JAMMU, Jan 30: Paying glowing tributes to valiant jawans and officers of the State Police, Army and security forces who made supreme sacrifice protecting the lives and property of people and territorial integrity of the country, the Chief Minister, Ghulam Nabi Azad today said that dawning of peace in Jammu & Kashmir was the result of these sacrifices.

Addressing a function after dedicating police memorial to martyrs of Jammu and Kashmir Police at Railhead here this afternoon, Mr. Azad said "we are proud of our police personnel who sacrificed their today for our tomorrow".

The Chief Minister complimented the State police for its fight against militancy along with Army and the Security forces the result of which, he said, was for every one to see in the shape of peace dawning in the State. He said that people were now pursuing their vocation and leading a peaceful life. He said be it the peaceful celebration of the Republic Day with a large participation of people across the State or the successful conduct of Shri Amarnath Ji Yatra the change in the atmosphere was visible everywhere. He hoped that the police force would continue to work with same courage and zeal.

The Chief Minister assured the families of police martyrs all support, adding that they should never feel alone.

The Chief Minister also interacted with the families of the police martyrs, presented them mementos and also signed the visitors’ book. He complimented the J&K Police Housing Corporation for erecting a befitting memorial on which names of 861 police martyrs have been inscribed.

In his address, Director General of Police, Kuldeep Khoda said that the memorial was the largest monument in the State in recognition of the sacrifices of the State police personnel. He said it would remind the coming generations the sacrifices offered to protect the lives of people and the integrity of the country. He said a smaller memorial was situated at Zewan.

Mr. Khoda said that the J&K police was recognized as the best police force in the country for its performance. He also spoke about the measures taken by the State Police for the welfare of the families of the police martyrs and said that their children were given free education and scholarships in police public schools. He said such schools were proposed to be opened at district level.

Minister for Higher Education, Gulchain Singh Charak, legislators, M. Y. Tarigami, Raman Bhalla, Ashwani Sharma, Sham Lal Sharma, Jahangir Mir and Muhammad Amin Bhat, Chief Secretary, B. R. Kundal, Principal Secretary to Chief Minister, Anil Goswami, senior civil, police and security forces officers and prominent citizens were present on the occasion.

JAMMU, Jan 30: Z M Khan, General Manager J&K Agro Industries Development Corporation has been transferred and posted as Chief Executive Officer, Yusmarg Development Authority.

He will relieve Additional District Development Commissioner Budgam of the additional charge of the post.

Meanwhile, Section Officer Nazir Ahmed Bhat in the office of PCCF has been promoted as Administrative Officer in his own pay and grade.

CCTU to hold mass dharna on Feb 5

JAMMU, Jan 30: The J&K Coordination Committee of Trade Unions (CCTU) in a meeting of representatives of different trade unions resolved to hold massive dharna of employees and workers outside the office of the Divisional Commissioner Jammu on February 5 to highlight their demands.

The meeting was presided over by Regional Convenor Gurmeet Singh and National Secretary Mohd Maqbool, who spoke about step-motherly treatment being meted out to ther State and Central Government employees and workers with special reference to casual, contract and Anganwari workers.

The meeting among others was attended by Ram Kumar, Babu Ram, Daleep Kumar, Tarsem Lal, Mohinder Lal, Kuldeep Jalali, Bahadur Krishan, Surinder Kumar, Mohd Afzal, Manzoor Ahmed Beig, Nanha Ji, Rajeev Gupta and Prabh Dayal as also other leaders of different unions.

UDHAMPUR, Jan 30 : To acquaint the officers about various provisions of Tax Deduction at Source (TDS), the Additional Commissioner, Income Tax Department, Jammu, Hemant J. Lal convened an inter-action session with Drawing and Disbursing Officers (DDOs) and Account dealing officials of district Udhampur in the Conference Hall of Deputy Commissioner, Udhampur, today.

The Additional Deputy Commissioner, Udhampur, J.L. Sharma presided over the session while Income Tax Officer, Udhampur, Shabir Ahmed Handoo and District Officers and officials of various departments were present on the occasion.

Speaking on the occasion, the Additional Income Tax Commissioner stressed upon the DDOs to ensure that they are in possession of Income Tax TAN and Permanent Account Nos (PAN) and called for asking their employees to obtain PAN in their favour otherwise defaulting officers and officials would have to face action under the laws of the department which include Rs.100 fine per day for late deposit of Income Tax .

