DELHI, Mar 4: Asserting that every citizen had the right to work anywhere in the country, the Centre today sought to disapprove the actions of Maharashtra Navnirman Sena chief Raj Thackeray and asked the State Government to take all steps to prevent attacks on north Indians.

Home Minister Shivraj Patil told the Lok Sabha that "every citizen of the country has every right to go and work anywhere in the country.... It is not just a constitutional right, but part of our composite culture as well."

Patil’s statement came in response to an impromptu discussion in the House yesterday, which saw several members demanding action against Thackeray for his controversial statements which provoked violence against north Indians.

Noting that neither the people of Maharashtra, nor the Government there had supported the agitation, he said "no one can be stopped or restricted from going to any place for work.

"Certain statements were made by some people... But these have not been supported by the people of Maharashtra, neither by the State Government and nor by the people of the country."

He said whatever was necessary was being done by the State Government. "If they fail to do it, the Centre will tell them to do so."

Maintaining that MCOCA was in operation in the state, he said the State Government has filed more than 300 cases against over 1500 people for "substantive offences". This was besides preventive action taken against 5,000 people.

Asking members to desist from giving "high figures" of exodus of non-Maharashtrians from the state, Patil said caution was needed due to the sensitivities involved in the issue and its impact on other states.

The policy of the State Government as well as the Centre was to ensure that no migration takes place under threat from anywhere, he said.

In an obvious reference to Thackeray’s statement that his organisation would not allow performing of ‘chhat puja’ (north Indian festival) in Mumbai, Patil said "no one can stop these celebrations. And action will be taken if anybody tries to do so. All festivals are celebrated by the people across the country and that is the strength of our culture."

The Home Minister said Mumbai, the financial capital of the country, was the pride of India and people from all regions had contributed to make it so.

Referring to some members raising the issue of one Kishan Singh of Siwan district of Bihar whose hands were reportedly amputated during the agitation in Pune, he said the media reports to this effect would be probed.

"If necessary, we will ask Maharashtra Government to send a team of state police to Siwan and record the statement of this person, if need be do a video recording. However, the State Government has informed us that no such case has been registered in any of the police stations in the state," Patil said. (PTI)

India urges intl community to fight gender inequality

UNITED NATIONS, Mar 4: Voicing concerns over growing gender inequality, India has asked the international community for a collective action to fight the evil.

Addressing the ongoing session of the Commission on the Status of Women, Indian UN Ambassador Nirupam Sen said the achievement of Millennium Development Goal to attain gender equality and empowerment of women would largely depend on international community’s collective efforts in timely allocation of necessary financial resources.

Women are agents of social justice and social change and without their full emancipation, there would be no social progress, Sen said yesterday.

"While primary responsibility for allocation of finances rests with the country concerned, it has been recognised that the international community should match up to its commitment by provision of new and additional financial resources, transfer of technology, sharing of experiences, expertise, information and data, technical cooperation and capacity-building," he added.

Referring to steps being taken by India for women’s empowerment, Sen said gender equity and equality has been a key guiding principle of Government’s policies.

"India’s planning process is fully committed to enabling women to be equal partners in development," he said, adding, the delegates that a separate Department for Women and Child Development, created in 1985, has been upgraded to a Central Ministry in 2005.

The Joint Parliamentary Committee of the Parliament on Empowerment of Women plays a crucial role in monitoring the application of gender equality principles in all legislation and also ensures it is gender-responsive, Sen said.

"The reservation in India twelve years ago of one-third of urban and local self-government seats for women marked a turning point in our effort to empower women."

As a result, over one million Indian women at the grassroots level have been brought into political decision-making, which effectively gives them a significant say in utilisation of financial resources allocated to the local-self governing bodies in rural and urban areas," he added.

India, he said, adopted in 2004 ‘Budgeting for gender equity’ as a goal.

Gender budgets have become an integral part of the budget exercise in India and the total magnitude has increased from 3.8 per cent to 5 per cent of the total Union Government expenditure during the last four years, he added.

Referring to the Expert Group, at its meeting held in September 2007, he pointed to the shortages in Official Development Assistance (ODA) flows, and the concomitant negative impact on financing gender related schemes by developing countries, particularly the Least Developed countries.

"The twin challenges of decreasing ODA levels to developing countries as well as devising mechanisms to bridge the gap between policy and practise at the national level on financing gender, should be addressed at this Commission," he said. (PTI)

6 Kashmiris arrested

BEHRAMPORE, Mar 4: Police today arrested seven people, suspected to be involved in insurgency-related activities, from a hotel here.

The arrested, comprising six Kashmiris and one local person, were suspected to be involved insurgency-related activities, the police said but refused to divulge further details.

The police also seized Rs 40,000 from their possession.

The CID and police were conducting a joint investigation and the arrested persons were being interrogated, the police added. (UNI)

NHPC to become 10,000 mw plus
in 5 yrs; to invest Rs 28,000 cr

NEW DELHI, Mar 4: India’s largest hydel power company NHPC will double the power generation to become a 10,000 mw plus corporation by 2011-12 envisaging an investment of Rs 28,000 crore.

"We currently have a capacity of 4,700 mw with work on 13 projects going on in full swing. We shall be commissioning all the projects without time and cost overruns. This is all being done with internal accruals, debt funding and public offering in the near future," NHPC CMD S K Garg said.

Elaborating on the plans, Gard said Government support was discontinued since last year and all projects (ongoing and in the future) would be funded largely from the internal accruals and debt financing.

On the status of India’s largest hydel power project of 2,000 mw (Subansiri lower) in Arunachal Pradesh, he said work on dam’s construction will start by December, while power house work was already on.

"As committed, we shall commission this project in 2011-12, while rest of the 12 projects in next three years," he said adding two projects totalling 1030 mw have already been commissioned in the first year of 11th five year plan.

Asked details of Rs 28,000 crore investment, Garg said, about Rs 4,800 crore would come from internal accruals and the corporation has already signed an agreement with Power Finance Corporation for Rs 3,000 crore in addition to Rs 1,000 crore to be signed soon.

Besides, NHPC has two lines of credit from Life Insurance Corporation for Rs 9,000 crore.

On the public offering, the CMD said, "we are waiting for appointment of independent directors and as soon as this is done we shall hit the market in no time as all preparations have been done."

NHPC has a paid up capital of Rs 11,500 crore and is planning to raise 10 per cent as a fresh equity besides five per cent disinvestment of Government’s stake.

The corporation had last year submitted the draft prospectus with market regulator SEBI in April but did not get the approval as it did not have 50 per cent Independent Directors on the board.

Asked how much was likely to be raised through an IPO, Garg declined to make any guess but said the recent issue of Rural Electrification Corporation (REC) has proved that investors have lot faith in the PSUs. (PTI)