Making the DDOs accountable for Tax Deduction at Source every month, the Additional Commissioner said that tax should be deducted from the gross salary of an employee including fixed medical allowance on the month to month basis from April every year and so on quoting PAN of individual employee working under them. Income Tax returns should be filed to Income Tax Officer concerned on quarterly basis starting from June every year, he added.

Responding to some queries of officers, Mr. Hemant J. Lal said that the Compensatory Allowance (CA) exemption limit in favour of those employees who are working in hilly areas varies from Rs.800 to 1300 per month depending upon altitude from seal level. LTC, Gratuity, retirement leave salary are exempted from income tax. From this year, Educational Surcharge at the rate 3 per cent would be charged from the government employees, he maintained.

The Additional Deputy Commissioner in his address emphasized upon all the DDOs to strictly comply the instructions and guidelines of Income Tax Department as the revenue collected from the employees in the shape of tax plays a pivotal role in development process of the Nation.

JAMMU, Jan 30 : Indian Red Cross Society, Jammu Region organized an impressive function on the occasion of its Annual Raffle Draw function held at Red Cross Bhawan Jammu here today.

Divisional Commissioner Jammu, Sudhanshu Pandey who is also Chairman of Indian Red Cross Society, Jammu Region was the chief guest on the occasion.

MLC Devinder Rana, President Chamber of Commerce and Industry Trade, Ram Sahai, members of Executive Committee of Regional Red Cross Society, Jammu, Life members and senior citizens were present.

In his address, Divisional Commissioner threw light on the activities of the Red Cross Society and appealed the masses to extend their wholehearted support to the organization.

Later, Divisional Comm-issioner draw the Annual Raffle Lotteries where Mr. Mohd Mushtak stood first, and Ms Roshi Charak, Mr Ram Rattan and Ms Rahmi Kaul were declared second, third and fourth respectively. About 100 consolation prizes also drawn on the occasion.

Secretary Red Cross Society Jammu, Anil Padha highlighted the aims and objectives of the Red Cross Society and informed about the further activities of the society.

Changthang area problems discussed

LEH, Jan 30: Problems of Changthang area, where people were facing acute shortage of feed and fodder for their live stock, due to heavy snowfall, were discussed in detail in a meeting, chaired by Chief Executive Councillor LAHDC Leh Chhering Dorje.

Councillor of Changthang while highlighting the issue stated that due to heavy snowfall all pastures have been covered with snow and the problem has become more acute because of damage to grasslands and crops due to extensive locust attack in the area during summer.

The meeting was informed that 2731 quintal of feed has already been stocked at 22 feed banks and that the same was being sold to breeders at 30% subsidised rate of Rs 710 per quintal. It was decided to set up a task force, to conduct survey in shortest possible time and accordingly rehabilitation measures would be undertaken.

The CEC told the meeting that 1000 quintal was available with Sheep Husbandry Department Leh which would be lifted for distribution among breeders as per recommendation of survey team.. He added that Army and Air-Force authorities would be requested through Government for arranging air-dropping of fodder in the areas which have been disconnected due to snowfall. He also instructed PWD authorities for clearance of snow from roads and passes so that feed and fodder could be supplied in snow affected Changthang.

Reasi people for restoration of Zorawar Palace

JAMMU, Jan 30: A deputation of Reasi people comprised of senior citizens and ancestors of the Gen Zorawar Singh today called on Member Parliament Ch.Lal Singh and highlighted before him the deteriorating condition of the Zorawar Palace at Reasi.

They said the palace of General Zorawar Singh is one of the masterpiece of State but unfortunately this cultural heritage was dilapidated and crumbling and cries for the administrative attention.

They further said that from past many years this heritage spot at Reasi faced adamant attitude from the State Government, as no measures have been taken by the Government to preserve the palace, which was continuously dilapidated.

They appealed to Lal Singh to take initiative in this connection to preserve the decaying masterpiece of State.

Lal Singh after hearing the people assured them that he will conduct a meeting in Reasi on February 9 and take cognizance of the matter which they put forward and surely asked the government to sanctioned adequate funds for the restoration of Zorawar Palace.

 

No work no pay for absentees

RAJOURI, Jan 30 : Salary of 17 teachers of various capacity posted in various educational institutions in Manjakote zone has been kept DIES NON (no work no pay) for dereliction of duties in their respective schools.

On the complaints of Cluster Resource Persons that some teachers posted in Primary, Middle Schools and Education Guarantee Scheme are not working for the interest of the school children, Zonal Education Officer, Manjakote paid surprise visit in the area and found some teachers unauthorized absent from their duties. He took cognizance and kept the salary of these teachers on no work no pay.

The categories of these teachers included teachers in primary and middle school besides education volunteers posted in Education Guaranteed Schools.

The ZEO warned the teaching staff to remain punctual and pay their duties for the larger interest of the student community otherwise they should be taken to task for violating the norms of the duties.

Kranti Dal holds protest against price-hike

JAMMU, Jan 30:A protest demonstration was organized by the activists of Kranti Dal here today against the hike in prices of all the essential commodities and failure of State Government to control it.

Kranti Dal president Anan Sharma was leading the protest. The protestors also burnt the effigy of State Government and raised slogans. Addressing the protestors, Sharma said in last 40 days, the prices of all the essential commodities including eatables have gone up considerably but, both Central and State Governments have failed to control this menace.

He further said it was unfortunate that this important issue was not highlighted in the budget session of the State Assembly by any of the member.

He also criticized Congress for its anti-poor attitude, as it did nothing for safeguarding the interests of poor.

Also present in the protest were Labha Ram Gandhi (chairman), S Ranjit Singh Bali (vice-president), Jia Lal Verma (general secretary), Suraj Prakash (treasurer) etc.

JKPS celebrates Annual Day

Jammu, Jan 30 : Governor Lt. General (Retd) S. K. Sinha has called for inculcating spirit of unity, patriotism and brother hood in children to make them worthy human beings and tolerant citizens.

Mr. Sinha was addressing Annual Day function of JK Public School here today.

Chairman JK Public School Raj Daluja, Principal Suman Bamba, parents and school children attended the function.

Reminding the sacrifice given by father of nation Mahatma Gandhi, Mr. Sinha said "today we remember our leader as a martyr who laid down his life for unity, prosperity and amity between various sections of the society". He said that Gandhi ji believed in truth and non-violence and spread message of communal harmony throughout his life.

Expressing happiness over the presentation of cultural programme by the students of the school, Mr. Sinha congratulated the school management for presenting a scintillating cultural bonanza depicting various aspects of Indian culture and civilization.

Intensive Industrial Motivation Campaign concludes

JAMMU, Jan 30 : Two day Intensive Industrial Motivation Campaign concluded at Auditorium Hall of Government Polytechnic, Jammu here today.

During the campaign, about 300 beneficiaries were benefited by imparting awareness among them about various Government sponsored schemes, self employment opportunities and role of financial institutions in the promotion of self employment among the unemployed youth.

During the campaign, senior officers from various departments such as Micro, Small and Medium Enterprises Development Institute, District Industries Centre, Khadi Village Industries Board, National Small Industries Corporation, Lead Bank and Punjab National Bank interacted with the beneficiaries creating awareness about their role in promoting self employment.

The programme was organized under the umbrella of Ministry of Micro small and Medium Enterprises (MSME),

Government of India as a collaborative effort by Micro, small and Medium Enterprises Development Institute, Khadi Village Industries Commission, National Small Industries Corporation and Coir Board, Jammu in association with Government Polytechnic, Bikram Chownk, Jammu.

Secretary to Government of India, Ministry of MSME Dr. Chandrapal was the Chief Guest on the concluding day. Commissioner Secretary, Higher and Technical Education J&K Government Pramod Jain, Commissioner Secretary Industries and Commerce J&K Government Lokesh Jha, Director Industries and Commerce, Pradeep Gupta, Secretary KVIB R.C Sharma, President Chamber of Commerce and Industry Ram Sahai, President Bari Brahmana Industrial Association Anil Suri, Director MSME DI, Jammu R.C Sharma were among the dignitaries present during the programme.

Dr. Chandrapal stressed upon the importance of skill development among the unemployed youth. He also mentioned that under the 11th five year plan, Government of India is planning to increase the percentage of skill human resource from existing 5% to 50%.

Mr. Pramod Jain stressed that Entrepreneurship Skill Development Programme and Business Skill Development Programmes should be organized in all the technical institutions after entering into memorandum of understanding with the technical institutions. He also underscored the utility of these programmes for the technical youth in creating their self employment venture.

Father of Nation remembered on 60th Martyrdom Day

JAMMU, Jan 30: Rich tributes were paid to the Father of Nation Mahatma Gandhi on his 60th Martyrdom Day today. Several organizations and institutions held programmes to observe the day.

At Pradesh Congress Com-mittee (PCC) Head Quarter, Jammu, the programme was organized under the presidentship of Om Chopra. On the occasion, floral tributes were paid to the Father of Nation. Later, the senior Congress leaders, functionaries of district and block Congress committees and frontal organizations discussed about the organizational affairs and functioning of present coalition Government.

District Congress Commi-ttee, Poonch also organized a programme at Mendhar to observe the Martyrdom day of Mahatma Gandhi. A two-minutes silence was also observed to pay the homage to the great soul. Those spoke on the occasion included Ch Mohd Yousuf, Ch Zaffar-Ullah, Ch Imran-Ullah, Kasturi Lal Magotra etc.

In Udhampur, District Congress Committee organized a programme at Ashok Palace on the 60th death anniversary of Mahatma Gandhi. A large number of party workers from distant areas of the district attended the programme and observed two minutes silence for the peace of the great soul.

In University of Jammu (JU), a programme was held in General Zorawar Singh Auditorium Complex to observe the 60th Martyrdom Day of Mahatama Gandhi. Sarvodaya International Trust in collaboration with Gandhian Centre for Peace and Conflict Studies had organized the programme. Vice Chancellor Prof Amitabh Mattoo and Dr S S Bloeria were also present on the occasion. A two-minutes silence was observed and a documentary depicting life of Mahatama Gandhi was also shown.

J&K Pradesh Congress (I) Seva Dal held a programme under the chairmanship of its chairman Balwinder Singh Sambyal at Mubarak Mandi and Leprosy Home and paid floral tributes to the Father of Nation.

J&K Trade Union Congress also paid rich tributes to great leader of the nation Mahatma Gandhi. In a function held at PHE Complex at Panjtirthi, hundreds of workers of different departments assembled in the complex under the leadership of Subash Chander Sharma and paid tributes to Mahatma Gandhi on his 60th death anniversary. Later, they took out rally from Panjtirthi to Chowk Chabutra.

At CID Complex, the officers and men of CID, Security and Traffic wings of J&K Police held a memorial ceremony to pay homage to the departed leader. A two-minutes silence was also observed on the occasion. IGP CID K Rajendra Kumar, IGP Security Ashok Gupta, IGP Traffic Mohd Amin Shah and other senior officers of all the three wings of police were also present.

In a programme organized at Satwari Chowk, Minister for Health and Medical Education Pt. Mangat Ram Sharma paid floral tributes to Gandhiji on his 60th Martyrdom Day.

Pt. Mangat Ram was also the chief guest at Leprosy Home, Bhagwati Nagar where a programme was organized to observe Anti-Leprosy day, which also coincides with Martyrdom Day of Mahatama Gandhi.

Chenab College of Education organized a seminar on the topic "Relevance of Mahatma Gandhi" on the occasion of 60th Martyrdom Day of the Father of Nation. Rich tributes were also paid to him on the occasion.

Sai Shyam College of Education, Ghou Manhasan also organized a programme to observe Matryrdom Day of Mahatma Gandhi. A two-minutes silence was observed on the occasion for the peace of great soul. Principal Dr Usha Tickoo spoke during the programme and highlighted the importance of the day.

Programme was also held in IECS and North Polytechnic Purkhoo to observe the 60th Martyrdom Day of the Father of Nation Mahatma Gandhi. On the occasion, floral tributes were paid to Bapu and two minutes silence was observed for the peace of departed soul. An oath was also taken by the students and staff to follow the teachings of Mahatma Gandhi for life.

The death anniversary of Mahatama Gandhi coinciding with National Leprosy Eradi-cation Day was observed by the officers and staff of Health Department at Udhampur today. CMO Dr B B Sharma was the chief guest.

Students of GHS Katra also remembered Bapu on his 60th death anniversary. A two-minutes silence was also observed. Principal Harish Dubey spoke on the occasion and briefed students about the life and history of Gandhiji.

A programme was also held in Bapuji Ashram, Bhagwati Nagar wherein blankets and ration was distributed among the poors on the death anniversary of Gandhiji. Bhagwat Gita satsang was also held.

Kashmir Valley also remembered Mahatama Gandhi on his 60th death anniversary. Progr-ammes were held in several parts of the valley. At Pulwama and Kupwara the functions were held under the chairmanship of District Commissioners in which officers and employees of various departments participated and paid rich tributes to Gandhiji. Similar function was organized by Kashmir Spinners Ass-ociation at Bolsoo and Budgam.

Health Department Leh organized a day-long workshop for the health workers under the topic "Leprosy Free India" to mark the World Leprosy Day.

House, NC MLCs marshalled out

JAMMU, Jan 30: Strong protests and high-pitched sloganeering by the opposition National Conference members again rocked the Upper House today disrupting normal proceedings while the Chairman suspended two NC legislators Devinder Singh Rana and M R Qureshi for the entire Budget session.

A bizarre scene in the ‘House of Elders’ was witnessed during Question Hour after the Chairman, Ghulam Nabi Lone directed the forcible ouster of NC members from the House, followed by a scuffle between Hon’ble members and the Watch and Ward staff during the process. The members were virtually dragged and pushed outside the House by the marshals at around 11.28 am. The only female NC Member Sakina Itoo, however, walked outside herself.

The pandemonium in the Upper House was witnessed immediately after it commenced today’s proceedings with the Question Hour at 11 am. All the National Conference legislators Sakina Itoo, Devinder Singh Rana, Bashir Ahmed Naz, M R Qureshi, M Y Taing and T S Wazir stood up and attracted the attention of the Chairman towards their demand of resignation of two PDP Ministers Tariq Hamid Qarra and Qazi Mohammed Afzal for their alleged involvement in the Forest scams and issue directions for the CBI probe into the matter.

Listening to their plea for about a minute, the Chairman went ahead with the proceedings of Question Hour, directing PDP member Nizamuddin Bhat to raise his question. The NC members resorted to protests and sloganeering and levelling charges of "unfair" treatment to the Opposition from the Chair. They alleged that democracy has been made hostage and they have been deprived of their democratic right to express their views.

The high-pitched slogans, demonstrations and noisy scenes marred the smooth conduct of business in the House and disrupted proceedings. Staging protests they trooped into the Well. Amidst total chaos, confusion and a din, nothing was clearly audible, while the Chairman and some selective members continued to use their headphone to run the ‘show’ in the Council. A full show of disorder in the House continued for about half an hour even as the Chairman haplessly appeared to be witnessing this all.

At around 11.27 am, the directions came from the "chair" for the forcible ouster of agitating NC members and they were then marshalled out by the watch and ward staff. During this process a light scuffle took place between the Opposition MLCs and the Marshals. They continued to shout slogans, "Qazi-Qarra Hai Hai, Azad Sarkar Hai Hai, Democracy Ka Qatl Band Karo...Bandh Karo, Gali Gali Mein Shor Hai, Qazi Qarra......" and so on.

After brief interval, all the six NC members again entered the House. The noisy scenes and the heated exchanges again started, followed by the disruption in the normal business. The chairman then suspended two ‘fire-brand’ NC members, M R Qureshi and Devinder Singh Rana from the House for the entire Budget Session. They were forced out of the House and following this decision, all the NC members Sakina Itoo, M Y Taing, T S Wazir and Bashir Ahmed Naz staged walk-out as protest.

JAMMU, Jan 30: Entire media sitting in the Press Gallery of the Upper House of the J&K Legislature today staged walk-out as a mark of protest on the remarks of a very senior legislator, P. Namgyal during ‘Question Hour’.

An outburst from the ‘senior parliamentarian’ representing Congress Party from Ladakh region, abruptly came when the Chairman, Ghulam Nabi Lone was ‘ably’ conducting the smooth business in the House of elders. As soon as the NC members were forcibly dragged out of the House on the directions of the Chairman for restoring order in the Council, Mr Namgyal stood up and said that National Conference members have created a mess here. It has now become their routine to create unruly scenes and uproar in the House causing disruption in the normal proceedings. They should be thrown out.

Mr Namgyal further alleged that media was also projecting their ‘drama’ and providing wider publicity to them, prominently on front page of the newspapers. Even some unparlimentary words and acts were also going into the media. A direction should go to the media from the ‘chair’ not to highlight such scenes and unwanted happenings in the House, because, it gives encouragement to the Opposition members and they resort to such acts more vigorously."

Earlier, another Congress member from Mendhar, Lal Mohd Sabir said that media was bias and projecting only the protests and ‘acts’ of NC members. He said the NC was wasting precious time of the House. They have been indulging in ‘Goondagardi’ and they should be thrown out of the House. "We will not keep mum and tolerate their goondagardi any more. If no direction came from Chairman Saheb, we will throw them out."

As no response or intervention came from the ‘Chair’ regarding outburst of the two senior Members against media, the entire members of the Fourth Estate walked out of the Press Gallery silently to lodge their protest. Later, Dy Chairman of the Legislative Council Arvinder Singh came out to intervene and expressed regret on behalf of members.

It was conveyed to the Dy Chairman that Media was free to write in the general interest of the public as per Constitution. Members of this House have no domain or the constitutional authority to restrict it from performing its duty or right to gag its voice. If a direction comes from the "Chair" to expunge some unparliamentary words, the Media persons will honour it. Mr Singh assured the media that Members will apologise for the remarks. It was also brought to his notice that Press was not getting cooperation from the Council Secretariat as gate leading to canteen was not opened despite requests to the Chairman. Moreover, drinking water and toilet facilities were not available for the members of Press gallery.

Misappropriation of timber worth Rs 1 cr
SVO books SFC officials, contractor

JAMMU, Jan 30: State Vigilance Organisation (SVO) has booked officials of the State Forest Corporation (SFC) and a contractor for alleged misappropriation of timber worth Rs one crore.

An official spokesman said that on the basis of an enquiry which revealed misappropriation of timber in the Compartment No.40/Neeru, Bhaderwah by the officials of SFC in league with a contractor during the period 2003-05, the SVO registered the instant case.

The enquiry revealed that in April-May, 2003 Arshad Mughal, then DM SFC, Parvez Tassaduq Malik, then Deputy Manager and Sukhraj Padha, Supervisor entered into criminal conspiracy with SFC contractor Shafqat Hussain Sheikh to fraudulently and dishonestly misappropriate 22,434 cft timber by abusing their official position and manipulating the records.

During verification, it came to fore that during the period 1999-2002, Shafqat Hussain, Contractor was allotted the work of extraction and transportation of timber measuring 1,51,000 cft in Compartment No.40/Neeru.

Out of this timber, the contractor extracted 1,08,477.97 cft timber and dispatched 85,491 cft timber to the Sale Depot at Jammu. A total of 552 cft timber was found existing at the loading point Thanthera, Bhaderwah. The remaining extracted timber measuring 22,434 cft was dishonestly misappropriated by the accused public servants in league with the accused contractor.

To cover the misappropriation of timber, the accused public servants resorted to manipulation of the records showing therein that the timber had reached the loading point at Thanthera, Bhaderwah. They also managed the filing of an application by the contractor alleging therein that the misappropriated timber had come under the debris during road widening and could not be transported to the sale depot at Jammu.

Arshad Mughal, DM on the basis of manipulated records prepared by then Deputy Manager Parvez Tassaduq Malik and Sukhraj Padha, then Supervisor even released the payment on account of extraction and transportation despite being aware of the fact that part of the consignment had not reached the destination.

The enquiry also revealed that Latif Sheikh, then DM SFC also joined the conspiracy and by abusing his official position released full payment by squaring up the accounts of the beneficiary contractor. He was also found to have fraudulently and dishonestly allowed excess payments on the "Sharah Mandi Variation" of 2,579 cft timber to the contractor Shafqat Hussain conferring upon him further benefit to which he was not entitled to.

In this manner, the accused public servants while resorting to the illegal acts conferred undue benefit of above Rs one crore upon the accused contractor and themselves resulting into corresponding loss to the State exchequer.

XEn PHE (Mech) re-employed; engineers oppose decision

JAMMU, Jan 30: Government today accorded sanction to the re-employment of A J Fotedar, Executive Engineer PHE (Mech) Division North Jammu for a period of six months or till the completion of Sitlee Project Phase-I and Phase-II.

The re-employment will take effect from February 1, 2008—after superannuation of the officer.

Meanwhile, All J&K Mechanical Engineering Graduates Association, in a meeting held here today, condemned the Government order according sanction to the re-employment of Mr Fotedar.

Demanding immediate cancellation of the order, the Association said that the decision was against the statements of the Chief Minister that extension/re-employment in service will not be allowed keeping in view the huge stagnation and unemployment in engineering cadre.

All J&K Graduate Engineers Associations Joint Action Committee also condemned the order and demanded its immediate cancellation. The Committee said that order will demoralize thousands of inservice engineers awaiting promotions.

The Committee warned to start state-wide protests and bandh if the order was not cancelled by the Government immediately.

Use of force on employees leads to demonstrations

SRINAGAR, Jan 30: Scores of protest demonstrations were held by State Government emplo-yees from Kashmir division today against the police for using power on their counterparts protesting in Jammu. The emplo-yees threatened complete lock out of all the Government offices if their demands were not met within a specified time frame.

Protest demonstrations were held at various places including Directorate of Food and Supplies, Municipal Corporation office and Irrigation subdivision at Safakadal. The employees termed the today’s police action against the employees at Jammu as an act of "state terrorism". They demanded action against the police personnel responsible for use of excessive force against their co fellows.

Addressing the employees at Municipal Corporation headquarter near Karannagar, the vice president of Employees Joint Action Committee (EJAC), Fayyaz Ahmed Shabnum asked the Government to desist from using ruthless tactics against its workers.

He demanded immediate release of the employees leaders detained in Jammu during the protest. "The employees want to cooperate with the Government in smooth functioning of its work. But the bureaucracy is hell bent to foment trouble and destabilize the work culture as advocated by the Chief Minister", he said.

EJAC chief organizer Far-ooq Ahmed Khan while slamming the bureaucracy said the officialdom was taking an undue advantage of the emp-loyees patience. The employees won’t be terrified by the ruthlessness of the Government and would continue to seek settling of their long pending demands by peaceful means.

He revealed that EJAC would hold a meeting of its executive committee tomorrow and will deliberate upon the state wide lock out of the government offices.

Meanwhile, the State Road Transport Corporation employees today started a one hour token strike to press the Government for release of the pending salaries of employees. The symbolic strike shall continue unless the Government decides the fate of thousands of SRTC employees who are in the utmost miserable condition, the president of the SRTC Coordination Union Noor Mohammed said.

3 employees of Govt Woolen Mills chargesheeted

SRINAGAR, Jan 30: Three employees of Government Woo-len Mills Bemina have been charge-sheeted by the Crime Branch for the misappropriation of the cloth worth lakhs of rupees from the mill.

According to Senior Superintendent of Police Crime Branch, three employees of Government Woolen Mills Bemina, Ghulam Nabi Paul, son of Mohammad Sultan of Narkara Budgam, Fayaz Ahmad Bhat, son of Ghulam Nabi Bhat of Payeen Chattabal and Fayaz Ahmad Shah son of Ali Mohammad of Umer Heer Bachpora have been found misappropriating the material of the Mills by different means.

On the investigation of a case, Crime Branch Kashmir found these employees responsible for discrepancies, like movement of material through fake invoice numbers and from finishing stores to excise paid godowns through illegal channels.

According to the SSP, some of the cost of the misappropriated cloth has been recovered from the three employees during the investigations.

Crime Branch has presented three separate charge sheets before the Court of Judge Small Causes Srinagar against these three accused persons.

CBI unearths one more loan scam, presents charge-sheet

JAMMU, Jan 30: Central Bureau of Investigation unearthed one more loan scam of Central Bank of India whereby the then Branch Manager sanctioned Rs 9 lakh to a non-existing company and presented charge-sheet against the accused in the Court of Special Judge Anti-Corruption Jammu.

According to the CBI investigation, Tarsem Singh, Proprietor of Surya Mirror Industry applied for OD limit of Rs 9 lakh under Sent Trade Scheme which was sanctioned by then Manager, Central Bank of India.

The borrower has submitted the provisional registration certificate issued by District Industry Centre (DIC) dated September 16, 2002. Though no where it is shown that the certificate is issued for SSI unit yet it is established that Surya Industry is an SSI unit as DIC issues registration certificate only for the SSI units.

As per the circular of the bank, the industry being an SSI unit was not entitled for loan under Sent Trade Scheme. By sanctioning disbursing loan to an SSI unit, the then Manager has violated the provisions of Circular 142 dated November 2, 2001 and Circular No 130 dated October 3, 2002 issued by Head Officer of Central Bank of India.

Vijay Gupta, the then Senior Manager and S S Sharma, Assistant Manager of Central Bank of India, Talab Tillo Branch Jammu had carried out post inspection of this unit on January 24, 2006 and as per their post-sanction inspection report, they have mentioned "no shop- no business". This clearly shows that the borrower Tarsem Singh was not carrying out any business but despite this the Branch Manager sanctioned the OD limit.

After completion of the investigation, the chargesheet was presented in the Court of Special Judge Anticorruption Jammu.

The Special Judge Anticorruption Kartar Singh directed Tarsem Singh to furnish a bail bond to the tune of Rs 20,000 and personal bond to the like amount, which were furnished by the accused.

Governor, CM pay glowing tributes to Father of the Nation

JAMMU, Jan 30: People of the State today joined the millions of countrymen in paying homage to Mahatma Gandhi on his 60th death anniversary, observed as the Martyrs’ Day and resolved to carry forward his message of peace, truth and non-violence.

A solemn function, the biggest held in the State, was organized at Mubarak Mandi where Governor, Lt. Gen. (Retd) S. K. Sinha and Chief Minister Ghulam Nabi Azad led thousands of men, women and children in paying floral tributes to the Father of the Nation. School children attired in Gandhian dress sang bhajans and spoke about the Mahatma’s philosophy.

Among others, Padam Bhushan Balraj Puri, Minister for Higher Education, Gulchain Singh Charak, Minister of State for Social Welfare, G. M. Saroori, legislators, R. S. Chib and Jahangir Mir, Mayor, Jammu Municipal Corporation, Narinder Singh, Divisional Commissioner, Jammu, Sudhanshu Pandey, President, All India Gandhian Workers’ Society, J&K, S. P. Verma and prominent Gandhians were present.

In his address, Governor paid glowing tributes to Mahatma Gandhi and said that in India with its ancient history dating back to several thousand years, he was only the second personality after Mahatma Buddha whose message and popularity had transcended the boundaries of the country and earned him appreciation around the globe.

Gen Sinha said that in death, the Mahatma gave political stability and communal harmony to the country.

The Governor said that Mahatma Gandhi was today respected and revered by the international community with the United Nations observing his birthday as the International Non-Violence Day. He said nothing could be a greater tribute to him than this. He said in following the footsteps of Mahatma Gandhi several world leaders like Martin Luther King of USA, Nelson Mandela of South Africa and Khan Abdul Gaffar Khan, also known as Frontier Gandhi, of Pakistan had immortalized themselves.

In his address, the Chief Minister, Ghulam Nabi Azad said that Gandhiji not only led the freedom struggle of the country but his teachings also enthused freedom movements of several countries lurking under the foreign yoke. He said Gandhiji became an inspiration for people fighting for peace and truth around the world. His philosophy and message draws appreciation across the globe even today, he added.

Mr. Azad said that Gandhiji’s message that violence was to be fought with non-violence had shown the way to the people of J&K. He said it was now established that violence takes us nowhere. He said the decrease in violence in the State was a direct tribute to the teachings of this great man. He said the unprecedented participation of people in Republic Day celebrations throughout the State few days back was an indication that violence had been defeated.

The Chief Minister underscored the need for the new generation to know Gandhiji and his philosophy. He said the Government had started State wide debate competitions for students of schools and colleges on truth and non-violence that evoked imme-nse response last year.

The Chief Minister also received the prestigious Mah-atma Gandhi Service Award for his outstanding contribution towards popularizing Gandhiji’s message of truth and non-violence and service to the people.

The award was presented to him by Governor, Lt. Gen. (Retd) S. K. Sinha on the occasion.

The award given on behalf of Dr. Nirmala Deshpande, President, Akhil Bharat Rachnatmak Samaj and millions of Gandhian followers of the country, recognizes Mr. Azad’s contribution in the service to the people of the country, particularly the State and propagating the message of Mahatma Gandhi.

Centre to release Rs 4 cr for 2nd phase of ICDS scheme

NEW DELHI, Jan 30: Union Minister for Women and Child Development Renuka Chowdhary has assured to release Rs 4 crore to Jammu and Kashmir for early operationalization of second phase of ICDS scheme under which 6500 new Anganwari Centres are being opened in the State. She also supported development of women living in border areas of the State through micro-financing, for which she suggested constitution of self-help-groups.

The assurance was given to Minister for Social Welfare Abdul Gani Vakil who called on her here today. Mr. Vakil had requested for special schemes for the development of women inhabiting border areas.

Ms. Chowdhary agreeing in principle to sanction 5500 more Anganwari Centres to the State in phase III asked Mr. Vakil to submit the proposal to Government of India shortly. She said that her Ministry was ready to provide every support to the State for betterment of women and children especially those belonging to under privileged and marginalized sections of society.

Among others, Union Secretary Women and Child Development Anil Kumar, Joint Secretary and Special Secretary Social Welfare of J&K State were present on the occasion.

Police recovers 2 live grenades

RAJOURI, Jan 30: Rajouri Police has recovered two live grenades from Shah Studio, run by one Atar Shah near DC Colony Rajouri and has started investigations. However no one has been arrested so far.

Two live grenades packed in a polythene bag were kept at Shah Studio by some unknown person. Seeing an unknown object lying in the shop, Mr Shah informed the Police Station Rajouri. Later a team of police led by SHO, Ms Mehajudin reached the spot and took the live grenades in its possession.

The police has started investigations but no one has been arrested so far as no clue has been got that who placed the grenades in the shop.

JAMMU, Jan 30: The chain hunger strike launched by the displaced youth under the banner of Youth Wing All India Kashmiri Samaj (YWAIKS) entered 51st day today. Addressing the demonstrators the president of YWAIKS, R K Bhat said a ray of hope has started re-kindling among the displaced Pandits with the statement of Chief Minister, Ghulam Nabi Azad who has announced the payment of relief benefits to bifurcated ration card holders along with launching of recruitment drive for the displaced Pandit youth in the Assembly yesterday.

He expressed the hope that Government will implement its decision along with package announced by Prime Minister for the exiled community at an earliest.
